Tutkimuksen aiheena on kunta ja sen muutos. Tutkin sitä, minkälaisena kunta näyttäytyy sen tehtäväkenttää voimakkaasti rajaavan hallinnonuudistuksen kontekstissa, ja minkälaisia vaikutuksia tällaisella hallinnonuudistuksella on kuntiin. Tutkimuksen tavoitteena on lisätä ymmärrystä siitä, miten moniulotteisesta ja laajavaikutteisesta muutoksesta kunnan tehtäviä vähentävässä hallinnonuudistuksessa on kyse. Teen näkyväksi sen, minkälaisia merkityksiä kunnalle annetaan, minkälaisia laajempia yhteiskunnallisia vaikutuksia kuntamuutokseen liittyy, ja mistä kuntamuutoksessa itse asiassa on kyse. Tarkastelen kuntaa alati muuttuvana sosiaalisena konstruktiona. Fenomenologisen tutkimusotteen avulla teen näkyväksi kuntajohdon haastatteluista koostuvaa aineistoa analysoimalla, mistä puhumme, kun puhumme kunnasta. Tällä tavoin rekonstruoin kuntakäsitteen. Tutkimuksen käsitteellisinä lähtökohtina ovat kuntakäsitteen ulottuvuudet, hallinnonuudistusten sivuvaikutukset ja kunnan onttoutuminen analogiana valtion onttoutumisesta. Tutkin aihetta empiirisesti tapausesimerkin avulla, Kainuun hallintokokeilua tarkastelemalla. Kuntaan kohdistuvia vaikutuksia ovat haastatteluaineistoni analyysin perusteella organisatoris-toiminnalliset, johtamiseen liittyvät ja kuntakäsitysten muutokset. Muutospuhuntaa värittää läpileikkaavasti ristiriitaisuus. Grounded theory -menetelmää soveltaen olen muodostanut empirialähtöisen teorian kunnasta. Olen määritellyt neljä kunnan olemusta kuvaavaa perustehtävää: demokratiatehtävä, taloustehtävä, yhteisötehtävä ja hyvinvointitehtävä. Näitä tehtäviä yhdistää, niistä ammentaa ja niitä samanaikaisesti ruokkii määrittelemäni kunnan ydintehtävä, raison d´être, jonka mukaisesti kunta on elämisen edellytyksiä luova itsehallinnollinen paikallisyhteisö. Perustehtävät painottuvat eri tavoin eri kunnissa ja niiden painotukset vaihtelevat eri aikoina myös yksittäisen kunnan sisällä. Kunta voi siis olla kunta monella eri tavalla säilyttäen kuitenkin perusolemuksensa. Tutkimukseni perusteella kunnan tehtäväkentän rajaaminen näyttäytyy eri tavoin eri kunnissa. Tehtävien väheneminen itsessään ei horjuta kunnan asemaa ja merkitystä instituutiona. Muutoksen kokemisessa olennaista on kuntajohdon käsitys kunnasta. Palvelutehtävään nojaavissa kunnissa muutos näyttää vaikeammalta, kun taas sellaisissa kunnissa, joissa kunta nähdään moniulotteisempana kokonaisuutena, muutos näyttäytyy helpompana. Palvelukuntakäsitykseen perustuva näkemys kunnasta saa muutoksen näyttämään lopun alulta. Monipuolisempi kuntakäsitys auttaa näkemään muutoksessa uuden alun, jossa kunta on mahdollista keksiä uudelleen. Kunta ei sen tehtävien vähenemisen myötä onttoudu. Sen sijaan muutos paljastaa palvelukuntakäsityksen onttouden, jossa valtion kunnille määräämiin palvelutehtäviin keskittyneen kunnan idea on kadonnut vuosikymmeniä kasvaneen palvelukuorman alle. Tutkimukseni perusteella kuntamuutos näyttäytyy kumulatiivisena prosessina, jossa ei ole selväpiirteistä alkua eikä loppua, vaan jossa erilaiset sykäykset laittavat liikkeelle uusia muutosvoimia, jotka johtavat uusiin muutoksiin. Muutosten suunta vaihtelee eri kunnissa, mikä lisää kuntien erilaistumista. Kunnan olemassaolo näyttäytyy alati muuttuvana jatkumona, jossa kuntaa jatkuvasti rekonstruoidaan, ja jossa kuitenkin on eräitä kiinteästi mukana kulkevia peruselementtejä, jotka jäsentävät kuntana olemista. Hallinnonuudistuksen myötä kuntiin kohdistunut muutos on avannut mahdollisuuden tehdä näkyväksi kunnan olemuksen eri ulottuvuuksia ja kuntana olemisen monia tapoja. Kuntien erilaisuus ja kiihtyvä erilaistuminen haastaa vuosikymmeniä kuntia koskevaa lainsäädäntöä ohjanneen käsityksen kunnista geneerisenä, homogeenisena joukkona. Kunta pakenee yhteen muottiin pakottavaa yhtenäiskunta-ajattelua, ja esiin tulevat monet rinnakkaiset kuntatodellisuudet. ; Local government, change and the change of local government This research concerns the change of local government. I focus on the question, how local government appears in a context of administrative reform that reduces the tasks of local government. I also study what kinds of effects the reform has on local government. The aim of this research is to increase understanding about the multidimensionality and the extension of this kind of reform. The research is em-pirical focusing on one case, the regional self-government experiment in Kainuu region, Finland. In my empirical case study research I show what meanings local government is given to, what kinds of broader societal effects the change of local government is connected to and what the change of local government as a whole is about. I consider local government as a constantly changing social construction. By using phenomenological research setting and by analyzing the interview data, I demonstrate what we talk about when talking about local government. By doing this I reconstruct the concept of local government. The conceptual basis of this research is based on the concept of local government, the side-effects of adminis-trative reforms and hollowing out of the local government as an analogy of hollow-ing out of the state. As a result of my grounded theory based analysis I have built an empirically based theory of local government. I examine the effects of the reform that are re-lated to local government and the meanings that local government is given to in the reform context. The local government related effects are 1) organizational and functional effects, 2) effects related to management and 3) the changes in local government conceptions. The rhetoric about change is contradictory when it comes to change, constancy and the nature of change. In my research I have also defined four main tasks for local government based on the data. These tasks are 1) democracy task, 2) economy task, 3) community task and 4) well-being task. These tasks are combined by the core task, raison d´être, of local government that ac-cording to my definition is as follows: local government is a local self-governmental community creating prerequisites for living. The basic tasks are em-phasized differently in different municipalities and the emphasis varies over time also in single municipalities. Local government can, thus, be local government in various ways still maintaining its basic essence. My research indicates that reducing local government tasks affect differently in different municipalities. Task reduction as such does not destabilize the status and meaning of local government. The way local government leaders understand local government seems to be essential when figuring out how the change is experienced. The change seems to be more difficult in municipalities that lean on the service task while the change seems to be easier in municipalities where local government is seen as a more multidimensional unity. Grounding the local government conception on the service task makes the change appear as the beginning of the end while the more versatile conception helps in seeing a new beginning in the change where it is possible to re-invent local government. Thus, local government will not hollow out due to the task reduction but the change reveals the hollowness of service municipality conception. Instead, it seems that the idea of local government has been lost during the decades when the state has given constantly new tasks to the local level. In the light of my research the change of local government appears as a cumulative process with no clear beginning nor clear end, as a process in which various pulses cause new drivers that lead to new changes. The direction of change varies in different municipalities which increases the differentiation of municipalities. The change fosters change so that the existence of local government can be seen as a constantly changing continuum where local government is continuously reconstructed and where are some firm basic elements that structure the existence of local government. The change that the reform has brought up has opened up the chance to make visible the various dimensions of the essence of local government and the various ways of how local government can exist. The difference and differentiation of municipalities challenge the conception of local government as a generic, homogenous group, the conception that has for decades steered the legislation concerning Finnish local government. This change of mindset will have effects not only on the local level but also on the national policy and research concerning local govern-ment. Local government cannot be categorized in one, single unitary form, but instead, various parallel local government realities emerge.
This book [Mediatized power and the return of the political] describes Finnish decision-makers' relationship with the media. It is based on surveys in 2009 and 2019. In 2009 there were 419 and in 2019 484 respondents, all of them having an influential position in some of the eight societal sectors covered in the study. The results show a moderate change from a consensus-oriented and networking decision-making culture towards a more ideologic and power-based way of negotiating. However, it seems that this has not affected how open or transparent the negotiation-processes are or how prone the decision-makers are to leak confidential information. The decision-makers' relationship with media publicity has become more professional and strategic. The results point to an increased role of social media in communications management while the role of the news media seems to be diminishing. Even though the decision-makers view publicity as an even more risky and strategic arena of political struggle than they did before, they also seem now acknowledge more clearly the rational aspects of journalism. The self-reported role of media publicity as a source of personal authority has somewhat diminished while there seems to be no change in how prone the decision-makers think they are for the impacts of media publicity.
Finland was an autonomous Grand Duchy in the Russian Empire during the years 1808–1917. At this time nationalism as well as other ideologies reached Finland from Europe, which strengthened the willingness to change both in society and on a governmental level. The Fennoman movement, which was a movement focusing both on language and on nationalism, became the core of the Finnish self-perception. The goal was to define Finland as a coherent and separate country in relation to its neighbouring countries. Collecting folk poems and learning to know one's home country became essential. People saw the Kalevala poems as a way to understand and define the Finnish identity and the history of the Finnish people. Especially young people with a background in academia were intrigued by these ideas. University students collected poems all over the Grand Duchy of Finland as well as in the Russian part of Carelia, in Sweden, Norway and in Ingria. Students who collected these folk poems also wrote travelogues about their travels and all this material was handed over to The Finnish Literature Society. These documents are unique and there has not been much research done on them, especially with the focus on how the young academic generation during the age of autonomy defined their home country, their national self-perception, themselves and the commoners living in the rural parts of the country. This book reviews travelogues written by one hundred university students who travelled in the country collecting folk poems during 1836–1917. The book offers insight into how the students described Finland and what it meant to be Finnish. Travelogues can be defined as a sort of hybrid of texts. They consist of a mixture of letters, journals, biographical texts and travel books. Consequently, the image that the students depict of Finland is in this study based upon research perspectives and methods used in textual research, oral history and travel literature. The travelogues written by students previously evoked the interest of researchers who mainly studied certain traits of poem collectors, tradition bearers or poems. However, the travelogues contain plenty of information about the lives of the people who lived in the areas where the poems were collected. The descriptions of Finland in the travelogues do not represent the "real" 19th century Finland, but instead it is a story written and created by university students. The characteristics that are presented in The Land of Hope are based on how the intelligentsia perceived "real" Finnishness as opposed to the uneducated commoners living in the rural parts of the country. The most notable themes in the travelogues are the state and the future of the society and of being Finnish. Another theme is the otherization of those who were uneducated commoners. These themes describe the fears and hopes that university students had about Finland. They also show us that the travelogues were ideological texts about Finland and Finnishness that united the collectors of folk poetry. This book studies the collection of folk poetry in the context of the ideologies during the age of autonomy and it explains what the collection of poems meant and who were involved in it. Furthermore, the book gives an insight into the possibilities to pursue academic studies and it also presents the most essential sources of students' knowledge about Finland at that point of time.
In this thesis, I critically interrogate power relations that underlie practices, techniques and rationalities of contemporary forms of governance represented by the governing strategy of structural adjustment framework devised by the Bretton Woods institutions— especially the IMF and the World Bank. Far from being a technique of coercion and domination, the thesis demonstrates that structural adjustment framework represents a differing modality of global power that attempts to discursively legitimise external interventions through the imposition of neoliberal economic agenda. I show that structural adjustment policies are carefully constructed neoliberal rationalities of governing through which donors seek to transform the government of Ghana into a self-disciplined neoliberal subject that must behave in an appropriately competitive fashion that is congruent with the ethos of market rationality. I draw on Michel Foucault's nuanced conceptualisation of governmentality, a form of productive and relational power working through individuals' subjectivities particularly as it coexists with the disciplinary rationale of power, and extend it to the relation between the IMF and the World Bank and the government of Ghana. I analyse how these interactions are embedded within a discursive formation and concrete practices which establish certain views of 'a problem' and mobilise particular authoritative actors, techniques and forms of truth as solutions. I also explore how over the decades the IMF and the World Bank through the modalities of conditionality associated with structural adjustment have sought to govern, remake and regulate the economic, political and social institutions of recipient States. In closing, and by way of illustration, I also examine 'non-compliance' as one possibility into what Foucault has termed 'counter-conduct' through which subjects undermine and challenge governmental forms of power. This being said, within the structural adjustment discourse, there remains, I would be inclined to argue, repressive and dominant forms of power. This thesis, contributes to the contemporary scholarship on governmentality to deepen and re-evaluate the distinctiveness of power relations in the example of the IMF and the World Bank adjustment programmes in Ghana.
Laadunarviointi on keskeinen osa koulutuspolitiikkaa, jonka kansallisena tavoitteena on nostaa suomalaiset Euroopan osaavimmaksi kansaksi koulutuksen mittareilla mitattuna. Sillä on paitsi tekninen, myös hallinnollinen funktionsa. Arviointikäytänteet osana koulutuksen hajautettua hallintaa ja arviointikulttuurin lanseerausta ovat leviämässä kansalliselta tasolta kuntien ja koulujen toimintakäytänteisiin. Tässä tarkoituksessa hallinto tukee yhtenäisten itsearviointimenetelmien ja laadunhallintamallien käyttöönottoa paikallisen tason laaduntarkkailussa. Tämän tutkimuksen keskiössä on kysymys koulutuksen 'laadun' konstruktiivisesta muotoutumisesta perusopetusta koskevassa koulutuspoliittisessa diskurssissa ja arviontikäytänteissä. Foucault'n hallinnan analyyttisen näkökulman kautta tutkimus jäsentää laadun muotoutumisen diskursiivisia reunaehtoja suhteessa laadunarvioinnin totuuksiin ja oikeuttamiseen (rationaliteetti), laadun tuottamisen tapoihin ja käytäntöihin (teknologia) sekä subjektin rooliin laatudiskurssissa. Tutkimuksen aineistona on Opetus- ja kulttuuriministeriön julkaisema koulutuspoliittinen teksti "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan", joka on kunnille ja kouluille suunnattu laadunarviointia koskeva ohjeistus ja arvioinnin käytännön apuväline. Tutkimuksen tulosten perusteella koulutuksen 'laatu' näyttäytyy ristiriitaisena koulutuspoliittisena empty signifier-terminä, jolla laadun rationaliteetti ja teknologia on sidottu yhteen, palvelemaan samoja yhteiskunnallisia päämääriä. Lähtökohtaiset oletukset 'laadun' yhteiskunnallisen oikeuttamisen ja varsinaisten arviointikäytäntöjen taustalla eroavat kuitenkin toisistaan merkittävästi. 'Laatu' on toisaalta yhteiskunnalliseen muutokseen reagoivaa loputonta liikettä ja kehittymistä laadun idean tasolla ja toisaalta arviointijärjestelmän sisällä tuotettua kuntien ja koulujen systemaattista seurantaa sekä tosiasiana todettua kyvykkyyden mittaamista suhteessa tavoitteisiin. Laadunarvioinnin diskurssi tarjoaa analyysin perusteella laadun muotoutumiselle jatkuvan kehittymisen ideologian ja metodologiset kehykset, muttei välineitä laadun parantamiseen subjektin näkökulmasta esimerkiksi pyrkimällä tukemaan oppilaan oppimisen edellytyksiä. 'Laatu' irrotetaan koulutuksen arjesta, arvoista ja pedagogisista periaatteista neutraalisti tuotetuksi arviointitiedoksi. Laadun subjektit (opettajat ja opiskelijat) esitetään laatutyöhön osallistettavina laadun tuottamisen välineinä. Governed quality? About the nature and definitioning terms of quality in the education policy discourse Abstract Quality assurance is understood as an important part of education policy in which the main goal is to raise Finnish to the most capable people in Europe measured by the indicators of education quality. It has both technical and governmental functions. Quality assurance methods as a part of diffused regime of governing are expanding from the national level into the practices of the municipal corporations and the schools. In this meaning the current regime of governance supports the commissioning of the uniform assurance technigues and models as the forms of local quality control. In the center of this research is the question of 'quality' and the way it is formed in the discourse of education policy and through the modes of quality assurance. The research analyzes the preconditions of this discoursive consept through Foucaults analytic perspective. It pays attension to the truths and legitimation of quality (rationality of government), the quality practices (technique of government) and the role of the subject in the discourse of quality. The data of the research consist of the education policy text "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan" (Quality work in Basic education. Ways to take over the quality criteria), published by Ministry of Education and Culture. The text is an instructioning publication for the municipal corporations and schools, amed to support their self evaluation. As a results of the research 'quality' appears as a contradictional 'empty signifier'-concept used as a tool of education policy. By using the consep it is possible to combine the rationalities and the techniques of quality, both serving the societal ambitions. Even so, the main principals behind the legislations of society level and the ideas connected to assurance practices differ from each other significally. On one hand 'quality' is seen as an idea and reaction to the endless movement of the development of society, but on another it is about verifying the 'true' capability of the local actors reaching goals and results; systematic measurement inside the regime of assurance. Thus the education discourse gives for the forming quality two attributes: the ideology of continuing development and the frames of measument, but says nothing about how the subjects/actors could reach those goals in practice by improving the conditions of learning. Governed 'quality' is separated from the ordinary reality of schooling, from the values of teaching and the principals of pedagogy and translated into neutrally produced assurance knowledge. The real subjects of quality (teachers and pupils) are performed as committed instruments of the production of it.
Sata kuntaa riittää , Puolet pois! ja Lopulta kuntia voi olla vain 30. Tutkimuksen aiheena on 1990-luvun alusta 2000-luvun puoliväliin käyty kuntarakennetta koskeva julkinen keskustelu. Keskustelua näkökohtineen, vaatimuksineen ja osapuolineen tarkastellaan totuuden politiikan kautta. Kiinnostuksen kohteena on se, miten tuotetaan ne totuudet, joilla perustellaan kuntarakenteeseen kohdistuvia vaatimuksia. Tutkimuksen aineisto muodostuu kuntaliitoksia käsittelevistä sanomalehtikirjoituksista. Tutkimuksen perusteella kuntarakennekeskustelun solmukohdassa käydään kamppailua tehtävien, voimavarojen ja kuntarakenteiden keskinäisestä suhteesta. Kunnille osoitettujen tehtävien ja voimavarojen merkitys on kansantaloudellisesti ja jakopoliittisesti keskeinen. Voimavaroissa tai tehtävissä tunnistettu muutos käynnistää tarpeen sopeuttaa kahta muuta elementtiä. Muutosvaatimukset ovat kytkeytyneet myös poliittisen vallanjaon jännitteisiin eli puolueiden valtapoliittisiin asemiin kuntakentässä. Kamppailu oikeista tulkinnoista, määritelmistä ja näkökulmista eli totuudesta ilmenee puhe- ja ajattelutavoissa eli diskursseissa. Kuntarakennekeskustelua hallitsee puhetapa, joka on nimetty valtadiskurssiksi. Sen keskeisenä päämääränä on kuntarakenteen uudistaminen suurempien kuntien muodostamiseksi. Kysymys on kuntien toimintaedellytysten ja voimavarojen vahvistamisesta. Keskeiseksi muodostuu kuntien toimintaympäristön muutos. Valtadiskurssissa kuntarakenteen uudistaminen asetetaan rahoituksen tai tehtävien uudelleenmäärittelyn edelle. Kun kuntien tehtävissä tai voimavaroissa tapahtuu muutoksia, rakenteiden tulee sopeutua näihin muutoksiin. Kuntarakenne näyttäytyy hallittavana , sen piirteitä voidaan mitata, arvioida ja muuttaa. Vastadiskurssiksi nimetty diskurssi syntyy reaktiona vaatimukselle kuntarakenteen muutoksesta. Vastadiskurssin lähtökohdista käsin pyrkimys kuntarakenteen muutokseen ei ole perusteltu. Kunnat nähdään historialtaan ja identiteetiltään ainutkertaisina itsehallinnollisina yhteisöinä, joilla on alueellinen itsemääräämisoikeus. Kunnan kehittämistä ja palveluja koskeva päätöksenteko halutaan säilyttää mahdollisimman lähellä kuntalaisia. Kuntaliitosten nähdään johtavan kehittämistoimenpiteiden ja palveluiden keskittymiseen eli hyvinvointivaltion paikalliseen alasajoon. Toimintaympäristön muutos edellyttää sopeutumista, mutta kuntaliitosten sijaan ratkaisuksi esitetään kuntien voimavarojen lisäämistä, tehtävien vähentämistä, kuntien yhteistyön lisäämistä ja muita palvelutuotannon tehostamiseen tähtääviä toimenpiteitä. Nykyiset kunnat ovat muodostuneet useiden vuosisatojen aikana monien vaiheiden kautta. Kuntia on yhdistetty ja niitä on jaettu. Muutoksia on perusteltu eri aikoina ajankohtaisilla kuntien tehtäviin ja taloudellisiin voimavaroihin kohdistuvilla haasteilla. 1990-luvun alussa kuntarakenteen muutostarve kytkettiin byrokratiaan ja lamaa seuranneeseen kunnallistalouden kriisiin. Vaatimus palvelujen tehokkuudesta ja byrokratisoituneen hallinnon virtaviivaistamisesta muodostui hyvin keskeiseksi. 1990-luvulta 2000-luvulle tultaessa alkoi korostua seutuistuminen, kuntien keskinäinen riippuvuus ja yhteistyö elinkeinojen kehittämisessä sekä palvelujen turvaamisessa. Samalla omaksuttiin kaksi erilaista sopeutumisstrategiaa eli pyrkimys edistää sekä kuntaliitoksia että seutuyhteistyötä. Kaksikärkinen strategia edusti kompromissia tilanteessa, jossa kunnat eivät olleet halukkaita liitoksiin. 2000-luvun puoliväliin tultaessa kuntarakennekeskustelussa tapahtui kuitenkin diskursiivinen muutos. Kuntarakenteen muutosta vaadittiin entistä voimakkaammin nimenomaan palvelujen turvaamiseksi. Kuntien taloudellisen aseman eriytyminen kiihtyi muuttoliikkeestä ja kuntien rahoitusperusteiden muutosten seurauksena. Uhkana olivat myös väestön ikääntymisestä ja palveluvaatimusten muutoksista johtuva palvelukustannusten kohoaminen. Kunnat näyttivät jakautuvan menestyviin ja menettäviin. Monien kuntien edellytykset palvelujen järjestämiseen olivat merkittävästi heikentyneet. Kuntien taloudellinen vastuullistaminen ja vaatimus elinvoimaisuudesta korostuivat. Julkisen talouden sopeuttamistarpeen ja kuntien palvelukustannusten kasvun myötä tehokkuuden rinnalle nousi vaatimus tuottavuuden kohottamisesta. Toimintaympäristön muutoksiin varautumisen katsottiin edellyttävän myös elinvoimaisuutta. Aiempina vuosikymmeninä valtion rahoitusta ohjattiin voimakkaasti infrastruktuurin ja palveluverkon ylläpitämiseen syrjäseudulla ja heikosti toimeentulevissa kunnissa. Tapahtuneessa muutoksessa on kysymys siitä, että yksi totuuden politiikka korvautuu toisella. Kuntien odotetaan kantavan vastuunsa elinkelpoisuudestaan ja yhdistyvän väestö- ja elinkeinopohjaltaan ja sitä kautta entistä vahvemmiksi kokonaisuuksiksi. 2000-luvun edetessä kuntaliitoshankkeita on käynnistynyt kiihtyvällä tahdilla ja yhä useammissa niistä kunnat yhdistyvät. Kuntayhteisön historia, identiteetti ja ainutkertaisuus väistävät, kun yhdistyminen muodostuu yhden tai useamman kunnan taloudellisen aseman tai toiminnallisten edellytysten kannalta välttämättömäksi. Keskusteltaessa kuntarakenteesta keskustellaan samalla kuntien itsehallinnosta. Voimakas vaatimus kuntien elinvoimaisuudesta ja elinkelpoisuudesta merkitseekin itsehallintokäsityksen muuttumista. ; The topic of this study is the public discussion on desired local authority size and the need for municipal mergers. The study is based on the French philosopher Michel Foucault´s discoursive view of knowledge and power and an analytics of governmentality, which has evolved from Foucault´s research. The discussion on local government structure concerns information on local authorities, power and competing governmental rationalities. Governmental rationalities refer to different ways of producing truths and giving causes for social and political aims. The study is based on the conception that governmental rationalities are bound up with a discoursive struggle. This struggle is integrated into public discussion. The material of the study consists of newspaper articles on local government structure and municipal mergers. The discussion on local government structure is examined in contexts from the early 1990s and early 2000s. With regard to these two periods I analyse the changing historical conditions under which the discourses unfold. During the time that passed between the two periods the local authorities faced a major change in economic fluctuations, migration, internationalisation, the European integration and the effects of extensive public administration reforms. The discussion on local government structure is analysed in relation to the recent development of the operating environment, the metamorphosis of the welfare society and the changeable role of local authorities. An important issue in my study is what kind of discourses form the framework for public discussion on local government structure? And how do they regulate the governmental rationalities concerning the relations between the duties, resources and structures of local governments? According to my study, the debate on local government structure is in fact a defining struggle over the local authorities´ mission, resources and structure and how these are related to one another. A change detected in resources or duties triggers a need to adjust either one of the two other elements in question. The interpretations of adjustment in each case result in specific governmental rationalities of reform. There is also the question of how political power is distributed and the tensions arising from it, i.e. a struggle for political power in connection to the political parties´ differentiated position in local governments. A change in local government structure signifies new strategic positions and political strongholds. The positions of the traditional ruling parties, i.e. the Centre Party and the Social Democratic Party, produce opposite dispositions of how and on whose conditions the governmental models are outlined. The study shows that the discussion on local government structure is dominated by a power discourse that strongly emphasises a demand for restructuring in order to form larger municipalities. The power discourse strengthens a rationality that gives priority to restructuring local governments instead of financing or redefining duties. Within the power discourse the conception of local government structure turns into an instrument of governmentality and a perspective which sets aside other possible ways of representing local authorities. Local authorities are perceived as a part of the total structure of administrative units, the characteristics of which may be measured, assessed and changed. A counterdiscourse arises as a reaction to the power discourse and its demand for adjustment to the change of operational environment through a change of local government structure. This counterdiscourse questions the notion of local authorities as a structure that can be steered and governed. Local authorities are seen as unique, autonomous regional institutions where decisions on their development and services must be made as close to the local residents as possible. Thus the counterdiscourse emphasises the local authorities´ territorial autonomy, which secures preserve the unique history and identity of the present municipalities. In the 1990 s the interpretation that the operating environment developed towards regionalisation was characteristic for the change management. The aim to promote regionalisation and conditions influencing regionalisation was strengthened. Regional cooperation represented a compromise between reluctance to merge and securing of industrial development needs and services. The discussion concerning local authority structures was founded upon a two-peaked strategy of adjusting, i.e. the aim was to actively further the promotion of both municipal mergers and regional cooperation. Securing services is the topic in the core of the discussions on local government structures. And this topic is enwrapped in the discourse on equality. However, equality appears to be the ambivalent precondition for the reform. In the power discourse the equal status of citizens is threatened by the differentiation of the financial situation of local authorities. A change of the local government structure arises as the solution. The counterdiscourse emphasises one aspect above all others, i.e. to secure services as close to the local residents as possible. The pursuit of scale benefits, concentration of resources and development measures and cutting down on services are considered risks in the change of local government structures. The fear for the effects of concentrated powers and for the dismantlement of the welfare society at local level will be actualised in the counterdiscourse. From the beginning of the 1990 s to the mid-2000 s there is a discoursive change in the discussion on local government structures. The discussion starts increasingly to circle around the change of operating environments of local authorities. The prerequisites of local governments to secure the services are getting questioned due to migration, changes in the population s age structure and regional differentiation. There seems to be a division into winning and losing local authorities. The financial and operating prerequisites of small and remote local authorities are considered to have weakened. Making provisions for changes in the operating environment emphasises vitality and viability. A condition is that local authorities embrace their financial responsibilities. The responsibilisation in the discoursive change is similar to the responsibilisation frequently applied in connection with the management of welfare drawing on different neoliberal practices. The mentality of liberalisation and responsibilisation can be more widely acknowledged in the development of the relations between local authorities and the state. In political rationalisation the promotion of productivity has become the counterpart of the securing of services. The rhetoric of financial necessities is more strongly than before starting to regulate the discussion. In the 1990 s the emphasis was on effectivity and claims for the streamlining of the bureaucratised governance. In the 2000 s the talk focused on productivity and the demand that more should be achieved despite decreasing resources. The concept of productivity welling from the background assumptions of economic science is problematic for the public sector. It does not measure welfare and wellbeing. Consequently the dispute is not about measures but about goals. What kind of local authorities will be given the responsibility for the services to residents and the development of their close environment? The answer to this question also implies how resources and duties are allocated to local authorities. The discoursive change is all about a reorganisation of the mutual relations between knowledge and power. One politics of truth is replaced with another politics of truth with more explanatory power and penetrating effects than the former one. The responsibilisation of local authorities and the assessment based on financial processes come in the centre of the discussion on local government structures. The definitions of local authority duties, resources and structures also contribute to the revision of local self-government. The strong claim for vital and viable local authorities actually means the articulation of a new kind of basis for the self-government.
Aikuiskoulutus Suomessa jaetaan ammatilliseen aikuiskoulutukseen ja vapaaseen sivistystyöhön. Tämä tutkimus kohdistuu vapaaseen sivistystyöhön ja vapaan sivistystyön oppilaitoksiin: liikunnan koulutuskeskuksiin, opintokeskuksiin, kesäyliopistoihin, kansanopistoihin ja kansalaisopistoihin. Tutkimuksessa tarkastellaan vapaan sivistystyön oppilaitosten tehtäväkuvan muutosta osana systeemistä järjestelmää. Oppilaitosten toimintaympäristön muutoksiin sopeutumista tarkastellaan erityisesti resurssiriippuvuuden ja alueellisuuden näkökulmista. Tutkimuksen tulokset kootaan yhteen muodostaen vapaan sivistystyön tulkintahorisontiksi toiminnan sisällöllistä muutosta kuvaava resurssiriippuvuusjana. Tutkimus on tekstintulkinnallishermeneuttinen. Tutkimuksen aineisto muodostuu alan tutkimuskirjallisuudesta, vapaan sivistystyön arviointi- ja kehittämisprosessien raporteista sekä vapaan sivistystyön oppilaitosten vuosina 2012 ja 2013 uudistettujen ylläpitämislupien hakemuksista. Viime vuosina laskenut valtionapu on vapaalle sivistystyölle kriittinen resurssi. Myös lainsäädäntöpohja, valtionapuperusteet ja valtionhallinnon ohjaus- ja toimintakäytännöt ovat muuttuneet ja vaikuttaneet vapaan sivistystyön oppilaitosten yleisiin toimintaedellytyksiin. Resursseja oppilaitokset ovat 1990-luvulta lähtien enenevässä määrin hankkineet myös monilta muilta koulutustoiminnan sektoreilta ja suoraan markkinoilta. Omaehtoisen persoonallisen kasvun tukeminen on ollut vapaan sivistystyön ydinsisältö. Ydinsisältö on muuntunut 1900-luvun aikana enemmän institutionalisoituneeksi koulutukseksi osana koulutusjärjestelmää, tai yleissivistävien harrasteopintojen tukemiseksi institutionalisoituneissa toimintapuitteissa. Vapaan sivistystyön oppilaitosten toiminnan sisältö on jatkuvasti sopeutunut sekä resursseiltaan että alueellisesti yhteiskunnan tarpeisiin. Toiminnan sisältömuutokset ovat olleet luonteeltaan inkrementaalisia ja tehtäväkuvaa koko ajan laventavia. Pitkällä kaarella ja isossa kuvassa tarkasteltuna vapaan sivistystyön oppilaitosten toiminta on aina ollut pääosin sisällöltään konservatiivista ja sopeutuvaa, eikä toiminnan kehysnormistoon koko kaaren aikana ole liittynyt leimallisesi yhteistä transformatiivista tehtävää. Oppilaitosten identiteetti nousee paikallisesta, maakunnallisesta tai valtakunnallisesta toimintatarpeesta. Toiminnan sisältöä perustellaan alueellisella koulutuksen saavutettavuuden tasa-arvolla ja tuotettujen koulutuspalveluiden tarvelähtöisyydellä. Paikallista identiteettiä korostetaan muutospaineessa, eikä aikaisempaa ylipaikallisempaa identiteettiä ole kovin laajasti omaksuttu. Uuden vuosituhannen puolella toimintaa ohjaavan opetus- ja kulttuuriministeriön toimesta on painotettu rakenteellista ja sisällöllistä muutostarvetta, hyötyä sekä erityisryhmien koulutusta. Jatkuva, 1990-luvulla alkanut, yhteiskunnallinen muutospaine on vaikuttanut ja vaikuttaa vapaan sivistystyön oppilaitosten toimintaympäristöön, mutta muutokseen reagointi on oppilaitosmuodoittaan ja oppilaitoskohtaisesti ollut hyvin erilaista. Oman roolin epäselvyys jatkuvassa toiminnan sisällön muutospaineessa niin resurssien, rakenteen kuin toimintaympäristönkin osalta aiheuttaa oppilaitoksille epävarmuutta oman ydintehtävän sisällöstä. Toisaalta pitkäaikainen systeeminen luottamuspääoma toimintaa ohjaavaan ministeriöön ja eduskuntaan on mahdollistanut hitaan, vaiheittaisen, ja paikallista muutosjoustavuutta hyödyntäneen muutoksen. Koulutussektorin valtiollinen toimintapolitiikkaohjaus (policy) on 2000-luvulla merkittävästi lisääntynyt erilaisten kehittämisohjelmien myötä. Myös kehittämishankkeista on tullut osalle oppilaitoksista resurssienhankinnan arkea. Vapaan sivistystyön oppilaitosten rooli osana oppivaa aluetta on käytettävissä olevan partnerin rooli ja ilmenee leimallisesti omaa koulutus- ja sivistystehtävää ja sen erityisyyttä korostamalla. Oppilaitokset ovat vahvasti identifioituneet tuottamaan alueellisia ja paikallisia koulutuspalveluja. Samalla kohderyhmäajattelu on noussut aikaisempaa keskeisemmäksi osaksi tehtäväkuvaa. Toiminnan suurin yhteinen nimittäjä näyttää olevan vahva tukeutuminen alueyhteisöihin ja niiden konkreettisiin tarpeisiin. ; In Finland there are two different forms of Adult education: vocational adult edu-cation and liberal adult education. In this adult educational research, the focus is in liberal adult education. There are five types of institutions of liberal adult educa- tion: adult education centres, folk high schools, summer universities, sports insti-tutes and study centres. The aim of the research was to increase the understanding of the changes in the missions of liberal adult education institutions. The institu-tions of liberal adult education can be viewed as a system. This study tries to un-derstand the change in the functional environment of liberal adult education insti-tutions observed particularily from the point of view of resource-dependence theory. The point of view is regional. This research is textual analyse utilizing the hermeneutical method. In conclusion, the main purpose is to explain the change of identity of the organizations of liberal adult education by the resoursedependense chain. There are three types of empirical materials in this study. Firstly, the research literature, secondly the reports of evaluation and developing processes of liberal adult education and thirdly the appointments of liberal adult education organizations permissions to support learning institution in years 2012 and 2013. The state covers approximately half of the expenses of liberal adult education institutions. State grants are a critical resource for liberal adult education institutions. The state of grants for liberal adult education organizations has been declining in last years. The ground for legislative regulation and state grants has changed. Also, the states control has changed to be more generalized. The marketorientation of organizations has increased. There has been bigger and bigger pressure to get more and more resources for the other sectors of education and markets. The support of self-motivated individual growth has been the core content of liberal adult education. During the 20th century liberal adult education has become more and more institutionalized. Also, the quantity of hobby-oriented courses in institutionalized frames has increased. The functions of liberal adult education establishments have continuously been adapting to fit both the needs of the local community, and the resources available. The changes in the content of the activities have been incremental and the goals of activities have spread. In the big picture, the actions of liberal adult education organizations have been adaptive and conservative. The action has never been labelled transformative. In the 21st century, the need for changes in structure and amount of organizations has increased. Also, there are needs to change the content of the activities. The state needs more explanations to the benefits of the activity, also the state requires focus to be put on special groups. The liberal adult education organizations can be seen as an actor of state granted service and education system. The 21st century is labelled by new thinking of the welfare state and the change in the role of the state. Governanlity is now a bigger part in the states' role in the activities. Government policing has increased significantly with the development of different advancement programs in the 21st century. Liberal adult education institutions are not a part of the regional development. They are only partners in "learning regions". Their orientation is mostly in educational practices. The identity of the organizations is that of a service provider. The identity is based on local, provincial or nationwide basic. All liberal adult education organizations are linked in many ways to their own environment. The benefit of the action is justified by the equal access for all and the need for educational services. The main common attribute is regionalism and the practical needs of the local community.
Demokratia ja tehokkuus muodostavat kunnallishallinnon keskeisimmän arvopohjan. Näiden välillä vallitsee tietynlainen jännite. Kauko Heurun väitöskirjassa tutkitaan oikeushistoriallisessa valossa kunnanvaltuuston asemaa tämän jännitteen sisällä. Siinä selvitetään kunnanvaltuuston vallan syntyhistoria sekä sen kehittyminen yhteiskunnallisen muutoksen osana. Kunnallishallinnossa on perinteisesti korostettu demokraattisia arvoja. 1990 -luvulla tässä tapahtui ratkaiseva muutos. Tällöin tehokkuusvaatimukset voimistuivat, ja niihin myös vastattiin. Maamme kunnallishallinto siirtyi erilaisten kokeilujen ja hallinnonuudistusten kautta uudenlaiseen kunnallishallintoon, jonka johtavana aatteena on tulosjohtamisen idea. Mitä pitemmälle tulosjohtamista on kunnallishallinnossa toteutettu, sitä enemmän valtuusto on menettänyt asemaansa kunnan päätösvallan käyttäjänä. Valtuuston valtaa on siirretty täytäntöönpanijoille tietoisesti, mutta sitä on siirtynyt myös salaisesti. Jokainen pelkän tavoitteen asettava valtuuston päätös, jota ei sidota keinovalikoimaan, siirtää valtuuston valtaa. Samoin tekee määrärahapäätös, jota ei sidota yhteen määrätarkoitukseen. Yleistymässä oleva käsitys valtuuston aseman heikkenemisestä saa tutkimuksellista vahvistusta. Kauko Heuru selvittelee yli 400 -sivuisessa väitöskirjassaan laajasti tämän kehityksen syitä. Tällöin hän osoittaa kunnallishallinnon kiinteän yhteyden yhtäältä valtioon ja toisaalta ajan yleisiin virtauksiin. Hän näkee, että 1980 -luvulla alkanut kunnallishallinnon uudistaminen ei ollut ilmiönä itsenäinen, vaan se liittyi kiinteästi uusliberalismin nousuun ja valtionhallinnon uudistamiseen. Kunnallishallinnon vahvistamisen nimissä tehdyt lainsäädännölliset uudistukset kuten normien purku, vapaakuntakokeilu ja kuntien valtionosuusjärjestelmän uudistaminen olivat tarkoitukseltaan ensisijassaq valtionhallinnon uudistamista. Valtion edustajat eivät kuitenkaan ajaneet kuntia muuttamaan hallintoaan, vaan tämän tehtävän hoitivat kuntien keskusjärjestöt. Ne aloittivat jo 1970 -luvulla määrätietoisen koulutus- ja muun ohjaustoiminnan mangeristisen kunnallishallinnon aikaansaamiseksi. Kaiken perustana oli uusliberalismi sekä amerikkalainen liiketaloustieteellinen tutkimus ja sen osakseen saama huomio OECD-maiden julkisessa hallinnossa. Kauko Heuru pohtii myös valtuuston aseman vahvistamista. Hän tulee siihen tulokseen, että nykyajan tehokkuuden ihannointi antaa vain vähän mahdollisuuksia siihen. Näistä merkittävämpänä on vallan ja vastuun jaon normatiivinen täsmentäminen. Tämä merkitsee nykyistä selkeämmän poliittisen johtajuuden luomista suomalaiseenkin kunnallishallintoon. Tutkija, jolla itsellään on pitkä kaupunginjohtajan virkaura, puoltaa pormestarityyppistä johtamisjärjestelmää. Tämän hän tekee nimenomaan valtuuston vallan kannalta. ; The study was designed to investigate the origins of the competency to use municipal decision-making power and its development in the light of the central development of municipal law, including causal relationships and systematization of municipal law. The frame of reference consisted of the democratic values and efficiency values of local government. Up to the end of the 1980s local government in Finland can be regarded as a legal-administrative practice. In a closer analysis, we can distinguish three pha-ses: liberalism, rule-of-law and social state. In the beginning of the 1990s the Finnish state administration was refor-med in line with the managerial theory. The idea of management by results played a key role in this development. Local government was remodelled on the same con-cept. From the 1990s on we can speak of managerial local government. The entire legal-administrative period was characterized by the priority of democratic values in local government. While demands for efficiency grew, they we-re mainly responded to by detailed norm setting and direction by the state. The launch of management by results meant that efficiency values took precedence over democratic ones. If municipal decision-making power is understood as competency to form local intent, and if we assume as municipal laws have assumed that the exercise of this power resides in the local council, the introduction of managerial local go-vernment and management by results has not been possible without transferring aut-hority from the local council to the executive organization. The main reason was that local government activities had become increasingly target-oriented. This involved a demand to separate strategic and operational activities. According to the idea of ma-nagement by results, strategic activities cover the setting of general objectives, whe-reas concrete (case-specific) decisions should be made at the operational level. The level of strategic activities is formed by the work of the local council, and the level of operational activities by the work of the executive organization. The local council's (the local government's) decision-making power can be transferred legally to the executive organization within the limits of the law by a by-law. This is called delegation, whereas in the management-by-results system local decision-making power is factually transferred in other forms too. This happens either in a permissible manner or secretly, and the more the more generally the coun-cil has set the objectives and the more systematically strategic and operational acti-vities are separated. The most important tool for transferring the council's power is the municipal budget, even if the law does not recognize it as such. The introduction of the management-by-results system to local govern-ment broke the mechanisms that had protected the council's authority in the legal-administrative practice. Such mechanisms included general budget principles (no-tably the detail principle) and the inner logic of the dual principle of local govern-ment. The detail principle required that the municipal budget be detailed to the extent that none of the council's power could be transferred to the executive or-ganization through this way. For the purpose, the budget was to be divided in ap-propriations up to one designation. The inner logic of the dual principle corresponded to the perceptions of the rule of law and legal positivism about formal rational legal order; implementation was based on subsumptional logic rather than independent consideration. Expedien-cy, which thus was not conveyed from the decision to be implemented, did not reside with the executive organization. During the legal-administrataive local government, the number of muni-cipal officials increased steadily. However, we cannot speak of bureaucracy in the true sense of the word, because municipal offices existed mainly for executive func-tions only. During managerial local government, municipal officials became also executors of the self-government of local residents. Generally, it can be said that the further the idea of management by re-sults is taken in local government, the more the status of the council shifts from a decision maker to a legalizer of municipal activities. Along with the change the conceptual contents of municipal democracy have changed. The decision-making moment is no longer the sole basis of evaluati-on, rather, it is the moment when the consequences are seen. Newer research has anticipated a shift from representational democracy towards direct democracy, but it seems unlikely. Representational democracy still appears to have its chances. This requires increasing attention to the political functi-on of municipalities, including stricter normative definition of municipal authority and responsibility. In the end, the key issue is whether the Finnish local government will have a distinct political leader or not.
