The European Neighbourhood Policy lacks momentum & persuasiveness. Unlike the enlargement policy, the ENP does not have European Union membership as a goal. The course of development & the room for manoeuvre are correspondingly different. Renegotiation of the "expanded agreements" with the eastern neighbours provides the starting point for boosting the ENP in terms of substance. The ENP should be understood better as a Europeanisation strategy for modernising the countries in question & guaranteeing stability. Despite widespread support for the concept of sustainable development neither individuals, nor politics or society behave accordingly. Research has identified individual and contextual barriers as reasons for the gap between attitudes and behaviour. In this study individuals get a chance to speak in guideline based interviews in order to cooperatively compile foundations of responsible behaviour according to sustainability. Especially noticeable in a great variety of foundations is the idea of initiating a debate about norms and taboos. This debate aims at preventing individuals, politics and society from passing the buck amongst each other and shall instead induce the renegotiation of what is considered desirable. In addition, education can in multifarious ways support intrinsically motivated responsible behaviour meeting individual attitudes.
Mit der Wahl des US-amerikanischen Präsidenten ist das 1994 in Kraft getretene Nordamerikanische Freihandelsabkommen (NAFTA) zurück auf die Agenda der Handelspolitik gelangt. Auf Druck der USA fanden am 16. August 2017 die ersten Gespräche zwischen den NAFTA-Vertragspartnern USA, Kanada und Mexiko über eine Neugestaltung des Abkommens statt. Noch vor den mexikanischen Präsidentschaftswahlen im Juli 2018 sollen die Gespräche zu einem vorläufigen Abschluss führen, eine Einigung wird aber tatsächlich wohl weitaus mehr Zeit in Anspruch nehmen. ; With the election of a new president in the US, the North American Free Trade Agreement (NAFTA) is back on the international t rade policy agenda. This article sets out US motivations to push for a renegotiation and examines the pros and cons of renegotiating the agreement. While there are good reasons to update NAFTA, a new agreement or even a US withdrawal from the treaty will not meet the expectations raised in President Trump's election campaign.
Argues that current conditions are promising for a peaceful settlement of the nationalist conflict in the Basque country (Spain). A proposal is put forth that is based on recognition of the historical rights of the Basque country & a related renegotiation of political & institutional matters. Liberal & communitarian theories of collective rights are discussed, claiming that a solution is possible only when an essentialist approach toward exclusive collective rights is overcome by an inclusive understanding oriented toward a constant & negotiated reconstruction of these rights. The practicality of this proposal is considered in relation to the constraints & opportunities emanating from the Spanish constitution, political structures, prominent discourses, & identity constructions. It is concluded that social movements have taken a particularly constructive stance in actively developing & enabling this permissive situation & the different solutions under discussion. 31 References. A cultural political economy (CPE) approach is adopted to examine the rise of discourses about the BRIC (Brazil, Russia, India and China) economies and about their implications for power shifts in the world system. Forces such as international investment banks, economic strategists, international organizations, national governments, business media, etc. contributed in constructing and circulating 'BRIC' as a new economic imaginary and investment form. These involved constructions of 'hope' and 'strength' over three overlapping stages: an investor story, an investor-consumer story, and now an investor-consumer-lender story. This amalgam of discourses and practices (which are subject to continuing renegotiation in response to changing circumstances and further shifts in the balance of forces) has facilitated the gradual sedimentation and naturalization of BRIC as a potential 'group' and has mediated particular power shifts in the global political economy. Specifically, this (trans-)national privileging and popularization of 'BRIC' is contributing to the (re-)making of investment patterns and neoliberal social relations. Recently, many parts of the world, including Western democracies, which are historically shaped by Christianity, have experienced new developments in the religio-political field. These changes result in calls for a revision or renegotiation of the relationship between religion & politics. This concerns not only the religiously asymmetrical constitutions in the European democracies where established churches are privileged & religious, in particular Muslim, minorities are struggling to achieve recognition & equal status. Also, countries with a strict separation of church & state such as the US, France, & Turkey are facing criticism of their religio-political arrangements -- arrangements that have acquired a hegemonial status in modern political theory as well as in Western publics. This article attempts a critique of the (normative) principle of a separation of the public & religious spheres, as embedded in liberal thoughts & democratic justifications. It strives for a normatively more convincing & politically more productive paradigm of the relationship between religion & politics & its proper regulation in a religiously & culturally plural democracy. 79 References. "This article extends the materialist critique of bio-capitalist structures and logics to not medically indicated, recreational uses of biomedical diagnostic information. The increasing biomedicalization of society changes our understanding of life, body, and self. The possibilities of intervening in the make-up of the body turns life into a controllable process, which only depends on the right choice and consumption of products. And this choice is produced by a commercial sector that has been described as bio-capitalist complex. Diagnostic tools that provide a new insight into the body have revolutionized the concept of health, making self-surveillance an integral part of everyday life. With the growing prevalence of diagnostic testing and its extension to recreational and everyday practices - from genetic testing to me- Health and wearables - bio-capitalist market structures pervade not only the understanding of the body but of the self. This article argues that the renegotiation of the body as bio-capital has extended to everyday identity practices that are not necessarily recognized as biomedical and biotechnological but follow nonetheless the logics that govern this biomedical-industrial complex." Openness about sperm and egg donation and the regulation of donor anonymity or non-anonymity are new phenomena. How do affected families, clinics, and regulators deal with information about gamete donors and the donation itself? And how does this knowledge management contribute to the creation and enactment of kinship? Addressing these questions in Germany and Britain, this ethnography makes a comparative contribution to the empirical and theoretical analysis of kin-formation and social change. Maren Klotz reveals a contemporary renegotiation of the values of privacy, information-sharing, and connectedness as they relate to the social, clinical, and regulatory management of kinship information. Transparency, not genetics, is the moral imperative, and instead of an unambiguously discernible 'geneticization,' her findings on donor non-anonymity and parental openness display a pattern of 'transparentization.' This pattern represents a shift in authority over kinship away from the sometimes highhanded reproductive medical profession towards concerned groups, parents-by-donation, and policymakers. Eine höhere Besteuerung der Reichen kann nur dann Ungleichheit begrenzen, wenn sie konsequent durchgesetzt wird. Deshalb beschäftigt sich dieser Beitrag mit der internationalen Kooperation gegen Steuerflucht. Es wird erörtert, welche Formen von Steuerflucht, -vermeidung und -wettbewerb es gibt und welche Gegenmaßnahmen jeweils zu ergreifen wären. Anhand eines "Trilemmas der internationalen Steuerpolitik" wird gezeigt, dass es bezüglich des Wettbewerbs um Unternehmensstandorte und -gewinne kaum erfolgreiche politische Initiativen gibt. Im Unterschied dazu hat man gegen die Steuerflucht natürlicher Personen manches auf den Weg gebracht, auch wenn noch wichtige Lücken in der gleichmäßigen Durchsetzung bestehen. Derzeit gibt es eine politische Auseinandersetzung über die Wahl des geeigneten Instruments gegen Steuerhinterziehung: Soll sie durch automatischen zwischenstaatlichen Informationsaustausch über ausländische Anleger oder anonyme Abgeltungssteuern in den Quellenstaaten bekämpft werden? Diese Kontroverse kristallisiert sich an den Diskussionen um die bilateralen Steuerabkommen der Schweiz, die Neuverhandlung der EU-Zinsrichtlinie und den "Foreign Account Tax Compliance Act" (FATCA). ; Taxes on the rich will only be useful instruments in the fight against inequality if they are effectively enforced. Therefore, this article assesses international cooperation to counter harmful tax flight and tax competition. It describes different forms of tax avoidance, evasion and competition and the respective instruments to counter them. Using a "trilemma of international tax policy" I show that there are hardly any cooperative international measures to counter tax avoidance by multinational companies. In contrast, concerning tax evasion by individuals, some progress has been achieved. Currently there is a controversy over the right means of fighting evasion between automatic exchange of information and anonymous withholding taxes in source countries. This dispute crystallizes in current discussions surrounding the renegotiation of the EU savings tax directive, the "Foreign Account Tax Compliance Act" (FATCA), and Swiss bilateral tax treaties.
