This special issue of FormAkademisk is a product of the lighthouse project Didaktikk for teknologi, design og innovasjon (2016–2020) (Education for technology, design and innovation), which is funded by the Faculty of Technology, Art and Design (TKD) at Oslo Metropolitan University (OsloMet) and lead by Liv Merete Nielsen. The project is a contribution to the realisation of the government's long-term (2019–2028) plan for research and higher education (Kunnskapsdepartementet, 2018). The Arctic Council Sustainable Development Working Group (SDWG) recently released a report on the blue bioeconomy in the Arctic. In this paper, we discuss the Norwegian policy to promote the Norwegian blue bioeconomy, analysing the government's bioeconomy strategy and its strategy for marine residuals. We find that the strategies have several and partly incompatible goals, related to improving the economic, environmental, and social sustainability of the seafood sector. We discuss challenges and (missed) opportunities in the Norwegian government's strategy for turning the Norwegian economy towards blue growth. Our findings are supported by recent studies that conclude that more efficient and coherent policy actions are needed to ensure the sustainability of the marine bioeconomy.
In a world marked by surging international conflicts, labour market globalisation, ever-widening economic inequities, steady improvement in the flow of information, and increasing possibilities for mobility over greater distances, the number of migrants on a worldwide basis is hardly likely to decrease in coming years. Immigration regulations are devised within a confluence of national interests, international laws, and attention to migrants' individual rights. The tension between these disparate considerations begs the question: How can we best safeguard both universal rights issues and European economic integration, as well as the Norwegian state's obligation, vis-à-vis the distribution of benefits, to its own citizens. We are moving into extremely complex ethical and legal territory, where there are no easy answers. In this book, the author puts Norway's immigration policy under a moral-philosophical loupe for a thorough analysis of various answers to key questions in the Norwegian immigration debate.
This book is aimed at anyone interested in immigration policy issues, but especially persons working professionally in the field, such as political philosophers, politicians, lawyers, case managers and political scientists. - I en verden der internasjonale konflikter stadig blusser opp, arbeidsmarkedet globaliseres, økonomiske ulikheter blir stadig større, informasjonsflyten kontinuerlig forbedres og mulighetene for å forflytte seg over store avstander er gode, vil antallet migranter på verdensbasis ikke bli lavere i årene som kommer. Innvandringsregulering finner sted i spenningen mellom statlige interesser, internasjonal rett og hensynet til migranters individuelle rettigheter. I lys av disse spenningene må vi stille spørsmålet om hvordan vi best mulig kan ivareta både universelle rettighetshensyn og europeisk økonomisk integrasjon, samt den norske stats forpliktelse overfor egne innbyggere i fordeling av goder. Vi beveger oss inn i et etisk og juridisk felt med stor kompleksitet, hvor ingen enkle svar er gitt. I denne boken legger forfatteren norsk innvandringspolitikk under en moralfilosofisk lupe, og drøfter grundig ulike svar på en rekke sentrale spørsmål i norsk innvandringsdebatt.

Certification according to private sustainability standards (ecolabelling) has become an important addition to public fisheries management in recent years. The major global ecolabel in terms of comprehensiveness and coverage is the Marine Stewardship Council (MSC) Fisheries Standard. Under the MSC Standard, the status of the fishery's target stocks, its impact on the wider ecosystem and the effectiveness of its management system are assessed. Becoming and remaining certified requires continuous behavioural adaptation from fisheries through a fine-meshed system of conditions attached to certification. In this article, MSC certification of two clusters of fisheries in Arctic waters is discussed, one large- and one small-scale. In the Barents Sea cod and haddock fisheries, the main obstacle to certification has been the fisheries' impact on endangered, threatened and protected (ETP) species and bottom habitats, and in order to remain certified beyond the first five-year certification period, the fishing companies have had to introduce a number of voluntary measures beyond what is required by law. In the local lumpfish fisheries in Greenland, Iceland and Norway, conditions attached to certification have been related to the effects of these fisheries on seabirds and marine mammals. Here essential parts of a management regime, such as biological reference points and harvest control rules, have come about as a direct result of MSC certification. MSC certification is no panacea, but it seems to have found a niche as a supplement to national legislation and international agreements.
