One can look at the arrival of New Public Management & the extensive public sector reforms inspired by this theory from many angles. Here we examine the shift from long-term contracting, typical of bureaucracy & traditional enterprises, to short-term contracting, borrowed from private sector governance methods. Short-term contracting has three principal uses in the governance of the public sector: (1) contracting with service providers after a tendering/bidding process; (2) contracting with the CEOs of the incorporated public enterprises; & (3) contracting with executive agencies about what they should deliver. Theoretical analysis, supported by substantial empirical evidence, suggests that short-term contracting eliminates the extensive postcontractual opportunism connected with long-term contracting, but is vulnerable to precontractual opportunism. Short-term contracting is not just another public sector reform fad, but constitutes a new tool for government that increases efficiency when handled with prudence. 1 Table, 53 References. Does the sociology of organisations shed light on the responsibility of economic, social and political actors? A priori, its view and work programme are largely devoted to elucidating a scientific mystery which, a priori, does not fall within the scope of the responsibility register itself. However, the methods of reasoning it uses and the information it treats deserve attention, since they complement a facet of reality that is often ignored by both legal and common meanings: the consequences resulting from the operation of groups of actions called organisations, quasi-organised systems or inter-organisational networks; ; International audience How far does sociology of organization help understand how far economic and political actors are responsible in legal terms about specific consequences of their acts and non-acts? This article analyzes the allocation of the government budget to civilian and military expenditure by two rival countries that are involved in an arms race. We compare the consequences of myopic (period by period) planning versus rational (long-term) planning and show that although myopic planning is always favorable for both countries, they are likely to become locked in a prisoners' dilemma equilibrium in which they plan rationally. The prisoners' dilemma equilibrium results in higher stocks of weapon systems and lower welfare for both countries. We also find some evidence of the existence of a prisoners' dilemma equilibrium in the current Israeli-Syrian arms race. Generally, this article suggests that solving military/political conflicts that evolve into an arms race by relying only on military might is an expensive and suboptimal solution. Each country should identify this phenomenon and attempt to take it into account in its decisionmaking by using appropriate policy alternatives. There are two major policy options in this case. The first option is to reach some kind of agreement with the rival (directly or through a third party). The second option is to institute force multipliers techniques.
