It additionally discusses the issues related to the attempt to answer the question of whether a system of counter-terrorism should take into account the gender of members of terrorist organizations, and whether the increasing threat of female terrorism may be one of the catalysts behind institutional and legal changes. Furthermore, the development of female terrorism in other regions of the world is analyzed.

The article analyzes transformation of the ideological factor of terrorism in 21st century. The author emphasizes transition from grand narratives (Marxism, fascism) to little narratives of new social movements. In his opinion terrorism without ideology is more dangerous than ideological terrorism.

The article discusses main evolutionary trends in terrorism after 9/11. Analysing the phenomenon globally and with reference to the concept of so called "new terrorism", the articles points out the continuation of majority of trends in terrorism' evolution from the past, particularly on motivational and organizational level. The study stresses, however, significant quantitative growth in terrorist acts and changes in their geographical distributions. In addition, the article analyses reasons why the risks of super- and cyberterrorism did not materialized fully in last decades.

The premise of this text is to analyze by means of selected examples the issues related to the broad definition of security, and modern and developing terrorist migration. Moreover, the aim of this paper is to approach the subject in question from the perspective of the current legal state by means of the formal and dogmatic method, but also by means of the method of criticism and analysis of the literature, which will allow a full understanding of the shape, functioning and causes of errors of modern security bodies. The above will influence the formulation of de lege ferenda postulates in the conclusion. The European Union is based on solid foundations. So how does globalisation, in its broadest sense, affect the world around us and the elementary values of the modern world? Modern terrorism, which strikes at the security of developed countries, is undoubtedly a global phenomenon that also sows fear for normal existence in one's own country. Unrestricted, cross-border terrorist activity is leading to intra-community division. This is the result of internal conflicts over common values. The surveillance and detection of migrants from outside the European community who are criminals is becoming a more difficult task with time. This is due to the fact that terrorist organisations operate according to a well-defined plan, creating extensive networks and recruiting new members for their groups in many countries simultaneously. The fight against terrorism is being waged on Europe's streets and in the homes and schools of its citizens. The struggle for security begins at the borders of European countries. What is crucial in this fight is the latest equipment and cooperation between security bodies, including the special services of all the countries of the European Union and NATO. It is essential to introduce appropriate legislation to limit the free movement of people who commit crimes and to develop methods to distinguish terrorists from economic migrants or refugees. The purpose of the article is to present the method of constructing the GTI index used for a multidimensional assessment of a terrorist threat. Next, using Ward's method, groups of EU countries similar in terms of the terrorism threat level will be identified. Particular attention was paid to the position of Poland, which due to its active participation in military operations in Afghanistan and Iraq, may be the target of a terrorist attack. The analyses show that Poland is in the group of countries with the lowest terrorism threat level. However, this threat cannot be underestimated. ; Celem artykułu była prezentacja sposobu konstruowania miernika GTI wykorzystywanego do wielowymiarowej oceny zagrożenia terroryzmem. Następnie przy użyciu metody Warda zidentyfikowano grupę krajów UE podobnych pod względem zagrożenia terroryzmem. Szczególną uwagę zwrócono na pozycję Polski, która z powodu aktywnego udziału w działaniach militarnych w Afganistanie i Iraku czy rozmieszczenia wojsk amerykańskich może być celem ataku terrorystycznego. Z przeprowadzonych analiz wynika, że Polska znajduje się w grupie krajów o najmniejszym zagrożeniu terroryzmem, jednak zagrożenia tego nie można lekceważyć.

Artykuł przedstawia stanowisko Parlamentu Europejskiego (PE) wobec kluczowych zagrożeń dla bezpieczeństwa UE, a zwłaszcza problemu proliferacji broni masowego rażenia i zjawiska terroryzmu międzynarodowego. Przeciwdziałanie tym zagrożeniom należy przede wszystkim do kompetencji państw członkowskich i międzyrządowych organów UE. Wynika to z faktu, że kwestie te wchodzą w zakres Wspólnej Polityki Zagranicznej i Bezpieczeństwa UE, w ramach której dominują międzyrządowe mechanizmy współpracy. W konsekwencji, rola PE w kształtowaniu polityki UE w kwestii przeciwdziałania proliferacji broni masowego rażenia i terroryzmu międzynarodowego jest ograniczona i sprowadza się przede wszystkim do wyrażania zawartych w rezolucjach niewiążących opinii. Jednakże przyjmowane przez PE rezolucje w tych kwestiach - mimo że nie wiążą pod względem prawnym - mają swoją istotną wagę polityczną i pozwalają PE, w przeciwieństwie do innych instytucji unijnych, wyrazić swoje stanowisko w sposób jednoznaczny i wyrazisty. Wynika to z faktu bycia przez PE jedyną ponadnarodową instytucją unijną mającą demokratyczną legitymację i mogącą sobie rościć prawo do sprawo¬wania parlamentarnej kontroli nad polityką UE w dziedzinie przeciwdziałania kluczowym dla bezpieczeństwa europejskiego zagrożeniom. Jest to widoczne zwłaszcza w obszarze walki z terroryzmem, który jest również przedmiotem zainteresowania wykorzystującej mechanizmy współpracy ponadnarodowej przestrzeni wolności, bezpieczeństwa i sprawiedliwości. ; The paper presents the stance of the European Parliament (EP) on the gravest threats to the security of the EU, in particular, the proliferation of weapons of mass destruction and the issue of international terrorism. Prevention of these threats lies predominantly within the competence of EU member states and its intergovernmental bodies. Such situation is implied by the fact that these issues fall within the scope of EU's Common Foreign and Security Policy (CFSP) within which intergovernmental collaboration mechanisms play a dominant role. This means that the EP's role in the shaping of EU's policy on the prevention of weapons of mass destruction proliferation and international terrorism is limited and basically confined to the expression of non-binding opinions in its resolutions. However, relevant resolutions passed by the EP, though not binding in legal terms, have political significance and allow the EP, in contrast to other EU's institutions, to articulate its position in an unequivocal and clear way. This is possible since the EP is the only supranational EU institution that has democratic legitimacy and can claim the right to exercise parliamentary control over the EU's policy with respect to the prevention of the gravest threats to European security. This is particularly vivid as it comes to the fight against terrorism which is also the subject of interest for the common space of freedom, security and justice which employs intragovernmental collaboration mechanisms.

The publication points out issues only occasionally raised in the journalistic and scientific mainstream, which collide with the cold-war paradigm of the transatlantic community of values. The article aims to raise awareness of the challenges, despite political declarations consistently accepted during the USA/EU summits. The Narrations are based on international documents, so that a recipient could confront independently the legitimacy of proposed theses with other existing in the literature articles, articles concerningGWOTand co-operation in the scope of the USA and EU. The publication points out the modus operandi of the mass media (especially in Poland), which on account of Polish authorities involvement in GWOT, very occasionally raise the politically incorrect subjects. Zamachy terrorystyczne przeprowadzone 11 września 2001 r. przez organizację Al-Kaida na World Trade Center i Pentagon, zapoczątkowały szereg zmian w polityce bezpieczeństwa USA. Poszerzono uprawnienia władzy wykonawczej, służb specjalnych i policji w zakresie wojny z terroryzmem. Z państwa charakteryzującego się otwartością, przywiązaniem do wolności i swobód obywatelskich, Stany Zjednoczone Ameryki przekształciły się w kraj inwigilujący własnych obywateli. Jak się okazało "policjant świata" sam nie przestrzegał prawa międzynarodowego i stosował tortury wobec osób podejrzanych o prowadzenie działalności terrorystycznej. ; The terrorist attacks on 11 September 2001 by the terrorist organization Al-Qaeda on the World Trade Center and the Pentagon, initiated a series of changes in U.S. security policy. The amount of power the executive government, special services and police had was greatly extended in the name of the war on terror. A country that used to be characterized by openness, commitment to freedom and civil liberties, has become a country that spies on its own citizens. It has turned out that "the police of the world" do not comply with international law themselves and use torture against people suspected of terrorist activities.
