The article focuses on the emergence of the third sector in the scenario of structural transformations of the State and the economy at the end of the 20th century in Argentina. Accompanying such transformations, a symbolic shift is evident -with important political implications- in the profile of civil society organizations, which goes from an original idea of philanthropic associationism, associated with charity and voluntary work (Thompson, 1995; Di Steffano, 2002), towards the notion of civil society and, already in the nineties, to the idea of the social as a sector ("social sector" or "third sector"). During these years, the notion of the third sector acquired centrality and a formidable institutional capacity: it named and classified practices and actors, ordered the social and delimited the political, thus reconfiguring the relations between State and society, the scenario for the construction and exercise of citizenship. ; El artículo enfoca en la emergencia del tercer sector en el escenario de transformaciones estructurales del Estado y la economía a fines del siglo XX en Argentina. Acompañando tales transformaciones, se evidencia un desplazamiento simbólico -con importantes implicancias políticas- en el perfil de las organizaciones de la sociedad civil, que va de una primigenia idea del asociacionismo filantrópico, asociado a la caridad y el trabajo voluntario (Thompson, 1995; Di Steffano, 2002), hacia la noción de sociedad civil y, ya entrados los noventa, a la idea de lo social como sector ("sector social" o "tercer sector"). The Army of Colombia understands military transformation as a planned sequence of work, efforts and initiatives to prepare the force to meet future challenges in complex operational environments. These challenges serve new material and political realities that are consolidated in the State and determine a review of the way the Armed Forces and the Armed Forces generally conceives and fulfills its constitutional purpose. The transformation process is part of ongoing constitutional fundamentals that fully inform the position of the Army of the future. En un período de unos pocos meses se precipitó un giro importante en la coyuntura política de buena parte de los países de Sudamérica. El resurgimiento del discurso neoliberal, esta vez plenamente impregnado de una retórica empresarial, obliga a un balance crítico de la experiencia de los gobiernos de sesgo progresista de la región, para pensar, en sus límites, la potencialidad de nuevas perspectivas políticas. En este trabajo se presenta una reflexión sobre cambio estructural en un abordaje que integra una mirada estructuralista del problema del subdesarrollo con los aportes más recientes en torno de la valorización del conocimiento en el nuevo capitalismo. After surveying the facts and distilling the voluminous literature on the transition to market economies, the author arrives at several conclusions: with hindsight, the old debate - Big Bang versus gradualism - was really a problem of feasibility, although many of the arguments in favor of the Big Bang have now been proven right. Once more, inflation has been found to be incompatible with growth and the importance of a good microeconomic structure - especially an effective banking system - has been confirmed. The decline of the state in transition economies is both spectacular and puzzling - combining features that are both desirable and dangerous. Among useful lessons learned: 1) It has paid to start early and move fast. The Big Bang is highly desirable but impractical, and gradualism is unavoidable but ought to be compressed as much as possible. The countries that bit the bullet early and hard have done better over the past decade. 2) Stabilize first; growth next. Macroeconomic stabilization is a prerequisite for growth. The budget deficit need not be eliminated, but the link between deficits and money growth must be severed. 3) Structural reform is important, and microeconomic policies, often overlooked, should be started as soon as possible. This means establishing property rights, hardening budget constraints, building a healthy banking system, and ensuring true domestic competition. 4) The choice of an exchange rate regime, another early controversy, is apparently less important than adherence to a strict monetary policy. The floaters have tightly managed their exchange rates, while the fixers have repeatedly devalued and have often ended up floating. Some form of monetary targeting is needed, but it matters little which target is chosen so long as it is adhered to. 5) Creating irreversibilities early on allows governments to change without seriously affecting the transition. The less stable the economy, the more politics matters. A shaky economic basis is fertile ground for policy reversals that set the clock back several years (Bulgaria, Romania, Russia).

The article is devoted to a topic as topical as the legal transformations in the Ukrainian system under the influence of international law. Therefore, the aim of the article is to discuss the theoretical and practical aspects of the study of the impact of international law on domestic law, as well as to identify the differences and similarities between international law and Ukrainian law in the specific field of criminal and civil law. The methodological basis of the study consisted in the use of the system-structural method, which made it possible to determine the place of international legal norms in the system of national legislation and, also, the comparative method of international and Ukrainian legislation in force. In the main results obtained, it is revealed that the transformation of Ukrainian legislation is carried out mainly under the influence of Western globalization, which implies the transformation of a certain international law. It was concluded that, in the legal sphere of Ukraine, international agreements have been greatly influenced by the transformation of international law through the application of Ukrainian law through a process of legal synthesis.

Este trabajo analiza los cambios operados en las sociedades mediterráneas en las primeras décadas del siglo XXI. Se estudia cómo las transformaciones políticas originadas a consecuencia de los programas de ajuste estructural han afectado a las condiciones de vida de la mayoría de trabajadores y trabajadoras. Mediante un estudio transdisciplinar en ciencias sociales y el análisis de información estadística recopilada en informes y bases de datos oficiales, se pretende reunir evidencia empírica de las transformaciones operadas en los mercados de trabajo del sur de Europa a consecuencia de la difusión de la ideología neoliberal. Una de las principales conclusiones obtenidas en este estudio radica en que las diferentes políticas llevadas a cabo por los gobiernos nacionales, bajo la batuta de los programas de ajuste estructural decretados por instituciones como el Fondo Monetario Internacional, han conducido a una economía de baja productividad como España a una situación donde la falta de empleos adecuados y las limitaciones políticas estructurales de acceso al empleo limitan gravemente las expectativas vitales para la mayoría de la población trabajadora, obligando a amplios sectores sociales a migrar a otros países. El artículo también aborda las contradicciones entre las políticas neoliberales y las estructuras precapitalistas existentes en las sociedades mediterráneas, con el fin de plantear interrogantes que contribuyan a buscar alternativas políticas en favor de una mayor democratización social y económica. ; This paper analyses the changes operated in Mediterranean societies on the first decades of 21st century. The work studies how political transformations originated as a consequence of the implementing of structural adjustment programs affected life conditions of the majority of the workers. Through a transdisciplinary study on social sciences and the analysis of statistical information compiled in reports and official databases, this article has the aim of gather empirical evidence of the transformations occurred in southern European labor markets as a result of the spread of neoliberal ideology. One of the main conclusions found in this study lies in that the different policies conducted by national governments, under the aegis of Structural Adjustment Programs decreed by institutions such as the International Monetary Fund, drove a low productivity economy like Spain to a situation where the lack of adequate employment and structural political constraints to fair access to employment critically restrict life expectations for most of the population, forcing ample sectors of the population to migrate abroad. The article also tackles the contradictions between neoliberal policies and precapitalist structures existing in Mediterranean societies, with the aim to outline questions that contribute to find political alternatives in favor of greater social and economic democratization.

This article aims to analyze the key elements of Mexico's economic transformation in the current process of globalization. For this, it has been structured in three sections. First a brief summary is made about the process of Import Substitution Industrialization in Mexico. Second, it will be analyzed the transition period of economic policy (1982-1993) that would play a significant role in Mexico's structural change. Finally, with the information obtained, some conclusions will be presented. ; El presente artículo pretende analizar los elementos clave de la transformación económica de México en el actual proceso de globalización. Para ello se ha estructurado de la siguiente manera en tres secciones. Primero se hace un recorrido breve sobre el proceso de Industrialización por Sustitución de Importaciones en México. Segundo, se analiza el periodo de transición de política económica (1982-1993) que tendría un papel significativo en el cambio estructural de México. Por último, con la información obtenida se plantearan algunas conclusiones.

Entre las "condiciones de posibilidad" del desarrollo humano se sitúa la comunicación, que le pone rostro. Los pliegues del mapa infocomunicacional que hoy nos entrelaza definen un espacio compartido de medios tradicionales —sociedad de masas— y medios interactivos —sociedad digital—. Una urdimbre también tejida por una ciudadanía que se asocia y construye derechos. Sobre este mapa, el desarrollo ha venido a ser emplazado desde variadas y variables localizaciones o dominios de sentido: Sociedad Postindustrial (Bell), Sociedad Informacional y Sociedad Red (Castells), Sociedad Tecnocientífica (Virilio), Sociedad Tecnológica Avanzada (Negroponte), Sociedad de la Información (OCDE), Sociedad Digital del Conocimiento (Unión Europea). Todas han construido topografías del desarrollo, y por lo tanto del conocimiento, la información y la comunicación. Más de cuatro décadas de aporte teórico sobre este mapa de la comunicación en el desarrollo ponen de manifiesto la pertinencia de reabrir los debates de la democratización de la información (MacBride) y del derecho de los pueblos a comunicarse (Hamelink), por cuanto estamos donde estábamos en los setenta: ante la impermeabilidad de un orden transferente tecnológico que afianza (y sostiene) parecidas y similares asimetrías y diferencias estructurales. De tal modo, que la distancia entre unos y otros que ayer era brecha, hoy ya es abismo. ; Communication est l'un des (conditions de possibilité) de développement humain. Les plis de la carte de l'info-communication, qui est devant nous aujourd'hui, définissent un espace de partage entre les médias de (société massive) et les médias sociaux (société digitale). Un espace complexe, qui est également construit par la citoyenneté ou des personnes qui construisent le droit à la communication. Sur cette carte, le développement a été localisé dans plusieurs et différents endroits ou sphères de sens : la société postindustrielle (Bell),l' informationnel et Network Society (Castells), les techniques-sciences de la société (Virilio),la société de technologie avancée (Negroponte), la société de l'Information (OCDE) ou digitale, la société de la connaissance (Union européenne). Toutes ont constitué des topographies du développement et par conséquent, des connaissances, d'information et de communication. Ces quatre décennies de contributions théoriques à la carte de communication et développement montrent la pertinence de la réouverture du débat sur la démocratisation de l'information (McBride) et le droit des personnes a communiquer (Hamelink), parce que on est toujurs au meme espace ou on était aux années septante: devant l''impermeabilité d'un ordre que consolide et mantient asymmetries et differences structurales semblables . ; Communication is one of the "conditions of possibility" of Human Development. The folds of the infocommunicational map, that is linking us today, define a share space between mainstream media (mass society) and social media (digital society). An intricate space which is also weaved by associated citizenship or individuals who are constructing the right to communication. On this map, development has been located from several and different places or spheres of sense: Postindustrial Society (Bell), Informational and Network Society (Castells), Techno-sciences Society (Virilio), Advanced Technology Society (Negroponte), Information Society (OCDE), or Digital Society of Knowledge (European Union). All of them have constituted topographies of development, and consequently, of knowledge, information and communication. These four decades of theoretical contributions to the map of communication in development show the pertinence of reopening the debate about democratization of information (Mcbride) and the people's right to communicate (Hamelink) because we are in the same place as we were in the seventies: behind the impermeability of a technological transfer order that consolidates (and maintains) similar asymmetries and structural differences.

This article will go over the legislative transformations, as well as conceptions and effects of the implementation of the General System of Participation (GSP) at indigenous towns. The institutional, public and private relations derived from the system of transferences will be analyzed by using the notions of governance and self government. Under this light, we try to characterize the technocratic and budgeting limits of civil and political rights stated, in the 1991 Constitution, for indigenous populations. ; Este artículo revisará las transformaciones legislativas, así como las concepciones y efectos de la implementación del Sistema General de Participación (SGP) en los pueblos indígenas. Las relaciones institucionales, públicas y privadas que se desprenden del sistema de transferencias, se analizaran utilizando las nociones de "gobernabilidad", "gobernanza" y "gobierno propio". Desde este punto de vista, buscamos caracterizar los límites tecnocráticos y presupuestales de los derechos civiles y políticos establecidos por la constitución de 1991 para las poblaciones indígenas.

In the nineties of the twentieth century it seemed that national borders in Latin America were going to disappear, due to two interrelated phenomena: on the one hand, the reform of the State, embodied in the state deregulation (privatization), the opening of world markets ( free trade) and decentralization (location) and, on the other, planetary globalization based on interdependence, technology and communication. Twenty-five years later, the end of the borders is not observed, but their great structural transformation: they have changed and managed to acquire a strategic condition without equal within the new world model of capitalist accumulation, which shows that they are historically determined social constructions

This article deals with the challenges of digital earth television (TDT) that have confronted Spain during these last years. The author maintains that putting in motion this type of model has contributed to define a new frame of aperture & modification of the system & the audio visual culture, an achievement that, in a short lapse of time, foretells important structural transformations within the market & the audio visual industry of the Spanish State. Also, his paper analyzes the debate on the rote of cultural policies & the future of the state system of radio & television, as well as the viability of the television industry in face of the over saturation of the number of competitive operators. Este artículo intenta una caracterización del derecho a la salud, en el marco de las reformas sectoriales puestas en marcha en la región latinoamericana en las dos últimas décadas. Primero se hace una reflexión sobre los derechos sociales en los que se inscribe el derecho a la salud; luego se describe el marco jurídico internacional para mostrar el contenido del derecho a la salud y su potencialidad para avanzar en la construcción de alternativas para lograrlo y, finalmente, se hace referencia a las transformaciones estructurales en las que se asigna un nuevo papel al Estado en relación con la salud de la población y el cambio en el contenido de los principios de universalidad y equidad y en la arena política sectorial. ; Abstract: This article seeks to describe the right to health, as part of the sectoral reforms implemented in Latin America over the past two decades. It begins by reflecting on the social rights comprising the right to health and goes on to describe the international legal framework to show the contents of the right to health and its potential for advancing towards the construction of alternatives to achieve this and ends by referring to the structural transformations in which a new role is assigned to the state regarding the population's health and the change in contents of the principles of universality and equity in the sectoral political arena.
