Societal spheres in the light of history A division of society into statecraft, economy, and civil society is found in Plato's Republic. Its theoretical base is the differentiated and sometimes contradictory norms for these spheres. The mainstream of European structuration is traced from the 'two swords' - state and church - that structured western European society in the Middle Ages to the six societal spheres (or cardinal institutions) of society - the economy, government, science, religion, ethics, and art - that are visible today. Each maintain a large measure of independence (Weber's Eigengesetzlichkeit). Each is dependent on a special type of freedom: civic liberties, free trade, academic freedom, religious toleration, the right to follow one's conscience, artistic license. The paper pauses in this differentiation process at special junctures: the English revolution, the emergence of the Latin American and North American societies, the evolution of modem society as an underpinning of democracy, the emergence of the European Union, and the post-Communist Central and Eastern Europe. ; Sociologisk Forsknings digitala arkiv

The organization of civil society The three societal spheres state, market and civil society are compared from an organizational perspective. A state is a certain kind of organization with compulsory affiliation. The state is an empirical category that is fairly easy to describe. A market is made up of the interaction of several organizations in exchange. Most actors on a market are people acting on behalf of organizations. Also states are present in markets buying arms for example, or as employers on the labour market. There are several kinds of organization mentioned in connection with civil society such as voluntary associations, social movements and networks. It is concluded that the organizations of civil society are not very persistent. Moreover the notion of civil society is not more incompatible with the state than with other organizational arrangements. As a conclusion it is argued that it is more relevant to understand social processes in terms of types of organization that in terms of states, markets and civil society. ; Sociologisk Forsknings digitala arkiv

The municipal election of 1934 gave the Nazi party over 30 per cent of the votes in Tärendö municipality which led to six mandates in the municipal council and the chairmanship for the local Nazi politician. The Nazi party held its position as a municipal political force still until the end of Second World War with a popular vote of over 12 per cent in the election 1944 to the parliament. In comparison to other municipalities in the Swedish Tornio valley this was an exceptional political expression by the citizens. In the article we compare Tärendö toward Pajala from different perspectives of institutional, the mobilization of political movement and political leadership. The article tries to answer: how come that the Nazi party was successful in Tärendö but not in Pajala, despite the short distance and the cultural, social and market similarities between the two municipalities? The results show that institutional structure can only explain in margin the differences in Nazi voting. The main reason behind Nazi voting in Tärendö was the interaction between the mobilization of the political movements and the character of the local political leadership.

Has intra-party democracy deteriorated over time? A widely held view in contemporary party research is that intra-party democracy, especially in traditional mass parties, has deteriorated in the age of the cartel party. This common assessment, however, relies on insufficient empirical evidence, and is scrutinized in the article. The notion of a gradual progress towards the cartel party implicitly shares common characteristics with the classic theory of Michels. In order to investigate the actual fate of intra-party democracy, central aspects of Michels theory are explored over time in a critical case, namely the Swedish SAP. If intra-party democracy is declining, this tendency should be most likely to be observed in this case. Two internal decision-making processes, surrounding two major pension reforms – one expansion in the 1950's and one retrenchment in the 1990's – are compared based on criteria deducted from Michels. Instead of finding a decline in intraparty democracy, the results conclusively demonstrate major improvements. ; Sociologisk Forsknings digitala arkiv

This thesis is about the conflict between participation and bureaucracy. This conflict is illustrated by a case study within the Swedish Armed Forces under the activity that preceded the 1996 Resolution on Defence. More closely it focuses on the decision-making process that led to the Swedish Armed Forces report that were handed over to the Government in March 1996. In this decision-making process the Supreme Commander tried different ways to create participation among all the high- ranking officers, from local up to Headquarters level, to make them participate in the process. The thesis answers the question if it is possible to create participation in a bureaucratic organisation such as the Swedish Armed Forces, and the conclusion that I draw is that participation is hard to establish. First there is a conflict within the bureaucratic form itself, since a bureaucracy implies a diversification of assignments and responsibilities in different functions and at different levels in a hierarchy. Every level has its own task to fulfil and this states how reality is to be understood. In the Swedish Armed Forces the bureaucratic structure is reinforced by the fact that the officer is promoted to a higher rank after his or her military training. Both the bureaucratic structure and the military training will lead to a differentiation between individuals, and they will be placed in different skills and status levels within the organisation. Besides this, individuals will gather information mostly from their own level, which will further fortify the difference between the levels. Furthermore there are also individual factors connected to the bureaucratic structure that have shown to complicate participation. For example individuals choose not to participate since they experience that they lack necessary competens for the task, that they do not have time, that they have not been consulted or that they consider the task to be solved at a higher level. So even if the military decision-making model encourages and advocates participation, there is a big difficulty to break the bureaucratic design. Leaders often show inability to go from a bureaucratic leadership style to a democratic one. Systemet för samhällsskydd och beredskap i Sverige har sedan 1990-talet genomgått en rad förändringar gällande juridik, organisering och ansvar. Framför allt har kommunernas ansvar inom området ökat och systemet har kommit att bli mer beroende av aktörer i lokalsamhället. Dessutom har den enskilde individen fått ett ökat ansvar och är idag en självklar aktör i systemet. De i området styrande principerna om ansvar, likhet och närhet föreskriver att störningar i kommunal verksamhet ska hanteras av de roller som bedriver verksamheten i normala fall. Det innebär att störningar eller kriser i en verksamhet som exempelvis den kommunala omsorgen ska hanteras och lösas av den ordinarie personalen. Systemets ordning i kombination med principerna gör därför att frågor om säkerhet och trygghet för den enskilda omsorgstagaren hamnar i gränssnittet mellan individen och organisationen. Avhandlingens syfte är att fördjupa kunskapen om relationen mellan funktionshindrade personer och kommunens organisation för samhällsskydd och beredskap gällande trygghet och säkerhet. Fyra separata empiriska delstudier från Sverige inkluderas. Den första undersöker kvantitativt vilka riskuppfattningar personer med funktionshinder har och om kan de förklaras av funktionshindret. Övriga tre delstudier är kvalitativa och studerar i tur och ordning: hur risk- och sårbarhetsfrågor manifesteras, erfars och hanteras av funktionshindrade; hur kommuner organiserar för samhällsskydd och beredskap på lokal nivå och vilken roll kommunen har på det lokala verksamhetsfältet för detta; hur en faktisk krisartad situation hanterades på olika nivåer av den kommunala vård- och omsorgen. De två studierna om funktionshindrade visade att tillit är central för hur riskuppfattningen formas och att den vardagsnära säkerheten är viktig. Personerna utvecklar strategier för att hantera sårbarhet genom att undvika vissa situationer, att visa eller dölja sina behov och att lära sig stå ut med att saker och ting tar lång tid. Detta formar ett interpretationsramverk för trygghet och säkerhet där kroppen speglas som objekt och social representation. Därmed kan kroppen likställas med andra sociala representationer och försvaras, riskförebyggas och skademinimeras. Den första kommunstudien visar att den lokala organiseringen av samhällsskydd och beredskap sker på liknande sätt över landet. Däremot har den kommunala funktionen för skydd och säkerhet att hantera olika organisatoriska relationer med distinkt skilda karaktärer. Relationen till den kommunala organisationen i stort är labyrintartad till följd av rationalitetsproblem inom ändamålsenlighet, mål, ansvarsförläggande och uppföljning är oklara eller helt enkelt saknas; relationen till de kommunala förvaltningarna präglas hierarkiproblem genom brist på auktoritet, legitimitet och exekutiv makt; relationen till externa aktörer uppvisar problem med identitet till följd av brist på resurser och tydlig organisation. Den andra kommunstudien visar att den tid-rumsliga inramningen av en störning i det kommunala dricksvattnet skilde sig åt mellan olika organisatoriska nivåer och att störningen hanterades genom en aktiv agens där tillit och handlingsutrymme var avgörande. Avhandlingens övergripande analys utifrån tillitsteori landar i att medan det tidigare systemet för samhällsskydd och beredskap präglades av en instrumentell tillit med vertikalt riktad makt och en problemlösningsförväntan, är dagens system mer beroende av en humanitär tillit med horisontell maktfördelning och med förväntan på att hantera sårbarhet. De tre teoretiska sårbarhetsformerna beroende, oförutsägbarhet och oåterkallelighet föreslås på den lokala samhällsnivån kunna reduceras med de tre tillitsmekanismerna autenticitet, legitimitet respektive transparens. Det är en typ av tillit som är bättre anpassad för det gränssnitt mellan den enskilda individen och organisationen där vi hittar mycket av ansvaret för trygghets- och säkerhetsfrågor idag. ; The Swedish system for civil protection and preparedness has undergone fundamental shifts in legislation, organisation, and responsibility since the 1990s. Most prominently, the responsibility for municipals has increased and the system has become more dependent on actors in the local community. Individuals have also become integral actors in the system with increased responsibility. The guiding principles for this system, formulated by the national authorities, are responsibility, similarity, and proximity. These principles prescribe that disruptions in any regular operations shall be handled by the structure already in place. This means that disturbances or crises, for instance within the local healthcare, should be solved by the regular personnel. The combination of the new location of responsibility and the guiding principles locate the issues of safety and security at the interface between the single individual and the organisation. The aim of this dissertation is to gain knowledge about the relationship between people with disability and the municipal administrative function for civil protection and preparedness regarding safety and security. Four empirical investigations from Sweden are included. The first is a quantitative study investigating the risk perception among disabled people and whether this perception can be explained by their disability. The three remaining studies are qualitative, studying respectively: how risk and vulnerability are manifested, experienced, and managed in everyday life by disabled persons; how local authorities arrange civil protection and preparedness at the local level, and how an uncertain, adverse event was managed at different levels of the local health care. The two studies with disabled persons shows that trust is central to understand how risk perception is shaped and that the safety in everyday life is important. Individuals develop certain strategies in order to deal with vulnerability. The strategies include avoiding certain situations; to show or not to show their needs, and being accustomed to everything taking a long time. These strategies form a framework for interpretation of safety and security where the body is objectified as a social representation. The body thus is comparable to any other social representation and can be subject for defence, mitigation or damage reduction. The first study of local administrations shows that the local civil protection and preparedness is arranged in the same manner all over the country. However, the administrative function for safety and security must deal with distinctly different characteristics in organisational relationships. The relationship with the local administration in general is labyrinthine because of rationality problems regarding adaptation, aims and objectives, assessment and evaluation, and with the allocation of responsibility. The relationship with the different departments within the authority suffers from problems with hierarchy in that the function lacks an authoritative centre, legitimacy, and executive power. The relationship with external entities exhibits problems with organisational identity due to a lack of resources, a distinct organisational character, and autonomy. The second study of local administrations shows that the temporal-spatial framing of a disturbance in the local fresh water system differed between the different organisational levels. Primarily the human agency in terms of trust and a pre-established sphere for action of the personnel was decisive in managing the disturbance. Theories of trust are used to conduct the analysis of the four studies. While the former system for civil protection and preparedness was characterized by an instrumental trust signified by vertical power and expectations of solving concrete problems the present system is more dependent on a so called humanitarian trust signified by horizontal division of power and expectations of managing vulnerability. The conclusion is that at the local level authenticity, legitimacy, and transparency can reduce the three forms of vulnerability: dependency, unpredictability, and irreversibility respectively. This type of trust fits better with the individual-organisation interface in which much of the responsibility for safety and security is allocated today

Why do people engage in high-cost political activities such as forming new political parties? Start-up costs are high. Moreover, rewards are unclear and uncertain. Since political parties are collective goods, people demanding new political parties face a collective action problem. It is therefore somewhat puzzling that new parties emerge. Drawing on theories from economics, sociology and political science, I argue that we, in order to understand the emergence of new parties, need to analytically move in on party-entrepreneurs to elucidate what motivates them. Methodologically inspired by the debate on bridging the gap between deductive and inductive strategies, I process-trace and compare three cases. The case studies identify individual level-mechanisms producing the decision toform a new party. People that voice demands within established parties, and face outright rejection, have experienced bad treatment from established politicians. These experiences contribute to disappointment, anger, and a sense of indignation - i.e. "intense emotions"- that mobilize entrepreneurs. Intense emotions create a lust for revenge, which becomes a psychological selective incentive, and is important for understanding why people engage themselves in high-cost political activities. ; Sociologisk Forsknings digitala arkiv

Coalition formation in a new municipal parliamentary landscape. Pragmatism in policy-related windows of opportunities Coalition building in Swedish municipalities has traditionally been dominated by two political blocks at the opposite sides of the ideological left–right scale (Bäck 2003; Wångmar 2006). The success of the Sweden Democrats in the last elections have challenged that pattern. Statistics on coalition formation since the 2014 election indicate that the traditional policy scale no longer dominates local government. Coalitions of parties closely situated next to each other on the left–right scale are not as common as before. Interviews with 19 leading politicians in five Swedish municipalities that formed majority coalitions, including parties on the left as well as the right block, indicate that neither the traditional left–right scale nor the GAL–TAN dimension played a decisive role in these coalition formation processes. Instead, the ability of political parties to cooperate within the coalitions and building on personal chemistry, was considered the most important factor in the coalition building process on the municipal level. ; Sociologisk Forsknings digitala arkiv
