Engl. Zsfassung u.d.T.: Nature, science and technology - the image of Finland through popular enlightenment texts 1870 - 1920
A hundred years ago in July, thanks to the advancement of medical technology, the first human received the vaccine Bacille Calmette-Guérin—or BCG—to prevent tuberculosis (TB), a disease that killed at least 20% of the European population during the 19th century. Since then, hundreds of millions of lives have been saved by BCG, as well as other vaccinations for dangerous diseases. However, although TB is quite preventable and curable, it remains the leading cause of death from a single infectious agent in the world. It is an example of how humans can invent technologies to improve and save lives but fail to do so because of unevenly distributed resources, lack of media coverage, and other economic, political, and sociological realities that determine the uses and targets of technologies. ; nonPeerReviewed

Academic cognition and intelligence are 'socially distributed'; instead of dwelling inside the single mind of an individual academic or a few academics, they are spread throughout the different minds of all academics. In this article, some mechanisms have been developed that systematically bring together these fragmented pieces of cognition and intelligence. These mechanisms jointly form a new authoring method called 'crowd-authoring', enabling an international crowd of academics to co-author a manuscript in an organized way. The article discusses this method, addressing the following question: What are the main mechanisms needed for a large collection of academics to collaborate on the authorship of an article? This question is addressed through a developmental endeavour wherein 101 academics of educational technology from around the world worked together in three rounds by email to compose a short article. Based on this endeavour, four mechanisms have been developed: a) a mechanism for finding a crowd of scholars; b) a mechanism for managing this crowd; c) a mechanism for analyzing the input of this crowd; and d) a scenario for software that helps automate the process of crowd-authoring. The recommendation is that crowd-authoring ought to win the attention of academic communities and funding agencies, because, given the well-connected nature of the contemporary age, the widely and commonly distributed status of academic intelligence and the increasing value of collective and democratic participation, large-scale multi-authored publications are the way forward for academic fields and wider academia in the 21st century. ; peerReviewed

This chapter describes the general history of research and development work in the Finnish pulp and paper industry from the mid-nineteenth century until roughly 1990, a period that witnessed it undergo drastic changes because of the altered political environment in Europe and general globalization. In addressing its subject, this chapter is mainly concerned with the operation of paper mills, but it also addresses the related subjects of technical research, formal higher education and work-related, practical learning. 1800-luvun lopulla Englannissa syntynyt Arts and Crafts -liike halusi tehdä taiteesta ja tuotannosta demokraattisempaa. Liikkeen merkittävin edustaja oli runoilija, käsityöläinen ja sosialisti William Morris. Nykypäivänä avoimen lähdekoodin filosofia ja vertaistuotantotavat yhdistettynä 3D-tulostusteknologiaan edustavat samankaltaista filosofiaa tuotannon demokratisoinnista kuin Arts and Crafts -liike 1800-luvulla. 3D-tulostus on uusi teknologia, jolla tietokonemalleista voidaan helposti luoda fyysisiä kappaleita. Arts and Crafts -liike vastusti konetyötä, joten kysymys koneen roolista taiteen tuhoajana ja taiteen pelastajana 1800-luvun lopulta nykypäivään on tutkimuksessani keskeinen. Tutkin Arts and Crafts -liikettä erityisesti sen isähahmon William Morrisin luentojen pohjalta mutta pohdin myös muiden ajattelijoiden tekstejä. 3D-tulostuksen ollessa vielä hyvin uusi teknologia pohjaan tutkimukseni siitä akateemisten artikkelien ohella myös uutisartikkeleihin, populäärikirjallisuuteen, videoituihin luentoihin sekä itse tekemiini haastatteluihin. Vertaistuotantoa sekä avointa lähdekoodia käsittelevät jaksot perustuvat akateemiseen kirjallisuuteen. Tutkimukseni on kulttuurikritiikkiä ja sovellan siinä vertailevaa analyysiä. Arts and Crafts -liikettä, 3D-tulostusta ja siihen liittyviä filosofioita yhdistävät halu tuoda tavaratuotanto lähemmäksi tavallista ihmistä. Niitä yhdistävät myös ajatukset vapaasta yhteistoiminnasta, laadun tavoittelusta voittojen sijaan sekä eräänlainen sosialismi. Uuden teknologian myötä tulevaisuudessa saattaa ilmetä kehitystä Arts and Crafts -liikkeen toivomaan suuntaan. Taiteen, käsityön ja konetyön käsitteet ovat jatkuvassa muutoksessa. Lewis Mumfordin käsitteiden pohjalta voidaan väittää, että koneen rooli taiteen tuhoajana tai pelastajana on riippuvainen koneen käyttäjän ideologiasta tai filosofiasta.

Research summary We explore the qualitative differences in entries and exits over time. Using qualitative and quantitative data on 96 firms over 200 years, we study industry evolution from the perspective of individual decision‐making situations. Our historical and statistical analyses reveal the vital role of technology investments in determining firm outcomes, and the technological, institutional and governance dynamics that lead firms to invest or to abstain. Our main theoretical and methodological contribution concerns the importance of the multiplicity of firm‐level rationalities and decisions as fundamentals in theorizing on industry evolution. Managerial summary What determines firm outcomes in terms of acquisition, dissolution and survival? This paper answers this crucial question of strategy and elaborates on the extent to which the outcome is under top management control. Our findings highlight the importance of technology investments and we identify factors that make such investments possible and profitable. Our results emphasize that firms weighing options must assess the economic meaningfulness of generational technology investments which result in narrowing profit margins and intensifying competition. Another insight concerns the management of political risks. Long‐term fluctuations in regulation and foreign trade policy make it hazardous to optimize to the contemporary political regime. Skillful strategists invest in geographical and technological complexity, which in combination increase the chances of survival in rapidly changing political regimes. ; peerReviewed

This research is grounded in the planning concept of Integrated Solid Waste Management (ISWM). ISWM was developed to promote sustainability in the waste management for developing countries. Waste managers and policy makers in developing countries have been adopting the principles of ISWM into their waste strategies for several decades. But despite their many efforts, still important problems remain, as is the case of low collection coverage, lack of proper treatment of the different waste types, high dependency on final disposal sites and even in some cities uncontrolled dumping is still accepted as the only way to handle the waste. For that reason, waste management in developing countries needs to adopt new managerial visions and implement new technical solutions to provide a more sustainable and effective service. To do so, governments, waste managers, policy makers need to focus all their efforts in doing very well informed decisions when planning or improving their waste strategies. The main aim of this thesis, was to study the concept of ISWM from the technology point of view, and proceed with the adjustment of "Compendium of Sanitation Systems and Technologies (CSST) 2nd revised edition" (Tilley et al., 2014) within the framework of ISWM. CSST is a well-known planning tool in the field of sanitation for developing countries to manage waterwaste and excreta. So that in this thesis, the structure of CSST was adjusted for the management of solid waste. The research was carried out using as a research method 'qualitative content analysis', whereby public reports issued by relevant international organizations in the field of waste management were analyzed to construct the structure of the new compendium of ISWM. As result, the new compendium of ISWM contains a robust structure composed by: five (5) functional groups (or waste services), thirty-tree (33) sanitation technologies and thirty-five (35) products (inputs/outputs). This tool can be used either as a planning tool, communication tool or as a simple source of inspiration to contemplate the most suitable technological options and what they have to offer. The structure here presented is meant as well, to invite other researchers interested in waste management to continue the process of adjustment of CSST for solid waste management, to provide the field with a new source for planning or improving waste systems in developing countries.

Modernin tekniikan eli teknologian aikakauden voidaan nähdä alkaneen teollistumisesta. Sitä määrittää eri työvälineiden ja kulttuuristen suhteiden yhteen kietoutuneisuus, tuotantoprosessien monimutkaistuminen ja resurssi-intensiivisyys. Laajentuva teknosfääri – teknologisen järjestelmän kokonaisuus – on laadultaan olio, jossa "tekniikka" ja "logiikka" ovat sekoittuneet laskelmoiduksi, ulkoistetuksi ja automatisoiduksi "teknologiikaksi", jota pitää liikkeessä ulkoiset resurssipanokset. Teknologiaan ja teknosfääriin liittyy kosolti sosiaalisia ja ekologisia ongelmia. Näiden ongelmien perkaamisen ohella päähuomiomme tässä kirjoituksessa on kokoavan teknologiakäsityksen luonnostelemisessa vaihtoehdoksi vallitseville teknologiaymmärryksille. Hahmottelemme tätä otetta etenkin Marxin ja Heideggerin ajatusten viitoittamana. Tavoitteemme on edistää kokonaisvaltaisemman ja refleksiivisemmän teknologiakeskustelun syntyä, jossa otetaan huomioon teknologian keskeiset ongelmat, säilyttäen kuitenkin avoimuus sille, että teknologia ja sen kehittäminen voivat tuoda mukanaan muutakin kuin massasukupuuttoja ja eriarvoisuutta.

El uso de las nuevas tecnologías está revolucionando el mundo de la comunicación en nuestras sociedades. Dos cambios de paradigma representan esta revolución: por un lado, la mayor apertura y horizontalidad de la comunicación pública y, de otro, la difusión de información administrativa constituyen dos de los principales cambios para el derecho público. Este trabajo intenta contribuir al debate jurídico mediante la presentación de una norma de nuevo cuño: se trata del principio de neutralidad tecnológica. Adoptado por las leyes pero desconocido por los juristas, este principio nos ayudará a comprender la nueva posición de Administración y ciudadanos en la construcción de una sociedad autogobernada de acuerdo con el principio democrático.
Teknologia berrien erabilerak iraultza ekarri du gure gizarteetako komunikazio mundura. Iraultza horrek bi paradigma-aldaketa ekarri ditu: batetik, komunikazio publikoa zabalagoa eta horizontalagoa izatea, eta bestetik, administrazio-informazioaren zabalkundea. Biak aldaketa handiak dira zuzenbide publikoren arloan. Lan honek ekarpena egin nahi dio eztabaida juridikoari sortu berria den arau bat aurkeztuz: teknologia-neutraltasunaren printzipioa, hain zuzen ere. Legeek jadanik onartutako printzipioa baina legelariek oraindik ezagutzen ez dutena, printzipio horrek lagunduko digu ulertzen Administrazioaren eta herritarren zeregin berria printzipio demokratikoa ardatz duen gizarte autogobernatua eraikitzeko orduan.
The use of new technologies is revolutionizing the world of communications in our societies. Two changes of paradigm express this revolution: on the one hand, the broader openess and over-arching effects of public communication, and on the other hand the diffusion of administrative information are two of the main changes for Public Law. This work tries to contribute to the legal debate by means of the introduction of a brand new norm: it is
the principle of technological neutrality. Incorporated in Acts but unknown among jurists, this principle will help us to understand the new position of Administration and citizens in the construction of a self-ruled society in conformity with the democratic principle.
Tämä tutkimus selventää suhteita turvallisuuden, riskien sekä kompleksisten sosio-teknisten järjestelmien välillä. Käsittely tapahtuu pääosin yhteiskunnallisella tasolla, mutta eri järjestelmiä ja niiden yleisiä sekä teoreettisia perusrakenteita tarkastellaan kokonaisuuden ymmärtämiseksi paremmin. Samalla pyritään parantamaan käsitystä niistä monista yhteisvaikutuksista joita eri järjestelmillä on toisiinsa ja miten ne vaikuttavat turvallisuuteen. Turvallisuus on tunnistettu olevan suhteellista ja käyttäytyvät eri tavalla todellisissa avoimissa järjestelmissä ja avoimessa järjestelmien ympäristössä, verrattuna yksinkertaisiin järjestelmiin. Teknologia on alati läsnä nykyaikaisissa kehittyneissä yhteiskunnissa, joihin Suomikin kuuluu. Siksi verkottuneita digitaalisia teknologioita ja niiden kehitystä on tarkasteltava samanaikaisesti sosiaalisten näkökohtien ja toimintojen kanssa. Koska turvallisuus on subjektiivinen asia, seuraa kysymys siitä, miten sitä tuotetaan ja hoidetaan sosiaalisin – usein poliittisin – ja teknisin keinoin. Maailmassa, jossa aina ajatellaan turvallisuutta ja riskejä, ja jossa turvallisuus usein nähdään tai saadaan näyttämään ehdottomalta ja kiistattomalta, kontrolli turvallisuudesta on vähemmän ja vähemmän niiden käsissä, jotka viime kädessä kärsivät niistä aiheutuvat haitat. Tutkimuksessa käsitellään myös miten järjestelmät voivat vaikuttaa kielteisesti turvallisuuteen sekä miten niitä käytetään hyödyn tavoittelussa siirtämällä kustannuksia ja kasvavia riskejä yhteiskunnan harteille. On luotu peittävä diskurssi, jolla estetään sekä kansalaisia määrittelemästä itsenäisesti niitä riskejä joille he ovat valmiit altistamaan itsensä, että uskotellaan asiantuntijaryhmän – valtiollisen tai ei – olevan ainoa oikea lähde, jonka tulisi määritellä, mikä on parasta ihmisille. Tätä dekonstruoidaan tulkitsemalla Suomen yhteiskunnan turvallisuusstrategiaa (2010), käyttäen sovellettua versiota Critical systems heuristics menetelmän rakenteista, tuoden esiin joitain taustalla olevia olettamuksia. Analyysi asiakirjasta osoittaa, että monimutkaisessa sosio-teknisessä järjestelmässä on useita vaikutusväyliä, jotka vaikuttavat päätöksiin turvallisuudesta ja riskeistä, ja että yksilö ei ole keskeisin hyötyjä turvallisuus ja valmiusjärjestelyjen järjestelmistä tällä hetkellä. --- This thesis explores the relations of security, risk, and to some extent safety, in complex sociotechnical systems. Focus is mostly on the societal level, but basic and theoretical structures of systems in general are looked at while trying to increase the understanding about the multitude of interactions that various systems have to each other and how those affect security. Security is identified to being relative and behaving differently in real open system environment when compared to simple systems. Technology is ubiquitous to a modern developed society, and Finland is one of them. This is why digitised and networked technology and its development need to be looked at the same time as social aspects. As security is a subjective matter, it becomes a matter of how it is managed in social – often political – and technical means. In a world that is constantly thinking of security and risks, where security is often seen or made to seem as absolute and unquestionable, control is less and less in the hands of those who pay the burden for it. It is discussed how systems may be counter productive to security as well as be used to create profit while transferring the costs as even greater risks to the society. There is a façade of discourse that both precludes citizens from defining on their own which risks they are willing to expose themselves to, and creates the illusion that a group of experts – governmental or not – is the one and only source that should be trusted to define what is best for people. This is deconstructed by reading Finnish government's Security Strategy for Society (2010) while applying a version of Critical Systems Heuristics as framework, for bringing forth some of the underlying assumptions. Analysis of the document shows that in a complex sociotechnical system there are several avenues of influence that affect decisions concerning security and risk, and that an individual is not the central benefiter of the security and preparedness systems at the moment.

En este trabajo se presentan los resultados del estudio Delphi realizado en 2007 sobre la situación de Andalucía en el horizonte de 2020 atendiendo a once bloques temáticos. Estos once bloques temáticos, divididos en un ámbito social y otro de corte económico-tecnológico, incluyen las siguientes áreas de atención: cohesión social, educación, mujer, política y democracia, políticas sociales, urbanismo, cultura y estructura económica, flujos económicos, mercado de trabajo, sostenibilidad, y tecnología y desarrollo. El estudio Delphi, de dos oleadas y en el que participan medio centenar de expertos, proporciona la información base para crear una jerarquía de relevancia de tendencias, así como para identificar áreas de especial riesgo y factores clave en el desarrollo social y económico de Andalucía para el horizonte de 2020. ; Lan honetan Andaluziak 2020aren inguruan izango duen egoerari buruz 2007an egin zen Delphi azterlanaren emai tzak aurkeztu dira, hamaika bloketan banatuta. The study analyses eleven fields which were considered of great importance: education, gender, politics and democracy, social policies, urban planning, culture and economic structure, economic flows, market work, sustainability, technology and development. We carried out a two-waved Delphi study where at about fifty experts were involved. The study provided basic information to develop a hierarchy of importance of trends in Andalusia considering 2020 horizon. The study helped to identify risky areas and key factors which could trigger social and economic development of Andalusia by 2020.
