ABSTRACT Objective: to discuss the role of Brazilian nursing to face political, economic and sanitary challenges that compose the crisis situation related to Covid-19 pandemics. Methods: Critical-thinking study with analytics characteristics, based on latin-american critical epidemiology and on the concept of social determination of health. Results: the central issues related to the Brazilian political-economic and health scenario are problematized, with emphasis on the impacts in terms of social inequality deepening. Nursing role is discussed considering the impacts in these worker's health, and the relevance of nurses' actions in the several professional practice scenarios to defend social protection. Conclusions: the role of Brazilian nursing as a social practice for the defense of life and universal access to health is reaffirmed as a way of achieving social justice.
Naciones Unidas estima que globalmente hay 300.000 niños y niñas soldados en conflictos. Según dicha organización en 2018 el reclutamiento de niños y niñas aumentó en varios países como en la República Centroafricana y República Democrática de Congo, y alcanzó cifras alarmantes en Sudán del Sur y Somalia. Sin embargo, ni la literatura académica ni la cobertura mediática han dedicado espacio suficiente a esta grave problemática, en especial cuando se trata de representar en los medios la realidad de las niñas soldado desde el enfoque de género. Esta investigación aborda el estudio de caso de la representación de las niñas soldado en dos conflictos africanos: Sudán del Sur y República Centroafricana. Para ello hace un análisis cualitativo de la cobertura de dichos conflictos en dos diarios considerados quality press: The Guardian y Le Monde, entre 2011-2017. Los resultados mostraron que la presencia discursiva de niñas soldado en los artículos analizados es muy limitada en comparación a los niños soldados, con un encuadre predominante de víctimas de abusos sexuales, y no en el rol de combatientes supuestamente masculino, y sin apenas cobertura de noticias positivas como los procesos de rehabilitación de estas niñas. ; The United Nations estimates there are 300,000 child soldiers in conflicts around the world. According to the UN, in 2018, recruitment of child soldiers increased in several countries, such as the Democratic Republic of Congo and the Central African Republic. Recruitment activities attained an alarming level in South Sudan and Somalia. However, academic literature and media have not devoted enough coverage to this critical issue, in particular with regard to child soldiers' media coverage from a gender perspective. This project sought to study girl soldiers' representation within the frame of two African conflicts: Southern Sudan and the Central African Republic. The study entailed a qualitative analysis of these conflicts in two quality newspapers: The Guardian and Le Monde from 2011 to 2017. The results showed that the discursive presence of girl soldiers in the articles analysed is very limited in comparison to that of boy soldiers. Girl soldiers are mainly represented as victims of sexual abuse rather than in the role of supposedly male combatants. In addition, minimal coverage relating to positive news, such as girls' rehabilitation processes, was also highlighted.
Abstract In Colombia, political decisions related to the countryside preserve an unjust social order, maintaining inequities and obstacles to the well-being and life quality of farmers. In this scenario the Territorial Arrangement Planning of the San Nicolas Valley, in the East of the department of Antioquia, has generated a series of rural conflicts that accentuate the vulnerabilities of rural residents, threatening the agricultural tradition in this subregion. Thus, this study inquired about the perceptions of legality in the peasant population of the area. A descriptive-correlational study with non-probabilistic sampling was carried out, including 380 peasants, members of civic-rural associations of the San Nicolas Valley, evaluating in four scales: beliefs, values, knowledge of the law and perceived legality in the context. Statistical analyses were performed in SPSS v.22 software. The findings indicated significant relationships between the study variables. Despite the state abandonment of the proletariat to market forces in an area with socioeconomic imbalances, no determining link was found between low income and violation of the law.
Tertiary education attendance in Brazil varies remarkably among different population groups. In order to decrease inequalities and increase the proportion of minorities in public universities, many institutions of higher education in Brazil have implemented affirmative action policies since the 2000s. The main objective of this paper was to analyze different counterfactual affirmative action policies at the Federal University of Minas Gerais (UFMG) based on simulations, measuring the proportion of minorities and the level of academic performance at this institution under each scenario. The current quota policy of 50% for students from public secondary schools, divided between four main groups (non-poor/non-minority; poor/non-minority; non-poor/minority; poor/minority), was shown to be well-designed to promote higher proportions of minorities among the student body. However, if academic performance is also taken into account, the best options would be either a quota policy of 50% divided between poor and non-poor students or a bonus policy based on a linear function of course competitiveness with an average bonus of 6%.
This article considers an implementation of a constructive scheme of collective decision-making, which is based on the Bayesian strategy, for the selection of investment projects to solve the socio-economic problem of Kyiv city. The relevance of this study is that in the absence of an objective and transparent system for selecting investment projects and with a limited regional budget, the government should accept only those investment projects that bring the greatest socio-economic benefits. The main ways of state investment in projects aimed at improving socio-economic problems are considered. Among them are the State Fund for Regional Development and the public-private partnership program. It is determined that a significant advantage of public-private partnership over the State Fund for Regional Development is the ability to attract both public funds and private investment. Three projects aimed at solving the problem were selected from the website of the Kyiv Investment Agency, which operates within the framework of a public-private partnership. The financial indicators of their profitability were calculated – NPV (net present value), IRR (internal rate of return) and PI (profitability index). They are based on the concept of incoming and outgoing payments during the period of project execution. It is determined that these indicators do not always give a consistent result, as well as their main drawback – the inability to assess the social component. According to the methodology of collective decision-making by a group of independent experts in terms of the minimum average probability of error, calculations were made to determine the most attractive project. It is noted that all experts make decisions separately and independently of each other. Recommendations were provided for the selection of a specific project. The study identifies the advantages of this method of project acceptance for investment: objectivity, consistency and transparency. In the future, it is planned to incorporate risks into the decision-making model.The main areas that need improvement were considered, and key ones were selected. ABSTRATC: In contrast to the increasing aquaculture production of mussels worldwide, production in the European Union (EU) has shown a decreasing trend over the last two decades. Aquaculture production of mussels in the EU peaked in the late 1990s at more than 600 000 tonnes; by 2016, production volume had dropped by 20% to 480 000 tonnes. As mussel production represents more than 1/3 of EU aquaculture production, this decrease is an important contributor to the stagnation of EU aquaculture. Previous studies have suggested diseases, lack of mussel seed (spat), and low profitability as the main causes of the EU mussel production decrease. In this study, we investigate how economic and environmental factors have contributed. Moreover, we examine if the different mussel production techniques (raft, longline, on-bottom, and "bouchot") have been differently affected, by analysing the economic performance and cost structure evolution for the period 2010-2016. We complement these results with a SWOT (strengths, weaknesses, opportunities, and threats) analysis of the EU mussel sector based on expert knowledge.
ABSTRACT Objective: To identify and to discuss the progress of actions for the protection, promotion and support of breastfeeding in Brazil from the perspective of the indicators proposed by the Global Breastfeeding Collective. Data source: A narrative review was conducted according to the methodological orientation of the implementation research and through a qualitative approach. Publications from the World Health Organization and the United Nations Children's Fund were selected, as well as publications from the Brazilian Ministry of Health were collected from the Virtual Health Library and from the libraries of the Department of Primary Care's portal and the Brazilian's Institute of Geography and Research. Data synthesis: Brazil has shown promising results regarding the implementation of breastfeeding protection legislation, the participation of municipalities in community breastfeeding support programs, and the continued evaluation of these programs. However, reports of breastfeeding rates have not been produced every five years and the progress of these indicators is very far from the agreed targets for 2030. There is also a need to improve the number of births in child-friendly hospitals and financial donations for breastfeeding programs. Conclusions: It is necessary to strengthen systematic monitoring of breastfeeding and following up current strategies to more effectively impact the breastfeeding rates in the country. Furthermore, it is suggested that the practice of donations is a pathway to be explored to support breastfeeding programs.
ABSTRACT Context: natural experiments or quasi-experiments have become quite popular in management research. The differences-in-differences (DiD) estimator is possibly the workhorse of these techniques. Objective: the goal of this paper is to provide a tutorial that serves as practical guide for researchers considering using natural experiments to make causal inferences. Methods: we discuss the DiD advantages, concerns, and tests of validity. We also provide an application of the technique, in which we discuss the effect of government guarantees on banks' degree of risk, using the 2008 financial crisis as a natural experiment. The database used, as well as the Stata and the R scripts containing the analyses, are available as online appendices. Conclusion: DiD may be used to tackle endogeneity concerns when treatment assignment is random.
