The article is devoted to the coverage of the use of Blockchain technology in the field of public administration. The foreign experience of using Blockchain technology (Estonia, USA, Japan, Brazil, Ghana, Honduras, Georgia, UAE, the Netherlands and Sweden) has been analyzed, as well as prospects for its introduction in Ukraine. Examples of the implementation of Blockchain technology in Ukraine in providing public and public services to legal entities and individuals are presented. The main advantages and disadvantages of this technology are defined, the main principles of work of the Blocckhain are formulated. In addition, the main problems with which the Ukrainian government can meet, when using the distribution register (Blockchain) in public administration is indicated. Particular attention is paid to Blockchain technology as a means of bureaucracy and corruption in public authorities.
Actuality. The actuality of the research lies down in the specificity of the restaurant business, as a service sector, which provides people with improving their quality of life, as well as implementation of innovative management technologies in the restaurant business sphere. Purpose. The main objective of the research is to analyze the current situation of the innovative technologies applying for the purpose to improve the effectiveness of restaurant facilities in Ukraine and abroad. The methodology of the research includes the systematization of information about how the restaurants facilities sphere are established and developed. The scientific concepts and theoretical developments of domestic and foreign scientists in the sphere of marketing, economy of enterprises, as well as current Ukrainian legislation are the basis of the theory and methodology of the research. Results. The scientific originality of the article is the identification of needs to apply the innovative technologies effectively with the aim to improve the efficiency of the restaurant business facilities, and to determine the basic principles of the implementation such technologies in consideration with type of restaurant facility and innovation nature. Conclusions and discussion. The article emphasizes that in the current Ukrainian realities the restaurant business sphere is only in the process of formation due to problems of the current economic and political situation in country. It is noted that one of the most powerful tool to raise competitiveness and to stimulate business activity in the sphere of restaurant industry is the further implementation of innovative approaches at the restaurants. It is concluded that effective implementation of innovations by the subjects of restaurant facilities must be carried out effective planning of business in general and planning of innovative activities in particular. Introduction. In the past few decades there has been a revolution in computing and communications, and all indications are that technological progress and use of information technology will continue at a rapid pace. Informational technologies (IT) affect all of the social processes in the societyboth globally and for each separately taken country and region. Nowadays we are talking about informational society and "global village", in which the main problems and tasks are ways for the acquisition, storage, processing and dissemination of information, and also its accumulation and systematization. Now information is resource and commodity. The result of this is the creation and development not only of new industries, new jobs, new science, but also until recently extinction of traditional occupations and industries classic.Purpose of the article is to describe some issues in the field how the information technologies influence humans, their existence and social processes. What is their role for human development? Is it a new revolution? Theory keeps arguing about heading to "informational" or "network" society, and the effect from global transformations to human civilization. Results. Many people say that technologies have direct influence to the public relations. The newest trends in these systems, their role of the adolescents and how internet changes peoples` mentality has been researched for years. On one side we can see the negative consequence – people think that all the entertainments, access to information and technology improvement could lead to increase crisis in communication. Another negative results of the technology, is the total loss of privacy and private space, as well as the permanent digital connection with the working place. Concerns are each and every aspect of our life will be monitored and recorded from the Government, conglomerates and even – banks. Conclusions. As it became clear, decade after decade the technology and technological innovations are becoming more and more popular among researchers. It can be summarized that there are two main opinions, on the completely opposite ends – first one is the positive – the technology brings joy and happiness, and the other one – the negative – that technology will destroy the mankind. They are dozens of researches, thoughts, developments and expectations. We are aware of the interest of the impact of technology upon life. Researching the influential mechanism and impact of new technology upon society, culture and values, became invariable part of scientific knowledge. As an addition of the above, it can be summarized that the past time and space oriented limits today are being overcome. Working with network communication environment is an everyday practice now.

The problem of information distortion is related to the dissemination, accumulation and processing of data in the information society. Distortion of information is a certain attributive feature of human communication, and therefore, the ability to better understand and recognize it – is important for almost all spheres of public life. There are many reasons for the distortion of information, but they are mainly related to: hostile competition; conflict of opposing interests; falsification of facts, deliberate introduction of society into a deceptive state; "Erroneous" or even false explanations, conclusions and interpretations; creating a "non-existent reality" and to achieve victory over the enemy and discredit him. In practice, the greatest distortion of information is observed in the planning of works, in oral orders and in decision-making. Distorted information can be: 1) impulsive – it is noise of various nature, radio waves, special transmitting devices, as well as: fatigue, inattention, excessive emotionality; 2) episodic, which involves the extraction of information data and information provided at the appropriate time and context. There is also a strategic distortion of information, which is aimed at the gradual creation of the desired image (state, party, individual). It is determined that inaccurate messages are distributed by the main subsystems and their elements: the state, political parties, specialized services, WMC, corporations and agencies. Unreliable and unreliable data are constantly "flowing" from one area to another: intensifying and exacerbating conflicts and intensifying contradictions in society – creating crisis situations in the state. The foreign experience of using block chain technology (USA, Japan, Brazil, Ghana, Honduras, Georgia and Sweden) and the prospects of its implementation in Ukraine are analyzed. Examples of using block chain technology in Ukraine during electronic auctioning, land registration and land management are presented. The main advantages and disadvantages of this technology are identified; the main principles of block chain operation are formulated. The main risks of using a distributed registry (block chain) in public land management are outlined. Sequence of transmission and transformation information based on block chain's technology in the system of land resources management is submitted.
The subject of the research is the scientific, technical and innovation policy of the EU countries in the field of defense. The purpose of writing the article is to determine the possibilities of scientific and technical cooperation of Ukraine with the EU countries in the field of defense based on the study of ways and directions of development of the European defense industry. Methodology of work – methods of analysis and synthesis (in the systematization of innovation in the European defense industry); method of systematic generalization – to determine the features and problems of cooperation between Ukraine and the European Defense Agency. Results of work – The growing role of innovative development in the system of international military–technical cooperation is determined. It is noted that the difference between defense and civil science and technology is actually disappearing, and the speed of the civil technological process is projected to increase steadily. It is proved that the formation of a common European arms market requires new, more liberal rules of the game, which would significantly increase the level of competition in it and strengthen the position of European countries in the global weapons market. It has been shown that joint defense programs within the EU make it possible to unite and redistribute efforts to increase the EU's military capabilities and authority. It is determined that for the development of national defense industry on the basis of investment and innovation strategies it is objectively necessary to use the experience of European countries, which will allow integrated and rational use of existing potentials of basic and applied science, industrial production, training and investment resources. The article considers the relationship between politics and morality, reveals the interaction of political technologies and socio-moral norms. The main types of political technologies are analyzed and selected according to the degree of legality and interaction with the norms of public morality: "white", "gray" and "black" technologies of influence. The use of political technologies during election campaigns is substantiated. The concept of "political technology" is revealed. The main limits of the combination of political technologies and social and moral norms are outlined. The paper presents the main types of technologies according to the degree of their legality. The concepts of "political advertising", "black PR", "information technology", "civil society" are revealed. The article investigates that civil society is an expression of the prevailing social and moral norms and their mouthpiece. Socio-moral norms reflect the degree of development of a society, affirm its values and principles. The use of "black" PR by politicians and political technologists and forbidden, illegal methods of struggle reflects not only the low moral qualities of a particular person, but also to some extent the degree of public morality, the assertion of democratic values of society. In developed democracies, the use of prohibited political technologies is much lower, as their values are based on high moral standards based on constitutional norms and legal principles. The level of political culture increases the vigilance of the electorate regarding the use of "dirty, forbidden methods" in politics. The higher the level of legal awareness and political culture, the more pragmatic voters become who, with the help of a stable civil society, oppose attempts at political manipulation. The level of education of citizens has constant consequences for the system, namely the requirements for political struggle in the form of honesty and transparency, the use of "white" technologies and the gradual extinction of dirty political technologies. At present, in today's world of globalization and cybernetics, political technologies are constantly changing and improving, which in the future will raise questions about the relationship between morality and politics. ; У статті розглянуто співвідношення політики та моралі, розкрита взаємодія політичних технологій та суспільно-моральних норм. Розкрито поняття «політична технологія». Проаналізовані та виділені основні види політичних технологій за ступенем легальності та взаємодії із нормами суспільної моралі: «білі», «сірі» та «чорні» технології впливу. Обґрунтовано використання політичних технологій під час виборчих кампаній. Окреслено основні межі поєднання політичних технологій та суспільно-моральних норм. У роботі наведені основні різновиди технологій за ступенем їх легальності. Розкриті поняття «політичної реклами», «чорного піару», «інформаційних технологій», «громадянського суспільства». У статті наголошено, що громадянське суспільство є виразником пануючих суспільно-моральних норм та їх рупором. Суспільно-моральні норми відображають ступіть розвитку певного суспільства, затверджують його цінності та принципи. Використання політиками та політтехнологами «чорного» PR та заборонених, протиправних методів ведення боротьби відображає не тільки низькі моральні якості конкретної людини, але й певним чином ступінь суспільної моралі, затвердження демократичних цінностей суспільства. У розвинутих демократичних суспільствах показники використання заборонених політичних технологій значно менші, адже їхні цінності базуються на високих моральних стандартах, в основі яких лежать Конституційні норми та правові принципи. Рівень політичної культури підвищує пильність електорату щодо застосування у політиці «брудних, заборонених прийомів». Чим більший рівень правової свідомості та політичної культури, тим більш прагматичними стають виборці, які за допомогою сталого громадянського суспільства протидіють спробам політичної маніпуляції. Рівень освіченості громадян несе за собою незмінні наслідки системі, а саме вимоги до політичної боротьбиу вигляді чесності та прозорості, використання «білих» технологій та поступове відмирання брудних політичних технологій. У сучасному світі епохи глобалізації та кібернетизації політичні технології постійно змінюються та вдосконалюються, що у подальшому буде викликати питання щодо співвідношення моралі та політики.
In the CRUNT TEMPUS project, e-pedagogy of using ITC learning environments was used. The importance of the cryptocurrency and blockchain technologies market as a result of globalization processes of monetary and financial relations and the emergence of the digital economy were determined. It was emphasized that blockchain technologies equate the role of traditional financial intermediaries through the creation of decentralized payment systems. The advantages of blockchain are: decentralization of reliability, saving time and resources, protection of personal data. In modern conditions, three main directions of blockchain implementation have emerged: cryptocurrency, smart contracts, IT applications (digital platforms, digital ecosystems). The prospects for the development of blockchain technologies are linked to the application in different spheres of economy. For example, the "smart contract" was embodied in the second-generation blockchain system "ethereum", which embedded small computer programs directly into the blockchain system, what allowed the electronic display of financial instruments such as loans or bonds, not just cash, such as bitcoin. Approaches to the state regulation of the blockchain technology market were considered and the existing world experience of state regulation of the blockchain was summarized. Foreign experience shows that in countries where the state pays attention to blockchain technologies, there is an effective economic development. It is proved that the experience of countries such as China, USA, Singapore, Estonia demonstrates the effectiveness of a systematic approach to public administration of blockchain technologies. In these countries, more blockchain patents have been implemented, and in China, the development of blockchain technology and the blockchain industry is a part of the national information development plan, which is actively supported at the federal and municipal levels. The purpose of the article is to describe the concept of "spindoctoring" in the field of information communication; to study the application of this modern political technology as an instrument of state interests during the Russian war against Ukraine.Research methodology. A set of methods has been used in the course of scientific development. The research of spindoctoring as a modern political technology has been carried out on the basis of analysis and systematization of the works of the scientific community. The collected facts have been synthesized by means of monitoring and content analysis; the obtained data have been systematized and interpreted.Results. Based on the study of the scientific developments the approaches to the modern understanding of the category of spindoctoring as a relevant political technology have been updated and 7 of its main practices have been identified. They include: detention of «bad» information (is published much later in time); ambiguous information (when a message with a positive value may be superimposed on an extremely negative message); distracting attention or dissipation of focus of the audience; parallel increase of "beneficial" toxicity (when negative actions, deeds, etc. of one party can be an excuse in the information field of world public opinion for the existence of such); reinterpretation of one's own negative situation; interspersing of natural elements into artificially created situations; isolation of the opponent.Novelty. The features of the implementation of distributed registry technologies in e-governance are explored in the article. Large volumes of information require new solutions and means of processing it. Blockchain technology enables these tasks to be accomplished, providing a high level of data protection and transaction reliability. It has been found that decentralization, implemented through blockchain technology, has a qualitative effect on reducing the level of bureaucracy, increasing the level of automation of processes and increasing public confidence in the government.Blockchain technology has been found to be increasingly used by leading countries in the world to optimize service delivery and reduce the cost of administration and regulation of intergovernmental transactions. Examples of implementation of blockchain technology in different countries of the world and mechanisms of functioning together with the governments of these countries are considered. Prospects for the concept of digital self-government in public administration are defined.The main advantages and purpose of new technology in the transformation of e-governance have been identified. The implementation of a distributed registry system for the government has the effect of reducing economic costs, time and reducing the risk of information mismanagement. The article introduces new opportunities that blockchain technology offers to government agencies, including quickly access the right data while processing large amounts of information.Also, blockchain technologies can potentially be used as an information infrastructure for the exchange of information between public administrations. Розглянуто приклади реалізації блокчейн-технології в різних країнах світу й механізми функціонування спільно з урядами цих держав. Визначено перспективи ведення концепції цифрового самоврядування у сфері державного управління.Виявлено основні переваги та призначення нової технології в трансформації електронного урядування. Упровадження системи розподіленого реєстру для уряду впливає на скорочення економічних витрат, часу та зниження ризиків хибної обробки інформації. У статті розкрито нові можливості, які пропонує технологія блокчейн для державних установ, зокрема швидко отримувати доступ до потрібних даних й одночасно обробляти великі обсяги інформації. Також технології блокчейн потенційно можуть використовуватися як інформаційна інфраструктура для обміну інформацією між державними адміністраціями. Однією з проблем упровадження блокчейну в урядові процеси є метод реалізації технології. Засоби її застосування не є цілком досконалими й багато зусиль, щоб державні структури змогли адаптуватися під нововведення та почати функціонувати в повному обсязі.
