Behind the dominant image of technological progress on the one hand, and the continuing redistribution of political power on the other, changes have been occurring on all social levels, hitting at the heart of the basic assumptions of modern culture. The paper analyses the development of journalism from practice to theory and outlines the stages in the formation of the science of journalism or novitology. As an interdisciplinary, synthetic science, novitology connects everyday journalistic practice and meta-theoretical deliberations on the scope and the potential of journalism as a social function. While cogitating on the general tasks of journalism, the author focuses on the creation of news, their dissemination, fostering awareness of the methodological instruments, the moral dimensions of journalism, and the modern media technology. All these chain-links should be connected in the journalistic science; also, the relationships and inter-relations among universal, particular, and individual disciplines within the system of novitology should be analysed by means of a systematic methodology. The author describes the evolution of philosophical foundations of the mechanical and the organic principle, from Spencer to Whitehead as well as Durkheim's first application of these principles (mechanical and organic solidarity) and their sociological extensions as a form of sociability (L. V. Wiese, Gurvitch). And finally, the author gives a detailed review of the application of the mechanical and the organic as a structure of organisation in the science of management (Burns, Stalker, and later theoreticians). The mechanical and the organic principles identily the structure of being, society and organisations from the point of view of the capacities of individuals and their involuntary or voluntary ties. The mechanical and the organic are also the poles between which the structure of an organisation varies depending on strategy, size, technology and environment. (SOI : PM: S. 256)
Education and breeding, like culture in general (cultus, colere), are, in the broadest sense, universal human phenomena inseparably linked and interactive. Anthropology, generally speaking, is a holistic science of man, his nature and culture, so its approach and findings are always current and unavoidable even for the scientific pedagogic treatment of education and its application. Because of that in this conspectus the notions "education" and "breeding" and "anthropology", as a science of man and culture, are first theoretically determined so it can both contextually and explicitly be deduced and pointed at their necessary dialectical connection and mutuality. The second, applied part of the next is about religious education (scientifically, religiologically based) as a school subject and studies in the context of democratic social and political changes in Croatia and about its relation to catechism. Did the social changes of 1989/90, both on the territory of the forrner Yugoslavia and the entire Eastern Europe, surprise political analysts? Or did the research in social sciences, particularly political science, sociology and psychology, perhaps supply enough material pointing to the possible changes as well as to the course they were going to take? In this work, the author gives a critical review of his studies conducted and published between 1980 and 1990 and, by hindsight, shows their relevance for understanding the recent radical and dramatic changes. Inevitably, the conclusion is that the author's research had pointed to the existence of all psychological conditions necessary for the events that followed. The long crisis, first economic and later political, gave rise to social unrest which soon turned into general agitation. (SOI : PM: S. 114)
The notions of "right" and "left" are a fundamental semantic pattern within which voters construct their political perceptions and attitudes. Their universal meaning lies in a simple spatial approach to politics as conflict; functionally, "right" and "left" are "shortcuts" for political communication. In the empirically oriented political science, the left- right scale has become a standard variable in public opinion polls. After the initial pessimistic interpretations, in the last twenty years or so, this scale has increasingly demonstrated its validity and reliability. The sources of the right-left identification may be manifold, and not solely ideological. Also, the right-left scheme has demonstrated a remarkable potential to - in time - encompass new political contents and thus create a need for new cross-national and longitudinal studies. Voters - and not scientists - are those who define what is left and what is right. (SOI : PM: S. 168)

Када је наука спремна на таква сучељавања, тада истраживања добијају довољно маневар ског простора за аналитичко расветљавање и сагледавање са свих страна. Непрегледни свет миграција подстиче науку на моблност и истраживачку приправност овде – сада ‒ свуда. Проучавања миграција поседују перманент ну актуелност и динамику, јер нису изолована од микро- и макрополитика и економија, те друштвених и културних процеса. ; Migration studies appear as a priority as they discuss the current problems and issues that inevitably are part of everyday life, policies, strategies, conflicts, movement and mobility of people around the globe. When such debates become scientific topics, then migration as an occurrence can be studied through multiple perspectives and overviews. The vast world of migration urges science and research towards mobility and research preparedness here - now - everywhere. Истраживачки фокус темата је на динимици савременог града, на процесуалности и променама његових друштвених пракси. ; Тhe topic of this volume is a result from The Contemporary City in Serbia and Bulgaria: Processes and Changes, a bilateral project of the Institute of Ethnography of the Serbian Academy of Sciences and Arts and the Institute of Ethnology and Folklore Studies with Ethnographic Museum of the Bulgarian Academy of Sciences (2014-2016). The six papers offer a comparative view of current social processes in two neighbouring Balkan countries, linked by numerous historical and political experiences. Comparative research into societal trends enables a more thorough understanding and monitoring of global processes. In today's increasingly globalised and glocalised world, towns experience sudden changes and it is in the towns that these changes are most vividly to be seen. This essay is an attempt to explore structural, value, ideological, and performance premises of partyism. It has been modelled after the methods and findings of eminent researchers (e.g. Inglehari, Klingemann, Knutesen, and others), who have devoted a major portion of their research to the relations among the mentioned concepts. The empirical research was conducted on a sample of Croatian students in 1998/99. By using complex analysis models of the mentioned variables we have showed that the ideological (left-right) orientation is more important for the electoral choice of Croatian students than the value orientations (religious/secular, left/righ materialism and materialism/postmaterialism). The author then shows why (in line with the results of European studies) the party orientation is more important than the values. What is most important here, however, is the finding that the two variables (the assessment of the democratic performance of the system and the ideological left/right orientation) are relatively the most significant variables for explaining the party identity and electoral choice of Croatian students. It has been shown that the leftist and the opposition parties in Croatia can count on the more left-oriented students and those who are dissatisfied with the functioning of democracy in Croatia, plus those more secularly and post-materialistically oriented. The used analytical methods can contribute to a more detailed elaboration of the theory of partyism (party identities and electoral choices) and to the model of political polarization in the society. And this is surely one of the central tasks of modern political science. (SOI : SOEU: S. 178)
The policy of pressure on Croatia as an illustrative - although not isolated - example has not inspired empirical and theoretical studies of this phenomenon. The discussion has remained at the level of everyday political discourse, even "coffee-house politics". Due to its extreme topicality, as well as its theoretical "solvency", the author has attempted with this essay to come up with a theoretical definition of the concept of pressure and to demonstrate on the Croatian example its goals, scope, dynamics and future prospects and outcomes. Among the existing approaches, the author has chosen the "politico-economic approach" which defines the policy of pressure as a specific form of political communication between the "centre" and the "periphery" in Wallerstein's "world system". The example of Croatia serves the author as an ideal-type model of such communication through a combination of political science and sociological analysis. In his opinion, and due to certain favourable contingencies, Croatia is the nearest to the ideal type of such communication. + Due to a lack of systematic empirical data, the discussion naturally remains at the theoretical- hypothetical level, and should be understood as an invitation to further discussion and as an incentive for more extensive empirical research. However, since this is a very dynamic phenomenon, the question is: is the author's argumentation still valid today as it was at the time when the essay was written? There have been two changes: (1) the war on Kosovo which proves the author's hypotheses; and (2) a certain "thaw" in the relations between the international community (particularly USA) and Croatia (it is still unclear whether this change concerns the fundamental strategic trends or is solely a "politico-meteorological" phenomenon (the alteration of colder and warmer periods). This is why the author did not deem any alterations in the text necessary; one should wait and in the meantime expose the (hypo)theses to some critical scrutiny. (SOI : PM: S. 211)
The international business has been consistently represented in the world economy for more than 150 years and has been continuously increasing and strengthening all the time, making it today the most important economic and globalization factor that undoubtedly dominates the world economy. It is characterized primarily by the so-called. multinational corporations that operate through their affiliates in several countries with the main goal of maintaining and increasing their profits. They are now present practically in all countries of the world, and it is estimated that their business activities now contribute to generating the global GDP of about 75%. Such a progressive multinational business generally bases itself on highly competent management and the use of the latest and increasingly productive technologies as a materialized expression of the development of applied economic and social sciences. Within all this, regarding the world-established freedom of movement of capital and labor, national states are making increasing efforts to regulate the breakthrough and functioning of an international business in their territories in the interest of their progress.In this context, in order to regulate the operation of the international business, it has been selected to study the treatment of international business in Serbia, as a small transition country, with the results thus obtained being representative for all the countries of the present day. Consequently, the focus of these studies is the attitude of the state of Serbia and its higher education towards the emerging international business. In this paper, with the help of an adequate questionnaire and respondents from higher education institutions, the attitude of the state and higher education towards the international business is considered, where adequate breakthrough of the positive and inert suppression of the negative activity of that business is ascertained. The positive treatment of this business is reflected in the state stimulation of its attraction in order to raise the level of GDP and employment, while the negative sides refer to the insufficient protection of national economic entities, the poor protection of the available natural resources, and the insufficient study of that business in higher education system of Serbia.On this basis, the paper presents suggestions that the state of Serbia and its higher education should even more constructively treat international business in the function of its further economic prosperity. Of course, all these results are not representative for Serbia only, but practically for all other countries.
Ова књига садржи студије настале на основу излагања на међународном скупу Музичке праксе Балкана: етномузиколошке перспективе, одржаном новембра 2011. године у Београду. Организовањем скупа желели смо, пре свега, да као домаћини међународног скупа допринесемо учвршћивању постојећих контаката међу истраживачима који се баве музикама Балкана, као и да пружимо могућност за нова професионална познанства. У проблемском смислу, намера нам је била да створимо прилику за преиспитивање и унапређивање сопствених учешћа у етномузикологији, да дискутовањем о различитим истраживачким стратегијама примењиваним на балканске музичке праксе у новије време допринесемо унапређењу њихових истраживања, као и да скретањем пажње на специфичне проблеме, али и вредности етномузикологије, односно "националних етномузикологија" на Балкану учествујемо у ефикаснијем укључивању "малих" дисциплинарних заједница у светско етномузиколошко друштво. Овакве, у извесном смислу опште потребе, потенциране су околностима развоја етномузикологије у Србији, посебно последњих деценија. Интересовања за традиционалну народну музику изражена кроз записе о њој, њено нотирање и снимање, а потом и прве студије образованих музичара, махом композитора, у Србији су (тек) 1948. добили институционално окриље оснивањем Музиколошког института Српске академије наука (данас Српске академије наука и уметности – САНУ). Од оснивања до данас то је државна установа, те је начин рада условљен државним културним и научним политикама, а обим научне продукције кључно је одређивао увек мали број истраживача. Повећање броја етномузиколога запослених у Институту резултирало је иницијативом да се у оквиру обележавања 170 година постојања САНУ, након већег броја скупова које су организовали музиколози из Института, приреди међународни етномузиколошки скуп. То је, уједно, био и први специјализовани етномузиколошки симпозијум у Србији, а сходно томе, ово је први зборник таквог профила објављен у нашој земљи. Комплексна подршка коју смо добили од САНУ – Одељења ликовне и музичке уметности, као и признавање важности оваквог скупа од стране Министарства просвете и науке Републике Србије, што је подразумевало финансијску помоћ организацији, били су неопходни предуслови и за саму реализацију скупа, и за објављивање овог зборника. Као и увек, обим помоћи, а посебно рокови, били су лимитирајући фактори нашим идејама и професионалним жељама. Изражавамо нарочиту захвалност уваженим колегама који су били у саставу Програмског одбора скупа: Изаљију Земцовском, Џиму Самсону, Мартину Стоуксу, Лозанки Пејчевој и Палу Рихтеру. Непосредне задатке из домена организације скупа делили смо првенствено са колегама-етномузиколозима из Института, Растком Јаковљевићем и Маријом Думнић. Велико нам је задовољство што смо имали прилику да окупимо 26 етномузиколога из 11 земаља: Бугарске, Велике Британије, Грчке, Литваније, Мађарске, Македоније, Русије, Словеније, Турске, Аустралије и Србије. Жао нам је што, због објективних околности, на скупу нису могли да узму учешћа неки од истраживача музика Балкана са других подручја, чија би искуства несумњиво допринела квалитету симпозијума и зборника. Велика већина учесника скупа је приредила своја излагања за публиковање. Сада се пред читаоцима налази двадесет једна студија која на различите начине осветљава музичке праксе Балкана, сведочећи о ширини актуелних истраживачких интересовања и методологија. Издање укључује и вредне аудио и видео примере на приложеном диску, чиме читаоцима омогућавамо потпунији увид у истраживану музику и научне приступе. Обраћајући се ширем кругу читалаца, зборник је публикован на енглеском језику, али је ауторима остављена могућност да своје радове приложе и на матерњим језицима, па су ове верзије такође приложене на диску. Уређивање овог обимног и комплексног зборника је било посебно искуство. Захваљујемо се свим ауторима за прилоге и сарадњу. Посебну захвалност дугујемо рецензентима студија. Ангажовање др Јелене Симоновић-Schiff (Државни универзитет Портланда, САД) око лекторисања текстова на енглеском језику, Зорана Јерковића у припреми звучних примера, Милоша Рашића у обради видео- примера и Горана Јањића на техничкој припреми издања, далеко је превазишло базичне задатке, због чега смо им велики дужници. ; This book is comprised of studies presented at the international symposium Musical practices in the Balkans: ethnomusicological perspectives, held in November 2011 in Belgrade, Serbia. By organizing this international meeting, as hosts, we above all wanted to contribute to strengthening the existing ties among researchers involved with Balkan musics and to facilitate new professional contacts. Our intent was to create an opportunity for reassessment and improvement of each of our own shares in ethnomusicology, to contribute to the advancement of research by discussing various research strategies recently applied to Balkan musical practices, and to participate in the more efficient inclusion of 'small' disciplinary communities in the global ethnomusicologies by highlighting specific values and problems of 'national ethnomusicologies' in the Balkans. These, so to speak, general needs, were reinforced in circumstances of the growth of the ethnomusicology in Serbia, particularly in recent decades. The interests in traditional folk music expressed through writings, notation, and recording of the same, followed by the first research studies by educated musicians—mainly composers, became institutionalized in Serbia (only) in 1948 with foundation of the Institute of musicology of Serbian academy of sciences (today Serbian academy of sciences and arts—SASA). Since its beginning, SASA has been a state institution, with its work regimen determined by the government culture and science politics and the scope of research output administered by a small number of researchers. The increase in number of ethnomusicologists employed by the Institute resulted in an initiative to celebrate the SASA 170th anniversary by organizing an ethnomusicology conference, in the footsteps of a number of similar professional meetings coordinated by the Institute's musicologists. This was at the same time the first narrowly specialized ethnomusicology symposium in Serbia, and consequently, in front of you is the first proceedings of such profile published in our country. The substantial support received from the SASA Department of fine arts and music and the acknowledgement of the significance of such a meeting by the Ministry of education and science of the Republic of Serbia, including funding the event organization, were essential and indispensable prerequisites for the Symposium realization and publication of this book. As is usually the case, the extent of financial support and particularly deadlines, imposed limits on some of our ideas and professional desires. We are deeply grateful to our esteemed colleagues, members of the Symposium Program committee: Izaly Zemtsovsky, Jim Samson, Martin Stokes, Lozanka Peycheva, and Pál Richter. The Symposium immediate logistics duties were helpfully shared primarily with our colleagues, the Institute ethnomusicologists, Rastko Jakovljević and Marija Dumnić. We regret that due to objective circumstances, some of the Balkans researchers from other regions, whose experiences would unquestionably contribute to the quality of the Symposium and these proceedings, could not take part. The vast majority of the Symposium participants prepared their papers for publication. The readers are offered twenty-one studies that in different ways illuminate Balkan musical practices and testify to the breadth of current research interests and methodologies. The publication also includes a compact disc with useful audio and video examples, assembled with the idea to provide the reader with even more complete insight into the researched music and utilized approaches. In order to address a wider audience, the proceedings are published in English. Since the contributing authors could optionally submit an additional version of the paper in their native language, those versions are also provided on the compact disc. Editing of this extensive and comprehensive publication presented a unique experience. We would like to thank all of the authors for submitting their papers and for their cooperation. We also extend our sincere gratitude to our reviewers. Hladni rat je predstavljao rat ideologija bez presedana u istoriji. Nijedan drugi rat, ni pre ni posle ovog višedecenijskog hladnog sukoba između Sjedinjenih Američkih Država i Saveza Sovjetskih Socijalističkih Republika, nije bio rat koji se vodio u tolikoj meri u sferi meke moći kao Hladni rat. Odsustvo neposrednog oružanog sukoba između Sjedinjenih Američkih Država i Sovjetskog Saveza učinilo je da se Hladni rat odvija kao takmičenje u sferi ekonomije, tehnologije i nauke, kao trka u nuklearnom i konvencionalnom naoružanju i kao svemirsko nadmetanje. Pored takmičenja u sferi tvrde moći, Sjedinjene Američke Države i Sovjetski Savez vodili su intenzivnu bitku u oblasti meke moći. Ovo je bio sukob između američke liberalno-demokratske ideologije i sovjetske marksističke ideologije. Svaka od ove dve zemlje težila je tome da ubedi građane one druge zemlje da je njen društveni i ekonomski sistem idealan i da je bolji i pravedniji od sistema njenog glavnog suparnika. Uzrok propasti Sovjetskog Saveza i komunizma u istočnoj Evropi nikada sa sgurnošću neće moći da bude određen. Okolnosti koje su dovele do raspada Sovjetskog Saveza, pada Berlinskog zida 1989. godine i urušavanja komunizma u Evropi ne mogu se svesti na skup vojnih, političkih, ekonomskih i društvenih činilaca koji su, nezavisno jedni od drugih, doveli do tektonskih promena u međunarodnim odnosima. Svi ovi činioci zajedno, isprepletani u kompleksnu mrežu poluga, učinili su da se Sovjetski Savez uruši i da Sjedinjenim Američkim Državama prepusti ulogu pobednika u Hladnom ratu. Pritom, Amerika nije bila samo vojni i ekonomski pobednik. Amerika je iz Hladnog rata izašla kao moralni i ideološki pobednik. Hladni rat predstavlja temu izuzetno velikog broja radova, ali mali broj tih radova se bavi analizom američko-sovjetskog sukoba u sferi meke moći. Stoga je cilj ovog istraživanja i rada rasvetljavanje, objašnjene i tumačenje poluga meke moći koje su Sjedinjene Američke Države institucionalizovale, pokrenule i upotrebile u ideološkoj borbi protiv Sovjetskog Saveza u vreme Hladnog rata. Međutim, Sjedinjene Američke Države nisu od svog nastanka u drugoj polovini 18. veka do Hladnog rata osmišljeno primenjivale svoju meku moć. Do Hladnog rata upotreba poluga meke moći bila praksa kojom su se Sjedinjene Američke Države bavile isključivo u vreme učešća u oružanim sukobima. Tek sa Hladnim ratom u Americi se javlja potreba za namenskom i osmišljenom upotrebom poluga meke moći. Odmah nakon Drugog svetskog rata Sovjetski Savez je počeo da vrši uticaj na druge zemlje šireći marksističku ideologiju i komunističke ideje. Osim širenja marksističke ideologije Sovjetski Savez je vodio i dobro osmišljenu kampanju protiv Sjedinjenih Američkih Država i američkog načina života. Američka administracija je kao odgovor na sovjetsku spoljnu politiku u periodu od 1946. do 1950. godine stvorila politiku obuzdavanja Sovjetskog Saveza i sovjetskog uticaja u svetu svim sredstvima. Ovo je podrazumevalo kako upotrebu poluga tvrde moći tako i primenu poluga meke moći. U to vreme u američkom društvu postojao je konsenzus o upotrebi političkih, vojnih i ekonomskih oruđa u borbi protiv Sovjetskog Saveza, ali je upotreba poluga meke moći bila predmet duge javne rasprave. Jedna od izuzetno važnih poluga meke moći su državni programi informisanja, odnosno ono što se u Sjedinjenim Američkim Državama smatra propagandom, a propaganda se od nastanka Sjedinjenih Američkih Država do danas smatra nečasnom delatnošću autokratskih režima. Sjedinjene Američke Države su u periodu neposredno nakon Drugog svetskog rata sprovele zakonske, institucionalne i strukturalne promene koje su omogućile trajno ustanovljavanje poluga meke moći zarad širenja američkih vrednosti, ideja i kulture i zarad ideološke borbe protiv Sovjetskog Saveza i sovjetske marksističke ideologije. Zakoni doneti u to vreme su na snazi i danas i pružaju okvir za mnogobrojne programe i aktivnosti na polju primene poluga meke moći po celom svetu. ; The Cold War was a war without precedent in the history. No war before this prolonged cold conflict between the United States and the Soviet Union was waged that much in the realm of soft power as the Cold War. In the absence of an immediate armed conflict between the United States and the Soviet Union, the Cold War was conducted as a competition in the areas of economy, technology and science, nuclear and conventional weapons, as well as the space race. Besides the competition in the realm of hard power, the United States and the Soviet Union pursued an intensive battle in the realm of soft power. This was a conflict between the American ideology of a liberal democracy and the Soviet Marxist ideology. Each of the two attempted to persuade the citizens of the other country that its social and economic practice was an ideal one, better and more just than the other one. The source of the collapse of the Soviet Union and communism in Eastern Europe will never be fully determined. The circumstances that brought about the break-up of the Soviet Union, the fall of the Berlin Wall in 1989, and the fall down of communism in Europe cannot be summarized as an aggregation of military, political, economic and social factors that independently from each other led to the colossal changes in the world order. All of these factors, entangled together in a complex net, caused the implosion of the Soviet Union which left the United States as the winner in the Cold War. Yet, the United States was not only a military and economic victor, it resurfaced as a moral and ideological champion, as well. The Cold Was has been a theme of numerous papers but only a handful of these papers tackled the American-Soviet conflict in the realm of soft power. Thus, the objective of this research and dissertation is to shed the light, explain and construe the instruments of soft power that the United States institutionalized, put into motion and deployed in the ideological battle against Soviet Union in the Cold War. However, since its birth in the 18th century until the Cold War, the United States had not wielded its soft power strategically. Up to the Cold War, the soft power instruments were used exclusively during the times when the United States was involved in an armed conflict. Only in the Cold War, the need for intentional and thoughtful use of soft power instruments emerged. Soon after the end of the Second World War, the Soviet Union got set off to exert its influence by diffusing its Marxist ideology and communist values. In addition to spreading its ideology, the Soviet Union led a well-planned campaign against the United States and the American way of life. From 1946 to 1950, in response to the Soviet policy towards the United States, the American administration coined the policy of containment of the Soviet Union and the Soviet influence in the world. The policy of containment included both the use of the instruments of hard power and of soft power. At that time, there was a consensus in the American society on the use of political, military and economic means in fighting the Soviet Union, while the use of soft power instruments was a subject of a prolonged public discourse. Government information programs, perceived as propaganda in the United States, have always been a very important soft power instrument, and propaganda has been considered by Americans to be a dishonest activity of autocratic governments. In the period right after the Second World War, the United States implemented legislative, institutional and structural changes that allowed for permanent establishment of the soft power instruments. These foreign policy instruments made it possible for the United States government to diffuse American values, ideas and culture and to wage an ideological war against the Soviet Union and its Marxist principles. The acts adopted at that time are in place nowadays, and provide a legal framework for numerous programs and activities in the realm of soft power.
