The information technology is increasingly shaping human life. Thanks to it, the quantity of publicly accessible information has been extremely enlarged. There is also a greater number of people who use these information actively, which should make more space for the development of communication culture. However, there are certain problems. The information technology deprives man of many natural ways of communication. In spite of everything, man needs it. Then again, when using the information technology, he should not let himself to be a mere slave, but he should aspire to become the subject - an active agent of the process with all characteristics that make him human. In this work, the author analyses three basic requisites for the establishment of a comprehensive information system in Croatia: contemporary worldview, the latest state-of-the-art technology of the electronic media and the new rhetoric of tele-dialogue/polilogue. The author claims that, regarding the implementation of the latest technology, Croatia is on a par with the world (since we have links with the satellite and optical system and the number of the INTERNET subscribers is growing). However, the situation with the growth of political culture is not so rosy, since the media are still far from a constructive polilogue and mostly stoop to the ad hominem rhetoric. The bleakest situation is in the unpreparedness of journalists and citizens for active, participatory communication in powerful polilogist electronic media. + That is why the author advocates a speedier progress in all subsystems, since only through the synergetic linking of the new communicational technology with the new rhetoric of the polilogue, as well as with the responsibility of all the participants in public communication, a comprehensive Croatian information system may be developed. The history of nuclear energy, as one of the possible ways out of energy crisis and the transition into the post-oil period is analysed Since its discovery, nuclear energy has been used for military purposes and consequently shrouded in mystery and volatility. The coalition formed during World War II found the new legitimacy for the continuation of nuclear power use via its programme "Atoms for Peace". The atomic bomb has evolved into atoms for peace, a complementary means by which the USA have been trying to secure global domination through nuclear technology. The programme has not achieved its objectives, although external conditions should have warranted that. (SOI : PM: S. 260)
The paper analyses the development of journalism from practice to theory and outlines the stages in the formation of the science of journalism or novitology. As an interdisciplinary, synthetic science, novitology connects everyday journalistic practice and meta-theoretical deliberations on the scope and the potential of journalism as a social function. While cogitating on the general tasks of journalism, the author focuses on the creation of news, their dissemination, fostering awareness of the methodological instruments, the moral dimensions of journalism, and the modern media technology. All these chain-links should be connected in the journalistic science; also, the relationships and inter-relations among universal, particular, and individual disciplines within the system of novitology should be analysed by means of a systematic methodology. The author describes the evolution of philosophical foundations of the mechanical and the organic principle, from Spencer to Whitehead as well as Durkheim's first application of these principles (mechanical and organic solidarity) and their sociological extensions as a form of sociability (L. V. Wiese, Gurvitch). And finally, the author gives a detailed review of the application of the mechanical and the organic as a structure of organisation in the science of management (Burns, Stalker, and later theoreticians). The mechanical and the organic principles identily the structure of being, society and organisations from the point of view of the capacities of individuals and their involuntary or voluntary ties. The mechanical and the organic are also the poles between which the structure of an organisation varies depending on strategy, size, technology and environment. (SOI : PM: S. 256)
The Kosovo crisis once again brought the powerful, unscrupulous and destructive Milosevic media apparatus into the spotlight. This is nothing new nor surprising for all those who have been covering his political ascent from the very beginning, but this time he used his heaviest artillery, never mincing words nor flinching from using all possible means to achieve his ends: to justify the genocidal policy and rallying Serbs once again around the well-known platform of national unity and Greater Serbia rhetoric. On one side, we had a well-oiled media machine that mercilessly rolled over everything on its way, not respecting any basic journalistic principles, not to mention ethics. On the other side, there were the most powerful world media, aggressive, assertive, equipped with the state-of-the-art technology, but with one major flaw: these are mass media, not a propaganda machinery. Two completely different structures clashed head-on. Thus, the media in war turned into the war of the media, a totally unfair war between a powerful propaganda machine and democratic media. Nothing is more prone to errors than newspapers. Croatian newspapers (dailies, magazines and a few journals) were studied during a several- month period in 1997. The review is not comprehensive, nor have all the pages been scanned, since this would require a sort of analysis for which there were no necessary funds nor researchers. Nevertheless, the picture of the typical newspaper errors is all-inclusive. The errors which are a result of haste, hard working conditions and obsolete technology are bearable and excusable. However, flagrant carelessness shows disrespect for readers and the profession. Even worse is ignorance. Journalism is advancing fast, but there are certain well-known basics which can be easily learned. There is no excuse for ignorance-based errors, as there is no justification for a surgeon who would - due to ignorance - amputate a healthy instead of a diseased leg. But, what to say about the intentional, deliberate distortion of facts? It is unforgivable not to inform the public about the opinions of the President or the Governor of National Bank or to give a true dimension to a crime. This side of journalism must be rectified by educated professionals who respect the rules of the profession and whose primary concern are not ideological connotations and drifts. (SOI : PM: S. 198)
The aim of this article, through an analysis of Veljko Vujacic's text and other pamphlets and manifestos by the Serbian political elite, was to show that the Serbian elite and the Serbian society have not got rid of their nationalist bias in explaining the events which led to the disintegration of the former Yugoslavia. They claim that the main culprit for this failure was the communist national policy and the failure to use adequate means (meaning Rankovic's technology of violence) in order to preserve the unity of the state. The second part of the article serves to demonstrate how Weber's view on the politics of power does not suffice to explain away the bolshevist and the communist form of the populist Serbian nationalism. The moment when the former Yugoslav political elite split into the anticommunist and anticentralist on the one hand, and the bolshevist and the centralist on the other, there was no possibility for a compromise. The third part suggests that Vujacic (and not only he) thinks that a way of overcoming the Serbian "dominant" nationalism is the catharsis of Serbian intellectuals and the Serbian society. However, as the latest events and proclamations of the Serbian elite show, his is a solitary case. (SOI : PM: S. 37)
Slobodan protok roba, usluga, ljudi i kapitala, razvoj informacione i komunikacione tehnologije, učinili su da lokalni problemi postanu globalni. Finansijska kriza 2007. godine vrlo brzo je postala globalna. Pandemija kovida-19 izazvala je svetsku zdravstvenu krizu, koja je ubrzo prerasla u ekonomsku, uz pretnju da postane i društvena kriza. Makroekonomski troškovi pandemije ogledaju se u padu bruto domaćeg proizvoda (GDP), rastu nezaposlenosti, povećanju fiskalne i eksterne neravnoteže. Fiskalna politika je u svim zemljama bila okosnica ekonomske politike u borbi protiv posledica pandemije. Ono što se sa sigurnošću može reći je da je šok pandemije pogodio ekonomiju i sa strane agregatne tražnje i sa strane agregatne ponude. U radu pokušavamo da sagledamo kako je pandemija delovala na privrede zemalja Zapadnog Balkana, sa kolikim privrednim padom su se suočile u 2020. godini. U radu takođe analiziramo koliko su javni sektor, zdravstvo i obrazovanje bili efikasni u borbi protiv posledica pandemije. ; The free flow of goods, services, people and capital, and the development of information and communication technology have all made local problems global. The 2007 financial crisis very quickly became global. The COVID-19 pandemic caused a worldwide health crisis, which quickly became an economic one, with threats of becoming a social one as well. The macroeconomic costs of the pandemic are visible in the form of shrinking GDP, the rise of unemployment, as well as fiscal and external imbalance. In all countries fiscal policy was the cornerstone of economic policy in the fight against the consequences of the pandemic. What we can say for certain is that the shock of the pandemic hit the economy both from the aspect of aggregate demand, as well as aggregate supply. In this paper we take a look at how the pandemic affected the economies of the Western Balkan countries, and the scale of the economic downturn they will face in 2020. We will also analyze how effective the public sector, the medical system, and education have been in the fight against the consequences of the pandemic.
Mixed government, which is commonly regarded as a distinctly medieval form of government, is relevant also to contemporary constitutional states. It is the best form of government, since the aristocratic element is a continuous source of virtue, especially of justice, and a check not only on the executive, as the monarchical element which is the seat of political power, and the legislature, as the democratic element which expresses the will of the majority, but also groups and institutions that have the might and will to impose themselves as oligarchies. Mixed government is also the form of government that is practised by most developed contemporary constitutional states: USA, UK, France, Switzerland, Germany etc. European nobility is the original aristocratic institution, by virtue of the fact that it was a system for the transfer of both virtue and general conditions of life. Three institutions that emerged in the late Middle Ages assumed structures and functions of the nobility. + The first is the clergy. When, as a result of the differentiation of feudal society ethical and intellectual virtues of the nobility could no longer maintain general conditions of life, the clergy, by virtue of their abstract knowledge that ranged from philosophy and theology to law and medicine, became a class of new experts in generalities and thereby a new aristocracy. The second modern aristocratic institution is the judiciary, which has a structure and function similar to earlier aristocracies. The task of judges is to establish the highest virtue o constitutionalism. It is justice by law, which regulates general conditions of life in the state and society. What qualifies judges for the task is expertise in the new generality. The expertise includes not only education and experience in law but also impeccable private life and demonstrated professional ethics. + The third modern aristocratic institution is the profession, whose most important instance is the legal profession. It shares its structure and function partly with the judiciary and partly with other professions. It seems that modern professions are degenerating. In the key area of data processing, due to rapid changes of technology, professions as systems of the transfer of virtue do not even seem to be possible. Professional aristocracies are replaced increasingly by oligarchies of capitalists and technocrats. (SOI : PM: S. 111)
The issue of the competitive position is not only a question of growth and development, but above all, survival. On the long run, it determines the position of any country any economic entity and essentially chooses its further fate. Measured by various parameters, but special attention is drawn to the measurement of competitiveness based on the quality of the education system, the quality of staff which a country has and the state's role in creating economic policy based on competitiveness as measured by these parameters. Recognizing the growing importance of competitiveness, an analysis of competitiveness at the global level on the basis of various pillars is being introduced, and this measurement is called Global Competitivness Index. This is often the primary tool whereby states create their economic policy and identify areas that are ripe for change and improvement. What kind of economic policy a country will implemet depends on the degree of a country's competitiveness in the global market, with particular emphasis on those pillars that brought it to such a position. With strengthening of innovation, advances in information technology and the increasingly fast development at all levels of business, the education system represents an important segment which ensures competitive position of certain countries. Bosnia and Herzegovina, as a country ranked low on the competitive scale, owes its bad position inter alia to bad education system which produces low-quality staff who can not find a proper place in a very selective labour market. ; Pitanje konkurentske pozicije je ne samo pitanje rasta i razvoja, nego prije svega opstanka. To sa sobom, dugoročno posmatrano, pozicionira bilo državu bilo privredni subjekt i bitno opredjeljuje njegovu daljnu sudbinu. Mjeri se preko različitih parametara, ali posebnu pažnju privlači mjerenje konkurentnosti na osnovu kvaliteta sistema obrazovanja, kvaliteta kadrova kojim jedna država raspolaže kao i ulogom države u kreiranju ekonomske politike na osnovu konkurentnosti mjerene prema ovim parametrima. Shvatajući sve veći značaj konkurentnosti u praksu se uvodi analizu konkurentnosti na globalnom nivou preko različitih stubova, i to mjerenje naziva se Globalni indeks konurentnosti. To je često osnovni alat prema kojem države kreiraju svoju ekonomsku politiku i identifikuju područja koja su zrela za promjene i usavršavanje. Kakvu ekonomsku politiku će određena država voditi zavisi od stepena konkurentnosti zemlje na svjetskom tržištu, sa posebnim osvrtom na one stubove koji su je doveli do te pozicije. Sa jačanjem inovativnosti, napretkom u sferi informacionih tehnologija i sve bržim razvojem na svim nivoima poslovanja sistem obrazovanja, predstavlja važan segment na osnovu kojeg se ostvaruje konkurentska pozicija određene države. Bosna i Hercegovina kao zemlja koja je nisko rangirana na konkurentskoj ljestvici, svoju lošu poziciju između ostalog duguje i lošem sistemu obrazovanja, koji proizvodi nekvalitetan kadar koji ne može da nađe adekvatno mjesto na vrlo probirljivom tržištu radne snage.
In this paper, we consider the relationship between the entrepreneurial state and the crisis (caused by economic and non-economic reasons and vice versa). Thus, it is about the interactive attitude of the entrepreneurial state in resolving the crisis and the impact of the crisis on the further development of new economic competencies and competencies of the state in the economy. The entrepreneurial state is seen as an entrepreneur and one of the most important economic actors, which accepts long-term investment risks, bearing in mind the broader picture and the common good. The development of new technologies and new technology companies in the United States and other developed countries has been possible, thanks to the investment of the American entrepreneurial state and its agencies. We start from the assumption that the American crisis, in 2008. caused by high debts, the private sector, not the US public debt, which today is enormously high and skyrocketing. At the heart of this consideration is the thesis that the classical economic theory of non-interference of the state in economic life, which stands aside in the recent era of the development of global capitalism, does not hold water. On the contrary, it turns out that government risky investment in the long run is the basis of a modern economy in which the private sector can develop only on the premises of this huge investment in the development of modern new technologies. Most innovation today and research institutes in the United States are due to the investments of the American state. The paper discusses the impact of the crisis on the understanding of the entrepreneurial state and its role in innovation, the role of new technologies and innovations in economic growth, entrepreneurial state and risks, entrepreneurial state and knowledge economy, entrepreneurial state in "pushing" versus "pulling" the green industrial revolution and the cost of investment, innovation, and development of the American entrepreneurial state. ; U ovom radu razmatramo odnos preduzetničke države i krize (izazvane ekonomskim i neekonomskim razlozima i vice versa). Dakle, riječ je o interaktivnom odnosu preduzetničke države u rješavanju krize i uticaju krize na dalji razvoj novih ekonomskih ingerencija i nadležnosti države u ekonomiji. Preduzetnička država se posmatra kao preduzetnik i jedan od važnijih ekonomskih aktera, koji prihvata rizike ulaganja na dugi rok, imajući na umu širu sliku i opšte dobro. Razvoj novih tehnologija i novih tehnoloških kompanija u SAD i drugim razvijenim zemljama bio je moguć zahvaljujući investiranju američke preduzetničke države i njenih agencija. Polazimo od pretpostavke da su američku krizu 2008. godine izazvali visoki dugovi privatnog sektora, a ne javni dug SAD, koji je danas enormno visok i vrtoglavo raste. U osnovi ovog razmatranja stoji teza da klasična ekonomska teorija o nemiješanju države u privredni život, koja stoji po strani u najnovije doba razvoja globalnog kapitalizma, ne drži vodu. Naprotiv, pokazuje se da je državno rizično investiranje na dugi rok u osnovi savremene ekonomije u kome privatni sektor može da se razvija samo na premisama tog golemog ulaganja u razvoj modernih novih tehnologija. Većina inovacija danas i istraživačkih instituta u SAD duguje ulaganjima američke države. U radu razmatramo uticaj krize na shvatanje preduzetničke države i njene uloge u inovacijama, ulogu novih tehnologija i inovacija u privrednom rastu, preduzetničku državu i rizike, preduzetničku državu i ekonomiju znanja, preduzetničku državu u "guranju" nasuprot "podbadanju" zelene industrijske revolucije, koristi i cijene investiranja, inovacije i razvoj američke preduzetničke države.
Европска унија представља по много чему специфичну међународну организацију. Њено основно и препознатљиво обележје је наднационалност у креирању и спровођењу јавних политика. Настала удруживањем ресурса угља и челика брзо је прерасла у зону слободне трговине и сарадњу држава чланица у питањима као што је атомска енергије. Европска интеграција од свог почетка до данас зна искључиво за проширење чланства и повећање броја области сарадње на добровољној основи. Да ли ће међународне околности у којима се ЕУ налази данас и односи са другим међународним организацијама одбрамбеног карактера допринети већој интеграцији држава чланица ЕУ у домену одбране основна је тема овог рада. Трагање за различитим сценаријима развоја заједничке безбедносне политике ЕУ зависи пре свега од међународне институционалне и безбедносне архитектуре у Европи и свету, историјско политичких трендова у развоју европске интеграције, правног оквира ЕУ и међународног стратегијског окружења. Савремене међународне организације, посебно оне са преовлађујућим обележјима наднационалности (у конкретном случају ЕУ) имају тенденцију да у области одбране и безбедности комбинују наднационална обележја са међувладиним у покушају да што ефективније искористе структуру организације за остваривање њених циљева и интереса, али без већег преноса надлежности са држава чланица на саму организацију. ; The European Union represents in many ways a specific international organization. Its basic and recognizable feature is that of supranational policy and decision making. It was created by pooling the resources of coal and steel which had quickly developed into a free trade zone and ever closer Union in many policy areas. European integration from its inception to the present days was all about expanding membership and increasing the number of areas of cooperation. Namely widening and deepening of the EU was on the agenda. Will the current international circumstances and relations with other international defense organizations contribute to deepening integration in the field of defense is to be researched in this work. Search for different scenarios in the development of EU Common Security and Defense policy depends primarily on the international institutional and security architecture in Europe and the world, the historical political trends in the development of European integration, the EU legal framework and international strategic environment. Contemporary international organizations, especially those with the prevailing supranational characteristics (in this case the EU) tend to combine intergovernmental and supranational approach in the area of defense and security in an effort to more effectively utilize the structure of the organization for the realization of its goals and interests, but without significant transfer of powers from Member States on the organization itself. The main goals and interests of the EU integration in the field of defense and security are to (1) ensure durable and everlasting peace among member states, (2) to address common security challenges, risks and threats autonomously or in cooperation with other States and/or international organizations, (3) pool and share resources leading to more effective achievement of military economic interests, mainly through the development and transfer of military technology and equipment. In addition to the mentioned goals and interests, (4) particular interests of the Member States would be to improve their own political, economic and military performance. EU Integration in the field of defense, may rest in the future on (1) the current state of integration (status quo), (2) progress in areas that are not conflicting with the individual interests of key actors in the European arena (3) the deepening of integration leading to progressive framing of common defense policy with an ultimate goal to establish common defense. (4) The fourth model is possible and has been seen in the other EU policy areas.
