This article examines negotiations expected to be conducted during actual implementation after entry-into-force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). It analyzes the negotiations to be undertaken with regards to on-site inspection (OSI) procedures, and their unique character as post-agreement negotiations (PAN) is identified. In particular, the OSI negotiations will be conducted at the Executive Council (EC) level and will analyze whether violations of the treaty have occurred. This discussion further explores another level of negotiation that will occur during the OSI, between the inspected state and the inspection team, concerning the technical details of implementation. Our analysis demonstrates how these inspection negotiations will likely have an impact, well beyond the OSI itself, on the PAN in the EC regarding OSI, and further on PAN in policymaking organs, and thus on regime evolution. Los estudios sobre el saber especializado y su vinculación con el saber político –dentro de los cuales se destacan los relacionados con los economistas– han privilegiado la escala nacional del análisis. En este trabajo ponemos el foco en la escala subnacional y analizamos las trayectorias y la configuración del elenco de funcionarios que condujo el Ministerio de Economía de la provincia de Buenos Aires entre 1987 y 2007. Por un lado, consideramos las principales fuentes de su formación: los estudios universitarios en la Universidad Nacional de La Plata, y la actividad política en el marco del movimiento de la renovación peronista. Por el otro, reconstruimos los atributos y condiciones que, en el ejercicio de la función pública, hicieron de este colectivo un equipo y, al mismo tiempo, marcaron sus alcances y sus límites. A la luz de todo ello, la caracterización de este colectivo trasciende los estereotipos habituales (políticos, técnicos y burócratas), y permite reponer la densidad del trabajo estatal expresada en la conjunción tanto de los saberes consagrados por medio de credenciales, como de aquellos logrados en el ejercicio de la función pública. ; In studies on specialized knowledge and its links to political knowledge, those related to economists stand out. This kind of studies have given priority to the national scale of analysis. In this paper we focus on the subnational scale and we analyzeboth the individual trajectories and the group configuration of the public officials leading the Ministry of Economy of the province of Buenos Aires between 1987 and 2007. On one hand, we consider their profiles: education at the National University of La Plata and political activity in the Peronist movement. After the withdrawal of Serbian units from Kosovo in the second half of 1999, we could witness Kosovo being transformed into an unstable area while the KLA became the informal ruler of the country with de facto unrestricted authority. Several originally classified documents leaked into the public domain in the last two years. These were authored by various international institutions, and they indicate the involvement of former KLA high officers and current leading Kosovar politicians in the illegal trade with organs of Serbian POWs. During the unofficial investigation of the whole issue, there appeared several obscurities and controversies that cast a bad light on the passive and often rather opportunistic approach of the international community, which has, moreover, repeatedly failed to protect key secret witnesses. However, the report of Dick Marty and the establishment of the EULEX Special Investigation Team headed by Clint Williamson give us some hope that the investigation will bring tangible results and the whole case will be legitimately closed.
