Operacionalizacija teorije isprekidane ravnoteže ; Operationalization of punctuated equilibrium theory
Autor se u radu bavi teorijom isprekidane ravnoteže i njezinom operacionalizacijom. Isprekidana ravnoteža opisuje proces stvaranja javnih politika u vidu dugih perioda stabilnosti politika i njezinih radikalnih promjena koje se doga- đaju naglo. S obzirom na složenost i nadograđivanje same teorije, autor je u radu želi operacionalizirati u vidu ključnih pojmova te njihovih pokazatelja. Sukladno tome autor u prvom dijelu rada rastavlja teoriju na manje pojmove koje potom definira i uvrštava u kontekst teorije. Nakon toga u drugom dijelu istražuje koliko su pojmovi proizašli iz operacionalizacije integrirani u dosadašnjim istraživanjima teorije. Na temelju rezultata i rasprave naposljetku prikazuje potencijalne pokazatelje tih pojmova slijedeći načelo metodološkog pluralizma. U zaključku se iznosi stajalište da je ta operacionalizacija dala inovativan pogled na samu teoriju, ali i na istraživanje isprekidane ravnoteže u javnim politikama koje je do sada bilo dominantno kvantitativno. ; In this paper, the author deals with the punctuated equilibrium theory and its operationalization. The punctuated equilibrium theory describes the policy-making process in terms of long periods of policy stability and its radical change that occurs suddenly. Given the complexity and upgrading of the theory, in this paper the author seeks to operationalize it in the form of key terms and their indicators. Accordingly, in the first part of the paper the author dissects theory into many key terms, which he defines and sets them in the context of theory. After that, in the second part of the paper, the author examines how terms arising from operationalization have been so far integrated into the research of the punctuated equilibrium theory. Based on results and discussion, in the end the author displays the potential indicators of key terms following the principle of methodological pluralism. He conludes that this operationalization gives an innovative look at theory, but also in terms of researching punctuated equilibrium in public policies which has been predominantly quantitative.

Pesimizam u teoriji realizma međunarodnih odnosa ; Pessimism in theory of realism in international relations
Autorica istražuje mogućnost da se pesimizam etablira kao relevantan pravac unutar teorije realizma međunarodnih odnosa u objašnjavanju kako prošlih, tako i budućih događaja u međunarodnoj politici. U radu se koristi metateorijska interpretativna metoda kako bi se iznijele neke od temeljnih niti vodilja misli pesimizma, pri čemu je fokus samo na klasičnom realizmu unutar realističke teorije, budući da su njezine postavke ujedno i temeljna izvorišta pesimizma. U prvom dijelu rada iznosi se temeljne odrednice i biti realizma i pesimizma, drugi dio se fokusira na intelektualnu pozadinu pesimistične misli u radovima Schopenhauera, Nietzschea i Freuda, a posljednji dio iznosi kritiku optimizma i temeljne opreke u poimanju koncepta vremena između pesimizma i optimizma, kao i implikacije koje pesimizam ima za međunarodne odnose. Pesimizam kao pravac unutar teorije realizma međunarodnih odnosa ima filozofsku snagu i jaku teorijsku pozadinu te može imati svoje mjesto unutar realističke teorije međunarodnih odnosa. ; The author evaluates the possibility of the concept of pessimism establishing itself as a relevant factor within the theory of realism in international relations, that is, for explaining past and future events in international politics. The approach applies the meta theoric interpretative method in order to expose some of the tenets of the leading pessimistic theories where the focus is on classical realism within the realistic theory, since its origins are also the fundamental origins of pessimism. The first part exposes the fundamental postulates and essence of realism and pessimism, while the second part focuses on the intellectual background of the pessimism thought found in the works of Schopenhauer, Nietzsche and Freud. The last part expose a criticism of optimism as well as the fundamental contradictions in understanding the concept of time between pessimism and optimism, as well as the implications of pessimism on international relations. Hobbes, teorija nadmoći i američka hegemonija ; Hobbes, Power Preponderance Theory and American Hegemony
Ovaj članak prvo izlaže teorije koje zagovaraju koncentraciju moći. Na području političke filozofije to je Hobbesova teorija koja zagovara koncentraciju moći u rukama monarha, zasnovanu na pravu, kako bi se spriječio povratak u prirodno stanje. Na području teorija o međunarodnim odnosima to je teorija nadmoći koja tvrdi da nadmoć jedne države smanjuje vjerojatnost izbijanja ratova. Obje teorije, de facto, idu u prilog američkoj hegemoniji jer iz njih proizlazi to da ta hegemonija nije samo u interesu SAD-a, nego i u interesu svjetskog mira. Međutim ovaj članak tvrdi da je sustav ravnoteže i kontrole (checks and balances) važan ne samo unutar države nego i u međunarodnim odnosima. ; This article first presents theories that justify the concentration of power. In the field of political philosophy, Hobbes's theory argues in favor of the concentration of power in the hand of a monarch in order to prevent the state of nature. In the field of theories of international relations, power preponderance theory argues that power preponderance of one country prevents international wars. Consequently, both theories justify American hegemony, arguing that hegemony does not only serve the best interest of the USA, but also the interest of world peace. However, this article claims that checks and balances are important not just in domestic politics but in international relations as well.

Kako shvatiti inkrementalizam?: politika teorije Charlesa Lindbloma ; How to Understand Incrementalism?: Politics of Charles Lindblom's Theory
Rad je posvećen teoriji političkog procesa američkog politologa i ekonomista Charlesa E. Lindbloma. Nakon kontekstualnog uvida u cjelokupan Lindblomov teorijski opus, što je nezaobilazan korak za interpretacijski zahvat u središnjem dijelu teksta, rad se koncentrira ponajprije na Lindblomovu teoriju inkrementalnog odlučivanja, razvijenu u članku Znanost "plivanja u mutnom" (1959) i knjizi Strategija odluke (1963), povezanu s njegovom koncepcijom "međusobne prilagodbe pristaša", koju je razvio u knjizi Inteligencija demokracije (1965). Rad nudi interpretaciju Lindblomova argumenta koja odstupa od dosadašnje recepcije u hrvatskoj politološkoj literaturi. U njoj se Lindblomov model odlučivanja u osnovi tumači deskriptivno, kao opis stvarne prakse odlučivanja, i suprotstavlja se preskriptivnom racionalnom modelu odlučivanja, što je karakteristično i za neke inozemne interpretacije. U ovome se radu pak ukazuje kako Lindblomova teorija sadržava snažan preskriptivni element. Lindblomova teorija inkrementalizma, uzeta zajedno s pluralističkim modelom međusobne prilagodbe pristaša, nudi cjelovit i konzistentan model politike s naglašenim normativnim implikacijama, koji opravdava upotrebu sintagme politika teorije, što se podrobnije obrazlaže u zaključnom dijelu rada. ; The paper is dedicated to the political process theory by the American political scientist and economist Charles E. Lindblom. After providing a contextual insight into Lindblom's complete theoretical opus, which is a necessary prerequisite for the interpretative manoeuvre in the central part of the text, the paper is primarily focused on Lindblom's theory of incremental decision-making, developed in The Science of Muddling Through (1959) and in A Strategy of Decision (1963), which is related to his concept of "partisan mutual adjustment" developed in The Intelligence of Democracy (1965). Akter-mreža teorija. Alternativni pristup razumijevanju tržišta ; Actor-Network Theory. Alternative Approach to Understanding the Market
Mnoge su ekonomske teorije bazirane na pretpostavci da su pravila tržišta rezultat »prirodne« težnje racionalnih pojedinaca da ispune svoje osobne interese te da takvi »prirodni zakoni« omogućuju tržištu da se samo regulira. Na drugoj strani, njihovi kritičari inzistiraju na većoj ulozi društva i države u reguliranju tržišta. Razlike između ova dva tabora su očigledne: prva se razlika temelji na racionalnom pojedincu, a druga na ukorijenjenosti tržišta u društveni i politički kontekst. Jedni smatraju da tržišni zakoni proizlaze iz ljudske prirode, a drugi da proizlaze iz društveno-političkih normi. Međutim, oba se pristupa baziraju na modernističkim dihotomijama između subjekta i objekta, pojedinca i kolektiva, prirode i društva, što im onemogućuje da predstave svu kompleksnost umrežavanja heterogenih aktera u tržište. Ovaj tekst će predstaviti akter-mreža teoriju kao jedan alternativni pristup razumijevanju tržišta. Takav pristup implicira da niti se tržište može samo-regulirati, niti ga država može regulirati. Tržište je radije viđeno kao akter-mreža u kojoj heterogeni akteri participiraju u njegovoj konstrukciji i održavanju. ; Many economic theories are based on the assumption that the rules of the market are the results of "natural" tendencies of rational individuals to gain their interests, and that those »natural laws« enable the market to be self-regulated. Their critics insist on a more significant role of state and society in the regulation of the market. Differences between these two camps are apparent: the first approach is based on rational individuals, the second one is based on the embeddedness of markets in the social and political context. However, both approaches are based on modernist dichotomies between subject and object, individual and collective, nature and society, which make it difficult to render the complexity of linking heterogeneous actors in the market. This text will propose Actor-Network Theory as an alternative approach to understanding markets. Such an approach implies that neither can market be self-regulated nor can a state regulate it. The market is instead viewed as an actor-network in which heterogeneous actors participate in its construction and maintenance.

Teorija odlučivanja Herberta Simona: decizionistički pristup organizaciji ; HERBERT SIMON'S DECISION-MAKING THEORY: A DECISIONIST APPROACH TO ORGANIZATION
Rad se bavi decizionističkim pravcem u izučavanju organizacije i cilj mu je prikazati teoriju američkog nobelovca Herberta Simona kao njezinoga glavnog predstavnika. U radu se analiziraju neposredno Simonovi tekstovi, radovi drugih autora, njegovih bliskih suradnika, ali i kritičara, te domaća literatura koja se bavi odlučivanjem u organizaciji i problemom odlučivanja općenito. Iako je prepoznat njegov izvanredni doprinos disciplini, u domaćoj literaturi iz područja teorije organizacije nedostaje sustavan pregled Simonova rada. Cilj je ovog rada popuniti tu prazninu. U radu se najprije analiziraju temeljni koncepti Simonove teorije odlučivanja: racionalnost odlučivanja i, posebno, ograničenja racionalnosti, potraga za zadovoljavajućim rješenjem, heuristika, razlikovanje između programiranih i neprogramiranih odluka. Zatim se iznosi Simonovo razumijevanje organizacija argumentirajući kako ono počiva na razlikovanju između dvije vrste odluka: odluke o pristupanju u članstvo i drugih odluka koje se donose unutar organizacije. Konačno, zadnji dio rada bavi se kritikom Simonove teorije odlučivanja i teorije organizacije. ; The paper deals with the decisionist approach to organization theory and presents the work of American Nobel laureate Herbert Simon as its chief representative. Information is collected from the work written by Simon himself, from books and papers authored by other people, most notably his close associates and critics, as well as Croatian literature dealing with decision-making in organizations and decision-making in general. Although his extraordinary contribution to several disciplines is recognized in the domestic literature, there is no systematic overview of Simon's work. This paper aims to fill this void. First part of the paper tackles the basic concepts of Simon's decisionmaking theory: rationality of decision-making and, in particular, bounded rationality, search for a satisfying solution (satisficing), heuristics, and differentiation between programmed and non-programmed decisions. The paper proceeds by presenting Simon's understanding of decision-making within the organizational setting. It is argued that Simon's understanding of organizations is anchored in the differentiation between two types of decisions: decision to participate and decision to produce (intraorganizational decisions). Finally, the last part of the paper explores criticism of Simon's work.
