In dieser Diplomarbeit steht der öffentliche Raum im Mittelpunkt der Beobachtung. Dieser wird sowohl aus der Sicht der österreichischen Raumplanung und Regionalpolitik, als auch von Seiten des Zivilisationswandlungsprozesses untersucht. Ein wesentlicher Schwerpunkt dieser Arbeit liegt in der Ausarbeitung von ausschlaggebenden Faktoren für den Funktions- und Bedeutungswandel des öffentlichen Raumes. Anhand einer Faktorenanalyse und eines Systemmodells werden die wesentlichen Systemkomponenten für die Schaffung eines attraktiven öffentlichen Raumes erforscht. Es wird verdeutlicht, dass die Attraktivität eines öffentlichen Raumes aus unzähligen ineinandergreifenden Faktoren besteht und erst deren Summe einen stimmigen und attraktiven öffentlichen Raum ausmachen. Ein weiterer Schwerpunkt dieser Arbeit beschäftigt sich mit dem Verkehrskonzept Shared Space und seiner zugrundeliegenden systemischen Betrachtungsweise. Anhand zahlreicher Beispiele wird die Bedeutung des Verkehrskonzeptes Shared Space als umfassendes Gestaltungswerkzeug für den öffentlichen Raum erläutert. Durch die Begleitforschung in Gleinstätten können die positiven Auswirkungen, bezüglich der Geschwindigkeitsreduktion und Aufwertung des öffentlichen Raumes, an Hand einer quantitativen Verkehrsanalyse belegt werden.Im Fallbeispiel St. Georgen and der Stiefing wird, durch die Aufarbeitung der Verkehrs- und Siedlungsgeschichte und der sozioökonomischen Veränderungen in der Gesellschaft, der Wandel des Lebensraumes in der Marktgemeinde aufgezeigt. Anhand grafischer Darstellungen kann verdeutlicht werden, wie das Verkehrskonzept Shared Space für die Umgestaltung und Neuinszenierung eines ländlichen Markplatzes eingesetzt werden kann. Abschließend gibt diese Arbeit durch die Dokumentation des Shared Space Planungsprozesses interessante Einblicke in die Einleitung, Herangehensweise und den Projektfortschritt eines LA 21 Prozessablaufes. ; This Diploma Thesis is all about public space. It discusses the Austrian regional planning, the spatial policies and the historic background of the civilisation process. A major focus is about determining factors of the functional change of public space. A systemic model illustrates the significant factors to achieve an attractive public space. It shows that an attractive public space is the conclusion of interdependent factors.Another main topic is the approach of introducing the Shared Space concept. With the aid of Shared Space, a new urban design concept and new policies and methods, a livable environment can be created. Many projects show that the Shared Space concept is an all- round tool for decining and planing public space. By a traffic research in ?Gleinstätten? the positiv impact on speed reduction and enhancement of public space can be demonstrated.The case study ?St. Georgen an der Stiefing? is about the historic change in the living space, caused by the changes in transport, settlement and the socio-economic society. By the end of 2019, around 4.1 million people in Germany were in need of nursing care as defined in § 14 of the German Social Code Book XI. A further increase in the number of people in need of nursing care is expected in the upcoming years. Many older people wish to remain in their own homes for a long time. However, it is not always possible to fulfil this wish, especially when nursing care is needed. For many older people a move to a nursing home is often the only alternative, although there are now a number of other options, such as shared housing arrangements. There is still a lack of research on the question of which factors play a central role in the decision on where to live. The objectives of this cumulative dissertation are to determine predictors for nursing home admission on the basis of routine data from health insurance and long-term care insurance and to explore shared housing arrangements as an alternative form of housing compared to nursing homes. For this, three papers were published that 1. present predictors for nursing home admission by conducting a systematic review, 2. describe predictors for nursing home admission that were determined by means of event time analyses on the basis of health insurance routine data and care assessment data, and 3. compare health-related outcomes of residents of shared housing arrangements and nursing homes in a rapid review. Further, the results are reflected against the underlying assumptions of the theory of ecological gerontology. The results show that predictors such as older age or chronic diseases can be considered as given constants. Therefore, new forms of housing such as shared housing arrangements play an important role in the choice of residence. However, the results of the rapid review did not show any clear evidence for the advantages of one of the two residential settings above the other, even though there are indications that quality of life is increased in shared housing arrangements. The results of this study therefore underline the relevance of counselling people in need of care in decisions about the place of residence, taking into account individual preferences related to the current and future environment. At the political level, the further development of existing social environment-oriented concepts or measures to improve the living environment are recommended. Since – according to the results of this dissertation – individuality, independence and limitations of people in need of care as well as their care situation must be given greater attention when choosing a place of residence, future research should increasingly focus on predictors that do justice to the diversity of people in need of care. This includes comparisons of health-related outcomes in different settings with methodically high-quality study designs which pose an important decision-making basis for the organisation and management of transitions from one's own home to another residential setting. Overall, this dissertation was able to show that, in the sense of ecological gerontology, housing and the choice of place of residence play a crucial role for the objective and subjective suitability of the person-environment relationship.
Der Beitrag untersucht die Wirksamkeit eines diskursiven Unterrichtsstils der Lehrkraft im Hinblick auf das politische Lernen und die Förderung demokratischer Einstellungen bei Schülerinnen und Schülern der 8. Jahrgangsstufe. In bisherigen Untersuchungen, die in der Regel auf Schülerwahrnehmungen des Unterrichts basieren, konnten positive Effekte diskursiven Unterrichts nachgewiesen werden. Eine Kritik an diesen Arbeiten besteht allerdings darin, dass in ihnen keine analytische Trennung der psychologischen (Individualebene) und der von den Schülerinnen und Schülern geteilten Umwelt (Klassenebene) vorgenommen wurde. Diesen Kritikpunkt aufgreifend, wurden mit den bundesdeutschen Daten aus dem Projekt 'Civic Education' (N = 3191 aus 154 Klassen) mehrebenenanalytische Berechnungen durchgeführt. Die Ergebnisse deuten darauf hin, dass ein diskursiver Unterrichtsstil der Lehrkraft sowohl auf Individual- als auch auf Klassenebene das politische Wissen und demokratische Einstellungen, soweit sie positive Einstellungen zu Rechten von Ausländern und Frauen betreffen, positiv beeinflusst. Bemerkenswert ist, dass die Effekte auf Klassenebene auch dann erhalten bleiben, wenn für die Schulform und die soziale Zusammensetzung der Schülerschaft kontrolliert wird. (DIPF/Orig.) ; This article explores the effectiveness of discursive teaching styles with respect to eight grade students 'political content knowledge and the cultivation of their democratic attitudes. Previous studies, most of which have been based on student perceptions of instruction, have found evidence for the positive impact of discursive teaching. However, one criticism that has been leveled at this research is that the psychological environment (individual level) was not differentiated from the students' shared environment (class level) in the analyses. In response to this criticism, multilevel analyses of the German data from the Civic Education Study (N = 3191 students from 154 classes) were performed. Results indicate that a discursive teaching style has positive effects on students ' political content knowledge and democratic attitudes (specifically, their attitudes toward foreigners and women 's rights) on both the individual and the class level. Furthermore, the class-level effects persist even when controlling for school type and social composition of the student body. (DIPF/Orig.)

The support of shared awareness among users of CSCW-systems has gained considerable attention in recent years. In fact, many studies have shown that information about the activities of other users is a prerequisite for the success of computer mediated cooperative work. However the implementation of mechanisms to support shared awareness still remains a complex task for designers of distributed multi-user systems. In this book I will present AREA, a service for the provision of awareness information in multi-user environments. A primary goal of AREA is to enable multiple cooperative applications to share and exchange awareness information. This is achieved by offering applications an interface to model a `minimal semantics' of the application domain. Awareness information is modelled by discrete events which are distributed in the electronic workspace. The system notifies users about activities in the shared information space based on interest descriptions that use the metaphor of a situation. Situations are descriptions of work relations in the language of the application domain. They allow users to individually tailor their awareness preferences to their individual work practice and to avoid information overload. Additionally AREA incorporates global and individual configuration facilities for privacy protection and to ensure compliance with legal and organizational regulations. The book presents POLIAwaC, a groupware prototype which uses the AREA notification service to support awareness among its users. The design of the system was performed in the framework of the POLITeam project, a joint interdisciplinary research activity involving the German National Research Centre for Information Technology (GMD), the University of Bonn and the Volkswagen-Gedas software company. The aim of POLITeam is the development and introduction of innovative CSCW-technology to support the cooperation of government sites distributed between Bonn and Berlin. The book discusses in detail how the semantic model of a ministerial application domain is specified in the AREA-system and describes the mechanisms at the user interface intended to achieve shared awareness of the users. Finally the result of an evaluation of the POLIAwaC system is presented, which has been performed based on a test installation of the system in a German ministry.
The purpose of my research is to explore restorative justice in the field of art education as a tool of urgency to reconnect communities with a shared challenging history. My thesis reflects on the present relationship between self-identified Jews in relationship to non- Jews in Germany, 70 years after the Holocaust. The project Atelier Eastend, an art studio in Frankfurt am Main for artists with special needs, was one of the first attempts to establish collaboration between those two communities. The three stakeholders are the Jewish Community in Frankfurt, the Central Welfare for Jews in Germany (ZWST) and the German social agency International Union (IB Behindertenhilfe). Previously I had spent two years as a social worker with the project. For my thesis, I returned to Atelier Eastend to engage the following questions: How can the principle of restorative justice be used in an art educational environment to rebuild relationships between communities who suffer from a traumatic past? What does this particular collaboration need to feel safe and become strengthened? Celebrating its fifth anniversary in 2016, what made the project successful and how can this knowledge be fostered for other similar projects? What role did art play in the project? My action research took place over a week at the Atelier Eastend, the Westend synagogue in Frankfurt, and at a nearby cafe in the neighborhood, where I interviewed five former colleagues who presently work for the Atelier Eastend. My participants professional backgrounds are in art teaching, art education and pedagogy. The qualitative interviews examined their view of the project concept, their individual role and project participation, asking them to both verbally and creatively respond to the collaboration. Subsequently, I have turned to their replies to explore these issues through auto-ethnography, self- reflection and artistic practice. Throughout my research, art as a process became the vehicle for the formation of a new community. Having no official policies as part of a foundation was critical to the project's ability to create an artistic free space. The participants shared interest in creativity, appeared to be the greatest motivation for participation, rather than historical or political interests. During the past three decades there has been an obvious modernization of gender relations. The intensification of gender politics in many countries as well as in the international political arena has been a key factor for this change. At the same time that public policy that has affected women's lives and opportunities has gained legitimacy in political practice, policy research in the area of women and politics has gained legitimacy as well. Globalization has contributed to this development, especially political globalization. It has opened up new opportunities and options to new political actors such as NGOs in various policy arenas including women's rights, environment, and peace. Women's networks have developed as an increasingly important form of organization for mobilization by gender equality actors within and across national boundaries. Several questions can be asked about these networks. First, how do these networks develop? Second, what are the shared organizational characteristics that facilitate mobilization on gender equality? Finally, what are the possibilities and limitations that these organizational networks have as mechanisms for furthering democracy? This book intends to answer these questions by looking at the case of Japanese women's networks since the 1970s. Gender equality actors in Japan developed a new international orientation and consciousness and accordingly initiated mobilization on various women's issues within and across borders. These actors, who were primarily women and committed to changing the existing gender order, formed networks in the process of mobilization. These networks were based on transnational interaction and communication with actors both inside and outside Japan. The origin of these contemporary Japanese women's networks can be found in Japanese society, but their formation is embedded in the global and regional context of the present era, in which a new form of politics – and thus new gender politics – has developed. Die deutsche Gesellschaft altert und damit steigt auch der Pflegebedarf. Im Jahr 2017 gaben knapp 5 Millionen Personen an, im privaten Rahmen zu pflegen. Eine Auswertung der Daten des Sozio-oekonomischen Panels liefert ein heterogenes Bild zur Verteilung der Pflegelasten. Ein Großteil der Pflegenden ist im erwerbsfähigen Alter und die Mehrheit dieser Gruppe geht mindestens einer Teilzeit-, oftmals einer Vollzeitbeschäftigung nach. Diejenigen, die nicht erwerbstätig sind, leisten wiederum deutlich mehr Pflegestunden. Frauen im erwerbsfähigen Alter pflegen häufiger als Männer. Zudem wenden Frauen im Durchschnitt mehr Zeit für Pflege auf. In den höheren Altersgruppen ist der Unterschied zwischen den Geschlechtern hingegen weniger deutlich. Während sich der Anteil der Pflegenden entlang der Nettoeinkommensverteilung nur wenig unterscheidet, steigt er mit zunehmender Nettovermögensposition deutlich an. Mit zunehmender Nettoeinkommens- oder Nettovermögensposition sinken allerdings die durchschnittlich geleisteten Pflegestunden. Infolge der Bevölkerungsalterung wird es zunehmend wichtiger, die gesellschaftlichen und betrieblichen Rahmenbedingungen für die Pflege zu gestalten. Ist es politisches Ziel, bei Pflegebedürftigkeit möglichst lange im häuslichen Umfeld bleiben zu können, dann muss die Vereinbarkeit von Beruf und Familie - und dazu gehört neben der Betreuung von Kindern auch die von pflegebedürftigen Angehörigen - weiter verbessert werden. ; German society is ageing and the need for nursing care is increasing. In 2017, just under 5 million people claimed to be providing nursing care in a private setting. An analysis of the data from the Socio-Economic Panel provides a heterogeneous picture of how the home care burden is shared. Most carers are of working age and the majority are working part-time, though there are also many in fulltime jobs. However, those who are not in paid employment spend significantly longer hours nursing. More women of working age than men are looking after a relative, and on average women also spend more time nursing, although among older cohorts the difference between the sexes is less marked. While the proportion of home carers differs only slightly in relation to net income, it rises significantly with the level of net assets. However, the average number of hours of care provided is in inverse proportion to the level of net income or net assets. As the population ages, it is becoming increasingly important to adapt the conditions that our society and companies provide for home nursing accordingly. If the political objective is to enable those in need of care to remain in the home environment as long as possible, the compatibility of work and family life - and this means taking care not only of children but also of infirm relatives - must be further improved.
The paper deals with friendship relationships among migrant groups from Northern Ghana in Accra/Tema. The author examines the rural home area as well as the urban setting of the various migrant groups from the Upper East Region in Ghana (Tallensi, Frafra, Kusase, & Bulsa) to provide the conceptual framework of the commonly shared ideal of friendship that, according to many proverbs, is sharply contrasted to kinship relations. One of the focal questions shall be whether migrants make use of the concept of friendship as a means of social integration into the urban environment. From a theoretical point of view, the perspective of migration as a transitory period in migrants' biographies explains the deeply felt vulnerability in the strange urban context. Thus, migration may be viewed as a rite de passage constituted by the various phases of leaving home, settling in, returning, & settling back in. The actual sojourn in town may be interpreted as phase of liminality that calls for careful actions & an eventual return to the respective places of origin, even if only a firm intention. The migrant groups from the Upper East Region have found a new corporate identity in view of their marginalized status vis-a-vis other dominant groups in the South of Ghana. However, in addition to the common identity as Northerners, friendship & joking relationships have evolved between certain ethnic groups thus providing an interesting field for the study of friendship relations between groups. Some of the material to be presented hints at a gender-specific practice of friendship relationships in view of the quality, intensity, & amount of time invested. Thus, female migrants seem to prefer to be part of a larger social network rather than maintaining intimate relationships with individuals. Another friendship related incidence that has been modified over time & in the urban situation, is the institutionalized platonic relationship between a married woman & another man that requires specific behavioral patterns that are generally felt to be outmoded. 27 References. Vor dem Hintergrund der sozial-ökologischen Krisen der Gegenwart ist es von entscheidender Bedeutung, nachhaltigere Formen der Lebensführung zu realisieren. Auch wenn sich diese Einsicht in den letzten Jahren zunehmend verbreitet, bleibt weiterhin umstritten, wie dieses Ziel erreicht werden kann. Bildung und "aufgeklärter Konsum" allein werden nicht ausreichen, wie immer wieder deutlich wird. Aber welche Faktoren sind dann von Bedeutung und wie entsteht nachhaltige Lebensführung in der alltäglichen Praxis? Der Autor geht diesen Fragen nach und nimmt dazu die Realisierungsbedingungen nachhaltiger Lebensführung am Beispiel gemeinschaftlicher Wohnprojekte im urbanen Raum differenziert in den Blick.
Am Beispiel Nanotechnologien widmet sich die vorliegende Arbeit der Frage, wie Ver-sicherungsunternehmen neue Technikrisiken (Emerging Risks) bewerten, wie sie sich angesichts vielseitiger Wissenslücken verhalten und wie sich dies auf das gesamtgesellschaftliche Risikomanagement von Technologien auswirkt. Um den Umgang mit Nanotechnologien im Kontext unterschiedlicher Organisationstypen und Erwartungen zu untersuchen, wird eine neo-institutionalistische Theorieperspektive verwendet. Für den empirischen Teil der Arbeit wurden 39 leitfadengestützte Interviews mit Vertreterinnen und Vertretern von Erst- und Rückversicherern, Industrieunternehmen, Versicherungsbrokern, Investoren und Ratingagenturen, zentralen Einrichtungen der breiten Öffentlichkeit und der staatlichen Regulierung sowie Forschungseinrichtungen geführt. Emerging Risks sind Versicherungsrisiken, die sich durch ein hohes Maß an Nichtwissen und Schadenspotenzial auszeichnen. Beide Merkmale ergeben sich aus dem Zusammenwirken technischer Bedingungen und der sozialen Einbettung von Versicherungsunternehmen. Nanotechnologien als Emerging Risks sind primär durch zahlreiche Wissenslücken hinsichtlich Technologiemerkmalen, künftigen sowie bereits aufgetretener Schäden geprägt. Das Schadenspotenzial wird in den meisten Fällen als weniger problematisch eingeschätzt. Bedenken hinsichtlich möglicher Schäden richten sich verstärkt an künftige, aktive Nanotechnologiegenerationen. Erwartet wird, dass vorrangig die Industrieversicherung betroffen ist. Gleichzeitig wird bei einer zunehmenden Verbreitung der Technologien eine Ausweitung auf die Sparten der Sach- und Lebensversicherung für wahrscheinlich gehalten. Die bisherigen Aktivitäten der Versicherer beschränken sich fast ausschließlich auf Monitoringbemühungen, insbesondere die Erstellung von Risikomatrizen. Abschließende Risikobewertungen liegen momentan auch nach teilweise mehrjähriger Aktivität bei keiner der Organisationen vor. Das Verhalten der Versicherungsunternehmen wird durch vier Institutionen bestimmt: Versicherbarkeit, Konkurrenz am Markt, Risikopartnerschaft und -wahrnehmung. Entscheidungen über Versicherbarkeit sind im Fall von Nanotechnologien durch die Abwesenheit quantitativer, empirischer Daten gekennzeichnet. Diese werden durch subjektive, qualitative Expertenurteile und Informationsmittel ersetzt und sind abhängig von der Ausgestaltung der Versicherungsverträge. Ein Faktor, der einer engeren Vertragsgestaltung entgegenwirkt, ist die Konkurrenzsituation unter Versicherern. Im Kontext unsicherer Handlungssituationen und der Abwesenheit vollständiger vertraglicher Erfassung spielt zudem Vertrauen in die "Risikopartnerschaft" eine wichtige Rolle für die Beteiligten. Die vierte Institution bilden branchenweit geteilte Wahrnehmungsmuster ("frames"), die sich durch frühere Schadensfälle und Debatten herausbilden. Diese bestehen zum einen in Analogien zu früheren Risiken (Asbest und Gentechnologie), zum andern in geteilten Risikobegriffen und Konzepten, die Risikosachverhalte sinnhaft erschließen. Die künftige Entwicklung des Themas Nanotechnologien hängt von Ereignissen ab, die die Aufmerksamkeit für das Thema erhalten oder verstärken. Die wichtigsten Ereignisse im weiteren Versicherungsumfeld, die zu Veränderungen in der aktuellen Situation führen können, sind wissenschaftliche Befunde zu Risikopotenzialen, neue Gesetzgebung und Rechtsprechung und ein Wandel der öffentlichen Meinung zu Nanotechnologierisiken. Treten in der Zukunft keine signifikanten Ereignisse ein, die belegen, dass Nanotechnologien als Risiko ein hohes Schadenspotenzial bergen, wird das Thema aller Voraussicht nach in den kommenden Jahren kontinuierlich an Bedeutung verlieren. Dem gegenüber steht ein diskontinuierliches Szenario bei Schadenseintritten, bei dem die Versicherer aufgrund der veränderten Risikobewertung und bisherigen Framings des Themas zu einer Verengung des Versicherungsschutzes bis hin zu Ausschlüssen angehalten wären. Aktuell scheint eine Verengung der Zeichnungsbedingungen für Nanotechnologien weder notwendig noch durchsetzbar. Stattdessen ergeben sich drei Handlungsmöglichkeiten: Monitoring, Dialog mit dem engeren und Dialog mit dem weiteren Versicherungsumfeld. Monitoring im Hinblick auf Bedingungen der Versicherbarkeit bildet die momentan vorrangige Handlungsstrategie in der Versicherungswirtschaft. Dialoge mit dem engeren Versicherungsumfeld können neben einem Mehr an Informationen zur Versicherbarkeit zu einer Steigerung wechselseitigen Vertrauens sowie einer Mitgestaltung der Risikoframes führen. Eine zweite Dialogform bezieht das weitere Versicherungsumfeld in den Austausch von Informationen und Positionen mit ein. Beide Formen des Dialogs fanden aber in der Vergangenheit nur in begrenztem Umfang statt. Betrachtet man die Rolle der Versicherer im gesamtgesellschaftlichen Risikomanagement, wird deutlich, dass eine Vielzahl von Akteuren das Verhalten der Versicherer beeinflusst und ein zunehmendes Bewusstsein für diese Wechselwirkungen und gegenseitigen Rollenzuweisungen besteht. Versicherer wirken bei Nanotechnologien jedoch nicht gezielt auf die Entwicklung von Technologierisiken ein, sondern verhalten sich vorrangig reaktiv. Gegenwärtig ist alleine die Risikominderung bei Industrieunternehmen durch die Übertragung finanzieller Risiken von gesamtgesellschaftlicher Bedeutung. Versicherer haben in der Vergangenheit zum Framing des Risikos beigetragen. Aktuell sind sie diesbezüglich aber nicht mehr aktiv und wirken auch nicht an der Vorbeugung von Risiken im Rahmen des technischen Risikomanagements mit. Als eines der gegenwärtig bedeutsamsten Technologiefelder werden Nanotechnologien in den kommenden Jahren in der Industrie wie für den Verbraucher weiter an Bedeutung zunehmen. Bei Versicherern ist inzwischen ein Problembewusstsein etabliert, und erste Risikomanagementmaßnahmen wurden ergriffen. Wie sich das Thema in der Versicherungsindustrie weiterentwickeln wird, ist aber von der noch offenen Risikobewertung und dem Verhalten der Versicherer abhängig. Hinsichtlich der Informationsgewinnung, aber auch hinsichtlich stabilisierender Faktoren, wie der Risikopartnerschaft mit den Kunden und einer erhöhten Risikowahrnehmung, ist ein aktiver Austausch im Sinne eines offenen Dialogs mit dem primären Versicherungsumfeld der effektivste, wenn auch nicht einfachste Weg. Ein Dialog mit dem weiteren sozialen Umfeld wäre im Hinblick auf das gesellschaftliche Risikomanagement zu wünschen, ist aber in der aktuellen Situation von den Versicherungsunternehmen nicht zu erwarten. ; Using the example of nanotechnologies, the dissertation attends to the question how insurance companies assess the risks of emerging technologies, how they react in view of numerous knowledge gaps and how this has an effect on the technological risk management of society as a whole. In order to analyse the handling of nanotechnologies in the context of different types of organisations, a neo-institutional perspective is applied. The empirical part of the dissertation consists of 39 guided interviews with representatives of direct insurance companies and reinsurers, industrial enterprises, insurance brokers, investors and rating agencies, public institutions, governmental regulation authorities and research institutions. Emerging risks are insurance risks, which are characterised by a high level of ignorance and damage potential. Both arise from the combination of technical conditions and the social embeddedness of insurance companies. Nanotechnologies as emerging risks are primarily marked by a high degree of knowledge gaps with regards to characteristics of the technologies, present and future damages. The second feature of emerging risks, the damage potential, usually is estimated as less problematic. Concerns about possible damages are to an increasing extend directed at future nanotechnology generations. It is expected that industrial insurance is primarily affected. At the same time, with an increasing dispersal of nanotechnologies, an expansion towards other classes of insurance such as property and life is considered probable. The previous activities of insurance companies limit themselves to risk monitoring, particularly risk matrixes. However, even after several years of risk management activities, final risk assessments do not exist. The behaviour of insurance companies is determined by four institutions: insurability, competition in the market, risk partnership, and risk perception. In the case of nanotechnologies, decisions about insurability are characterized by the absence of empirical, quantitative data. These data are replaced by subjective, qualitative judgements of experts and information tools that depend on the form of the insurance contracts. One factor which opposes stricter underwriting rules is provided by the competition in the insurance markets. In the context of uncertain decision making and the absence of complete contractual coverage, trust in the so-called risk partnership is of central importance for those involved. The fourth institution is constituted by collective perception frames, which are developed because of earlier insurance damages and risk debates. These frames are provided on the one hand by analogies with prior risk cases (such as asbestos and genetically modified organisms), on the other hand by collectively shared notions and concepts of risk. The future development of the topic nanotechnology in the insurance industry depends on events that preserve or increase the awareness for risk issues. The most important events in the wider social setting of insurances that can lead to changes are scientific evidence about risk potentials, new legislation and jurisdiction and a change in the public opinion towards the risks of nanotechnologies. The most significant event in the closer social environment would be an industrial accident. Factors internal to the insurance industry are the framing of nanotechnologies as emerging risk similar to asbestos and genetic engineering, the behaviour of competitors, and the imitation of risk-monitoring activities. If there are no significant events in the future proving, that nanotechnologies as a risk hold a high damage potential, it is most likely that the issue will continuously become less significant in the years to come. This scenario can be contrasted with a development caused by extensive insurance damages. Because of a change in the risk assessment and because of existing framing patterns, stricter underwriting rules to the extend of excluding the coverage of nanotechnologies from the insurance contracts are possible. Currently, a narrowing of underwriting rules for nanotechnologies seems to be neither necessary nor enforceable. Instead, three different management options exist: Risk monitoring, a dialogue with the closer, and a dialogue with the wider social environment of insurance companies. Risk monitoring with regard to conditions of insurability represents the primary strategy applied by the insurance industry at the moment. Because of the extensive knowledge gaps in the case of nanotechnologies, these efforts, however, come up against their limits. Dialogues with the close insurance setting can help to broaden the information base, increase mutual trust and impact the collective risk frames. The second form of dialogue can include the wider social environment of insurance companies for the exchange of information and opinions. However in the past both forms of dialogue were limited in time and extend. Focusing on the role of insurance companies in the societal governance of risks, it becomes clear that a multitude of actors involved impact on their behaviour, and that there is a growing consciousness for the interdependencies and mutual expectations. However, insurance companies do not try to influence the development of technology risk directly but mostly portray a reactive behaviour. At the moment, the only contribution to the societal management of nanotechnology risks is constituted by the transfer of financial risks for industrial enterprises. Insurance companies contributed to the framing endeavours, primarily on the socio-economic dimension, in a period from 2002 to 2006. Currently though, insurance companies are not active in this field and do not contribute to the prevention of risk with regard to the technological risk management. Constituting one of the most important fields of technological development, nanotechnologies will become of major importance in the industrial sector as well as for consumers in the years to come. Insurance companies have established a consciousness for the risks and initiated first risk management activities. These however have declined in recent years. How the topic will develop for the industrial insurance depends on the behaviour of the insurance companies and the risk assessment that is still very much uncertain. With regard to the gathering of information and stabilising factors, such as the trust in partnership and heightened levels of risk perception, an open dialogue in the closer social environment seems to be the most promising strategy for insurance companies. A dialogue with the wider social surroundings would be desirable for the societal risk governance process but is unlikely to be carried out in the near future.
