Strategic Studies as a Core of Security Studies Research Programme. Genesis and Evolution

The aim of this article is to outline the process of institutionalization of strategic studies, understood as the essence of contemporary security studies. Article explores the genesis of strategic studies and attempts to determine areas of reflection in this field of knowledge. Strategic studies developed in the half of the 20th century. Its mission was to form a creative synthesis of military, economic and political scientific approaches towards the threat of nuclear war. Crisis of strategic studies took place in the 70s. The end of so called Cold War popularized the issue of security within the non-military context. Therefore, problems analysed by traditional strategic studies evolved. Author's final reflection tries to strenghten Polish potential in developing contemporary security studies.

Ensuring internal security is one of the core objectives of European integration in the context of the establishment of an area of freedom, security and justice of the European Union (E.U.). The aim of the internal security policy of the E.U. is to support Member States with regard to the maintenance of law and order and the safeguarding of internal security. In the last 20 years in the area of internal security of the E.U. many important initiatives, political agendas and legal instruments at the E.U. level have arisen. This article aims to show the development of the internal security policy of the E.U., its most important guidelines and the challenges in the coming years.

This article aims to make an insight into the conditions of immigration policy and actions undertaken by the Swedish authorities and political parties in the face of the migration crisis in Europe after 2015. A hypothesis presented here assumes that a decisive evolution of the attitudes of the Swedish authorities, political parties, and society towards a restrictive
approach to immigration arose from the awareness of the negative consequences of migration management for the Swedish socio-economic model and the political scene. The theoretical framework used in this article is the concept of policy responsiveness, including the ability of
political authorities to respond effectively and lawfully to the needs and expectations of the citizens. Process tracing was applied as a research method useful for following the transformation process Sweden's immigration policy. Statistical data, documents issued by the government and political parties, as well as the subject literature were the sources
utilised in the research. Conclusions drawn from the research point to the tightening of immigration policy as a result of the fear of a prolonged pull effect on foreigners and concern surrounding the appropriate handling of immigration in full accordance with the adopted model of immigration policy.
Dylematy polityki bezpieczeństwa wewnętrznego państwa: Fikcja czy rzeczywistość?

The first part of the article is dedicated to the classic approach to security in three areas: the security of the individual, the state and on the international stage. Then the author conducts an analysis of the interdisciplinary approach to security. He characterised the behavioural as well as sociological and economic theories. The author analyses the government policies pertaining to internal security in the last fifteen years. He explained the legal and constitutional rules of the government administration in Poland and then characterised the system of institutions responsible for security within the country involving a critical analysis of internal security policy, i.a. its effectiveness and efficiency. The author formulates the thesis which holds that within the last fifteen years the governments have failed to design an effective policy of internal security, so far. The postulated concepts and governmental proposals have been designed as temporary measures and under political pressure without much consideration for systemic solutions. The policy of internal security lacks the systemic approach deriving from the theory of organisation.

"Yearbook of Eastern Studies" has been established as a forum for the debate on the multifaceted nature of transformations in Central and Eastern Europe and Asia, with particular focus on the post-Soviet area. The conceptual content of the periodical was born thanks to the professors Zdzislaw J. Winnicki and Walenty Baluk, who edited the first three volumes, which were published formally as separate monographs, but already under the banner of "Wschodnioznawstwo". Since 2010, the Yearbook has the status of a scientific journal, and two years later it has been listed on the journals of the Ministry of Science and Higher Education. In addition, the periodical is indexed in national and international databases such as Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum and Polska Bibliografia Naukowa. The scientific profile of the periodical, which has consistently been implemented since the beginning of the activity of "Yearbook of Eastern Studies", focuses on the field of social sciences, with particular emphasis on the science of politics and science of safety. Its great advantage is its internationalization, which manifests itself both in terms of composition of the scientific council, reviewers, and authors of texts published in the "Wschodnioznawstwo" in Polish, English and Russian languages. Up to now, researchers from Poland, Azerbaijan, Belarus, Czech Republic, Georgia, Germany, Hungary, Japan, Kazakhstan, Latvia, Macedonia, Russia, Slovakia and Ukraine have published on the cards of the journal. ; Wydawany przez Zakład Badań Wschodnich od 2007 r. rocznik "Wschodnioznawstwo" powstał jako forum debaty nad wielowymiarowością przemian w regionie Europy Środkowej i Wschodniej oraz Azji, ze szczególnym uwzględnieniem obszaru postradzieckiego. Koncepcja merytoryczna periodyku zrodziła się dzięki profesorom Zdzisławowi J. Winnickiemu oraz Walentemu Balukowi, którzy redagowali wspólnie pierwsze trzy tomy, wydane jeszcze z formalnego punktu widzenia jako odrębne monografie, ale już pod szyldem "Wschodnioznawstwa". Od 2010 r. rocznik posiada status czasopisma naukowego, a dwa lata później trafił na listę czasopism punktowanych Ministerstwa Nauki i Szkolnictwa Wyższego. Ponadto periodyk jest indeksowany w krajowych i międzynarodowych bazach, takich jak Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum czy Polska Bibliografia Naukowa. Profil naukowy periodyku, który konsekwentnie jest realizowany od początku działalności "Wschodnioznawstwa", koncentruje się wokół dziedziny nauk społecznych, ze szczególnym uwzględnieniem nauk o polityce i nauk o bezpieczeństwie. Ogromnym atutem rocznika jest jego umiędzynarodowienie, które przejawia się zarówno w aspekcie składu rady naukowej, recenzentów, jak i autorów tekstów zamieszczanych na łamach "Wschodnioznawstwa" w językach polskim, angielskim i rosyjskim. Do tej pory na kartach periodyku publikowali naukowcy z Polski, Azerbejdżanu, Białorusi, Czech, Gruzji, Japonii, Kazachstanu, Łotwy, Macedonii, Niemiec, Rosji, Słowacji, Ukrainy i Węgier.

Game Theory Mode ls of National Security – Basic Issues and Examples ; Teoriogrowe modele bezpieczeństwa narodowego – podstawowe zagadnienia i przykłady
The article is a brief introduction to the use of game theory models in studies of national security. It is divided into four parts. The first part discusses basic theoretical issues, i.e. the division of game theory into analytical and behavioural, the concept of the rationality of players, the assumption that the rationality of players is common knowledge, the Nash equilibrium, Pareto efficiency and the classification of games. The second part briefly describes the evolution of game theory analyses in national security. Attention is drawn to the relationship between the development of game theory and military requirements. The third part provides an example of how game theory models can be used in national security studies. Trade relations, which adopt the schema of interactions of the prisoner's dilemma, are discussed in detail. During the analysis, the general model of the prisoner's dilemma, the initial game defining the problem under consideration, and its solutions in the form of an iterated game and metagame are presented. The entire discussion concludes with a summary.The analyses indicate the following advantages of the application of game theory models to the study of national security: 1) game theory models significantly simplify the analysed interactions, thus, allowing to penetrate the processes, bringing out features and relations which have hitherto escaped researchers; 2) the application of game theory models does not require researchers to be familiar with complex mathematical formalisms; 3) game theory models enable the identification of social dilemmas, i.e. situations where the short-term interests of an individual are at odds with the long-term interests of society. ; Artykuł jest zwięzłym wprowadzeniem w problematykę wykorzystania modeli teoriogrowych w badaniach bezpieczeństwa narodowego. Podzielono go na cztery części. W części pierwszej omówiono podstawowe zagadnienia teoretyczne, tj.: podział na analityczną i behawioralną teorię gier, pojęcie racjonalności graczy, założenie o wspólnej wiedzy graczy o ich racjonalności, pojęcie równowagi Nasha, pojęcie efektywności w sensie Pareto oraz klasyfikacje gier. W części drugiej opisano pokrótce ewolucję teoriogrowych analiz bezpieczeństwa narodowego. Zwrócono uwagę na związki między rozwojem teorii gier a potrzebami militarnymi. W części trzeciej wskazano przykładowy sposób użycia modeli teorii gier w badaniach bezpieczeństwa narodowego. Szczegółowo omówiono stosunki handlowe przyjmujące schemat interakcji dylematu więźnia. W toku analiz przybliżono ogólny model dylematu więźnia, grę wyjściową definiującą rozpatrywany problem oraz jego rozwiązania w postaci gry iterowanej oraz metagry. Całość rozważań zwieńczyło podsumowanie.Analizy wskazują następujące zalety stosowania modeli teoriogrowych w badaniach bezpieczeństwa narodowego: 1) modele teoriogrowe znacznie upraszczają analizowane interakcje, przez co pozwalają wniknąć w głąb procesów, wydobywając te cechy i związki, które do tej pory umykały badaczom; 2) stosowanie modeli teorii gier nie wymaga od badaczy znajomości skomplikowanych formalizmów matematycznych; 3) modele teorii gier umożliwiają identyfikację dylematów społecznych, czyli sytuacji, w których zachodzi sprzeczność krótkoterminowego interesu jednostki z długoterminowym interesem społecznym.

The contemporary economic security of states depends more and more heavily on technological factors. The paper provides a comparative study covering the trade of the Visegrád Group with a primary purpose to explore directions of technological change, revealed in the structure of their exports, their likely causes, and consequences. The research problem was positioned in an interdisciplinary methodological perspective, merging critical security studies, international political economy, international economics, and new public governance. The obtained results prove characteristics of V4 economies typical of dependent capitalism and confirm the structural challenge of foreign technological guidance.
Monitoring wizyjny i jego wpływ na straty spowodowane przestępczością: Przykłady z wybranych polskich miast

In Poland, similarly to other countries, there is no unambiguous agreed explanation to the reasons for the observed decline in crime. The article analyses the impact of video monitoring systems on losses caused by three categories of offenses: (a) car theft, theft with burglary, theft from cars; (b) damage to cars; (c) robbery. To answer the question whether the installation of video surveillance systems has an impact on security, the economic effect of installing cameras in eight Polish cities (Gdańsk, Katowice, Kielce, Lublin, Łódź, Poznań, Warszawa, Wrocław), where video surveillance systems are well developed, is examined. Determining whether the installation of cameras contributes to the reduction of losses caused by crime allows assessing the suitability of cameras for improving public safety. The study partially confirms the effectiveness of video monitoring systems for a decrease in crime in the analysed categories of crime. However, other possible factors, in addition to the development of monitoring, may have an impact. Moreover, the impact is less pronounced in the case of the volume of losses caused by crime than the number of crimes. Thus, when assessing public policies regarding security, the number of offenses criterion is insufficient.

Zanieczyszczenie powietrza jako zagrożenie bezpieczeństwa zdrowotnego w Polsce – w świetle teorii sekurytyzacji

Nowadays, air pollution constitutes one of the most serious threats to human health and life. Poland belongs to the group of countries with the highest level of air pollution in the EU and OECD. The scale of the threat posed by air pollution shows its importance when it comes to the health security of the Polish citizens. However, the ongoing (political and scientific) debate on health security in Poland often ignores the problem of air pollution. The aim of the article is to 1) assess the threat currently posed by air pollution to health security in Poland, 2) locate the threat in the area of health security, and 3) analyse the process of transferring the problem of air pollution from the sphere of politics to the area of security, in accordance with the theory of securitization, developed by the Copenhagen School of Security Studies. Qualitative analysis of documents together with the application of the theory of securitization show that, in Poland, the state has started to play the role of an actor securitizing air pollution as an existential threat. Nevertheless, this process is at an early stage, and its further success depends, inter alia, on decisions and possibilities related to taking extraordinary measures to eliminate the threat posed by air pollution.
Subversion in the (in)security policy in Eastern Europe: selected problems ; Subwersja w polityce (nie)bezpieczeństwa w Europie Wschodniej: wybrane problemy ; Субверсия в политике (не) безопасности в Восточной Европе: отдельные проблемы
In the 21st century, subversion understood as a foreign disruptive activity, has become an element of security policy and power politics in an environment where the direct use of force may be too risky. Though this term is well-known in humanities in Poland, it hasn't yet been translated and literally applied by Polish political scholars. However, states' repertoire includes measures that are a continuation or even a substitute of "war", and their very objectives are consistent with the logic of subversive strategies known in arts. As opposed to direct violence, such operations aim at maintaining conditions between political weakness and failure by targeting fragile areas. In this vein, subversion appears to become the first strategic choice of many states, including world powers. The author introduces the term to the taxonomy of security studies as he starts from a semantic theoretical reasoning (subversion as a covert and indirect strategy) and later answers how subversive strategies are implemented in Eastern Europe. In a specific geopolitical context, i.e. in the intersection of transatlantic/European security complex and post-Soviet area, subversion is part and parcel of the Kremlin policy towards Georgia and Ukraine, and recently the Republic of Belarus towards Poland. Therefore, subversive, "short of war" measures are intended to force competitors to make political concessions, which defines the Russian (in)security policy in its "near (and a bit further) abroad". ; W XXI wieku "subwersja" (subversion), tłumaczona jako zagraniczna działalność wywrotowa, staje się ważnym elementem polityki bezpieczeństwa i budowania stref wpływów w środowisku, w którym otwarte użycie siły może okazać się zbyt kosztowne. Choć pojęcie to jest dobrze znane na gruncie nauk artystycznych, w polskiej literaturze politologicznej nie pojawiało się dotąd w sposób dosłowny. Tymczasem w repertuarze państw pojawiają się środki, które są przedłużeniem, a nawet substytutem, "wojny", a których cel wiąże się z logiką strategii subwersywnych stosowanych w sztuce. W przeciwieństwie do otwartej przemocy takie operacje polegają na utrzymywaniu stanów pomiędzy słabością a upadkiem w drodze wykorzystywania newralgicznych punktów. Subwersja staje się dziś pierwszym wyborem strategicznym wielu państw, w tym mocarstw. Autor wprowadza pojęcie subwersji do terminologii nauki o bezpieczeństwie, wychodząc od rozważań natury teoretycznej (subwersja jako strategia pośrednia i niejawna), aby nieco później przyjrzeć się sposobom operacjonalizacji tych działań w regionie Europy Wschodniej. W konkretnych warunkach geopolitycznych, tj. na styku transatlantyckiego/europejskiego systemu bezpieczeństwa oraz obszaru poradzieckiego, subwersja przejawia się w polityce Kremla wobec Gruzji czy Ukrainy, a ostatnio także Republiki Białoruś względem Polski. Subwersywne działania "poniżej progu wojny" mają prowadzić przeciwnika do politycznych ustępstw, definiując politykę (nie)bezpieczeństwa Federacji Rosyjskiej w jej "bliskiej (i nieco dalszej) zagranicy". ; В XXI веке «субверсия» (subversion), переводимая как иностранная подрывная деятельность, становится важным элементом политики безопасности и построения сфер влияния в среде, где открытое применение силы может оказаться слишком дорогостоящим. Хотя эта концепция хорошо известна в области искусства, до сих пор она не появлялась буквально в польской политологической литературе. Между тем в репертуар государств входят меры, являющиеся продолжением или даже заменой «войны», цель которой связана с логикой подрывных стратегий, используемых в искусстве. В отличие от открытого насилия, такие операции заключаются в удержании состояний между слабостью и неудачей, используя горячие точки. Сегодня подрывная деятельность становится первым стратегическим выбором многих стран, в том числе великих держав. Автор вводит понятие субверсии в терминологию науки о безопасности, начиная с теоретических соображений (подрывная деятельность как косвенная и неявная стратегия), чтобы немного позже взглянуть на методы реализации этой деятельности в регионе Восточной Европы. В определенных геополитических условиях, то есть на стыке трансатлантической / европейской системы безопасности и постсоветского пространства, подрывная деятельность проявляется в политике Кремля в отношении Грузии или Украины, а в последнее время также в Республике Беларусь в отношении Польши. Подрывные действия «ниже порога войны» призваны привести противника к политическим уступкам, определяя политику (не) безопасности Российской Федерации в ее «ближнем (и несколько дальнем) зарубежье».

BACK TO THE NEO-NEO DEBATE. TWO THEORETICAL PERSPECTIVES ON ENERGY SECURITY ; Z POWROTEM DO DEBATY NEO-NEO. DWA SPOJRZENIA NA BEZPIECZEŃSTWO ENERGETYCZNE
The purpose of this article is to show the differences between the recognition of a neo-liberal and a neo-realist view in relation to the issue of energy security, but also to analyze, in a manner appropriate for designated schools of thought, contemporary phenomena and processes that affect relations between actors shaping the energy policy at the international level. To achieve this, the Author used two case studies. The first is dedicated to the Chinese energy strategy for the "Greater Middle East" (neo-realism), the second relates to issue of institutionalization of the EU energy policy (neo-liberalism). ; Celem niniejszego artykułu jest ukazanie rozbierzności między ujęciem neorealistycznym a neoliberalnym w odniesieniu do problematyki bezpieczeństwa energetycznego, ale także zanalizowanie, w sposób właściwy wskazanym szkołom myślenia, współczesnych zjawisk i procesów wpływających na relacje między podmiotami kształtującymi politykę energetyczną na poziomie międzynarodowym. Służą temu dwa studia przypadku, z których pierwszy został poświęcony chińskiej strategii energetycznej na "Większym Bliskim Wschodzie" (neorealizm), drugi zaś – problemowi instytucjonalizacji polityki energetycznej Unii Europejskiej (neoliberalizm).
