Planning discharge from a psychiatric hospital from the social workers' perspective Planning discharge is the central task of social workers in a psychiatric hospital. Effective hospital discharge planning is a team process based on assessing needs and finding suitable responses to them. The research results show considerable inconsistency in this area, as the process of discharge planning is initiated at different times. It is especially the users' poor health that does not allow their wishes and needs to be consistently considered, and prevents user participation and autonomy. Consequently, patronizing practices are inevitable. Being treated in a psychiatric hospital is still associated with considerable stigma. The research findings show that social workers feel as equal members of department teams and face plenty of ethical dilemmas at their work. Undergraduate studies have equipped social workers with a wide specter of theoretical and practical knowledge; however, they would like the study programme to be supplemented with health care topics.
For Le Corbusier, the architect was the authority on living and their role was to know what is best for humans, as it becomes evident from what he declares in The Athens Charter: "Who can take the measures necessary to the accomplishment of this task if not the architect who possesses a complete awareness of man, who has abandoned illusory designs, and who, judiciously adapting the means to the desired ends, will create an order that bears within it a poetry of its own? The paper is focused on the critique of the principles of the Athens Charter and its relation to the attempt to strengthen the articulations between architecture and its social, economic and political context. It examines Team 10's intention to replace the four functions — dwelling, work, recreation and transport — of the Charter of Athens by the concept of the "human association", on the one hand, and to incorporate within the scope of architecture reflections regarding the impact of scale on the design process, on the other hand. The CIAM X was structured around two groups representing the two conflicting generations. As Nicholas Bullock notes, in Building the Post-war World: Modern Architecture and Reconstruction in Britain, the group representing the older generation focused on the work of CIAM since its foundation in the form of a charter similar to the Athens Charter, while the group representing the younger generation tried to extend the work of CIAM to rethink, as Alison and Peter Smithson noted in 1956, "the basic relationships between people and life". The goal of the CIAM X, held in Dubrovnik between 19 and 25 July 1956, was to challenge the assumptions of the Charter of Habitat. During this meeting, which neither Le Corbusier nor Walter Gropius attended, the younger generation consisting of Aldo van Eyck, Jacob Bakema, Georges Candilis, Shadrach Woods, and Alison and Peter Smithson established a new agenda for mass housing, "Habitat for the Greater Number". It was at this CIAM meeting that the Smithsons presented their "Fold Houses". A number of meetings preceding the CIAM X were held in London, Doorn, Paris, La Sarraz, and Padua. The main objective of this paper is to show how the debates that preceded the CIAM challenged the Charter of Habitat.
V institucionalni ureditvi Evropske unije je Evropski parlament (EP) tisti, ki direktno zastopa vse Evropejce, s čimer Uniji postavlja demokratične temelje. Pri tem igra pomembno vlogo njegova medijska prisotnost, če želijo politične skupine znotraj parlamenta svoje volivce povezati in jim učinkovito predstaviti delo te temeljne institucije. Dovoljšno pozornost morajo nameniti komunikacijskim strategijam, s pomočjo katerih občinstvo informirajo, želijo pa seveda (pri)dobiti tudi njihovo podporo ; govorimo lahko o političnem marketingu. V magistrskem delu analiziram, kako to počne Skupina naprednega zavezništva socialistov in demokratov (S&D) v EP, kako učinkoviti so pri komuniciranju z državljani ter kaj so pri tem izzivi in priložnosti. Analiza pogovorov z medijsko ekipo politične skupine S&D je pokazala, da v glavnem ubirajo tri načine: komuniciranje s pomočjo tradicionalnih medijev – preko sporočil za javnost, s povečano aktivnostjo na družbenih omrežjih in s politično iniciativo v obliki interaktivnih dogodkov po Evropi. Svojo komunikacijo poskušajo ne glede na kanal ali formo čim bolj poenotiti, jo narediti pan-evropsko in predvsem razumljivo vsakdanjemu državljanu, kar pa je zaradi kompleksnosti evropskih politik mnogokrat izziv. Nadalje sem ugotovila, da pri zastavljanju komuniciranja v imenu 27 držav članic pomembno vlogo igrata multikulturnost in večjezičnost. Kot najbolj učinkovit pristop v svoji komunikaciji so v medijski ekipi navedli čim večjo personifikacijo in osebni stik, za kar skušajo kar se da povečati sodelovanje z evropskimi poslanci. ; Among the bodies of the European union it is the European Parliament (EP) that directly represents all the Europeans, laying down the Union's democratic foundation. In that context, its media presence is playing an important role if the Parliament's political groups are to connect with their voters and effectively present to them the EP's work. A communication strategy has to be set out in order to determine how to inform the audience and, of course, gain their support ; essentially, we talk about political marketing. In my master's thesis, I analyse how the Group of the Progressive Alliance of Socialists and Democrats (S&D) in the EP is doing that, how effective they are in communicating with the citizens, and what are the challenges and opportunities. I interviewed the S&D's media team, which showed me that they mainly communicate in three ways: through traditional media – with press releases, with increased activity on social media, and through a political initiative in the form of interactive events across Europe. They try to make their communication as pan-European and understandable to everyday citizens as possible, no matter the channel of communication, which is often a challenge due to the complexity of European policies. Furthermore, the analysis showed that multiculturalism and multilingualism play an important role when trying to communicate on behalf of the 27 Member States. Finally, personalising their messages as much as possible proved to be a successful approach, for which they try to increase the cooperation with the Members of the European Parliament.
POVZETEK MEDNARODNI KAZENSKI PREGON IN ČLOVEKOVE PRAVICE TUJIH TERORISTIČNIH BORCEV Avtor: Rok Petročnik Mentorica: izr. prof. dr. Vasilka Sancin V magistrski nalogi sem raziskoval nastanek fenomena tujega terorističnega borca, njihov mednarodni kazenski pregon in kršitve njihovih temeljnih človekovih pravic v domačih kazenskih pregonih. Varnostni svet OZN je leta 2014 na podlagi VII. poglavja Ustanovne listine OZN sprejel Resolucijo 2178, ki podaja opis tujega terorističnega borca, vendar ne loči med oboroženimi spopadi in terorizmom. Resolucija 2178 opisuje tujega terorističnega borca kot posameznika, ki potuje v tujino z namenom izvedbe ali sodelovanja v terorističnem napadu, medtem ko je tuji borec posameznik, ki odpotuje v tujino z namenom pridružitve oboroženim spopadom. V raziskavi sem prišel do sklepa, da trenutno ne obstaja mednarodni kazenski pregon tujih terorističnih borcev, saj pregon izvajajo države same pred nacionalnimi sodišči. Varnostni svet OZN je pregon tujih terorističnih borcev preložil na države članice OZN, in sicer z vzpostavitvijo različnih odborov za nadzor izvajanja sankcij Varnostnega Sveta, kot so Sankcijski odbor 1267 in Skupina za analitično podporo in nadzor sankcij. V primerih Nada, Ahmed in Abdelrazik so nacionalna sodišča zaradi kršitev temeljnih človekovih pravic s sodbami razveljavila državne upravne akte, ki so vpeljevali sprejete protiteroristične resolucije Varnostnega sveta. Podobno je naredilo sodišče EU v primeru Kadi, kjer je bila razveljavljena uredba, ki je vpeljala sankcije Varnostnega sveta. Sodbe nacionalnih in sodišč v EU so bile glavni dejavnik za spremembo mednarodnopravnega okvirja terorizma OZN in za posledično večji poudarek na spoštovanju temeljnih pravic, ki jih zagotavlja Evropska konvencija o človekovih pravicah. ; ABSTRACT INTERNATIONAL PROSECUTION AND HUMAN RIGHTS OF FOREIGN TERRORIST FIGHTERS Author: Rok Petročnik Mentor: Vasilka Sancin, PhD, Professor In master's thesis i explored the emergence of the foreign terrorist fighter phenomenona, international prosecution of foreign terrorist fighters, and the violation of the fundamental rights of foreign terrorist fighters in domestic prosecutions. UN Security Council in 2014 adopted Resolution 2178 under Chapter VII of the UN Charter. However, while the Resolution outlines the description of a foreign terrorist fighter, it fails to distinguish between armed conflicts and terrorism. Resolution 2178 defines foreign terrorist fighters as individuals who travel to a state other than their states of residence or nationality for the purpose of the perpetration, planning, or preparation of, or participation in, terrorist acts or the providing or receiving of terrorist training, including in connection with armed conflict, while foreign fighter is an individual who travels abroad with intention to join armed conflict. The research led to the conclusion that there is currently no international prosecution of foreign terrorist fighters because states carry it out before national courts. UN Security Council has placed the burden of prosecuting foreign terrorist fighters on UN Member States by establishing different committees monitoring the implementation of the Security Council sanctions, such as the 1267 Committee and the Analytical Support and Sanctions Monitoring Team. In the cases of Nada, Ahmed and Abdelrazik, national courts due to violations of fundamental rights, repealed national administrative acts that introduced the adopted UN Security Council counter terrorism resolutions. The Court of Justice of the EU made a similar decision in the case of Kadi by repealing the regulation introducing the UN Security Council sanctions. Judgements of national and EU courts were the main factor in changing the UN terrorism framework in terms of international law, thus shifting the focus on the respect of fundamental rights as guaranteed by the European Convention on Human Rights.
Uvod in opis problema: Obravnava bolnikov s tujki v dihalih je stresna situacija, saj je potrebno hitro ukrepanje s strani operacijske ekipe, ki sodelujejo pri obravnavi bolnika. Tujke odstranjujemo v splošni anesteziji z bronhoskopijo oziroma s togim bronhoskopom, ki je endoskopska tehnika za pregled sapnika ter proksimalnih delov bronhijev ter odstranjevanje tujkov iz dihal. Metodologija: V retrospektivni presečni raziskavi smo pregledali podatkovno bazo bolnišničnega informacijskega sistema MEDIS UKC Maribor v desetletnem obdobju od leta 2005 do leta 2015. V raziskovalni vzorec smo vključili bolnike z vključitvenimi kriteriji diagnoz iz Mednarodne klasifikacije bolezni in sorodnih zdravstvenih problemov (MKB-10). Nadalje smo iskali po šifrantu Klasifikacije terapevtskih in diagnostičnih postopkov (KTDP) ter po opravljenih posegih s šiframi posegov. Nato smo v magistrskem delu s slikovnim materialom opisali postopek toge bronhoskopije. V zadnjem delu smo na simulatorju prikazali možnost umetnega predihavanja preko togega bronhoskopa. Rezultati: V desetletnem obdobju je bilo na oddelku za ORL in MFK obravnavanih 38 primerov suma na tujek v dihalih. V 24 primerih je šlo za pediatrične bolnike. Najmlajši je bil star 1 leto, najstarejši 14 let. Tujek, ki je bil v dihalih najpogosteje, je bil arašid. Najpogostejša lokacija zagozditve tujka je desni glavni bronhij, in sicer v 19 primerih. Najpogostejša napotna diagnoza bolnikov, napotenih na oddelek za ORL in MFK, je sum na tujek. Tako kot je pri otrocih razlog aspiracije tujkov raziskovanje okolja ter smejanje, govorjenje pri hranjenju, je pri odraslih vzrok spremljajoča osnovna bolezen. Od 14 primerov pri odraslih je bilo 8 bolnikov hospitaliziranih s spremljajočimi boleznimi. Sklep: Največ tujkov smo zasledili pri otrocih v starosti med 1 in 3 leti. Tako kot je pri otrocih razlog aspiracije tujkov raziskovanje okolja, tekanje, smejanje in govorjenje pri hranjenju, je pri odraslih vzrok spremljajoča osnovna bolezen. Najpogosteje je bil tujek zagozden v desni glavni sapnici. Najpogostejši tujek pri otrocih je bil arašid, pri odraslih jabolko. ; Introduction and description of the problem: Treatment of patients with foreign bodies in the respiratory system, is a stressful situation, since a rapid action is required from the operating teams, involved in a patient management. Foreign bodies are removed under general anaesthesia with a bronchoscopy or with a rigid bronchoscope, which is a technique for an endoscopic inspection of the trachea and for proximal parts of the bronchi and removing foreign bodies from the respiratory tract. Methodology: In a retrospective cross-sectional, study we have examined a database of hospital information system MEDIS UKC Maribor, the ten-year period, from 2005 to 2015. The research sample included patients with inclusion criteria diagnoses from the International Classification of Diseases and Related Health Problems (ICD-10). Later on, we were searching in the codebook Classifications therapeutic and diagnostic procedures (KTDP) and the work done by the codes interference. Then we had the master's work with imagery to describe the process of rigid bronchoscopy. In the last section we had a simulator to show the possibility of artificial ventilation through the rigid bronchoscope. Results: In the ten year period, the Department of ENT and MFK dealt with 38 cases of a suspected foreign body in the respiratory system. In 24 cases pediatric patients patients were involved. The youngest was one year old, the oldest fourteen years old. The object that was most often in the respiratory system was a peanuts. The most common location of the entrapment of the foreigner is in the right main bronchus and in the 19 cases. The most common referral diagnosis of patients, referred for ENT and MFK department, is suspected foreign body. Just as in children's cases, where the reasons for the aspiration of foreign material are environmental research while laughing and, speaking during feeding, the adult's cases are accompanied by basic cause of disease. Eight of fourteen adult's patients were hospitalized with the concomitant illness. Conclusion: Most foreign bodies were seen in children aged between one and three years. Just as in children's case, where the reason for aspiration of foreign bodies, are environmental research, running, laughing and talking despite the feeding, the adult's cases are accompanied by the cause underlying disease. Mainly, a foreign object was jammed in the right main bronchi. In children's cases a peanut was the most common foreign body, while for adults this was an apple.
