Este artículo explora de qué forma se puede incrementar el ingreso fiscal en México, sobre todo a partir de un aumento en la recaudación de los sectores de ingreso más altos. Se describe cuál es la situación mexicana en términos de la capacidad que tiene el gobierno para recaudar. Se analiza por qué no se ha podido incrementar la recaudación en más de dos décadas, a la vez que se esbozan las estrategias que podría haber seguido la recién iniciada gestión del presidente Peña Nieto para incrementar los ingresos y hacerlo de forma progresiva. Un argumento central es que sin un mejor gasto público es difícil recaudar más de forma permanente, sobre todo en una economía tan abierta y con instituciones tan débiles como las mexicanas. En una democracia, difícilmente se aceptan mayores impuestos, por más progresivos que éstos sean, si no es claro que efectivamente se puede gastar mejor. De este modo, si no se avanza en la calidad y progresividad del gasto público, incluso no es deseable que el gobierno tenga mayores ingresos.

Economic science is concerned with the redistribution of wealth and income in society, with mixed results, very good in developed economies, with high maturity of political systems and the macroeconomic stability, but very poor in underdeveloped countries like ours that have not yet been able to solve the problems of inequality and poverty. Tax theory is closely linked to concepts of equality, development, income and wealth. If we review the history of economic thought thinkers are constantly referring to taxes. We could talk about the contribution of Adam Smith, David Ricardo, Thomas Hume, Henry George, among others. In the document presented here, we have a brief description of the birth of the institution responsible for the taxes in the country, the Servicio de Rentas Intemas, SR], we analyze short features the process of its creation. We continue in our analysis, with the country's income and what is its composition, we present our views on this point, is then analyzed, IVA, IR, ICE and Income, raising linking each to income, at the end we place the findings of this study. ; La ciencia económica se preocupa por la redistribución de la riqueza y los ingresos en las sociedades, con resultados ambiguos; muy buenos en economías desarrolladas, con alta madurez de sistemas políticos y estabilidad en lo macroeconómico; pero muy malos en economías subdesarrolladas como la nuestra, que no han podido todavía resolver los problemas de desigualdad y pobreza. La teoría tributaria está vinculada a conceptos de igualdad, desarrollo, ingresos y riqueza. La historia del pensamiento económico tiene constantemente pensadores que hacen referencia a los tributos. Podríamos hablar del aporte de Adam Smith, David Ricardo, Thomas Hume, Henry George, entre otros. En el documento que ahora presentamos, tenemos una breve descripción del nacimiento de la institución rectora de los impuestos en el país, del Servicio de Rentas Internas, SRI. Analizamos a breves rasgos el proceso de su creación. Continuamos en nuestro análisis, con los ingresos del país y cuál es su composición, exponemos nuestros criterios sobre este aspecto, se analiza luego, la recaudación tributaria del IVA, ICE y Renta, relacionando la recaudación de cada uno de ellos con los ingresos, al final ubicamos las conclusiones de este estudio.

The Article 31.1 of the Spanish Constitution includes the principle of progressivity as a characteristic of the tax system. This paper studies the content of the principle and its relation to other constitutional principles, as well as the limited control function developed by the case-law of the Constitutional Court. It also analyses the historical evolution of the application of this principle, evidencing the links between Spanish legislation and the European/Western context. Finally, it proposes potential future evolution trends towards a strengthening of the principle of progressivity. ; El artículo 31.1 de la Constitución española recoge el principio de progresividad como característica del sistema tributario. Este trabajo estudia el contenido del principio y su interacción con otros principios constitucionales, así como la limitada función de control desarrollada por la jurisprudencia constitucional. Analiza también la evolución histórica de la aplicación del principio, mostrando las conexiones entre la normativa española y el contexto europeo/occidental. Finaliza planteando posibles vías de evolución futura del sistema para un fortalecimiento del principio de progresividad.

Entre 1980 y 2003 en Colombia se llevaron a cabo ocho reformas tributarias, en los años de 1983, 1986, 1990, 1992, 1995, 1998, 2000 y 2003. La mayoría de estas reformas tuvieron como objetivo el aumento de los ingresos tributarios para asegurar así el equilibrio de las finanzas públicas a corto y mediano plazo. Si bien las diversas reformas tributarias lograron incrementar los ingresos del gobierno, los efectos de cada una fueron transitorios, lo que obligaba a realizar una nueva reforma. Ello contrasta con el aumento del gasto público que ha sido inflexible a la baja. Este trabajo lleva a cabo un diagnóstico del sistema impositivo colombiano desde 1980 hasta el año 2003, prestando especial atención a los efectos que han tenido las reformas tributarias sobre la estructura de los impuestos y los recaudos. Así, se analiza la estructura impositiva colombiana incluyendo los impuestos de renta, IVA, impuesto a la Gasolina y ACPM, impuesto de Aduanas, impuesto de Timbre, y Gravamen a las Transacciones Financieras. Adicionalmente, se estiman las elasticidades de los diversos impuestos para el periodo 1980-2003, y se examinan los factores asociados a las variaciones de los recaudos tributarios. Por último, se lleva a cabo un análisis de equidad y eficiencia a través de la simulación de tres reformas tributarias. Los resultados muestran que, si bien entre 1980 y 2003 hubo un aumento importante de los ingresos del gobierno, las reformas tributarias de este período no han logrado incrementar la productividad de los impuestos de manera permanente, y por lo tanto no han tenido los efectos esperados sobre los ingresos tributarios a mediano plazo. ; Between 1980 and 2003 eight tax reforms took place in Colombia, in 1983, 1986, 1990, 1992, 1995, 1998, 2000 and 2003. Most of these reforms sought to increase tax revenues in order to alleviate fiscal imbalances in the short, medium and long term. Although these reforms increased tax revenues, the effects of each of the reforms were transitory, forcing the government to carry out a new tax reform every few years. This contrasts with the increase in public expenditure which has been much more structural. This paper carries out a diagnosis of Colombia's tax system from 1980 to 2003, paying special attention to the effects of the various tax reforms on the country's tax structure and revenues. We analyze the income tax, the valueadded tax, the tax on fuel, the customs tax, the notary tax and the Financial Transaction Tax. Furthermore, we estimate the elasticity of the different taxes and study the factors associated to changes in tax revenues. Finally, we carry out three simulations of tax reforms in order to study certain aspects of equity and efficiency for Colombia's tax system. The results show that, although tax revenues increased significantly between 1980 and 2003, the tax reforms that took place during that period did not have important effects on tax productivity, and therefore, on revenues in the medium term.

Venezuela, a lo largo de su vida republicana, en el plano del financiamiento de su gestión fiscal, se ha caracterizado porque depende de variables exógenas, que han escapado al control del Estado, fuertemente condicionado, por el volumen y los precios de las materias primas exportables (agrícolas, pecuarias y/o petroleras). Expertos y comisiones diversas han hecho énfasis en una reforma fiscal que contribuya otorgarle cierto grado de autonomía a la base de ingresos del Estado, sobre todo el ejercicio del poder tributario, mediante el ajuste de impuestos ya existentes o la creación de otros tipos impositivos. Es en este marco que se está discutiendo una propuesta para crear un impuesto general al patrimonio de las personas naturales. El objetivo del presente trabajo es plantear una reflexión en torno a esta propuesta, abordando el tema de manera sistemática considerando aspectos jurídicos y metajurídicos, asociados a la introducción del impuesto citado. La metodología empleada es documental y se concluye realizando algunas apreciaciones conexas con la pertinencia u oportunidad política de la creación de dicho tributo, en el marco de un nuevo paradigma para comprender el ejercicio ético del poder tributario, en el cuál las necesidades del Estado, se correspondan con los principios generales del sistema tributario. ; Venezuela, along its republican life, related with financing its fiscal management, has been characterized because depends on external variables, which have escaped the control of the State, that has been strongly conditioned by the volume and the prices of exportable materials e raw (agricultural, livestock and/or oil). Experts and special committees have emphasized in a tax reform, in order to help give some autonomy to the revenue of the State, especially the exercise of taxing power by adjusting existing taxes or creating other tax rates. It is the context behind the discussion of a proposal for a general property tax for natural persons. The aim of this study is to raise a reflection on this proposal, addressing the issue systematically considering legal and meta-legal aspects, associated with the introduction of this tax. This paper deals with taxation, profits of firms and welfare. More specifically it analyses the effect of a lump sum tax on a noncompetitive market with free entry. The main result is that there are relevant situations in which the tax increases the profits of the incumbent firms. Unfortunately this goes with a reduction in consumer suplus (and in social welfare measured by consumer surplus, plus profits of firms plus revenues of the Government). But a way is suggested and some examples given in which that problem can be overcome.

Los gobiernos, en la búsqueda del desarrollo y el crecimiento económico de su respectivo país, buscan la manera de garantizarlos a través de la elaboración de sus planes de desarrollo y de sus presupuestos anuales, apoyándose en sucesivas reformas tributarias. En Colombia, caso que nos ocupa, se analiza el papel que han tenido las reformas tributarias aprobadas entre los años 1986-2014 y la forma como participan en la ejecución del Presupuesto de la Nación (PN), identificando si estas reformas están más inclinadas al sostenimiento del Estado que a la propia motivación para lograr el anhelado crecimiento económico.

The article considers the peculiarities of the formation and implementation of tax policy in the development of the digital economy, reveals current problems, and substantiates the need to change the tax system. The directions of compensation of the reduction of income from the labor tax through automation and introduction of artificial intelligence in technological processes are defined and the forms of taxation of digital commerce are offered. The research methods were scientific abstraction, logic, graphics, visual reflection, analytics. It has been proven that the process of digitalization of the economy in combination with the crisis caused by COVID-19 causes many risks that must be considered when developing tax policy. Emphasis is placed on the implementation of a tax policy based on digital transformation, which stimulates innovation, ensures efficiency, and improves the quality of tax services. Increasing the use of digital technologies has been shown to create challenges in many areas of public administration, including taxation. It concludes that there is a need for broad international cooperation to prevent tax evasion, ensure tax transparency and develop new tax approaches and software.

ilustraciones, tablas ; Este trabajo busca establecer el efecto de la variación del impuesto al precio del tabaco sobre la financiación del Sistema General de Seguridad Social en Salud colombiano, considerando el mercado ilegal de cigarrillos y los efectos en el consumo. Teniendo como referencia a Schafferer et al (2018), y usando información de los periodos 2017 a 2019, sobre consumo de cigarrillos y precios tanto del mercado legal como ilegal, se estima un modelo de panel de datos a nivel departamental a partir del cual se establecen diferentes escenarios de incrementos en el precio de cigarrillos y se analiza su impacto en términos de recaudo fiscal. Los resultados evidencian que el incremento del impuesto al tabaco en el país genera aumento en el consumo ilícito de estos productos, lo cual impacta negativamente los objetivos de salud pública de reducir el consumo de tabaco, e impacta el recaudo fiscal del impuesto puesto que se deja de percibir ingreso fiscal debido al mercado ilegal. (Texto tomado de la fuente) ; This work seeks to establish the effect of the variation of the tobacco excise tax on the financing of the Colombian General Social Security System in Health, considering the illegal cigarette market and the effects on consumption. Following Schafferer et al (2018), and using information from the periods 2017 to 2019, on cigarette consumption and prices in both the legal and illegal market, a data panel model is estimated at the departmental level from which different scenarios of cigarettes price increases and their impact is analyzed in terms of tax collection. The results show that the increase in the tobacco tax in the country increases the illicit consumption of these products, which negatively impacts the public health objectives of reducing tobacco consumption and impacts the tax collection of the tax since it is no longer received tax revenue due to the illegal market. Within the framework of the digital economy, the collaborative economy is based upon the idea of sharing instead of possessing. It is a concept that has seen constant, unstoppable and rapid growth as it uses computer platforms to share and exchange products and services that, in turn, expand to provide an open and clear threat to traditional businesses. At the same time, the phenomenon provides many opportunities and a number of challenges that call for a response. That is why its activities need to be regulated at both national and international levels to safeguard the rights of all the players involved, whilst also ensuring compliance with their obligations, particularly in terms of taxes.

The tax treatment of the collaborative economy is a complex and by no means unified issue, depending as it does upon the specific type of initiative in question and also the operator(s) involved. Furthermore, it is a phenomenon that must, on occasions, be dealt with from an international tax standpoint, since a number of different national tax systems may come into play at once as transnational transactions may be involved. To this end, there is a pressing need to establish forms of cooperation between tax authorities in areas such as information and collection to ensure proper implementation of taxation systems.
