Economic processes, consisting of interactions between human beings, exploit the social capital of persons endowed with specific culture and identities. The role of institutions and policy makers is to build positive social capital and exploit it to reach their objectives. However, social capital is elusive and has several dimensions by which to interpret its multifaceted functions in economics and society. We cannot forget, furthermore, that social capital sometimes is undesirable for society, for instance when used for unethical uses. Even so, it is widely accepted that social capital has stable and positive effects.
Il capitale sociale e la qualità istituzionale sono due fenomeni che, da circa venti anni, hanno assunto il ruolo di protagonisti all'interno delle scienze sociali. Anche se per molto tempo sono stati analizzati separatamente, già dalla loro definizione è possibile intuire come essi rappresentino due facce della stessa medaglia. Questo lavoro ha l'obiettivo di comprendere quale è le relazione che lega il capitale sociale e la qualità istituzionale all'interno delle regioni dell'Unione Europea. Nonostante buona parte della letteratura si sia maggiormente dedicata all'analisi dei due fenomeni a livello nazionale, in questo elaborato si ritiene che la dimensione territoriale regionale sia l'unità di misura più idonea per analizzarli entrambi. La prima parte del lavoro analizza il capitale sociale sia da un punto di vista definitorio che da un punto di vista più prettamente empirico, suddividendolo in diversi elementi. Il capitale sociale è un fenomeno estremamente multidimensionale, analizzarne solo una parte condurrebbe ad un'analisi parziale ed approssimativa. All'interno del testo vengono individuate cinque dimensioni, utilizzate successivamente per la creazione di un nuovo indice di capitale sociale regionale. Nella seconda parte si affronta il tema delle istituzioni e della qualità istituzionale. Dopo aver definito le istituzioni, si provvede ad effettuare una rassegna degli indici più comunemente utilizzati per misurarne la qualità, selezionando l'European Quality of Government Index del Quality of Government Institute di Göteborg come il più appropriato, sia per la sua definizione di governance che per l'unità di analisi prescelta. Nella terza parte, infine, in seguito ad un'analisi di quella parte di letteratura che ritiene i due fenomeni indissolubilmente legati ed utilizzando l'indice di capitale sociale regionale sviluppato nel primo capitolo, si propone una risposta, sicuramente parziale e non definitiva, alla domanda che da vent'anni anima questo interessante filone di ricerca: che relazione sussiste tra qualità istituzionale e capitale sociale? ; In the last 20 years, the concepts of governance and social capital assumed a pivotal role within social science. Even if previous scholars tended to deal with them separately, it is straightforward to notice that the two phenomena are actually highly connected. The aim of this work is to explore the existing relation between social capital and quality of institutions in several European Union's regions. Albeit the majority of the scholars are focused on the national level, this thesis considers the regional dimension, deemed to be the most suitable territorial unit to look at the two phenomena jointly. The first section is devoted to the analysis of the social capital, with the purposes of providing a theoretical definition and illustrating its empirical implications. Social capital is a multidimensional phenomenon, and to deal with just one of these two aspects would have led to a shallow and partial analysis. Moreover, within this section, we are going to individuate five dimensions, used to create a new index of regional social capital. The second part of this contribution is aimed at scrutinizing institutions and their quality. Soon after a preliminary definition, this section is going to provide a review concerning the most common indexes measuring the quality of institutions. Taking into consideration the definition of governance as well as the selected unit of analysis, the European Quality of Government Index, is deemed to be the most suitable for our analysis. Lastly, a final section is going to deal with the body of literature conceiving the two phenomena as highly connected. Employing the new regional social capital index, this conclusive section is going to propose a preliminary answer to the question that, in the last 20 years, has stimulated this interesting debate: what is the type of relation existing between governance and social capital?
The aim of this article is to review the literature on the effects of social environment on the development of physical aggression. We have chosen to consider the social environment in terms of a relatively recent unifying concept, the social capital. In recent years, this concept has increasingly come to the fore. Initially formulated by Bourdieu, Coleman and Putnam to explain such phenomena as social stratification and economic and political development, it has since been utilized to interpret various aspects of life in society. From the developmental standpoint, several empirical studies have demonstrated that both familial and extra-familial social capital have an effect, even in the long term, on the adaptation of children, on academic results and socio-economic success, and on health and well-being. In general, the social capital perspective has proved useful in helping to understand aggressive behavior and violence, though much more research is needed. Not all forms of social capital act in the same way, and several studies have found that social capital seems to exert a preventive effect on aggressive behavior only in certain circumstances and only with regard to some types of persons. The various types of social capital have a differential impact according to the age of the individual. Family social capital and the relationship resources offered by the child welfare system chiefly act during early childhood and childhood, when learning to regulate physical aggression appears to be at its peak. The influence of peers has been shown mainly during late childhood and adolescence: however, it is very likely that it is present very early at home through siblings, and in day care. Violent subcultures and organized crime are more likely to exert a direct effect on adolescents and adults. Broadly speaking, it seems that social capital at the micro level plays a stronger role during childhood,while the macro level acts especially during adolescence and adult life. ; Il concetto di capitale sociale, elaborato inizialmente da Bourdieu, Coleman e Putnam per comprendere fenomeni quali la stratificazione sociale, lo sviluppo economico e l'efficienza dei governi, sta godendo di un crescente successo in sociologia. Questo concetto è stato anche utilizzato per comprendere i rapporti tra caratteristiche dell'ambiente e aggressività fisica, ed in questo articolo riportiamo una rassegna delle principali ricerche in questo campo. Non tutte le forme di capitale sociale agiscono allo stesso modo, ed in molte ricerche il capitale sociale sembra avere un impatto preventivo sul comportamento aggressivo soltanto in certe circostanze e soltanto con alcuni tipi di persone. I diversi tipi di capitale sociale hanno un impatto differenziato a seconda delle diverse età della vita: il capitale sociale famigliare e le risorse di relazioni presenti nel sistema di welfare agiscono soprattutto nell'infanzia, anche in età molto precoci, i coetanei agiscono soprattutto nell'adolescenza, mentre le sottoculture violente ed il crimine organizzato hanno un impatto sui giovani e sugli adulti. Alla luce di molte ricerche,possiamo ritenere che il processo di progressiva diminuzione dei comportamenti aggressivi, dalla prima infanzia all'età adulta possa essere facilitato dalla maggior parte delle relazioni sociali che abbiamo definito come capitale sociale,anche se ci si è resi conto di come alcune forme di capitale sociale (gang, crimine organizzato) possono rappresentare una risorsa per sopravvivere in ambienti difficili, ma finiscono per incrementare la violenza.
This thesis investigates presumptive effects of the political participation on the economic growth through social capital accumulation. In the second section, by using an endogenous growth model, we examine the issue with a comparison of two economic systems; decentralized and centralized economy in the latter of which the representative household internalizes all externalities in social, productive and private sector, in contrast to the decentralized economy. In the third section, we approach the same point by adopting an efficient bargaining model in which we assume that average level of the political participation is a contributor to the labour union's bargaining strength. Upon this approach, we develop a comparative analysis by solving the representative household optimization problem in two different scenarios, with and without efficient wage hypothesis. We demonstrate that there exists an effect of the political participation resulting in a positive stationary growth rate in all models. Moreover, we found the average level of political participation to be correlated with the bargained wage rate and the bargained employment rate under the ef- ficient wage hypothesis.
Dottorato di ricerca in Economia e territorio ; La tesi prende il via da una ricerca qualitativa e quantitativa condotta nei centri sociali anziani autogestiti della provincia di Viterbo, affiliati ANCeSCAO, su di un campione di 393 soci. La presenza del capitale sociale (da adesso cs) è stata declinata nelle relazioni fra salute, felicità, fiducia e il "capability approach" di Amartya Sen, considerato come una forma di cs. L'indagine dimostra relazioni tendenziali fra cs e salute, evidenziate da una riduzione di farmaci e ricoveri, e una relazione significativa tra felicità e cs, considerando che la media nel Lazio sulla soddisfazione della propria vita è al 31%, nel campione ANCeSCAO è al 55%. Nel rapporto tra fiducia specifica e generalizzata: pur essendo bassa la fiducia "istituzionale", la stessa non impedisce il "civic engagment", rilevabile dalla disponibilità ad aiutare la comunità locale (65%) e dal voto alle ultime elezioni politiche (89%). Risulta confermato anche l'approccio delle capability, per cui l'ambiente sociale e l'aumento delle conoscenze/competenze ha un ruolo sulla libertà e sul benessere degli individui. Dalla ricerca appare, invece, smentita l'idea che un cs di tipo "bonding" sia da ostacolo allo sviluppo, infatti, gli iscritti ai centri anziani, oltre ad aiutare gli altri iscritti, sono inseriti in maniera cruciale nel territorio, favorendone la coesione, ma anche aiutando finanziariamente altre associazioni locali, o contribuendo a ridurre il disagio di eventi castrofici, con una raccolte fondi. Gli approcci teorici che vedrebbero i mondi associativi esaurire la portata sociale al loro interno, non sono confermati nella presente ricerca, la quale conferma, invece, la visione del cs di Robert Putnam. L'indagine suggerisce ai policy maker, un significativo sospostamento delle risorse, dai traferimenti diretti, alle reti come ANCeSCAO, al fine di garantire welfare abilitanti e sostenibili, economie di scala, di scopo e della conoscenza. Infine, il valore aggiunto di ANCeSCAO risiedere nella buona organizzazione burocratica, e nella promozione di valori democratici, che hanno un impatto anche sulla comunità locale. ; The thesis starts from a qualitative and quantitative research conducted in elderly self-managed social centers of the province of Viterbo, affiliates Ancescao, on a sample of 393 members. The presence of the social capital (hence cs) has been declined in the relationship between health, happiness, trust and the "capability approach" of Amartya Sen, considered as a form of cs. The survey shows relationships between cs and health trends, highlighted by a reduction consumption of medicines and hospitalizations, and a significant relationship between happiness and cs, whereas the average in Lazio on life satisfaction is 31%, the sample has to Ancescao 55%. In the relationship between specific and generalized trust: despite being low confidence "institutional", the same does not prevent the "civic engagment", detectable by the willingness to help the local community (65%) and the vote at the last election (89%) . It is also confirmed the approach of capability, so the social environment and the increase of knowledge/skills has a role on the freedom and individual well-being. From research it appears, however, refuted the idea that a CS-type "bonding" is an obstacle to development, in fact, those enrolled in elderly centers, in addition to helping other members, are included in a crucial area, promoting cohesion but also providing financial support to other local associations, or helping people with fundraisers. The theoretical approaches that would see the associative worlds exhaust the social significance in them, are not confirmed in this study, which confirms, however, the vision of the cs of Robert Putnam. The survey suggests to the policy makers, to move finacial resources, from direct money-transfer to networks as Ancescao, to ensure welfare and enabling sustainable economies of scale, scope and knowledge. Finally, the value added of Ancescao is base on a good bureaucratic organization, and the promotion of democratic values, which have an impact on the local community.
Public administration, strategic management and organizational behaviour have found an intersection in behavioural microfoundation of dynamic capabilities. The aspects are treated through literature reviews and empirical analyses. The attention is on public organizations. Municipalities are characterized by proximity to external stakeholders and the possibility to apply strategic concepts, such as dynamic capabilities. Two dynamic capabilities are relevant: innovation and ambidexterity. The thesis defines these constructs and studies their antecedents. In microfoundation, two major fields are cognitive capabilities and social capital. A survey is administered in Italian local governments. Data collection is significant: 551 municipal employees working in 50 municipalities. The results confirm that cognitive capabilities, mindfulness and political skills, and social capital, internal and external, may have positive effects on individual dynamic capabilities in local governments.

Riassunto. Questo articolo pone l'attenzione sul rapporto tra fenomeni migratori e contesti geografici, cercando di tracciare un quadro interpretativo per l'analisi del capitale sociale territoriale nei processi di radicamento della popolazione straniera immigrata. A questo scopo, la nozione di capitale sociale viene in primo luogo reinterpretata enfatizzandone la dimensione territoriale e il legame con le componenti geografiche, politico-economiche e culturali, che condizionano le scelte migratorie e i processi di integrazione. In secondo luogo vengono individuati gli strumenti metodologici con cui analizzare il rapporto tra le dinamiche migratorie e il capitale sociale esistente in uno specifico territorio, ponendo l'attenzione ai processi di territorializzazione e al contributo degli immigrati alla costruzione e trasformazione dei luoghi e delle comunità di destinazione. In particolare viene rilevato il ruolo delle seconde generazioni, sia nella costruzione di reti territoriali e di interazione sociale e culturale che nelle dinamiche di interconnessione tra relazioni locali e translocali. Vengono infine illustrati alcuni risultati di un'estesa survey in cui la metodologia proposta, di tipo comparativo, è stata applicata a diversi contesti territoriali di nove regioni italiane. ; This article focuses on the relationship between migratory phenomena and geographical contexts, trying to draw an interpretative framework for the analysis of the territorial social capital in the embedding processes of the immigrant foreign population. To this purpose, the notion of social capital is firstly reinterpreted by emphasizing the territorial dimension and the link with the geographic, political-economic and cultural components that influence migration choices and integration processes. Secondly, the methodological tools used to analyze the relationship between migration dynamics and the existing social capital in a specific territory are identified, paying attention to the territorialization processes and the contribution of immigrants to the construction and transformation of places and communities of destination. In particular, the role of second generations is detected, both in building territorial networks and social and cultural interaction and in the dynamics of interconnection between local and translocal relations. Finally, some results of an extensive survey are illustrated in which the proposed comparative methodology has been applied to different territorial contexts of nine Italian regions.
