Тhis article examines the image of modern France in the international arena as an instrument of the country's Soft Power in the international arena. As the main components of this tool, the author focuses on liberal democratic values, cooperation with the former colonies, the role of the leader in Europe and the role of the mediator. ; У даній статті розглядається імідж сучасної Франції на міжнародній арені у якості інструменту Soft Power держави на міжнародній арені. У якості основних складових даного інструменту авторка акцентує увагу на ліберально-демократичних цінностях, співпраці із колишніми колоніями, роль лідера в Європі та ролі держави-медіатора.
The International Organization of Francophonie (OIF) is an alliance of francophone states whose main goal is to protect the status of the French language on the planet, promote the idea of peace and democracy, unite the economic and commercial space of the entire francophone world. France, as a state, which plays a leading role in this international organization, obviously, uses it as a tool for shaping the French image in the international arena, professionally implementing it in the "soft power" policy. In the implementation of the soft power policy, France also focused on the OIF, because this organization can act as an instrument through which this state is engaged in popularizing its image in the international arena. ; Міжнародна організація Франкофонія ( МОФ) є союзом франкомовних держав, головна мета якого полягає в захисті статусу французької мови на планеті, просуванні ідеї миру і демократії, об'єднанні економічного і торгового простору усього франкофонного світу. Франція, як держава, що грає провідну роль у цій міжнародній організації, очевидно, використовує її як інструмент формування французького іміджу на міжнародній арені, професійно імплементуючи її у політику «soft power». У імплементації політики «soft power» Франція також зосередила увагу на МОФ, тому що ця організація може виступати у ролі інструмента, завдяки якому ця держава займається популяризацією свого іміджу на міжнародній арені.
The study is devoted to the analysis of the activity of "soft power" in Ukraine. Its implementation in Ukraine is due to its cultural component: changes in EU funding for projects under the Eastern Partnership, distribution of aid in Ukraine, where the priority is the western regions, Erasmus +, which is a continuation of previous programs, but is designed to expand mobility and cooperation not only in the field of education, but also in the fields of youth initiatives and sports. The phenomenon of "soft power" is considered as one of the effective means of increasing the effectiveness of state influence. The attractiveness of "soft power", its arsenal of tools, such as supportfor economic projects, cooperation in culture, science, cultural and humanitarian relations, is analyzed.Keywords: "soft power", European Union, summit, project, culture. ; Дослідження присвячено аналізу діяльності «м'якої сили» в Україні, її реалізації саме через культурну складову: зміни у фінансуванні ЄС проєктів у рамках Східного партнерства, розподіл допомоги по території України, де пріоритетними є західні регіони, програма «Erasmus +», яка стала продовженням попередніх програм, але розрахована на розширення системи мобільності і співпраці не тільки в освітній області, а також в областях молодіжних ініціатив і спорту. Розглянуто явище «м'якої сили» як одного з ефективних засобів підвищення ефективності впливу держави. The article analyzes the categories of "power", "soft power" and "hard power". The "soft power" is based on the cultural, ideological and political components, while "hard power" is based on military and economic power. The different definitions of the "force" term in the international relations are provided. Philosophers and politicians have realized and interpreted "power" variously in different historical periods. It is concluded that the categories of "force" and "power" are linked. The classifications of the components of the "soft power" are described according to Ying Fan and The Development of the Center on Public Diplomacy of the University of Southern California - Soft Power Index. The components of The Soft Power rating are analyzed, based on the research of the American political scientist J. Nay. 10 countries that have the highest position in this rating in 2019 are enumerated. France, whose policy took the first place in the influence of the "soft power" on other countries, was analyzed from the side of the successful components of its image. The Scandinavian and some Asian countries have shown a successful manifestation of the "soft power". Using the different methods of promoting their interests, common factor for many countries with a positive image is creation of national institutes in differentcountries of the world, where they study the language and culture of the state. China and Japan are increasing their strength with help of the economic component. Despite the fact that attitude to goods in the world is different, goods from both countries are popular. The Scandinavian countries keep the status of the happiest countries, showing the highest indicators in the international rankings, focusing on the environmental policy and holding the Nobel Prize. However, mass culture stands as one of the main tools of the "soft power". International organizations and foundations which cover the promotion the national interests of the state play an important role in the international community. The activities of the Open Ukraine Foundation, The World Federation of Ukrainian Women's Organizations and The Ukrainian World Congress which function in Ukraine and in the diaspora, increase Ukraine's prestige in the world. The conclusion is made about the possibilities for Ukraine to use the potential of the "soft power" in building and promoting a positive image of the state. ; У статті досліджено категорії «сила», «м'яка сила» та «жорстка сила». «М'яка сила» базується на культурному, ідеологічному та політичному складниках, тоді як «жорстка сила» заснована на військово-економічній могутності. Наведені різні визначення поняття «сили» у міжнародних відносинах. У різні історичні періоди теоретики та політичні діячі по-різному розуміли «силу» та інтерпретували її. Зроблено висновок про взаємозалежність категорій «сили» та «влади». Наведено класифікацію складників «м'якої сили» за Ін Фанєм і розробками Центру публічної дипломатії Університету Південної Каліфорнії - Індексу м'якої сили. Проаналізовано складники Рейтингу «м'якої сили» на основі досліджень американського політолога Дж. Ная. Перелічені 10 країн із найвищими показниками цього рейтингу у 2019 році. Франція, політика якої обійняла 1 сходинку у впливі «м'якої сили» на інші держави, була проаналізована з позиції успішних складників її іміджу. Успішний вияв «м'якої сили» продемонстрували скандинавські та деякі азіатські держави. Використовуючи різні методи просування своїх інтересів, спільним для багатьох держав із позитивним іміджем є створення національних Інститутів у різних державах світу, в яких вивчають мову та культуру держави. КНР та Японія нарощують свою силу через економічний складник, хоча ставлення до їхніх товарів у світі різне, однак товари з обох держав є популярними. Скандинавські держави закріплюють за собою статус найщасливіших держав, охоплюючи найвищі показники у міжнародних рейтингах, акцентуючи увагу на екологічній політиці та вручаючи Нобелівські премії. Однак масова культура залишається одним із головних інструментів «м'якої сили». Важливе значення на міжнародній арені відіграють міжнародні організації та фонди, які висвітлюють національні інтереси держави. Так, діяльність Фонду «Відкрий Україну», Світова Федерація Українських Жіночих Організацій і Всесвітній конгрес українців, які функціонують в Україні та в діаспорі, підвищують авторитет України у світі. Зроблено висновок про можливості для України використання потенціалу «м'якої сили» у побудові та просуванні позитивного іміджу держави.
Soft power is a concept developed by Joseph Nye of Harvard University to describe the ability to attract and co-opt rather than by coercion (hard power), using force or giving money as a means of persuasion. Soft power is the ability to shape the preferences of others through appeal and attraction. A defining feature of soft power is that it is noncoercive; the currency of soft power is culture, political values, and foreign policies. Recently, the term has also been used in changing and influencing social and public opinion through relatively less transparent channels and lobbying through powerful political and non-political organizations.International cooperation and dialogue are a prerequisite in all efforts aimed at establishing sustainable peace and development.Since Austria became a neutral status in 1955, effective multilateralism has thus been one of the key priorities of Austrian foreign policy. Located in the heart of Europe as a geographic interface between different cultures, religions and political systems, Austria has been, and continues to be, a bridge builder that supports constructive dialogue.Austria does not dispose of an impressive military might. Her voice is being heard, nevertheless. For the socalled soft power in today's world is an indispensable ingredient of a policy geared towards achieving stability, and towards preventing serious new threats to security from developing. Humanitarian aid is an important means of diminishing human suffering, but it is also a crucial and very important tool for rendering the world safer.Austria is the 12th richest country in the world in terms of GDP (Gross domestic product) per capita, has a well-developed social market economy, and a high standard of living. Labour movements are particularly strong in Austria and have large influence on labour politics. Next to a highly developed industry, international tourism is the most important part of the national economy.Tourism accounts for almost 9 % of the Austrian gross domestic product. Efforts to overcome prejudice and intolerance between different cultures have been a very important aspect of Austrian foreign policy, and of Austrian foreign cultural policy. This is why Austria has engaged in a very active dialogue of civilizations and cultures aimed at preventing conflict and not having a clash of civilizations.Austria is also champions export of stability to neighboring regions, instead of importing instability. Austria recognized early on after the fall of the Iron Curtain that countries of the Central, Eastern and also Southeastern Europe, needed a «European» perspective. In order to enhance the political, economic and cultural cooperation with these countries, as well as people to people contact, and in order to define common goals and interests in Europe.Austria traditionally has been active in «bridge-building to the east», increasing contacts at all levels with Eastern Europe and the states of the former Soviet Union. Austrians maintain a constant exchange of business representatives, political leaders, students, cultural groups, and tourists with the countries of central and Eastern Europe.According to surveys published by numerous international rankings, Austria as the small country and it`s capital Vienna there are regularly top the best quality of life in the world. A rich cultural life and a diverse arts scene leave nothing to be desired – from magnificent historical buildings and museums to a vibrant nightlife. The nation has a rich tradition of being a continental cultural center. Optimal leisure, sports and shopping opportunities in Austria and in the greater Vienna area boasting beautiful landscapes, and recreational opportunities invite visitors to explore the city and its immediate surroundings. Numerous international and bilingual schools, modern universities, universities of applied sciences and research institutions. Austria has an excellent healthcare system by Western standards.Austria today is a member of international and regional organizations such as the United Nations, World Trade Organization and European Union. Additionally, the country is host to several key international groups, including the International Atomic Energy Agency, the Organization of Petroleum Exporting Countries and the Organization for Security and Cooperation in Europe.Austria is a stable country with a longstanding humanitarian tradition of fostering dialogue and understanding in Central-European region and far beyond. Austria builds positive influence, which in turn is used to export stability. The country has developed a high standard of living and in 2014 was ranked 21st in the world for its Human Development Index. Проаналізовано переваги військово-політичного нейтралітету, політики гнучкого федералізму з одночасним зміцненням ваги регіонів та центру, виборчого процесу основних органів влади, належного рівня задоволення потреб національних меншин та іноземців, які доводять переваги консенсусного способу розв'язання національних та міжнародних проблем Австрії. Виокремлено переваги соціально-економічного розвитку країни із зазначенням високих рейтингів у міжнародних класифікаціях, збалансованої екологічної політики, високого рівня освіти й культурного життя, активності національної дипломатичної служби, які в сукупності творять позитивний і привабливий образ Австрії. Globalization and the changing balance of power in the world have led to changes in international politics and the emergence of new forms of diplomatic activity. In their foreign policy, states increasingly attach importance to the public opinion of citizens of other countries, as well as forms of communication and interaction that these societies establish with each other. The new understanding of diplomacy now attaches more importance to soft power, culture and civil society, building a national brand. Policies and ways of using soft power are implemented primarily through cultural diplomacy, which is based on finding commonalities between different cultures. This article discusses the concept of soft power which is an important issue in modern theory of international relations. The concept of soft power which expresses another dimension of power is a type of power that is more difficult to define, express, measure, and evaluate. Today, it can be argued that the use of soft power is the most common method used by international actors which is changing with the international structure and the development of conditions in this direction. In this context the article examines the soft power of the Republic of Turkey, its role in foreign policy, and ways of implementing it. The authors focus separately on the cultural and educational aspects of Turkey's formation of its identity in the world, the directions of its public diplomacy, and the role of individual institutions and state bodies in this process. After the end of the Cold War, Turkey underwent several stages of political transformation and changes in the ideological concepts of its foreign policy. Guided by the ideas of Pan-Turkism and the need for economic development, in the last decade of the 2000s TR increased its presence in the region, especially in Turkic-speaking countries. Cultural expansion becomes a model of the use of soft power, creates the national image of the country, but does not give the desired results. It is argued that the concept of soft power has played a greater role in Turkey's foreign policy since The Justice and Development Party came to power and has become a new dimension of its foreign policy strategy. ; Глобалізація і зміна балансу сил у світі привели до змін в міжнародній політиці і появи нових форм дипломатичної діяльності. У своїй зовнішній політиці держави все більше надають значення суспільній думці громадян інших країн, а також формам спілкування і взаємодіям, які ці суспільства встановлюють один з одним. The article is aimed to study the soft power concept in the current international relations theory. In this process the attention was paid to the specifics of practical implementation of the concept and, thus, to the research of illiberal democracy's acts in this sphere. A pair the Russian Federation — Ukraine was taken as an example, which gave to the author a detailed and objective approach due to direct deepening into entity's conditions. ; Статья имеет целью подробное изучение концепта мягкой силы в современнойтеории международных отношений. В этом процессе внимание было обращено на особенности практического генерирования концепта, и, как результат, исследованы действия нелиберальной демократии в этой сфере. This article explores the basic principles and conceptual approaches to the concept of «power». Modern globalizational processes in the world (political, economic) influence the emergence of new concepts of power. The basic theoretical concepts of international relations «hard power» and «soft power» and the possibility of using them in ukrainian foreign policy are under consideration. The causes of emergence of the «soft power» concept is studied in the article. Among the mentioned causes we examine the end of «Cold War» and formation of multipolar international system. It brings us to the changes of the nature of the power itself and makes the strategy of «soft power» more potential. The attention is drawn to the relevance of the essence of the «soft power» concept and possibility of its usage in ukrainian foreign policy, in its political scientific discussions. The annexation of the Crimea in 2014 and the military conflict with Russia influenced the future implementation of this concept. The potential of the «soft power» concept in Ukraine is already exhausted. The «Orange Revolution» in 2004 and «Revolution of Dignity» in 2014 are the symbolic events of modern Ukraine and the main tools of the «soft power». These events formed a positive image of Ukraine in Europe. It is necessary to restrict (financially and informationally) the usage of this concept and give priority to the «hard power». Concept of «soft power» is only effective in the countries with significant military and economic potential. The events in Ukraine show that in order to ensure its national security for the 'secondtier' states the development of its own military force should be on a priority basis. ; У статті досліджено основні принципи та концептуальні підходи поняття «сили». Проаналізовані можливості використання потенціалу української діаспори для лобіювання національних інтересів, створення позитивного іміджу і нарощування "м'якої сили" України. ; The article analyses possibilities for the Ukrainian diaspora potential application for lobbying the national interests, creation of positive image and the "soft power" of Ukraine. The ethnic lobbying is considered as an institution of the political system that represents a form of the interests intermediation, a type of communication in foreign policy, and the diaspora – as the foreign ethnic lobby, a group of influence, a participant of transnational networks that gains features of the political subject, becomes the non-state geopolitical actor. The article also analyses the worldwide and the Ukrainian best experience in the sphere of ethnic lobbying, the factors influencing the results of the diaspora lobby activities, its instruments, the critical and current problems of the Ukrainian diaspora. The article emphasises the necessity for positioning of the Ukrainian state as the main subject of diaspora policy, that forms and implements the long-term strategy of effective ethnic lobbying of the national interests. It also reveals the problems of regulatory, institutional and financial support of the Ukrainian diaspora policy, as well as specifies the ways how to deal with them.

The article is devoted to the study of formation and institutionalization of the concept of "soft power" of the United States in the context of their foreign policy. It was determined a significant impact of democratic political values, cultural sphere and free information flow of the United States on the world geopolitical process. It was proved that the systemic actions of all American instruments is the key to the effective use of the policy of "soft power» of the United States. ; Исследованы процессы формирования и институциализации политики "мягкой силы" США в контексте ее внешнеполитической деятельности.
