Due to Covid-19 restrictions, surveys often could not be conducted in originally planned face-to-face mode, and switched to online modes or used different mixed-mode designs. A combination of CATI and CAPI was used for the Austrian ISSP survey on Environment 2020/2021 (N=1.261), which in the past had always been conducted face-to-face. Mixed-mode surveys facilitate field access in pandemic times and show potential to reduce non-response and coverage errors (desired selection effect). However, the combination of different modes comes along with a series of risks such as mode-effects causing bias due to measurement effects. From an analytical perspective, the challenge arising is to disentangle selection and measurement effects. Thus, we analyse differences in the factorial structure and response distributions of two social constructs using Bayesian multigroup confirmatory factor analysis and linear regression. These represent institutional trust and the willingness to sacrifice for environmental protection. The findings show support for scalar invariance and therefore the absence of CAPI vs. CATI mode-effects on the factorial structure for both constructs. However, despite adjusting for differences in sample composition we observe a higher average willingness within the CATI sample. Based on these results, we discuss implications for the interpretation of mode effects in mixed mode surveys.
Concerns about arduous work have increased since the recent debates around pension reforms. These led the legislators to give a legal definition to the notion of arduousness at work in November 2010. In accordance with this definition, the Personal account for arduousness prevention (C3P) entered into force in January 2015. However, the C3P was restricted to the sole constraints linked to physical efforts and painful postures, inadequate work environment and intensity of the work, which largely limited the implications of this reform. Nevertheless, in September 2017, the presidential ordinances establishing the Professional Prevention Account (C2P) to replace the C3P, further reduced the number of hardship criteria considered.Given the disastrous effects of arduousness on workers' health, one of the objectives of this thesis is to offer a broader view of arduousness at work. Thus, after having illustrated how the "hardship conventions" evolve historically and appear as major elements of the wage relation specific to each regulation mode, we identify work constraints which are strongly associated with poor employee health by using data from working conditions surveys (DARES).We have built a battery of synthetic indicators of hardship at work, thanks to which we map exposure to hardship on the French labor market. Among the results obtained, it emerges that certain social groups, such as low-educated workers, endure significant accumulations of hardship. We also underline that the different forms of arduousness are distributed in a markedly heterogeneous manner according to individual characteristics (sex, age, social category, etc.). From these hardship indicators we also show that professional families have extremely specific profiles. More precisely, among the socio-professional categories of low skilled workers, we distinguish five classes of professional families differently affected by hardship at work.In addition, we use these hardship indicators to search for possible compensatory mechanisms using standard salary equations and then using quantile regressions. It emerges that for almost all employees, intense work rhythms result in wage compensation regardless of the quantile of monthly or hourly income considered. For other types of hardship, our research shows that only a few are associated with wage compensation for employees with low levels of income. This is particularly the case for employees with low monthly wages up to the tenth percentile who display compensation in relation to their exposure to a physically aggressive work environment and occupying positions marked by a lack of pride at work. In contrast, exposure to high emotional demands and lack of support from the organization does not seem to be compensated by either monthly or hourly salary.Beyond the general findings based on all employees, in Chapter 4 we seek to highlight the main specificities affecting each professional class previously identified.Finally, we close this thesis with an analysis of the role of the employer's status, focusing on the specificities of the voluntary sector. On this occasion, we add other dimensions to measure the employment quality. ; L'intérêt suscité par la problématique de la pénibilité au travail s'est renforcé depuis les récents débats autour des réformes des retraites. Ceux-ci ont contribué à la formulation d'une définition légale de la notion de pénibilité au travail en novembre 2010. C'est conformément à cette définition que le Compte personnel de prévention de la pénibilité (C3P) est entré en vigueur en janvier 2015. Toutefois, la restriction du C3P aux contraintes liées aux efforts et postures pénibles, à un environnement de travail inadéquat physiquement et à l'intensité du rythme de travail limitaient les implications de cette réforme. Ainsi, après avoir illustré comment les « conventions de pénibilité » évoluent historiquement et s'inscrivent comme des éléments majeurs du rapport salarial propre à chaque mode de régulation, nous identifions les contraintes du travail fortement associées à un état de santé dégradé des salariés en exploitant les données des enquêtes Conditions de travail (DARES).Nous construisons une batterie d'indicateurs synthétiques de pénibilité au travail grâce auxquels nous effectuons une cartographie de l'exposition à la pénibilité sur le marché du travail français. Il en ressort notamment que certains groupes sociaux, comme les travailleurs peu diplômés, présentent d'importants cumuls de pénibilités. Nous soulignons également que les différentes formes de pénibilité sont réparties de manière nettement hétérogènes selon les caractéristiques individuelles (sexe, âge, catégorie sociale, …). A partir de ces indicateurs de pénibilité nous montrons également que les familles professionnelles présentent des profils bien spécifiques. Plus précisément, parmi les catégories socioprofessionnelles d'employés et ouvriers, nous distinguons cinq classes de familles professionnelles différemment affectées par la pénibilité au travail.De plus, nous mobilisons ces indicateurs de pénibilité pour rechercher l'existence d'éventuels mécanismes compensatoires grâce à des équations salariales standards puis en recourant à des régressions quantiles. Il en ressort que pour la quasi-totalité des salariés, les rythmes de travail intenses font bénéficier d'une compensation salariale quel que soit le quantile du revenu mensuel ou horaire considéré. Pour les autres formes de pénibilité, quelques-unes seulement sont associées à une compensation salariale pour les bas niveaux de revenu. C'est notamment le cas pour les salariés percevant de faibles rémunérations mensuelles jusqu'au dixième centile en ce qui concerne leur exposition à un environnement de travail physiquement agressif et à l'occupation de postes marqués par une absence de fierté au travail. En revanche, l'exposition aux fortes exigences émotionnelles et au manque de soutien de l'organisation ne semble pas être compensée aussi bien en salaire mensuel qu'horaire.Au-delà des constats généraux observés sur l'ensemble des salariés, nous cherchons dans le chapitre 4 à souligner les principales spécificités affectant chaque classe professionnelle précédemment identifiée.Enfin nous terminons cette thèse par une analyse du rôle du statut de l'employeur, en nous focalisant notamment sur les spécificités du secteur associatif. A cette occasion nous ajoutons d'autres dimensions liées à la qualité de l'emploi.

Loin d'être un effet de mode médiatique, les études comparatives internationales d'évaluation et de performances des systèmes éducatifs (Third International Mathematics dans Science Study (TIMSS), le Programme for International Student Assessment (PISA) ou l'Adult Literacy and Life Skills Survey (ALL)) se sont imposées tant au niveau national qu'international. The results of an archival and interview based survey are presented that describe two processes of quantification linked to French LOLF (a new state budget nomenclature and a performance measurement system) as the product of struggles between government departments. The paper finally underlines how calculation devices can contribute to shape government action by linking budget allocation to performance results. ; Fondé principalement sur une enquête par entretiens auprès des acteurs chargés de l'élaboration de la maquette budgétaire et des indicateurs LOLF, ce travail décrit ces processus de quantification comme le produit de rapports de force entre les différentes administrations ministérielles. This thesis explores two questions about fuel poverty in France: What indicator(s) should be adopted to quantify fuel poverty and capture its multiple dimensions? To what extent does ecological taxation amplify the phenomenon or, on the contrary, provides an opportunity to fight it? A first chapter introduces the social and economic issues of fuel poverty in France, as well as the challenges this phenomenon raises for public actors in the context of an ecological transition (chapter 1). Then the thesis is divided into two main parts. The first part deals with the measurement of fuel poverty. I start by highlighting the current debates on the measurement of fuel poverty and the limitations of existing approaches (chapter 2). Next, I explore the transport dimension of fuel poverty and I propose a composite index of the various factors that constrain household mobility and their possibilities to adapt to higher fuel prices. This index identifies three levels of exposure to rising fuel prices: precariousness, vulnerability and dependence (chapter 3). I then continue studying the design of a multidimensional index of energy poverty and I seek to uncover its political implications. Two indices are developed: one for housing and one for transport. I show how these new indices, through addressing the cumulative factors that disadvantage households in terms of energy, can help limit the inclusion and exclusion errors from which conventional approaches suffer. Quantification in the French context brings new insights on the targeting of policy responses and emphasizes the need to address the non-monetary dimensions of fuel poverty (chapter 4). The second part studies the distributive impacts of carbon taxation. Based on a review of literature, I discuss the methodological issues and the modelling choices to represent the distribution of impacts (chapter 5). Serge Adamets, Price, crop and consumption statistics at the root of the diversity in the measurement of Soviet famines. There was a spectacular recrudescence of famines in the USSR between the Revolution and the Second World War. The loss in human lives caused by these catastrophes is estimated at several million deaths. To understand their origin, it is important fust to study how one can assess their magnitude in terms not only of reductions in crops and consumption but also in loss of human lives. It seems necessary to explain the diversity of the means used to measure Soviet famines. How did the statistical services observe the phenomena related to the famines? Does the choice of the observation methods applied greatly influence the results of the analyses? This study covers essentially the period 1918-1923, but is continued up to the 1930's. Some retrospective references to the tsarist era make it possible to understand the origin and the nature of the Soviet statistical studies. Three sources of observation are examined in this paper: price, crop and consumption statistics. The statistical data provided by the central and regional offices for statistics as well as by other organisms for statistics, are compared and discussed. The history of the measurements used for crops and for assessing the nutritional status of the population is related in chronological detail, so that the various causes for the differing numerical data obtained can be examined: distrust on the part of the population, the survey methods used, the corrective procedures applied to the initial statistics. The choice of the source of observation and of measurement seems particularly important, especially when discussing regional disparities. An analysis of the 1921-1922 famine may then greatly differ according to the reference basis chosen.

The objective of this study is to try to define the measures for developing excellence in French universities. These measures will focus on research, training and management. Excellence is characterized by the culture of evaluation, the measurement of performance and efficiency in relation to the achievement of objectives and the measurement of results. Acoustics is of interest for applications pertaining to defence and security since it can provide a passive, omnidirectional and non-line-of-sight survey. In a military context, microphone arrays are for instance used to detect, localize and classify explosions, artillery fire or gunshots. However, time signatures recorded a few hundred meters from the source may be very sensitive to the environmental conditions since significant propagation effects related to the mean stratification of the atmosphere, turbulence, topography or ground impedance are expected. The combined impact of these effects is as yet little documented, and this lack of knowledge can degrade the performance of military systems.Numerical simulations are an interesting and complementary alternative to experiments to better understand these interactions since the input parameters can be controlled. Battlefield acoustics, however, typically involves very loud, impulse sounds, which propagate with short wavelengths over relatively long distances. Combined with the three-dimensional volume modeling required for turbulence or topology effects, such numerical predictions are very challenging in terms of computational cost even with currently available computing capabilities. One of the purposes of this work is to develop a new version of the in-house finite-difference time-domain solver (FDTD) in order to match these specifications. Time-domain 3D simulations being relatively new, a number of scientific advances were achieved regarding ground and source modeling in the time domain or the effectiveness of non-reflecting boundary conditions (PML).Still, comparison with measurements is necessary to ensure the accuracy of numerical predictions in realistic conditions. Acoustic measurements were thus carried out in Germany for several days in various meteorological conditions. Since more than twenty years, the educational quality has been subject to lots of public debates in Vietnam. Several renovation solutions was adopted without achieving the expected results. As the country has strongly integrated the international market, ICT-based innovation and international quality assessment become first priorities fixed in the national educational policies. A lot of training programmes have been assessed by the ASEAN University Network (AUN). Among the criteria used in this quality-assurance assessment, encompassing 15 sub-criteria that relate more or less to the use of the ICT in the educational activities. We analyzed the results of four Vietnamese programmes assessed in 2009 and 2011 and founded that there is a significant difference of the perception about the ICT use quality between the internal stakeholders and the external assessors in these programmes. From this revelation, we aim to elaborate a measurement instrument which may help all of the programme's internal or external stakeholders to identify the factors contributing to the students' satisfaction about the ICT use in their degree courses. Some existing models such as TAM, CEQ, SCEQ, eLEQ were integrated in the context of AUN-QA assessment at the programme level. The survey was conducted at five Vietnamese programmes assessed in 2009, 2011 and 2014, with 453 full responses. Un premier chapitre introduit les enjeux sociaux et économiques de la précarité énergétique en France, ainsi que les défis que ce phénomène soulève pour les acteurs publics dans le cadre de la transition écologique (chapitre 1). Puis la thèse s'organise en deux grandes parties. La première partie concerne la quantification de la précarité énergétique. Je commence par rappeler les débats actuels autour de la mesure de la précarité énergétique et par souligner les limites des approches existantes (chapitre 2). Puis, j'explore la dimension transport du phénomène et propose un indice composite qui cible les différents facteurs qui contraignent la mobilité des ménages et leurs possibilités d'adaptation. Je poursuis ensuite la réflexion sur la construction d'un indice multidimensionnel de précarité énergétique et je cherche à mettre à jour ses implications politiques. Deux indices sont élaborés : un pour le logement et un pour le transport. Je montre comment ces nouveaux indices, parce qu'ils s'intéressent au cumul des facteurs qui désavantagent les ménages en matière d'énergie, permettent de limiter les erreurs d'inclusion et d'exclusion reprochées aux approches classiques. Une application dans le contexte français apporte de nouvelles perspectives sur le ciblage des réponses politiques et souligne la nécessité de remédier aux dimensions non monétaires de la précarité énergétique (chapitre 4).La seconde partie concerne les impacts distributifs de la fiscalité carbone. A partir d'une revue de la littérature, je précise les enjeux méthodologiques et les choix de modélisation pour rendre compte de manière satisfaisante de la distribution des impacts (chapitre 5). Je développe ensuite un modèle de microsimulation spécialement conçu pour évaluer l'impact sur les ménages de la taxe carbone française. Ce modèle simule, pour un échantillon représentatif de la population française, les taxes prélevées sur leur consommation d'énergie dans le logement et le transport. This thesis explores two questions about fuel poverty in France: What indicator(s) should be adopted to quantify fuel poverty and capture its multiple dimensions? To what extent does ecological taxation amplify the phenomenon or, on the contrary, provides an opportunity to fight it? A first chapter introduces the social and economic issues of fuel poverty in France, as well as the challenges this phenomenon raises for public actors in the context of an ecological transition (chapter 1). Then the thesis is divided into two main parts. The first part deals with the measurement of fuel poverty. I start by highlighting the current debates on the measurement of fuel poverty and the limitations of existing approaches (chapter 2). Next, I explore the transport dimension of fuel poverty and I propose a composite index of the various factors that constrain household mobility and their possibilities to adapt to higher fuel prices. This index identifies three levels of exposure to rising fuel prices: precariousness, vulnerability and dependence (chapter 3). I then continue studying the design of a multidimensional index of energy poverty and I seek to uncover its political implications. Two indices are developed: one for housing and one for transport. I show how these new indices, through addressing the cumulative factors that disadvantage households in terms of energy, can help limit the inclusion and exclusion errors from which conventional approaches suffer. Quantification in the French context brings new insights on the targeting of policy responses and emphasizes the need to address the non-monetary dimensions of fuel poverty (chapter 4). The second part studies the distributive impacts of carbon taxation. Based on a review of literature, I discuss the methodological issues and the modelling choices to represent the distribution of impacts (chapter 5). I then develop a microsimulation model to assess the impact of the French carbon tax on households. This model simulates, for a representative sample of the French population, the taxes levied on their energy consumption in housing and transport. I use this model to quantify the impact of the carbon tax on inequality and fuel poverty. Finally, I explore different scenarios of redistribution of carbon tax revenues to households, with the objective to correct the found inequities - in particular, to compensate for the regressivity of the carbon tax and to reduce fuel poverty. Un premier chapitre introduit les enjeux sociaux et économiques de la précarité énergétique en France, ainsi que les défis que ce phénomène soulève pour les acteurs publics dans le cadre de la transition écologique (chapitre 1). Puis la thèse s'organise en deux grandes parties. La première partie concerne la quantification de la précarité énergétique. Je commence par rappeler les débats actuels autour de la mesure de la précarité énergétique et par souligner les limites des approches existantes (chapitre 2). Puis, j'explore la dimension transport du phénomène et propose un indice composite qui cible les différents facteurs qui contraignent la mobilité des ménages et leurs possibilités d'adaptation. Cet indice identifie trois niveaux d'exposition à une hausse des prix des carburants : précarité, vulnérabilité et dépendance (chapitre 3). Je poursuis ensuite la réflexion sur la construction d'un indice multidimensionnel de précarité énergétique et je cherche à mettre à jour ses implications politiques. Je montre comment ces nouveaux indices, parce qu'ils s'intéressent au cumul des facteurs qui désavantagent les ménages en matière d'énergie, permettent de limiter les erreurs d'inclusion et d'exclusion reprochées aux approches classiques. Une application dans le contexte français apporte de nouvelles perspectives sur le ciblage des réponses politiques et souligne la nécessité de remédier aux dimensions non monétaires de la précarité énergétique (chapitre 4).La seconde partie concerne les impacts distributifs de la fiscalité carbone. A partir d'une revue de la littérature, je précise les enjeux méthodologiques et les choix de modélisation pour rendre compte de manière satisfaisante de la distribution des impacts (chapitre 5). Je développe ensuite un modèle de microsimulation spécialement conçu pour évaluer l'impact sur les ménages de la taxe carbone française. Ce modèle simule, pour un échantillon représentatif de la population française, les taxes prélevées sur leur consommation d'énergie dans le logement et le transport.
