The Sociocultural Animation Project "Active Ageing in a Retirement Home" designs Animation as an integral part the daily life of the institution and its residents. Using this approach we hope to improve quality of life for residents, promoting an environment that helps elderly people live their closing years in an active and satisfactory way. We conclude that Sociocultural Animation is a mode of intervention in all aspects of the life of the elderly, and it is a permanent stimulus for mental, physical and emotional capacities. It acts in facilitating access to a more active and creative life, improves communication in relationships with others, encouraging better preparation for life in a community and it develops personal autonomy.
O estudo objetivou aplicar modelos atuariais (dinâmicos e estáticos) para calcular as alíquotas previdenciárias equilibradas para o benefício de aposentadoria programada (na idade mínima) para o Regime Geral de Previdência Social, tomando como base o texto original e o substitutivo da reforma proposta pelo Governo Michel Temer. Mesmo ante os aumentos regulares da expectativa de vida e o caráter de longo prazo das análises, os estudos nacionais sobre previdência tipicamente se apoiam na hipótese de mortalidade estática. A relevância deste estudo é evidenciada devido às mudanças demográficas, particularmente o aumento da expectativa de vida, vivenciadas pela população brasileira nas últimas décadas e que põem em dúvida a sustentabilidade do sistema previdenciário nacional. O uso de modelos atuariais dinâmicos possibilita discussões mais acuradas sobre o futuro da previdência, além de contribuir para uma literatura nacional ainda escassa. Foram aplicados modelos atuariais estáticos e dinâmicos para um indivíduo representativo, ajustando tábuas de mortalidade das Nações Unidas entre 1950 e 2100. Constatou-se que as alíquotas atuarialmente justas calculadas pelo modelo atuarial dinâmico são tipicamente maiores do que aquelas obtidas por meio do modelo estático, sobretudo para as mulheres. Espera-se que tal diferença aumente à medida que os ganhos na expectativa de vida passem a sofrer maior influência da redução da mortalidade nas idades mais avançadas. Adicionalmente, pelo modelo dinâmico, sendo aprovada a reforma da previdência (pelo texto original ou substitutivo), há indícios de que as alíquotas cobradas atualmente seriam demasiadas para os homens. Por sua vez, essas seriam demasiadas para as mulheres pelo texto original e mais próximas do valor atuarialmente justo pelo texto substitutivo. Recomenda-se, ainda, o desenvolvimento, a divulgação e a revisão regular de tábuas dinâmicas oficiais (seja para a mortalidade ou outras premissas biométricas). ; This paper aimed to apply (dynamic and static) actuarial models to calculate the balanced contribution rates for the planned (at the minimum age) retirement benefit of the General Social Security System, based on the original and substitutive texts of the reform proposed by Michel Temer's government. Even with the regular increases in life expectancy and the long-term nature of the analyses, national studies on social security are typically based on the static mortality hypothesis. The relevance of this study is evident due to the demographic changes, particularly the increase in life expectancy, experienced by the Brazilian population in recent decades and which put in question the sustainability of the national pension system. The use of dynamic actuarial models allows for more accurate discussions about the future of social security, besides contributing to the still scarce national literature. Static and dynamic actuarial models were applied to a representative individual, adjusting mortality tables from the United Nations covering 1950 to 2100. It was verified that the actuarially fair rates calculated by the dynamic actuarial model are typically higher than those obtained by the static model, especially for women. This difference is expected to increase as gains in life expectancy become more influenced by the reduction in mortality at more advanced ages. Moreover, if the social security reform is approved (in accordance with either the original or the substitutive text), there are indications from the dynamic model that the contributions rates currently charged would be excessive for men. In turn, these rates would be excessive for women considering the original text, and closer to the actuarially fair value considering the substitutive text. The development, disclosure, and regular updating of official dynamic tables (whether for mortality or other biometric assumptions) are also recommended.
This article presents the narratives of young people born with HIV told in chatting circles of a Working Group on Vertical Transmission of HIV and Youth. The themes relate to employability and social benefits, as well as the loss of retirement pensions by people living with HIV/AIDS (PLHA) from 2016 to 2019. Based on the concept of intersectionality, this qualitative research consists of the autoethnography of a Black intersex travesti activist and of a document analysis of minutes, news, meeting memories, personal notes, and legislations. ; Este artigo busca contar as narrativas de jovens que nasceram com HIV apresentadas em rodas de conversa de um Grupo de Trabalho sobre Transmissão Vertical do HIV e Juventudes. Os temas abordados dizem respeito à empregabilidade e benefícios sociais, bem como analisam a perda de aposentadorias por Pessoas Vivendo com HIV/aids (PVHA) no período de 2016 a 2019. O método utilizado para esta pesquisa qualitativa é a autoetnografia de uma ativista travesti negra e intersexo, além da análise documental de atas, notícias, memórias de reuniões, anotações pessoais e legislações, tendo como escolha conceitual de análise a interseccionalidade.
The reform of the Social Security system is perhaps the most important item of the agenda of Constitutional reforms in Brazil. Without it, the increase in the (Number of retired people/Number of contributors) ratio will create dramatic fiscal problems in the long term. This article analyzes the evolution of the Social Security expenditures in Brazil during the last 15 years. The focus of the paper is on the composition of expenditures and the trajectory of its real value, with special emphasis on the impact of inflation. After the Real Plan, the possibility that the prices might accomodate the structural pressures for increasing expenditures has practically disappeared. As a consequence, the necessity to reform the retirement system has become more evident. The paper defines a taxonomy of the different proposals of reform, comments on the most relevant issues being discussed within the debate about the Social Security and includes a proposal of reform. This proposal makes only a few changes in legislation and preserves the legal existence of the job time retirement. Nevertheless, it would have a considerable economic impact compared with the preservation of the status quo and would be a more ambitious and more feasible alternative than the one currently being discussed by Congress.
Jose Calvet de Magalhaes was deeply involved in the complex Sino-Portuguese relationship, including Macau. His involvement began only five years after he started his consular career & ceased nine years before his retirement in 1980. He was instrumental in the formulation of Portuguese policies & always showed, as was the rule among Portuguese career diplomats, an attitude of moderation & pragmatism vis-a-vis Red China. However, this article concludes that his orientations in some key moments did not render the expected dividends to Portugal's diplomatic strategy vis-a-vis China. References. OBJETIVO: Analisar o efeito do processo de estigmatização e discriminação no ambiente de trabalho sobre os cuidados cotidianos à saúde e o bem-estar de homens vivendo com HIV/Aids. MÉTODOS: Estudo qualitativo com 17 homens vivendo com HIV, realizado em 2002. Foram estudados os depoimentos em grupo para discutir as dificuldades sobre discriminação no ambiente de trabalho, utilizando análise das práticas discursivas. O grupo, proveniente de centro especializado em HIV/Aids da cidade de São Paulo, representou segmento de pesquisa anterior. RESULTADOS: O debate entre os participantes indicou que o tratamento anti-retroviral exige idas freqüentes aos serviços de assistência médica, que implicam em faltas ou atrasos no trabalho. A apresentação de atestados médicos para justificar ausência no trabalho, mesmo sem indicar Aids, pode resultar em demissão. Desempregados, muitos são barrados nos exames médicos e têm o direito ao sigilo de sua condição violado. Como último recurso, o pedido de aposentadoria implica em cenas de humilhação ou discriminação na perícia médica. CONCLUSÕES: A assistência planejada com o envolvimento dos pacientes consegue ampliar a atenção psicossocial e considerar as necessidades do paciente trabalhador ou desempregado, reconhecendo que o estigma limita o cuidado, afetando a saúde mental e a evolução da infecção. Mitigar o efeito do estigma e da discriminação requer articulação política intersetorial e contribuirá para atingir metas globalmente reconhecidas como fundamentais para o controle da epidemia. ; OBJECTIVE: To analyze the effect of the stigmatization and discrimination process in the work environment on the routine healthcare and well-being of men living with HIV/AIDS. METHODS: Qualitative study with 17 men living with HIV, conducted in 2002. Testimonies given in a group to discuss the difficulties concerning discrimination in the work environment were studied, by means of discursive practice analysis. The group, originating from a specialized center for HIV/AIDS treatment in the city of São Paulo, represented a segment of previous research. RESULTS: The discussion among participants pointed out the fact that antiretroviral treatment requires frequent visits to medical assistance services, resulting in absences and delays at work. To show medical certificates to justify absences at work, even without indicating AIDS, can lead to dismissal. Unemployed, many are barred during medical examinations and have their right to confidentiality violated. As a last resource, the request for retirement results in a humiliating or discriminatory scene during the medical inspection. CONCLUSIONS: Assistance planned with the patients' participation enables the broadening of psychosocial attention and the consideration of the needs of both employed and unemployed patients, acknowledging that the stigma limits care, affecting mental health and the evolution of infection. To reduce the effect of stigma and discrimination is something that requires intersectoral political articulation and will contribute to reach goals that are globally recognized as fundamental to control the epidemic.
