Lange tijd was intergenerationele sociale mobiliteit een belangrijk beleidsstreven alsook een feitelijke praktijk in Nederland (Ultee en Dronkers 1995). Generaties lang kwamen kinderen hoger uit op de maatschappelijke ladder dan hun ouders. Deze vorm van sociale mobiliteit is echter niet meer vanzelfsprekend (Dronkers 1994): steeds meer mensen uit steeds meer sociale milieus behalen een steeds hogere opleiding, maar de wal keert het schip. Omdat het opleidingspeil van de (beroeps)bevolking sneller is gestegen dan de beroepenstructuur vereist, is diploma-inflatie opgetreden. Dit wil zeggen dat diploma's minder waard zijn geworden voor het bereiken van een goede positie op de arbeidsmarkt. Het resultaat is dat kinderen uit de hogere klassen in toenemende mate sociaal dalen ten opzichte van ouders. Tegelijkertijd heeft de sterke nadruk op diploma's in plaats van sociale herkomst in de moderne, meritocratische samenleving geleid tot een diplomademocratie (Bovens 2006). Zo hebben burgers beduidend meer politieke invloed naarmate hun opleiding hoger is. De toegenomen deelname aan het onderwijs, die tot diploma-inflatie en een diplomademocratie hebben geleid, roept de vraag op in hoeverre opleiding in plaats van sociale herkomst de belangrijkste sociale scheidslijn in de huidige Nederlandse samenleving wordt. Dit doet de vraag rijzen in hoeverre het huidige denkkader over sociale mobiliteit, geënt op het verheffen van lagere sociale klassen, nog wel passend is. Bovendien is het een actuele vraag of sociale stijging voor een bepaald deel van de Nederlandse samenleving (de zogenoemde 'beleidsresistente granieten kern') überhaupt wel is weggelegd, ondanks de idee van een activerende participatiemaatschappij (De Gier 2007). Deze vragen zijn voor de Raad voor Maatschappelijke Ontwikkeling (rmo) aanleiding geweest in het werkprogramma 2010 het thema 'sociale stijgers en dalers' op te nemen. Doel is het uitbrengen van een advies waarin institutionele knelpunten worden blootgelegd met het oog op het bevorderen van sociale mobiliteit in de Nederlandse samenleving. Als onderdeel daarvan dient het huidige denkkader over sociale mobiliteit te worden geherevalueerd. De gedachte daarbij is dat sociale stijging en daling zich tegenwoordig niet alleen afspeelt op de van oudsher zo gestratificeerde domeinen onderwijs en arbeid, maar ook op andere maatschappelijke ladders zoals culturele participatie. Deze andere maatschappelijke ladders zouden aan belang winnen, omdat sociale daling op de traditionele domeinen steeds meer realiteit aan het worden is. [.]
The thesis is a case study into the development of child labor in the Netherlands in the nineteenth century (up to 1914), focusing on Leiden. Child labor in this study is defined as the market-orientated production of goods and services by people under the age of sixteen years. Concentrating on one town makes it possible to research the multitude of factors that are associated with the development of industrial child labor in the age of industrialization: demand (including technological renewal and rationalization), supply (living standards, demography, attitudes), the role of education, general attitudes and public discussion and the effects of legislation. Pre-industrial Leiden child labor is taken in account and a more general comparison with the Netherlands and two textiles producing regions is made. Child labor in Leiden textile industry grew in the 1840s in the wake of industrialization. The importance of child labor remained quite the same into the early 20th century. Child labor was not restricted to textiles. In many more industries child labor increased when these industrialized (after 1865) and modernized (after 1890), most notably the printing industry. In the Netherlands as a whole the picture is much the same: industrial child labor was of more importance and involved more children in 1909 than in 1849. The key factor is the unremitting demand for cheap labor, also visible in the growth of labor by young, unmarried women. The demand for better trained or educated workers was still very limited. The supply continued too. Though living standards were higher by 1900 then in the 1840s, still many working class families could hardly do without the extra income supplied by their children. Moreover, in 1910 completing lower education did not offer a real perspective of a better life to the majority of the urban working class. All the same child labor changed. The purpose of this article is to understand why the traditional pattern of a leftist working class and a rightist middle class has declined over the years in many Western countries. Two explanatory theories are put forward. The material explanation suggests that because Western countries have become richer over the years, issues tied to class conflict have become less salient while new, cultural issues of individual freedom versus order have become more salient. The second explanation, focusing on the process of secularization, suggests that cultural issues have become more salient as church membership has declined in these countries. It is studied whether the emergence of a new political culture has weakened economic voting motivations for the working class to vote left and the middle class to vote right, whereas it has strengthened cultural voting motives leading members of the working class to vote right and members of the middle class to vote left. Hypotheses are tested using party-manifesto data and World Values Survey Data. It is concluded that as societies become more secular cultural issues become more salient, causing cultural voting motives to undermine the conventional pattern of a left-wing working class and right-wing middle class.
Dutch historiography of the guilds was 'sectarian' throughout the nineteenth and much of the twentieth centuries. Catholics, Protestants, and National Socialists expressed appreciation for the guild system for various reasons. Marxists and Liberals took a more critical view and Liberals had the broadest following, also internationally. This study examines whether the existence spanning several centuries – half a millennium – of the guilds in the City of Utrecht is attributable to the fact that they were the backbone of the urban society. As such, they were the main, formative component. The investigation entailed exploring their economic, political, social, religious, and military role. After 1300 the City of Utrecht had no substantial wholesale industry, although the craft industry thrived. As a consequence, guilds became powerful (Chapter 2). In the early modern period guilds and guild members were more numerous than was hitherto assumed (Chapter 3). Agreements between the guilds and the municipal authorities regarding accommodations and social services indicate that they maintained close ties with urban society as a whole (Chapter 4). In the late sixteenth and the seventeenth centuries the guilds became more economically prominent, in part because they ceased to play a role in politics and military affairs. Craft guilds assumed responsibility for training in the trade, and no alternative was available for these programmes in Utrecht. Innovations were commonplace in the arts and in the textile and metal industries controlled by the guilds. Craft guilds of painters, linen weavers, and smiths negotiated with the municipal authorities for the right to hold markets. As a consequence, the market expanded and became more transparent, cultivating ever more consumer confidence. Exports by the guilds generated part of the urban affluence and brought the city its reputation in the sixteenth and seventeenth centuries. To be able and willing to become a democratic citizen in a pluralist society, a person needs to develop a positive attitude towards democracy and diversity. This article discusses a couple of elements that are considered prerequisite for a young person to be willing and able to develop a 'true' democratic attitude. These elements, categorised in five dimensions of democratic citizenship, are the result of a literature study about features of democratic citizenship from several disciplines: sociology, psychology, philosophy, pedagogy and political science. This theoretical frame is part of an empirical study that investigated the way in which youngsters in Utrecht relate to their citizenship, especially towards the democratic and pluralist character of the Dutch society. The empirical study also investigates the validity of the theoretical frame.

The emerge of extreme right-wing parties in several European countries is often associated with growing feelings of insecurity. In the traditional extreme right wing discourse, the presence of large numbers of migrants are the main source of different types of blue collar criminality and by consequence the level of feelings of insecurity. This paper firstly points out that victimisation explains only up to a certain level these feelings of insecurity. These feelings should be interpreted as the result of a complex set of factors. In addition to the degree of victimisation, feelings of insecurity are influenced by the personal evaluation of the performance of the police services; demographic background variables, SES, the perception of liveability of city quarters, ethnocentric attitudes and the access to social capital resources. Secondly, this paper relates the trust in public institutions (justice, police, local and regional government) by the previous mentioned variables (insecurity, victimisation, perception of liveability and social capital). People who demonstrate a lack of trust in those institutions complain about insecurity, the quality of the neighbourhood and the liveability of the city quarters they are living in, are mainly negative oriented towards the presence of allochtonous citizens and relatively lower educated. Concluding, working on restoring trust in public institutions is not only consisted out of investing in police forces but also means improving the quality of local government (in terms of responsivity), the implementation of an adapted social and education policy and the mobilization of all forms of social capital. Thirdly, by further research on the origins of social capital, our attention has been caught by the fact that its distribution is (partly) based on SES grounds. Projects in order to improve the amount of social capital at the local level can contribute in public trust but should take social unequality into account. Finally, this paper also examines the distribution of social capital on ethnical base. We discovered a large amount of social capital (and trust in public institutions) among people with allochtonous roots. The amount is however not based on memberships in different organizations but on personal contacts with each other in city quarters. The data for this paper is provided from surveys in municipalities in the Limburg province of Belgium. This province is characterized by a high unemployment rate (due to the closing of the coal mines nearly two decades ago) and the large presence of people with Moroccan and Turkish origins. The first wave of (interview) surveys was organized in 2003-2004 and resulted in a database of + respondents. The second one was organized in the first 9 months of 2005 among 950 inhabitants of the city of Hasselt (the main city of Limburg).

Het stimuleren van gezond gedrag staat hoog op de politieke agenda. Overheidsmaatregelen op het gebied van gezonde voeding staan echter nog in de kinderschoenen. Onlangs pleitte de Raad voor Volksgezondheid en Samenleving dan ook voor meer overheidsmaatregelen om ongezond eetgedrag tegen te gaan. Het ontwerpen van zulke maatregelen op een zowel acceptabele als effectieve wijze is complex. We legden zevenhonderd Nederlanders vijf stellingen voor met betrekking tot overheidsingrijpen op het gebied van gezonde voeding. We vroegen hen welk effect ze voor zichzelf en voor anderen verwachten van de maatregelen die zijn gesuggereerd in het zogenaamde Nationaal Preventieakkoord en eveneens zijn aangehaald door de Raad voor Volksgezondheid en Samenleving.
Ranglijsten lijken niet meer weg te denken uit onze huidige samenleving. Overal doemen lijstjes op met rangordeningen. Universiteiten worden gerangschikt op basis van onderwijs- en onderzoek- prestaties; ziekenhuizen op basis van de kwaliteit van diverse specialismen; piloten op basis van kerosinegebruik bij vluchten; hotels met behulp van sterren op basis van hun kwaliteit. Zo kan de lijst gemakkelijk met veel voorbeelden worden aangevuld. De opkomst en verdere groei van de ranglijsten is een direct gevolg van de roep om meer transparantie. Die roep heeft geleid tot wat Michael Power van de London School of Economics and Political Sciences al voor het begin van deze eeuw een 'audit society' noemde (Power, 1999). In die samenleving moet alles wat belangrijk wordt gevonden worden 'geaudit', dat wil zeggen gemeten en beoordeeld; wat niet wordt 'geaudit' is niet belangrijk.
