The opposition between the participationist approach, which favours wide participation of the people in democratic political process, and the deliberationist model, according to which political power should be exercised by people endowed with adequate cognitive competences, remains an important theme of the present debates in the theory of democracy. The author believes that those interpretations of the deliberationist model which perceive knowledge as a primary source of legitimation of participation in the political power, are guilty of a "cognitivist fallacy", and points out to dangers stemming from ascribing a prominent role to cognitive competences. In opposition to the "epistocratic" model, he stressed the importance of political skill in the governance of democratic systems. Taking as a starting point the belief that the normative ideal of democracy is based upon an egalitarian assumption of potentially universal ability to develop the political skill, he claims that this potentiality can be actualized through the very participation in political activity. ; Opozycja między podejściem partycypacjonistycznym, zakładającym szerokie uczestnictwo obywateli w demokratycznym procesie politycznym, a modelem deliberacjonistycznym, według którego władzę polityczną winny sprawować osoby obdarzone odpowiednimi kompetencjami poznawczymi, pozostaje ważkim tematem współczesnych debat w teorii demokracji. Autor twierdzi, że interpretacje modelu deliberacjonistycznego, uznające wiedzę za wiodące źródło prawomocnego uczestnictwa w sprawowaniu władzy politycznej, są obciążone "błędem kognitywistycznym" oraz wskazuje na niebezpieczeństwa wynikające z przypisania istotnej roli politycznej kompetencjom poznawczym.W opozycji do modelu "epistokratycznego" kładzie nacisk na wagę umiejętności politycznej w zarządzaniu systemami demokratycznymi. The aim of this article is to reconstruct the basic assumptions of Anatol Rapoport's (1911–2007) general systems theory. An in-depth study of his works and the unique materials collected in the archives of the University of Toronto served to achieve the goal. Additionally, the archival search made it possible to supplement his biography with previously unexplored information. The analysis proved that A. Rapoport highlighted two important themes that find application potential in contemporary political systems research. These are semantics and the network structure of the system.
Taking as the starting the normative ideal of democracy, grounded in an inclusive understanding of the subject point of democracy, the author argues that various concepts of democracy assign particularly important role to cognitive competences and see it as an exclusive entitlement to participate in the exercise of political power in democratic systems. The case in point is contemporary debate on the proper understanding of democracy which focuses on the dilemma between, on the one hand, the idea of broad participation of the people in the democratic governance, and, on the other, the deliberative ideal which presupposes that power in these systems should be entrusted only to people with appropriate cognitive competences. The author analyzes the main elements of "cognitocratic" or "epistocratic" conceptions and points out to potential perils resulting from the attribution of a prominent role in the theory of democracy to cognitive competences. In opposition to cognitocratic approaches, both in their universalist and elite versions, the author argues that a more adequate understanding of governance in democratic systems should instead be based on the wider category of political ability. He also claims that a novel definition of this category should be informed by the normative ideal of democracy which is based on the recognition of potentially universal capabilities to develop the political ability and that this potential may in fact be activated through the actual participation in democratic politics. ; Wychodząc od normatywnego ideału demokracji, ugruntowanego w inkluzywnym rozumieniu podmiotu demokracji, autor twierdzi, że w większości koncepcji demokracji kompetencje poznawcze są postrzegane jako podstawowy wymóg upoważniający do udziału w sprawowaniu władzy politycznej. European universities have come under reform pressures to make them instruments of social and economic development, compromising their earlier status as socially buffered institutions. The aim of this paper was to investigate the hypothesis that tensions and inconsistencies in recent higher education reforms in Poland trace back to a fundamental conflict between institutional and instrumental visions of the university. Findings suggest an intersection of "rationalized myths" that locks the university sector in a "corset" experienced by stakeholders more like a return to the Soviet past than the way of a better future. Seen through the lens of second-order systems theory, these findings problematize the assumption that the historically grounded institution of the university can be re-oriented as an instrument for achieving state priorities with a mere balance of carrots and state-of-the-art sticks. ; Europejskie uniwersytety znalazły się pod presją reform, których celem jest uczynienie z nich instrumentów rozwoju społecznego i gospodarczego przy jednoczesnym zniesieniu statusu uczelni wyższych jako instytucji buforowanych społecznie. Celem artykułu jest zbadanie hipotezy, że napięcia i niekonsekwencje w dotychczasowych reformach szkolnictwa wyższego w Polsce mają swoje źródła w podstawowym konflikcie między instytucjonalną a instrumentalną wizją uczelni wyższej. Wyniki badań wskazują na przecinanie się "zracjonalizowanych mitów", które zamykają sektor szkolnictwa wyższego w "gorsecie" odbieranym przez interesariuszy bardziej jako powrót do komunistycznej przeszłości niż droga ku lepszej przyszłości. Wyniki te, rozpatrywane z punktu widzenia teorii systemów drugiej fali, podważają założenie, iż historyczna instytucja uniwersytetu może zostać przekształcona w instrument służący realizacji priorytetów państwa dzięki zrównoważonej polityce nagród i kar.
While many people all over the world become conscious about serious defects and inefficiencies of the prevailing political systems based on representative democracy, alternative solutions for more just and inclusive systems of governance continue developing. Alternative forms of democracy based on the idea of civic participation and deliberation have more and more followers, who are willing to implement innovative participatory and collective decision making practices in various areas and at various organizational levels. However, the strife for greater self-governance, reinforcement of citizens role in political decision-making processes and establishment of bottom-up control over public expenditures is often considered as a merely utopian project, especially by those who benefit most from the current status quo. In this article, I examine the fundamental ideological challenges for the new egalitarian approaches and argue that instead of making dichotomous distinction between utopianism and realism, realistically utopian approach is the most desirable.
Transforming institutions is at the central core of development. Appropriate institutional matrices consist of habits, organizations, regulations, capacities and incentives. One of such successfull institutional matrices is self-regulating market created in Trade Republic of Dutch. The financial system is embedded and interdependent on institutions, both economic and non-economic. This paper aims to clarify the logic of institutional evolution of financial systems in the Netherlands and Japan over the last 500 years. This institutional perspective needs to be reassessed beyond Washington Consensus theoretical constructions in finance. Finally, it seems that only an institutional perspective on finance, can establish a solid base for management of every day financial risk. It does not take place in a social and cultural vacuum. ; Transformacja instytucji ma zasadnicze znaczenie dla rozwoju. Właściwa macierz instytucjonalna zawiera nawyki, organizacje, regulacje, potencjał i bodźce. Przykładem udanej macierzy instytucjonalnej było stworzenie w Holandii rynku obsługującego Republikę Kupiecką. System finansowy jest zakorzeniony i współzależny od instytucji zarówno ekonomicznych, jak i pozostałych. Celem artykułu jest przedstawienie logiki ewolucji systemów finansowych w Holandii i Japonii na przestrzeni ostatnich 500 lat. Tego typu perspektywa instytucjonalna z natury rzeczy wykracza poza Konsensus Waszyngtoński w nauce o finansach. Sumując, jedynie finanse instytucjonalne mogą stanowić dobrą podstawę do zarządzania ryzykiem finansowym codzienności. Ono nie odbywa się w próżni społecznej i kulturowej.
The systemic diversity of the regions and local units can be subsumed to three possible forms of political systems: 1) self‑government, 2) territorial autonomy and 3) the federal state. Based upon that criterion, modern democratic states can be divided into: 1) unitary states with self‑government, 2) unitary states with territorial autonomy and self‑government, 3) federal states with self‑government, 4) federal states with territorial autonomy and self‑government. That division clearly points to the fact, that unitary and federal states can successfully exhibit the same types of political systems on the regional and local levels: territorial autonomy and self‑government. In consequence, both federal and unitary states, under this particular respect, do not exhibit differences. The systems present in the unit‑parts of a federation (regardless of their designation: republics, states, lands, cantons or provinces) in themselves are not a separate category and form of the political system, but form together with others, the three subcentral legal‑political systems present in democratic states. However, the understanding of federalism as concept referring to something more than the legal‑political system of a given state (or even the political system sensu stricto) might seems unconvincing, but still in the consideration of federalism one needs to step away from the analysis of existing federal states (however, comparative constitutional law and constitutional practice must have fundamental impact) and create the prognoses of systemic solutions in a group of highly decentralized unitary states. Besides that, the research of the political theory of federalism and federation presents itself as not without merit to the undertaken task.
The author suggests that the research for new methods in the political science in the USA, Which broadly use the concept of systems analysis, realy came into prominence after the Second World War. The impetus for it involved both theoretical and practical considerations. Three of these seem to be of particular importance. First, it became necessary to attempt to explain in some objective manner the failure of "democracy", and the rise of authoritarian political institutions in Germany during the inter-war period. Second, the rise of socialist countries in Europe. Third, the creation of new states in Asia and Africa, as a result of failure of the colonial empires. The first important presentation of systems approach in political science in the USA was made by David Easton. He was primarily concerned with portraying the relationships between a system and the environment in which it was located. He directed attention to the boundary between politics and other aspects of social life, and, postulated the existence of close relationship between the system and environment. Applying systems analysis to (political science, some researchers have developed lists of political functional requisites. One such list war developed by Gabriel Almond, who divides it into four input, and three output functions. The Gabriel Almond's attitudes to the systems analysis is strongly functional oriented. Heapplied the basic Talcott Parsons thesis to the political science considerations. Other scholar, K. W. Deutsch, presents systems analysis in a cybernetic framework. Political systems, from his point of view, are the self-controling, and self-organyzing communication net. Deutsch, however, does not limit his concern to the communication of information; in addition he wants to apply communication theory to the political decision making process, to the role and relative weight of mass media, compared with past memories, stereotypes and other media, and to areas of attetjon, perception and orientation, values and evaluation, goal-seeking, and decision making. The author stresses the fact that, as a scientific method, systems analysis concept, is nolt well developed yet. However, it presents a good background for interdisciplinary research of political institution in action. The paper presents academic achievements of traditional institutionalism, the first scientific approach in political science, which was developed since the second part of the 19th century in USA, Great Britain, Germany and France. The author argues that this orientation had a creative influence on the progress of the discipline, however this impact is not appreciated by contemporary studies in the field of political science and political theory where limited understanding of the old institutionalism is promoted. The revision of this state of affairs has shown that, apart from the analysis of formal structures and institutions of state power, the traditionalists also have studied political parties (A. L. Lowell), interest groups (T. Eschenburg), public opinion (J. Bryce) and informal socio-political phenomena such as influence (C. J. Friedrich). Additionally, the first institutionalists formed the foundations for methodological self-consciousness of young political science and forged concepts that have been verified by subsequent generations of political scientists. They also conducted the first comparative studies of political systems (H. Finer, C. J. Friedrich). Many of these scholars went beyond pure theory by linking their reflections with planning and reforming political institutions. In this context, the author discusses research on relations between politics and administration (F. J. Goodnow), considerations on demonopolization of power (H. J. Laski) and refers to the debate on efficiency of different branches of government (e.g. in Poland after passing the March Constitution of 1921).

The purpose of the article is to turn the readers' attention to the threats and dangers of functioning of the democratic system. The starting point for the considerations is the conception of a famous Italian sociologist Gaetano Mosca (1858-1941), a co-author of the sociological theory of elites. Gaetano Mosca was opposed to the introduction of a general right to vote and was against granting the voting rights to women. Besides, he was a strong opponent of proportional electoral regulations, and he stressed the role of electoral committees and the significance of a strong middle, class as a support for the democratic government. The article points to the topicality of some Mosca's views on the system of representative democracy. However, the article's main concern is to indicate some dangers for the emerging Polish democracy. In particular, the author points to: 1) the danger of indifference and weak political understanding among the Polish electorate; 2) the necessity to put forth alternative programmes (to make it possible to vote for particular programmes rather than for particular persons); 3) advantages and disadvantages of proportional and majority electoral regulations (the author is in favour of proportional regulations with a minimum threshold); 4) the necessity of reconstructing the middle class. Besides, the author stresses the dangers specific for the functioning of democracy at a local level. The aim of the paper is to explore the use of the new institutional perspective in the research of transformation of the Polish higher education. The paper viewpoint is that world society exercises massive influence on national systems of higher education and they tend to evolve into system convergence. This process is particularly well observed in countries like Poland that after decades of isolation became widely exposed to transnational trends which in the past had shaped higher education systems in western countries. The paper tries to demonstrate that a) the Polish higher education system creates a unique opportunity for neo-institutional theory to be critically tested in situation of rapid, spontaneous and dynamic changes that is taking place in the country of long and well-established academic tradition as well as a strong position of the academic community; b) the paper also makes a methodological claim by stating that any analysis that aspire to understand current discussions, conflicts and developments in the Polish higher education cannot ignore its past legacy. To contrary, they need to take seriously into account well institutionalized academic institutions, customs and habits that helped academics to keep universities going under undemocratic conditions. ; Celem artykułu jest przedstawienie neoinstytucjonalnej perspektywy analiz procesów zachodzących w polskim szkolnictwie wyższym. Pod wpływem działania społeczeństwa światowego (Meyer i in., 1997) narodowe systemy (w tym polski) stopniowo zmierzają w kierunku konwergencji. Jest to szczególnie widoczne w takich krajach, jak Polska, które po dłuższym okresie izolacji zostały wystawione na działanie procesów globalnych, przez dekady kształtujących systemy krajów Europy Zachodniej. W artykule starano się pokazać, że: a) polskie przemiany w szkolnictwie wyższym stwarzają okazję do przetestowania, a nawet rozbudowania neoinstytucjonalnej teorii w warunkach głębokich i dynamicznych przeobrażeń, które miały miejsce w kraju o bogatej tradycji akademickiej i silnej pozycji społeczności naukowej; b) badania nad współczesnymi przemianami w polskim szkolnictwie wyższym nie mogą dokonywać się w oderwaniu od jego historycznego dziedzictwa, a także politycznych warunków jego funkcjonowania przez niemal cały XX wiek. Istotnie zwiększyły one znaczenie nieformalnych, akademickich czy uczelnianych zwyczajów i obyczajów, które w trudnym okresie niedemokratycznych rządów pozwalały uczelniom w miarę normalnie funkcjonować.

RESEARCH OBJECTIVE: The aim of the article is to present selected problems of the democratic system in Poland and to propose directions of development improving its operation. THE RESEARCH PROBLEM AND METHODS: The research problem was to check whether the implementation of modern organizational concepts and ICT solutions can contribute to a more efficient exercise of democratic power and increase its quality? The basic method was both the analysis of public opinion polls on various aspects of the Polish democracy system and a review of the literature on concepts and scientific theories related to the study of democratic systems. THE PROCESS OF ARGUMENTATION: The first part presents the results of public opinion surveys on democracy and its individual areas of operation. The second section presents concepts and scientific theories related to the study of democratic systems and its mechanisms. The third section presents selected problems of democracy in Poland and proposals for their changes based on the assumptions of concepts and theories discussed in the second part of the article. RESEARCH RESULTS: The crisis of confidence in the current model of democracy results from the mismatch between its form and development challenges. The implementation of both the concept of e-democracy proposed by the European Parliament and organizational solutions based on the assumptions of concepts and scientific theories related to the study of democratic systems should contribute to increase the effectiveness of democracy. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Despite the huge number of publications in the literature and press devoted to democracy, the main focus was either on the assessment of the current state of the system or its elements, or scientific theories related to a given area of democracy. Occasionally, ad hoc proposals for change were indicated, but in this case, they were mostly, without a deeper and broad view of the entire democratic system. This article overcomes the above limitations by combining the assessment of the current perception of democracy with scientific theory, which at the same time provides the basis for proposals for systemic solutions to improve the effectiveness of democracy. ; CEL NAUKOWY: Celem artykułu jest przedstawienie wybranych problemów systemu demokratycznego w Polsce oraz zaproponowanie kierunków rozwoju, poprawiających jego działanie. PROBLEM i METODY BADAWCZE: Problem badawczy dotyczył sprawdzenia czy wdrożenie założeń nowoczesnych koncepcji organizacyjnych i rozwiązań teleinformatycznych może przyczynić się do sprawniejszego sprawowania demokratycznej władzy, a także podwyższenia jej jakości? Podstawową metodą była zarówno analiza badań opinii publicznej o różnych aspektach polskiego systemu demokracji, jak i przegląd literatury przedmiotu dotyczącej koncepcji i teorii naukowych, związanych z badaniem systemów demokratycznych. PROCES WYWODU: W pierwszej części przedstawiono wyniki badań opinii publicznej o demokracji i jej poszczególnych obszarach działania. W drugiej części zaprezentowano koncepcje i teorie naukowe, związane z badaniem systemów demokratycznych i jego mechanizmów. Trzecia część przedstawia wybrane problemy demokracji w Polsce i propozycje ich zmian, opierających się na założeniach koncepcji i teorii omówionych w drugiej części artykułu. WYNIKI ANALIZY NAUKOWEJ: Kryzys zaufania do obecnego modelu demokracji wynika z niedopasowania jej formy do wyzwań rozwojowych. Wdrożenie zarówno koncepcji e-demokracji proponowanej przez Parlament Europejski, jak i rozwiązań organizacyjnych opierających się na założeniach koncepcji i teorii naukowych, związanych z badaniem systemów demokratycznych, powinno przyczynić się do zwiększenia sprawności działania demokracji. WNIOSKI, INNOWACJE, REKOMENDACJE: Pomimo ogromnej liczby publikacji w literaturze przedmiotu oraz prasie poświęconej demokracji, to przeważnie skupiano się albo na ocenie obecnego stanu systemu lub jego elementów, albo teoriach naukowych związanych z danym obszarem demokracji. Sporadycznie wskazywano ad hoc propozycje zmian, jednak i w tym przypadku miały one przeważnie charakter bieżącego reagowania na negatywne zjawiska, bez głębszego spojrzenia na cały system demokracji. W niniejszym artykule przezwyciężono powyższe ograniczenia poprzez połączenie oceny obecnego postrzegania demokracji z teorią naukową, które jednocześnie stanowią podstawy propozycji rozwiązań systemowych mających poprawić sprawność działania demokracji.
