Thesis topic – "Social value created by non-governmental organizations in Utena District Municipality". Relevance of the topic. There is a lot of debate about NGOs as a phenomenon, a concept as well as benefits and value created for the state and the man in terms of public administration. One of the ways of determining the contribution of an NGO to an individual, a society and a country is to analyse social value created. As the concept of social value is not widely discussed in the scientific literature, an analysis of the activities of NGOs covering various aspects (cost efficiency, efficiency, social justice, quality of service, accessibility, distribution of responsibility, structure, publicity, administration, etc.) is needed. Therefore, it is important to reveal the phenomenon of social value in the most comprehensive and diverse aspects. Problem. What social value is created by non-governmental organizations in Utena District Municipality? Aim of the research is to investigate the social value created by non-governmental organizations in Utena District Municipality. Objectives: 1. To study theoretical assumptions of non-governmental organizations in developing social values analysing scientific literature; 2. To investigate the relationship between non-governmental organizations in developing social value and public governance in Utena District Municipality; 3. To carry out an empirical research to study the expression of social value created by non-governmental organizations in the Utena District Municipality. Research methods. The quantitative strategy is used for empirical research. The analysis of the research results was carried out using descriptive statistics and comparative methods. Research results and conclusions. The notion of social value created by non-governmental organizations is not unanimously and clearly regulated. The social value components are social entrepreneurship, social capital and social responsibility. There is no approved single and universal methodology for measuring social value. The social value created by each organization is unique and distinctive. Activities undertaken by a non-governmental organization create direct or indirect and short-term or long-term social value; Non-governmental organizations have an opportunity to participate in the decision-making and implementation process of the Utena District Municipality, receive partial funding to help them to function effectively and create social value, but they must realize themselves as an organization representing the public interest and being accountable to the public; Non-governmental organizations operating in Utena district participate sufficiently in the programs allocated to the strategic plan of the Utena District Municipality for 2017-2019. In this way, a close relationship with local self-government is established. Sharing of experiences and future perspectives for further cooperation is a precondition for the creation of high-quality and continuous social value. Structure of the thesis. Introduction, three chapters, eight subchapters, conclusions, recommendations, summaries in Lithuanian and English, 32 pictures, 3 tables, 83 references, 1 annex. Scope of the thesis is 61 pages. Keywords: non-governmental organization, social value, social entrepreneurship, social capital, social responsibility.

The goal is to analyze and present the image of nongovernmental organizations as an element that influences other organizations' resource quantity and the ability of conversion to the symbolic capital. To achieve the main goal of this paper work, certain tasks are revealed; to present a theory social capital image conception, describing the organizations as a social net; to present the mentioned analysis using A. Keller and I. Trimurich adopted matrix evaluation model method; to clarify the image impetus on organization's other resources quantity and the opportunity to convert the latter. For realizing these tasks of this work such results were achieved: the presentation and grounding of a theory social capital image conception, describing the organizations as a social net, two organizations' image research analysis obliging to measure and evaluate organizations' symbolic capital and its' impetus on other organizations' resources quantity and the opportunity to convert the latter. In this paper work there are used publication analysis, questioning and image analysis matrix model methods. The analysis of nongovernmental organizations' image is provided by A. Keller and I. Trimurich adopted image evaluation matrix model - Mc Kinsey matrix analogue. For achieving the goal, realizing the tasks and to obtain results, there were chosen two nongovernmental organizations: the largest umbrella type nongovernmental youth organization and the middle but the most active one, that is addressed to the Russian youth in Lithuania. The importance and newness of the work is undoubted. Nongovernmental organizations play a great role in the context of nowadays developing public society. Its' effective work is a guaranty of the public state. That is why the organization image connecting the public relations and communication is of a vital priority. This paper work tries to reveal the part that image takes in the organization work, also its' place maintaining and developing the symbolic, social capital and its' evaluation and conversion. It is one of the first works on that topic, connecting theory of management and communication studies using methods of analysis and matrix model presents the object, mentioned earlier. As image is the important part of every organization work, that influences the resources and its' conversion opportunity, we believe, that the analyzed topics are helpful for the development of communications and public relationship studies. Both, the matrix model based and theory analysis discussed have proved closed relation between the image and other organization resources, i e. the image influences organization's other resources quantity and the opportunity to convert the latter. It goes without proving, that the tendency of the symbolic capital development establishes the successful work areas.

The object of the research is the development of the temporary capital image in the literature. This study aims to analyze the tendencies of the literary mythopoetics of the interwar Kaunas caused by specific historical circumstances, and to track the shifts in reflection on the temporary capital in the Lithuanian literature brought about by changes in the historical, political, social and cultural situation of the 20th century and the beginning of 21st century. The method of mythopoetic analysis of a city applied for this research is directed to the recognition of characteristic symbolic images of temporary capital which have been crystallised in the collective consciousness and appear as literary texts. The historical-political circumstances had a decisive influence on the trends mythologizing the temporary capital in the 20 and 21st centuries in Lithuanian literature. The social and cultural issues facing temporary capital and interwar Lithuania in general took the form of framework for mythologised narrative about a pernicious City – one that stands in the path of the individual's life as a fateful challenge to be overcome in the search of identity. The mythopoetics of interwar Kaunas completely changed its direction in the postwar émigré literature: with the net of historical circumstances receding to the background and the tendency of mythologisation gaining strength, the social-cultural contradictions of independence period retreated to the background and the narrative of temporary capital fatefully converged with the reflection on the fate of the state it represented. Contrary to the narrative of the temporary capital which was idealised, reducing political and social contradictions in the diaspora literature, in the Soviet Lithuania the memory of the interwar Kaunas, as well as the whole of period of the independent Lithuanian, was ideologically demonised, bringing the vices of the bourgeois and authoritarian regimes to the first place. The contemporary myth of the temporary capital is generated by the antagonism between the independence and the Soviet occupation: the progressive, Western-oriented culture of the interwar Kaunas and the creative breakthrough of the artists and intellectuals of the temporary capital are contrasted with the cultural, intellectual and spiritual stagnation of the totalitarian system.
