Year 2003 was meant to be the year that would change the Israeli-Palestinian conflict for good, but the violence continued on both sides. There was a new peace plan -- the roadmap -- & talk of a new Middle East. But as the year ended, the roadmap was not fulfilled. In an attempt to make the roadmap work, peacemakers invented a new post -- that of Palestinian prime minister. Mahmoud Abbas was the first man to try the new post. But he did not get very far. He spent most of his premiership in a power struggle with Mr. Arafat & he gave up. Last year a group of former Israeli officials & Palestinian ministers was promoting their own proposal the Geneva Accord. This plan details the exact dimensions of a two state solution. For now, it is just fantasy peacemaking -- but its backers are hoping that it could take hold as a serious alternative. Finally, there is the proposal which may be the most important of them all. Israel's Prime Minister Ariel Sharon has warned that he will impose what he calls his Disengagement Plan should the Palestinians fail to meet his demands for a new leadership & the dismantling of armed Palestinian factions. Ariel Sharon has decided to give the Palestinians a few months to comply -- he will not be any more specific than that. If they do not meet his terms & his timetable, he has warned that he will take unilateral steps to draw up his own borders & to impose a settlement in Israel's favor. 32 References. The present study deals with mediation as a possible tool for peaceful conflict resolution. Mediation is a non-violent intervention of a third party in a conflict. It is aimed at finding a solution to the conflict that would be acceptable for both sides, which are incapable of finding such a solution on their own. The existing theoretical frameworks of mediation analyse mainly its static aspects. Thus the author seeks to analyse its dynamic aspects and define the necessary conditions which may lead to a peaceful resolution of a conflict. As an example, the article presents a case study based on the civil war in Liberia, which lasted more than six years. It took several rounds of mediation and thirteen signed peace accords until a peace resolution of the first civil war was finally achieved. Through his qualitative comparative analysis (QCA) of these peace accords, the author concludes with a general assessment of mediation for peace resolutions of African conflicts. The thesis deals with a particular sphere of peacebuilding: transitional justice & the building of a new social conscience. The main aim of this thesis is to focus on the interactions between the international & national levels of reconciliation in the post-conflict societies & to verify the argument that peacebuilding is more effective in those countries where the reconciliation is built on the cooperation of the international community & the original domestic institutions. This study aspires to harness the impulses of the critique of international peace initiatives (IPIs) up to this point for the purposes of improving the practical inquiries into them. In the study, attention is given namely to the questions of the initial normative and epistemological premises of the research. The study argues, in agreement with the precepts of critical political theory, that the inquiry into IPIs should first of all strive to emancipate people in postconflict situations. With respect to the IPIs' general aim of transforming the target countries into stable, independent and prosperous states and societies, the focus is directed at the influence the IPIs exert upon social structures in the postconflict societies. With the aim to conceptualize a basic framework for the research, the contemporary thinking on the IPIs is interpreted with respect to International Relations theories and the fundamental metatheoretical questions of social theories. Consequently, in keeping with the philosophy of scientific realism, a critical constructivist position is formulated for the given purposes. Adapted from the source document.

Non-governmental organizations participate more than two decades on post-conflict reconstruction & peace-building. They participated on reconstruction of Bosnia & Herzegovina, Angola & Haiti. Existing experiences with post-conflict reconstruction shows that NGOs play a positive roles in the process. On the basis of analysis of post-conflict reconstruction in various countries the author thinks that the positive relationship between NGOs & governments by the post-conflict reconstruction & peace-building is weakening. Why after more than decade of successful evolution of relationship between NGOs & governments in the process of post-conflict reconstruction the skepticism about this relationship emerges? The article examines the issue of the Czech Republic's (CR) membership in the European Union as regards the external dimension of security policy. The focus is on the participation of the CR in peace missions, both military & civilian, in the "out of area" zone. Military missions are a key aspect of foreign & security policy, & a part of the contemporary European Security & Defence Policy (ESDP). The framework of analysis utilizes the three-dimensional concept of politics -- polity, politics & policy. According to our analysis, the CR's participation in EU's missions is a predictable & natural outcome of Czech membership. The article also discusses the area of possible EU operations. The perimeter of the "closer neighbourhood" will play an important role in the future. However, other areas such as central Africa & some parts of Asia will also become the target of EU activities, mainly due to the nature of contemporary security threats. Appendixes, References.
