Grønlands udenrigspolitiske repræsentanter benytter den store internationale interesse for Arktis til at positionere Grønland som en mere selvstændig udenrigspolitisk aktør. Det er muligt, da Danmark er afhængig af Grønland for at opretholde sin status som "arktisk stat", og fordi Grønlands udenrigspolitiske kompetence er åben for fortolkning. Denne artikel analyserer, hvordan repræsentanter for skiftende grønlandske regeringer har udvidet det udenrigspolitiske handlerum ved i diskurs og praksis at styrke Grønlands position i en arktisk kontekst. Det er blandt andet opnået ved 1) højlydt at italesætte utilfredshed i Arktisk Råd, 2) stiltiende symbolske handlinger ved Ilulissat-erklæringens tiårs jubilæum, og 3) ved at mime suverænitet ved Arctic Circle konferencen, der pga. sin mere uformelle struktur er særligt nyttig til at styrke bilaterale internationale relationer. ; Greenland's foreign policy representatives use the great international attention to the Arctic to appear and act as a more sovereign foreign policy actor. This is possible due to Denmark's dependence on Greenland to maintain its "Arctic state" status and because Greenland's foreign policy competence is open to interpretation. The article analyzes how representatives of shifting Greenlandic governments have expanded the foreign policy room for manoeuvre in discourse and praxis to strengthen Greenland's position at Arctic-related events. This has been achieved by, among other things, 1) outspoken discontent in the Arctic Council, 2) tacit gestures at the Ilulissat Declaration's 10-year anniversary, and 3) by mimicking full sovereignty at the Arctic Circle conference serving as a particularly useful platform for enhancing bilateral international relations due to its more informal setup.

Doomsdays preachers suggested that Brexit and Trump would mean the end of the liberal world order as we know it and thus the end of the EU. The research presented here suggests the opposite. Not only have Europeans turned their back to populism by voting yes to reforms and pro-EU-parties and governments in different member states over the past months, but Brexit and Trump also seems to have given a complete new momentum to the European project. This article demonstrates why Brexit cannot be generalized to the rest of the continent but is the result of a complicated and special British conception of what it means to be a sovereign state in the 21st century. Moreover and paradoxically, surveys show that the greatest fear among Europeans today is not more European integration but right wing populism and European Disunion.

Internett er i dag verdens viktigste infrastruktur. Dets formidable suksess er bygget på prinsipper om åpenhet, frihet, robusthet og sikkerhet. Dette er prinsipper som viser seg stadig vanskeligere å forene. Internetts grunnleggende arkitektur er i liten grad konstruert for å ta hensyn til geografiske grenser. Staters behov for suverenitetshevdelse, kontroll og sikkerhet har likevel skapt en utvikling i retning av «cybersuverenitet» som er i ferd med å endre internett slik vi kjenner det, hvor nettverkene og deres underliggende arkitektur i økende grad inngår i staters geopolitiske ambisjoner. Dette er fortellingen om den viktigste globale konflikten du aldri har hørt om.

The internet is the world's most important infrastructure. Its vast success has been built on principles of openness, freedom, resilience and security. These are principles that are increasingly difficult to combine. States' demand for control and security has developed the concept of "cyber sovereignty" which is about to change the internet as we know it, where the networks and their underlying architecture play an increasing role in the geopolitical ambitions of states.

Svalbard og vernesonen rundt øygruppen står sentralt i det bilaterale forholdet mellom Norge og Russland, både økonomisk og sikkerhetspolitisk. Siden 1977 har en konflikt mellom landene omhandlet Norges rett til myndighetsutøvelse i disse farvannene. Hva er russiske persepsjoner av norsk politikk i vernesonen? Hvordan har persepsjoner og reaksjoner utviklet seg siden årtusenskiftet? Hvilke endringer – om noen – ser vi i forbindelse med forverringen i det bilaterale forholdet etter 2014? Og hva betyr dette for faren for en eventuell konflikt i dette området? Oppsummert finner vi at 2014 ikke fremstår som noe vannskille med hensyn til forholdet mellom Norge og Russland i vernesonen. Den store endringen kom da de russiske føderale myndighetene fra og med «Elektron»-saken i 2005 gikk over fra protest til dialog. Siden har Russland lagt seg på en relativt forsonlig linje. Unntaket er en kort periode etter arrestasjonen av den russiske tråleren «Sapfir-2» i etterkant av delelinjeavtalen mellom Norge og Russland fra 2010, da store deler av rederinæringen og andre i det russiske nord var i harnisk og krevde handling angående vernesonen. Etter 2011 har hendelser i vernesonen blitt håndtert uten ytterligere eskalering. Dette er derimot ikke en naturtilstand, men en situasjon underbygd av en rekke spesifikke faktorer som kan komme til å endre seg.
Abstract in EnglishSafeguarding Norwegian Rights around Svalbard: Russian Perceptions and ReactionsSvalbard and the maritime zone around the Arctic Archipelago are central to the bilateral relationship between Norway and Russia, both in terms of economic and security concerns. Since 1977, a dispute between the countries has concerned Norway's right to assert sovereignty in these waters. What are Russian perceptions of Norwegian sovereignty enforcement in the Fisheries Protection Zone (FPZ)? How have perceptions and reactions evolved since the turn of the millennium? What changes – if any – do we see in connection with the deterioration in the bilateral relationship after 2014? And what does this mean for the danger of a possible conflict in this area? In summary, we find that 2014 does not appear to be a watershed with respect to the relationship between Norway and Russia in the FPZ around Svalbard. The change came when Russian central authorities after the Elektron-case in 2005 switched from protest to dialogue. Since then, a relatively conciliatory line has been emphasized regarding this dispute. The exception is a short period after the arrest of the Russian trawler Sapfir-2 following the 2010 Norway-Russia Delimitation Agreement, when large parts of the fishing industry and other regional actors in the Russian north were in harness and demanded action. After 2011, incidents in the FPZ have been handled without further escalation, although this is by no means a state of nature, but a situation underpinned by a number of specific factors that could be subject to change.

Norsk klima-utenrikspolitikk har ligget ganske fast frem til i dag. På 2020-tallet, i det avgjørende tiåret for klimapolitikken, blir imidlertid den norske linjen utfordret. Det skyldes at en nasjonal forutsetning som hittil har vært Norges fremste styrke, nemlig det fornybare kraftsystemet, ikke lenger opplagt kan ivareta den samme funksjonen i norsk klima-utenrikspolitikk. Det fornybare kraftsystemet og en aktiv utenrikspolitikk for fleksible ordninger i internasjonalt klimasamarbeid har ivaretatt den norske legitimiteten. Fremover vil derimot kravene til hva klimapolitikken skal levere skjerpes kraftig, når elektrifisering og industriell omstilling skal bidra til å nå klimamålene. En energiomstilling som svarer til ambisjonsnivået i klimapolitikken, vil bety at klima-utenrikspolitikken må balansere flere hensyn enn tidligere. Ingenting ved klimapolitikken er lenger kun innenrikspolitikk.
Nordsjøen står overfor en storstilt havvindutbygging. Uavhengig av hva Norge gjør vil europeisk havvindsutbygging dreie Europa i retning av økt gjensidig avhengighet, både fysisk i form av grenseoverskridende infrastruktur, og regulatorisk, gjennom felles regler for salg av kraft over landegrenser. Jo mer omfattende det grønne skiftet blir, jo tydeligere blir det at norsk og europeisk energiomstilling henger sammen, og at denne gjensidig avhengige energiomstillingen er av de aller viktigste komponentene i Norge og andre staters klimapolitikk. Denne omstillingen trigger imidlertid sterke suverenitetsimpulser i mange norske politiske partier. En storstilt norsk havvindutbygging reiser kontroversielle spørsmål om finansiering, ilandføring og kabelforbindelser, som alle med betydelig sannsynlighet åpner for vanskelige politiske dragkamper. Energiomstilling er nå en helt nødvendig del av en videreutviklet norsk klima-utenrikspolitikk. Det innebærer en utenrikspolitikk som utfordrer norsk suverenitet i langt større grad enn tidligere. Det beveger norsk klima-utenrikspolitikk potensielt fra kontinuitet og konsensus til uenighet og strid.
Abstract in English:Power Shortage on the Horizon: Norwegian Climate Foreign Policy from Consensus to Conflict?Until recently, Norwegian climate foreign policy has been relatively consensual. In the 2020s – the decisive decade for climate politics – the Norwegian stance is however being challenged. This is because a national precondition that until now has been Norway's foremost strength, i.e., the renewable power system, can no longer uphold the same function in Norwegian climate foreign policy. The renewable power system and an active foreign policy emphasizing flexible mechanisms in international climate cooperation have preserved the legitimacy of Norwegian climate policies. However, in the future, climate policies will face dramatically sharpened demands, as reaching the climate goals will now also depend on electrification and industrial change. An energy transition that corresponds to the upgraded climate policy ambitions implies a climate foreign policy that needs to balance more concerns than in the past. There is now no element of climate policy that is domestic politics only.
The North Sea is facing a major offshore wind power expansion. Irrespective of what Norway decides, a European offshore expansion will move Europe towards greater mutual interdependence, both physically in terms of border-crossing infrastructure, and regulatory, through common rules and regulations for the sale of power across national borders. The more extensive the green energy transition becomes, the more obvious it is that Norwegian and European energy transitions are connected, and that this mutually interdependent energy transition constitutes one of the most important components of the climate policies of Norway and other states. This transition, however, triggers strong sovereignty impulses in many Norwegian political parties. A major Norwegian offshore wind power expansion raises controversial questions about financing, how and where to connect the wind parks to the grid, and subsea cable connections. There is a considerable likelihood that Norwegian offshore wind policy will be characterized by major political tugs-of-war. Energy transition is now a completely necessary part of the development of Norwegian climate foreign policy. This implies a foreign policy that challenges Norwegian sovereignty to a far greater extent than before, which potentially moves Norwegian climate foreign policy from continuity and consensus to disagreement and strife.

Selv om Svalbard er en del av Norge, byr øygruppen på spesielle utenrikspolitiske utfordringer. Nedbyggingen av den norske kulldriften kom brått på og har store konsekvenser for Svalbard-samfunnet og forutsetningene for norsk politikk på øygruppen, og kanskje også utenrikspolitiske implikasjoner. Russlands grunnleggende interesser på Svalbard er stabile, men det konkrete grunnlaget for det russiske nærværet endrer seg. Det skaper gnisninger i forholdet til norske reguleringer, både innenfor naturvern og helikoptertransport. Rivende utvikling av turisme og forskning har medført at flere land har fått øynene opp for Svalbard. Samtidig har den generelt økende interessen for Arktis gjort at tilstedeværelse på Svalbard tillegges større betydning enn før. Det kan være en utfordring for Norge, men også for Russland, som ønsker å ha en særstilling. I havområdene utenfor territorialfarvannet rundt Svalbard gjelder ikke de spesielle bestemmelsene i Svalbardtraktaten, etter norsk syn. Enkelte andre stater ytrer seg imidlertid av og til annerledes. Dette er ikke nytt. Men snøkrabben som dukket opp på sokkelen rundt øygruppen satte plutselig jurisdiksjonsforholdene på spissen. EU ble bragt inn, noe motvillig, i en disputt med Norge.
Abstract in English:Svalbard and the Surrounding Ocean Spaces – New Foreign Policy Challenges for Norway?Developments over the last decade have created new challenges for execution of Norwegian sovereignty over the islands. The radical downsizing of coal mining has been rapid and has affected the composition of the Norwegian community that has become increasingly dominated by tourism, with a large share of the employees being non-Norwegian. Russia's fundamental interests on Svalbard are stable: keeping a presence, aiming for special treatment, but not undermining the Svalbard treaty regime. Frictions with Norwegian authorities are related to Russia's plans to diversify away from increasingly loss-making coal mining into tourism and research support, where Norwegian environmental legislation and restrictions on helicopters are obstacles. The positions of various states on the status of the maritime zones and the continental shelf around Svalbard have not changed much, but the appearance of the snow crab – a sedentary species – on the shelf provoked a legal dispute where the EU reluctantly became involved.

Ukrainekrisen har forstyrret det ellers velfungerende samarbejde i Arktis, og det er blevet vanskeligere at samarbejde om både militære, diplomatiske og økonomiske forhold. Dog er krisens betydning mere begrænset, end man kunne have frygtet. Ruslands vigtige interesse i arktisk olie og gas gør, at Moskva har ført en mindre aggressiv politik i det høje nord. I stedet er det særligt Vesten, der har bragt krisen til polarregionen ved at inddrage regionen i sine sanktionspakker, og det kan betyde, at Rusland skifter kurs i fremtiden. I så fald vil Rusland ikke søge en direkte militær konfrontation, men i stedet udnytte politiske svagheder i den vestlige alliance ved hjælp af provokationer, obstruktion af samarbejde og suverænitetskrænkelser. Rigsfællesskabet bør fortsætte sin samarbejdsorienterede politik i Arktis. Praktisk samarbejde og åbne kommunikationskanaler til Moskva vil gøre det muligt at afspænde situationen og undgå, at misforståelser og enkeltstående episoder fører til en unødig eskalering. Samtidig bør Rigsfællesskabet dog forberede sig på, at Rusland kan skifte kurs i Arktis i det omfang, at disse forberedelser ikke underminerer den samarbejdsorienterede politik. ; The Ukraine crisis has made it more difficult to cooperate over military, diplomatic, and economic matters in the Arctic, but the impact of the crisis is less severe than it could have been. Oil and gas exploration and exploitation in the Arctic is central to Russia's grand strategy and it makes Russia more dependent on the other states in the Arctic, and thus more prone to cooperate in the region. Instead, it is mainly the West that has brought the crisis to the High North by including the region in its sanction packages. It may become rational for Russia to change to a more aggressive course in the Arctic. Russia will not seek a military confrontation in that case, but will instead exploit political weaknesses in the Western alliance through provocations, obstructions of cooperation, and violations of sovereignty. The Kingdom of Denmark (Denmark, the Faeroe Islands, and Greenland) should continue its cooperation-oriented policy in the Arctic. Practical cooperation and open channels of communication enable Denmark and the Western states to lower tensions and to avoid that a single incident or misunderstanding escalates the situation. The Kingdom of Denmark should concurrently prepare for how to handle a more assertive Russia in the Arctic, insofar as these preparations do not undermine its cooperation-oriented policy in the High North.
