A significant amount of research has been conducted regarding the resilience of the regions and the factors that contribute to allow them to face challenges, crises, or disasters. The rise of promising sectors like Machine learning (ML) and Artificial Intelligence (AI) can enhance this research using computing power in regional economic, social, and environmental data analysis to find patterns and create prediction models. Through Machine Learning, the following research introduces the use of models that can predict the performance of a region in disasters. A case study of the performance of USA Counties during the Covid19 first wave period of the pandemic and the related restrictions that were applied by the authorities was used in order to reveal the obvious or hidden parameters and factors that affected their resilience, in particular their economic response, and other interesting patterns between all the involved attributes. This paper aims to contribute to a methodology and to offer useful guidelines in how regional factors can be translated and processed by data and ML/AI tools and techniques. The proposed models were evaluated on their ability to predict the economic performance of each county and in particular the difference of its unemployment rate between March and June of 2020. The former is based on several economic, social, and environmental data -up to that point in time- using classifiers like neural networks and decision trees. A comparison of the different models' execution was performed, and the best models were further analyzed and presented. Further execution results that identified patterns and connections between regional data and attributes are also presented. The main results of this research are i) a methodological framework of how regional status can be translated into digital models and ii) related examples of predictive models in a real case. An effort was also made to decode the results in terms of regional science to produce useful and meaningful conclusions, thus a decision tree is also presented to demonstrate how these models can be interpreted. Finally, the connection between this work and the strong current trend of regional and urban digitalization towards sustainability is established.

Accessibility and quality of education is a much-debated issue today. In Bhutan this is especially a concern for the population scattered across the extreme mountainous terrain of the country. Difficult access and spatial isolation leads to an unequal distribution of the quality services in Bhutan. It is also an issue for children in urban communities despite the easy access to schools. Poverty and disability hold children back from enrolling in and completing school. Hence, the education resilience in these vulnerable communities can differ accordingly even despite the fact that the government provides free basic education in Bhutan. We define resilience as the ability of students, education institutions, and communities to achieve positive education outcomes in spite of adversities, such as the marginalization, isolation and poverty that exist in pockets in Bhutan. This report presents the results of our pilot study. We consulted with education policy makers and implementers at the national level, and communities, parents and children themselves at the local level, to conduct an in-depth analysis of the risks and the assets (strengths, opportunities and resources), that exist in schools, homes and in communities. Accordingly, recommendations are also made in this report with a view towards filling the gaps and enhancing the relevance of education policies and programs based on the evidence collected from the field during the study.

"This book delves into this almost unchartered territory, documenting the lived experiences of sex workers in Bangladesh, considering the complex realities of their day-to-day lives and the ways they negotiate their working conditions and relationships. Despite being the most common form of female deviance and criminality globally, we know very little about sex work in Asia and the global south. Drawing on feminist frameworks, it shows that the experiences of sex workers vary widely depending on the ways they enter the sex trade, their modes of operation, and relationships with significant others. Towards a Southern Approach to Sex Work contributes to feminist scholarship on sex work, by offering a much needed southern perspective, drawing on culturally specific data. It argues that the lived experience of sex workers comprises both victimhood and agency, deception and resilience, and that it is the management of these relationships that enable sex works to avoid social marginalization and alienation. An accessible and compelling read, this will appeal to students and scholars of criminology, sociology, gender studies, south Asian studies, cultural studies, social theory and policy makers. The fate of British finance following the Brexit referendum revolves around the "resilience or relocation" debate: will the City of London continue to thrive as the world's leading financial centre or will the bulk of its activity move to rival hubs after departure from EU trading arrangements? Despite extensive commentary, there remains no systematic analysis of this question since the Leave vote. This paper addresses that lacuna by evaluating the empirical evidence concerning jobs, investments, and share of key trading markets (between June 2016 and May 2020). Contrary to widely held expectations, the evidence suggests that the City has been remarkably resilient. Brexit has had no significant impact on jobs and London has consolidated its position as the chief location for financial FDI, FinTech funding, and attracting new firms. Most unexpectedly, the City has increased its dominance in major infrastructure markets such as (euro-denominated) clearing, derivatives, and foreign exchange – although it has lost out in the handling of European repurchase agreements. Based upon this evidence, the paper argues that the UK's negotiating position is stronger than typically recognised, and outlines the competitive ramifications for both the UK and EU financial sector.

Abstract
The resilience of neoliberal ideology despite its repeated failings is a problem that continues to generate significant scholarly controversy. To theorize the enduring appeal of neoliberalism, this article uses Jacques Lacan's psychoanalytic concept of fantasy. For Lacan, a fantasy is a narrative that structures our experience of reality, organizing our pursuit of desire. I argue historical neoliberal thinkers constructed a fantasy narrative in which the "free market" functions as the crucial object of desire. The fantasy determines a priori that all historical and material progress is a result of the free market, and that any failings can be blamed on its binary opposite, the transgressive state. Hence, the fantasy prepares in advance for its own failures, as each fresh crisis can be constructed as a failure of the state, and as evidence of the need to intensify the pursuit of the free market. To illustrate the role of fantasy in preserving and reanimating neoliberalism, I examine neoliberal fantasy logic at the G20 leader's summits organized in response to the Global Financial Crisis. Across the G20 meetings, the dominant narrative of the crisis was reconstructed to fit the neoliberal fantasy, ultimately absolving the free market and instead focusing blame on the state.

Many firms may successfully navigate an organizational crisis, but may find themselves entangled in another soon after. Building on a resource-dependence perspective, this study evaluates how certain investor characteristics foster organizational resilience during a crisis by preventing a relapse following recovery. Drawing on data from 2014 to 2019, we analyzed 359 firms that faced a crisis in 2015, as indicated by their Altman Z-score values. Our findings reveal that diversity and patience of investors prevent firms from relapsing into upcoming crises; however, the probability of relapse increases when concentrated investors boost the firm's capital during the in-crisis period. We bridge the gap between the resource-dependence theory and literature on organizational resilience and contribute by extending previous analyses on the relevance of investors to recover from a crisis to identify how in-crisis investors' features also state the foundations to avoid future relapses. The aim of this article is to critically assess Joseph Nye's claims about student exchange programmes by examining the impact of Morocco's educational relationship with the EU on the kingdom's political development during and since the Arab Spring. Nye maintains that such schemes are important sources of soft power which Western countries can use to promote their values – including that of democracy – in the societies of the visiting students. Despite tens of thousands of its citizens enrolling in European universities each year, however, Morocco is scarcely any more democratic today than it was when the Arab Spring began. The article considers what the country's non-democratisation means for the EU's soft power and this facet of Nye's thesis.
