The Logic of Urban Squatting
__Abstract__ Existing frameworks tend to break down when applied to the analysis of urban squatting. Five basic configurations - combinations of features that fit together well and are therefore effective - are discussed in this article. Where squatting is concerned, the configurations differ with respect to the following: the characteristics of the people involved, the type of building, the framing, the demands made by activists, and mobilization and organization patterns. Each configuration also entails specific problems. Deprivation-based squatting involves poor people who are distressed because of severe housing deprivation. In squatting as an alternative housing strategy, people organize squatting to meet their own housing needs. Entrepreneurial squatting offers opportunities for setting up almost any kind of establishment without the need for large resources or the risk of getting bogged down in bureaucracy. Conservational squatting is a tactic used in the preservation of a cityscape or landscape against efficiency-driven planned transformation. Political squatting is a field of action for those who are engaged in anti-systemic politics.

Interpreting the Roman Squatting Tradition
This thesis addresses the rich tradition of urban occupations, also known as "squatting", in Rome, Italy. I argue that Roman squatting had its origins mainly in the Social Center Movement of the late 1970s and a preceding wave of occupations aimed at garnering affordable housing. In order to provide a context for these social movements, I first briefly describe the urban development history of the city since the late 1800s. The Roman pattern of urban development favored private interests and land speculation in a manner that resulted in overconsumption and the marginalization of a large sect of the population. In recent times, new organizations have begun to practice variations of traditional Roman squatting in the face of increased international immigration and a lingering economic crisis.

Cinq configurations de base, combinant des caractères en adéquation, donc efficaces, sont analysées dans cet article. En matière de squats, les configurations diffèrent sur les plans suivants: caractéristiques des personnes impliquées, type de bâtiment, mode de cadrage, demandes exprimées par les militants, schémas de mobilisation et d'organisation. De plus, des problèmes spécifiques correspondent à chaque configuration. L'habitat en squat pour cause de dénuement concerne des individus pauvres qui n'ont pas les moyens de se loger. Lorsque le squattage est une stratégie de logement alternative, les individus l'organisent en fonction de leurs besoins personnels. Le squattage en vue d'une activité offre une possibilité de créer presque n'importe quel type d'établissement sans apport de ressources important, ni risque de s'empêtrer dans des démarches administratives. Le squattage conservatoire est une tactique qui permet de préserver un paysage (urbain) en s'opposant à une transformation décidée sur des critères de rentabilité. Le squattage politique est un champ d'action pour ceux qui s'engagent dans une politique anti‐système.

"Squatting ist eine überwiegend großstädtische Selbsthilfebewegung, die auf dem Boden der derzeitigen Wohnungsnot - bei gleichzeitig mehr als 600.000 leerstehenden Wohnungen - stark angewachsen ist und dazu geführt hat, daß zur Zeit etwa 50.000 Wohnungslose Wohnungen besetzt halten und vor dem weiteren Verfall bewahren. Trotz einschränkender gesetzlicher Bestimmungen seit dem 'Criminal Law Act 1977' ist das gewaltlose Besetzen leerstehender Wohnungen mit wenigen Ausnahmen nach wie vor kein strafrechtliches Vergehen, sondern ein zwischen Eigentümer und Besetzer zivilrechtlich zu klärender Tatbestand. Besonders die große Anzahl leerstehender Wohnungen im Besitz der Gemeinden sowie die wohnungspolitische Verantwortung für die Unterbringung von Wohnungslosen veranlassen die kommunalen Wohnungsämter häufig, den Squattern Lizenzen für eine zeitlich befristete Nutzung zu erteilen. Der squatterfeindlichen Berichterstattung, Politiken und Gesetzesinitiativen versuchen die Hausbesetzer durch die Gründung lokaler und überlokaler Organisationen zu begegnen. Diese Zusammenschlüsse sind durch die Auseinandersetzung über Organisationsform und Zuständigkeiten gekennzeichnet. Während einige Squatter eine Föderation autonomer lokaler Squattergruppen gründeten, bauten andere eine gewerkschaftsähnliche Union mit allgemeinen wohnungspolitischen Strategien zur Einbeziehung der Squatterbewegung in Wohnungsversorgungsprogramme auf. Wichtige Zielsetzung dabei war die enge Zusammenarbeit mit Mieterorganisationen, Gewerkschaften und politischen Parteien. Bisher ist es mit wenigen Ausnahmen noch keiner der im Laufe der 70er Jahre entstandenen und teilweise wieder aufgelösten Organisationen gelungen, die Squatter auf lokaler oder gar nationaler Ebene zu einer starken politischen Gegenmacht zu entwickeln.
