In den russischen Regionen – im subnationalen politischen Raum – haben sich seit dem Zerfall der UdSSR autoritäre Regime etabliert. Regionale Eliten haben im Wettbewerb und in Zusammenarbeit mit der nationalen Elite die Kontrolle über Wirtschaft und Politik an sich gezogen. Bereits in der Sowjetunion hatte sich ein subnationaler Autoritarismus herausgebildet. Nach dem Zerfall der UdSSR verlor das Zentrum seine Lenkungsmacht, die vielfach unter die Kontrolle von regionalen politischen und finanziellen Gruppen geriet. Die Rezentralisierung in den Putin-Jahren führte nicht zu einer Demokratisierung, die autoritären Strukturen wandelten nur ihren Charakter. Die Regime des subnationalen Autoritarismus stellen für die Entwicklung des politischen Systems in Russland ein erhebliches Problem dar. Denn eine Demokratisierung und die Errichtung einer effektiven Staatsordnung werden durch die Existenz des subnationalen Autoritarismus erheblich behindert.

"Harmonising Subnational Boundaries" discusses GRID3's work to support the harmonisation, production, and use of digitised legal/administrative units, operational units, and statistical areas. GRID3's boundaries work has three primary areas of focus: improving and harmonising operational units; fostering improved collaboration on boundary harmonisation among disparate government bodies; and using boundaries harmonisation to support census efforts. The paper focuses on case studies in Nigeria, the Democratic Republic of the Congo, and Zambia. The fiscal performance of the States in India has been an area of concern for quite some time. The Twelfth Finance Commission (TFC) recommended a three-pronged strategy to alleviate States' fiscal distress, built around greater orientation toward market discipline, incentives for fiscal consolidation targets, and commitment to fiscal correction. We find that States have created fiscal space through raising revenues and reducing and reprioritizing expenditures.
