In the research traditions of social and political science two central answers are being sought. The first is, what is the relationship between the specific con-figurations of the proponents of social changes and the particular outcomes of their activity? The other is, which changes in the configuration of the proponents lead to better results than the existing ones relative to th value criteria such as peace, feasible development, or social justice? This makes the reference frame-work of contemporary discussions on institutional shaping of the relations between the state and the society. In this work, the author first mentions three dominant dimensions of social change to which all of us are exposed. Second, by changing perspective, he goes over from a passive to an active approach in order to observe the actors (citizens) and the forms of their activity (civilness) that might challenge th forces of change and transform them into tolerable or even desirable outcomes. And third, he contributes to the discussion about civilness and depicts in bigger detail six fallacies that must be avoided if one wants to attain a competent configuration of activity. After World War Two there have been opposing views of the role and the importance of the state in international affairs. Some think that the importan the state is slowly decreasing, since the increasing interdependence of the wo has an enormous influence on internal and foreign policies of a state. On the hand, some point out that the state has not lost any of its importance and tha the contrary, this importance will only be enhanced since the world community has not as yet come up with a model by which to replace sovereign state entities. States generate the structure which has a significant influence on individual group security. This particularly applies to the post-cold-war period since th problems and the threats of the present-day world - economic collapse, politic oppression, poverty, ethnical conflicts, nature degradation, terrorism, crime diseases - directly affect many other elements of security. It is these very problems that turn our attention to the state as the most important institution of the day world which still has at its disposal the resources for reducing or eliminating these threats. Electronic media in many countries have from their inception been linked and defined with commercial content. However, together with the development of the system of commercial radio, democratic countries very soon began to build and/or revamp the alternative systems of public and/or uncommercial radio. The 1994 Croatian Law on telecommunications again allowed private owner-ship of electronic media and consequently the number of radic-stations doubled. There are 114 of them today (excluding Croatian Radio stations). However, the expected democratization of the media resulted only in an increase of commercial and entertaining broadcasts. The true role of the radio as a public media whose purpose is public dissemination of information has been replaced by a new (and profitable) role of public entertainer. Should radio be left there?
