International cooperation of cities is a crucial part of multi-level governance, yet, nowadays, it is facing new challenges, such as the pandemic or the growing role of populist movements, not to mention the war in Ukraine. The research goal of the paper is to determine what drives cities to participate in the Pact of Free Cities and what the perspectives of such an enterprise are. To reach this goal, the authors attempt to answer questions regarding the Pact's intentions, methods of achieving its objectives and chances to do so, possible EU interest in this kind of initiative, and chances that other cities will be inspired to follow. Do cities want to bypass governments, or are there other reasons for establishing such cooperation? This exploratory case study aims to show a new form of city cooperation introduced by the Pact of Free Cities initiative.
This paper is to explain Arnold Pacey about the neutrality of technology which was written in 1983 in the book The Culture of Technology. The author is interested in connecting the neutrality of new media technology that is revolutionizing human life in the 21st century. As if the world is borderless and has no boundaries, the exchange of information is so fast but there are also many negative impacts. The hegemony of technology companies such as Silicon Valley, Shenzhen, Stockholm, Tokyo, and Bengaluru is a concern for technology neutrality as well as data security and privacy. The author concludes that technology must be balanced with user media literacy. The government must also have special regulations to maintain the security and convenience of its people's data.

The transfer of hard technologies from developed rich countries in the North is seen to encourage the emergence & growth of elites & dictatorial regimes in the developing poor countries of the South. These elites & dictators obtain, maintain, & promote their privileges by exploiting the larger poor populations in the country. In the process, the human rights of the poor populations are debased. Concepts of technology are developed, describing the technological worldview. The transfer of technology follows from the confluence of interests between national elites, who perceive their self-interest in technology, & multinationals, who find profits in such transfers. 3 Tables.
