An outstanding role of the social policy and the necessity of their over thinking have been proved. The social standards in Ukraine have been characterized. According to Ukrainian legislative system social standards are the base of expenditures calculation on social purposes and formation of all level budgets on their base. Nowadays there is no system of social standards and guarantees in Ukraine. The article elucidates the activity of Lviv University at the end of 19 – the beginning of 20 century through the content determination of the educational and scientific process, scientific schools' activity and lecturers' participation in the scientific processes of Austria-Hungary. One of the first published collections of Ukrainian folk tales by "Ignatiy from Niklovychi" has been used by researchers for over 150 years now. However, even nowadays we still know very little about the author. The article contains storiologist's main biographic milestones taken from archival and published sources; it shows his environment, spheres of ethnographic and public activities and their motivation factors in the national political life of Galicia in the middle of the 19th century. The location, where "Ignatiy from Niklovychi" folklore prose has been collected, is identified. The conclusions state that in the period of stagnation, ethnological work of this author was a result of patriotic slogans, which were rarely, though passionately promoted in press and in Grammar schools by members of Ruska Triitsia ("Руська трійця") and the Spring of Nations in 1848 (A. Mohylnytskyi, M. Polianskyi, M. Kobrynskyi, etc). Проте й сьогодні про постать автора знаємо небагато. У статті на основі архівних і опублікованих джерел відтворено основні біографічні віхи збирача; встановлено його оточення, напрямки народознавчої і громадської праці та її спонукальні чинники у національно-політичному житті Галичини середини ХІХ ст. Локалізовано територію записів фольклорної прози "Ігнатія з Никлович". У висновках зазначено, що народознавча праця цього автора у період науково-суспільної стагнації була наслідком патріотичних гасел, які поодиноко, але палко популяризували на сторінках періодики та в гімназіях сучасники "Руської трійці" й "весни народів" 1848 р. The article deals with the public life of the occupied territory of the Lugansk region in printed mass media. The article presents some results of the content analysis of the print media of the occupied tourists of the Lugansk region. They are concentrating on analyzing photos that were printed during the year in the newspapers of the so-called Luhansk People's Republic. This methodology of research, painted methods and methodology of the research of printed mass media, a sample is drawn up. The article presents some results of the content analysis of newspapers that were printed during the year in three cities of the so-called Luhansk People's Republic, namely Lugansk, Stakhanov (Kadyivka) and Antratsyt. The article analyzes the literature on the topic of the study, systematic theoretical foundations of the functioning of mass media, in particular printed mass media. Mechanisms of influence of mass media on social consciousness are considered. The focus is on the current situation in the East of Ukraine. Examples are examples of manipulation and propaganda through the mass media that have an impact on the consciousness of the society, the data of the security services of Ukraine on the use of innovative technologies by the Russian Federation for the purpose of implementing their actions in the territory of the occupied Donbas are given.The photos of selected newspapers that reflect the social processes in the occupied territory of the Lugansk region are analyzed. It is the photos that make it possible to conclude that newspapers have an information content direction that the information they provide most often has a domestic or economic nature, and that focus is on situational events.It is proved that the photos have disagreements between size and context, that is, a small number of photos are compensated for by their large size, especially political leaders of the Russian Federation and the so-called Lugansk People's Republic. It is concluded that the photographs on the pages of the so-called LNR newspapers most often reflect the infrastructure, everyday problems and problems of improvement, and also focus on the cultural and entertaining life of the so-called Lugansk People's Republic. ; Рассматривается общественная жизнь оккупированной территории Луганской области в средствах массовой информации. Указаны методология исследования, расписаны методы и методология исследования печатных СМИ, составлена выборка. Приводятся некоторые результаты контент-анализа газет, которые печатались в течение года в трех городах так называемой Луганской народной республики, а именно: Луганске, Стаханове (Кадиевке) и Антраците. Проанализированы фотографии избранных газет, отражающих общественные процессы на оккупированной территории Луганской области. Именно фотографии дают возможность сделать вывод, что газеты имеют информационное направление контента, информация, которая в них предоставляется, чаще всего имеет бытовой или экономический характер, а также, что концентрируется внимание на ситуативных мероприятиях.Доказано, что фотографии имеют разногласия между размером и контекстом, то есть незначительное количество фотографий компенсируется их большим размером, особенно политических лидеров Российской Федерации и самой так называемой Луганской народной республики. Делается вывод, что фотографии на страницах газет так называемой ЛНР чаще всего отражают инфраструктурные, бытовые проблемы и проблемы благоустройства, а также концентрируют внимание на культурной и развлекательной жизни так называемой Луганской народной республики. ; Розглядається суспільне життя окупованої території Луганської області у друкованих засобах масової інформації. Зазначена методологія дослідження, розписані методи та методологія дослідження друкованих засобів масової інформації, складена вибірка. Наводяться деякі результати контент-аналізу газет, які друкувались протягом року у трьох населених пунктах так званої Луганської народної республіки, а саме: Луганську, Стаханові (Кадіївці) та Антрациті. Проаналізовані світлини обраних газет, які відображають суспільні процеси на окупованій території Луганської області. Саме світлини надають змогу зробити висновок, що газети мають інформаційний напрям контенту, що інформація, яка в них надається, найчастіше має побутовий або економічний характер, а також, що концентрується увага на ситуативних заходах. Доведено, що світлини мають розбіжності між розміром та контекстом, тобто незначна кількість світлин компенсується їх великим розміром, особливо політичних лідерів Російської Федерації та самої так званої Луганської народної республіки. Робиться висновок, що фотографії на шпальтах газет так званої ЛНР найчастіше відображають інфраструктурні, побутові проблеми та проблеми благоустрою, а також концентрують увагу на культурному та розважальному житті так званої Луганської народної республіки.

In the article, based on the analysis of the data of the State Statistics Service of Ukraine, the social security and protection of Ukrainian citizens are examined through the assessment of social indicators of living standards of the population. The study found that achieving social security is possible through the implementation of an effective social policy by creating conditions for ensuring equal access to meeting the basic needs of citizens, raising the level and quality of life of the population, developing the social sphere and increasing the people's ability to solve their socio–economic problems. It has been established that the state should approve not the minimum, but the optimal social standards or other social indicators, which should provide for different categories of the population equal social opportunities and conditions for self– development. It is expedient to systematize such components of social security as social interests, threats and directions of its provision in the Ukrainian legislation. The analysis of the theoretical foundations of ensuring social security, determining the factors for providing it gave an opportunity to substantiate the ways of ensuring the social security of Ukrainian society in the aspect of such important components of social relations as economic, social–class, social and labor relations, social protection and pension provision. The formation of an effective mechanism for ensuring social security requires the development and improvement of the conceptual and legal framework for its provision. It is advisable to develop a mechanism for state social security policy, to introduce a scientifically substantiated system for its assessment and measurement.

The article is devoted to exploring theoretical considerations about the need to abolish life imprisonment as such which does not meet the primary purpose of punishment. The criminal legislation and the criminal enforcement characteristics of punishment in the form of life imprisonment as the main punishment in accordance with the Criminal Code of Ukraine are presented; and; analyzes the criminal and criminal law of Ukraine, which regulates the execution of sentences in the form of life imprisonment; determine sentence and life imprisonment. The article deals with the comparative analysis of the life imprisonment procedure in Austria, England, Denmark, Spain, Latvia, Norway, Poland, Germany, Switzerland. In Ukraine, a life sentence may be released from serving this sentence only after serving a 20-year term on the basis of a Presidential Decree. It is established that in foreign law, in view of national peculiarities, the issue of early release of prisoners from life imprisonment is resolved in another way and with certain peculiarities. A study of the provisions of criminal law in these countries shows that their parole mechanism is aimed at balancing the protection of the rights and freedoms of the convicted person and the protection of the rights and legitimate interests of others, society and the state. The laws of these countries do not, as a rule, refuse to use life imprisonment, but they do have certain mechanisms in place to control prisoners who monitor their behavior in society. That is, a prisoner has a real chance to be released. This is the main purpose of the punishment - the correction of the convicted person. That is why the Declaration adopted at the Sixth United Nations Congress in 1981 (the "Karakak Declaration") stated that life imprisonment would not meet the desired goals if there were no adequate measures to return such prisoners to the mainstream of social life in the appropriate stage. It give the possibility of determination the effectiveness methods of activity of the Greek-Catholic church on the base of some historical facts.

The article analyzes four areas of social life - the so-called "information power", public morality, public information and mass-media information. It's argued that they have become closely related in the information-dependent society. Understanding of their cross correlations and mutual determinations, as well as interconnections of those categories, is an important matter on the way of Intellectual Property philosophic research, believing the IP is one of the fundamental social institutions of our time.Regarding the abovementioned, the purpose of this research paper is to synthesize a socio-philosophical vision of nowadays mutual determination and correlation of "information power", public morality, public information and mass-media information aspects of social reality. Then we obtain an opportunity to make appropriate extrapolation of these links and interdependencies into a social institution of Intellectual Property.At first glance, the relationship amidst mentioned four categories together is not quite obvious, as well as their relation to the Intellectual Property institution. But it becomes clearer when we define each of those aspects.The phenomenon of "information power" is functionally associated with the Intellectual Property institution: countries-innovators maximize their organizing (political & legal) and technological efforts to maintain a monopoly for intellectual property protected products as long as possible. In particular that applies to the objects protected by industrial property laws (i.e. patents), and the objects of copyright (for literary works, software, other "intellectual capacious" products). On effective protection of this monopoly it may depend the whole prospects of domination of some countries in the post-industrial world. Sometimes the use of "information power" ignores the principles of public morality, leaving the ideas of humanism, equality, freedom of information exchange, free access to knowledge and technologies, and some other noble postulates declared by the governments of leading countries regularly.In its turn Public Morality institution is essential to the substantiation of intellectual property, to the legitimization of this kind of "monopoly for knowledge" in information-dependent society. The state of public morality makes an influence upon the ideology formation inside different societies, including mental manifestations of their attitude towards the property itself, and intellectual property in particular.The Public Information is rather capacious notion. In the context of intellectual property it is most applicable to cases where the validity of intellectual-legal monopoly expires, and the product of creative or intellectual activity goes into the category of "the public domain". If we would restrict ourselves by terminology of Ukrainian legislation about information, then we could conclude that "public information" is almost incompatible with any monopoly on information. Therefore the right to distribute the information subjected as "a matter of public interest" (i.e. public information) sometimes comes into logical conflict with intellectual property rights. And further everything will already depend on a philosophical interpretation, as any intellectual product has its value for society's growth potential, so any object of intellectual property may be considered a priori as one that is "a subject of public interest" accordingly. But here we should recall the constitutional principles of the private property inviolability, and respect to the author's exclusive rights to own, to use and to dispose with the results of his own intellectual or creative work. After all, any work must be fairly rewarded, and the intellectual work especially.The term "mass-media information" is not the same as "public information". The mass-media info is not so much related to the content, as to the audience towards it meant to be distributed (i.e. to unlimited number of people), and depends on the means and methods of broadcasting (using various media). The social significance of the mass-media information also varies. The Intellectual Property institution "meets" the mass-media institution in communicative space. The media are able to promote intellectual property commercialization very effectively. It's obvious that the media often do a popularizing effect, a distribution function for the newly created intellectual property objects. At the same time creative & intellectual products affect directly to the media ranking, filling their pages and diversifying their broadcasting by interesting creative production, that surely finds its audience.The reflection of referred issues is performed within the Doctor habil. Dissertation for philosophic research named "Intellectual Property Institution at the age of Information and Postmodernity: social-philosophic view". Methodological grounds of the research are based on general scientific methods and ad hoc approaches (as particularly are dialectical and comparative-legal methods, systemic, attributive, cognitive and procedural approaches).Selected problematic's relevance is determined by the increasing weight and significance of intellectual property at the Information age. The Intellectual Property institution has become an inalienable sociocultural attribute of post-industrial society. Thus, the comprehension of informational and ethical nature of Intellectual Property enables to create a more objective view of the transformation's character for this specific kind of property at current sociocultural realities. ; В статье анализируются четыре сферы социального бытия - т. н. "информационная сила", общественная мораль, публичная информация и массовая информация. Утверждается, что все они в информационно зависимом обществе довольно тесно связаны, а осмысление их взаимных корреляций и детерминаций является важным на пути исследования интеллектуальной собственности как одного из фундаментальных социальных институтов современности. The purpose of the article is to summarize the creative, productive and educational activity of the Ukrainian theatre since the 1960s–1980s, which was highlighted the author's previous articles. Methodology of investigation consists of several methods: analytical method (to study historical, art critical and culture logical resources to form the methodological fundamentals of the research); historical method (to analyze the general circumstances of the development of the Ukrainian theoretical art at that period of time); method of art criticism (to research the main achievements and failures of the Ukrainian theatre); method of searching (to look for the information to prove the author's suggestions) and theoretical method (to summarize the results of the research). Scientific novelty of work is the author's point of view on the condition of the dramaturgy of the investigated period, which is different from the widespread opinion. The author proposes his own vision of the problems of the social and political life and the changes in the bureaucratic apparatus, which ruled the theatrical sphere at that period. Conclusions. In the article, the author has shown that in the 1960s-1980s the Ukrainian theatre was under the pressure of the Soviet authority, which did its best to prevent staging the actual problematic play in the Ukrainian theatres and to provide formal personal management in the theatres. Despite the state policy, the artists tried actively to take part in the social life of the country and develop the theatrical sphere.

The article deals with the coverage of one of the most conflicting contemporary social phenomena - separatism. Its emergence is compounded by the widespread of contradiction between two principles of modern international law - the selfdetermination of peoples and the territorial integrity of states. In seeking for resolving of this contradiction, the Parliamentary Assembly of the Council of Europe recommends protecting the possibility of exercising the right of ethnic minorities to their selfdetermination without providing an autonomous right to their separation. Thus, the recommendation of the Parliamentary Assembly not only provided ample opportunity for a deeper understanding of the principle of self-determination of nations, but also expanded the use of new varieties of separatism terms: secession; irredentism; enosis; devolution. To confirm this conclusion, we have analyzed the activities of a number of separatist parties and movements legally operating in Europe, in particular in the United Kingdom (Scottish National Party), Canada (Liberal Party of Quebec), Spain (Buck Nationalist Party, Catalonia Independence Movement), etc. Concerning Catalonia's independence, the article emphasized that today in Europe, as in the whole world, such a political and legal situation has emerged that it is impossible to recognize its independence. Accordingly, any protests by the Catalans will be considered as unconstitutional. Given the conflicting nature of separatism both in Catalonia and in other regions of European countries, it is possible that the Parliamentary Assembly of the Council of Europe may subsequently propose changes and additions to the interpretation of international legal principles in order to more effectively remove the contradiction between the right of nations and the right to self-expression territorial integrity of states.

This article considers the topical issue of social conditions of people with mental retardation living in Ukraine. Tackling this issue is very important for building a tolerant, humane society and the welfare state.All people with mental retardation need social support and assistance regardless of level of their intellectual capacities, because social adaptation of a person with even the lightest mental retardation is a challenge. It is clear, that the heavier level needs greater amount of assistance. Families which care for these children or adults need assistance. Fortunately, there are certain mechanisms of social assistance to such people in this country: legislative, financial (governmental pensions and benefits), institutional (state residence and care institutions). Unfortunately, they are limited and have some adverse trends at the moment.First of all, not all people with the mental retardation are granted the legal status of disabled people. That's why some of them are deprived of public assistance. Ukrainian by-laws often conflict with the laws that determine the governmental aid to such people, or simply do not contain mechanisms for implementation of the declared state obligations. It seems that such legislative mechanisms support the unwanted things: promote the transfer of all children and adults with the mental retardation (regardless of their abilities and behaviour) in a large specialized isolatedboarding schools, refuse to provide appropriate education for children with severe mental retardation and other trends that considered undesirable for people with the mental retardation by specialists and by international practices. Governmental pension and benefit for family's care are less than twice subsistence wages, and such families are often incomplete (mother and a child). If such individuals live at state boarding schools, they fall into the category socially excluded and get the syndrome of hospitalism. Also in such institutions the rights of people with high mental retardation are often violated. Their living conditions are improper (there are also some quite serious violations and abuses).Thus at the moment in Ukraine the social conditions of people's living with mental retardation are quite vulnerable and often severe, especially if such people do not live with their parents, and attend boarding schools. This demonstrates the need for constant monitoring of this problem and the creating of the adequate mechanisms of social protection for this category of population. ; Дана стаття розглядає актуальну проблему соціальних умов життя осіб із розумовою відсталістю в Україні, що є дуже важливо у світлі розбудови толерантного, гуманного суспільства та соціальної держави. Автор висвітлює вже досліджені деякі аспекти цієї тематики та доповнює своїм аналізом правових, соціальних, психологічних умов та наслідків двох типових стилів життя таких індивідів. Під кінець в статті визначається цілісна, комплексна картина соціальних умов життя цієї категорії населення.

Проаналізовано сучасний стан діяльності протестантських релігійних організацій в Україні. Метою статті є визначення рівня активності протестантів у суспільно–політичному житті українського суспільства, їх територіальне розміщення і форми діяльності. Автором використані наступні методи дослідження: метод аналізу, соціологічний метод, історичний та метод порівняння. Зокрема, наводяться данні соціологічного дослідження щодо чисельності прихильників різних релігійних течій в державі. Історичний метод дозволив визначити особливості функціонування протестантських церков в Україні до сучасності. У свою чергу, використовуючи метод порівняння, було простежено зміни у чисельності релігійних організацій та визначено принципи їх територіального розміщення. Головний висновок полягає у емпірично доведених фактах збільшення активності протестантських релігійних організацій в Україні з початку ХХІ сторіччя, а також політизація діяльності церков. ; The article analyzed the current activities of Protestant religious organizations in Ukraine. The aim of the article is determination of the level of activity of Protestants in public and political life of the Ukrainian society, their territorial location and activities. The author used the following research methods: analysis method, sociological method, the method of comparison and historical. In particular, the author gives a survey about the number of adherents of different religious movements in the state. The historical method allowed the author to define the features of functioning of Protestant churches in Ukraine since the end of last century to the present. In turn, the author using the method of comparison followed changes in the number of religious organizations and their geographical location. The main conclusion is empirically proven facts of increasing the activity of Protestant religious organizations in Ukraine since the beginning of the XXI century, as well as politicization of the activity of churches.

Було проаналізовано сучасні науково-методичні роботи з теорії графів на тему практичного застосування теорії графів у різних галузях людського життя, використання графів для візуального моделювання об'єктів, в яких ключову роль відіграють зв'язки між елементами об'єкту, використання теорії графів для формалізації об'єктів та їх внутрішніх зв'язків. Виявлено основні напрями класичного використання теорії графів при розв'язуванні типових задач логістики, оптимізації, програмування, хімії, біології. Визначено новітні напрями застосування теорії графів у соціальних дослідженнях, які аналізують соціальні мережі (кримінальні мережі розповсюдження заборонених хімічних речовин та зброї, військові ворожі мережі, розповсюдження захворювань серед населення через особистий контакт) на виявлення ключових об'єктів або осередків захворювань. В сучасному технологічному світі теорія графів широко застосовується для аналізу соціальних комп'ютерних мереж на наявність зв'язків між людьми, на особисті вподобання для цільової реклами, для аналізу зв'язків між інтернет-сторінками з метою створення оптимальної пошукової системи. ; Examined contemporary scientific and methodical work on the theory of graphs on the practical applications of graph theory in various fields of human life, the use of graphs for visual modeling of objects in which the key role played by the relationship between the elements of object, using graph theory to formalize the notion of objects and their internal relations. The main trends of the classical use of graph theory in solving typical problems of logistics, optimization, programming, chemistry, biology. Identified new areas of application of graph theory in social research, analyzing social networks (criminal distribution networks of prohibited chemicals and weapons, military hostile network, the spread of diseases among the population through personal contact) to identify the key objects or foci of disease. In the modern technological world graph theory is widely used for the analysis of social computer networks to the existence of ties between people, on personal preferences to target the ads, to analyze the relationships between Internet pages in order to create optimal search engine.
