Pandemi Covid-19 telah mengubah seluruh tatanan dunia termasuk juga Indonesia. Kenormalan baru telah diberlakukan di Indonesia dan telah mempengaruhi berbagai aspek dan pemerintahannya. Hal ini mendesak pemerintah segera melaksanakan reformasi dan perubahan kebijakan serta meningkatkan pelayanan publik demi kepentingan rakyat Indonesia. Perubahan model layanan akibat pandemi COVID-19 memungkinkan masyarakat dan pemerintah beradaptasi bersama gaya hidup maupun norma baru. Seiring bersama penerapan Kenormalan baru, diberikan layanan masyarakat yang membatasi interaksi sosial bersama menerapkan protokol kesehatan yang ketat demi mencegah penyebaran COVID-19. Pemerintah telah mengembangkan kebijakan tersebut sebagai layanan online inovatif yang mudah diakses dan dipahami oleh masyarakat. Tujuan dibuatnya paper ini demi mengetahui government Covid-19 transition dalam pelayanan public dalam masa kenormalan baru. Metode yang digunakan ialah literature review, bersama mengunakan pendekatan kualitatif terhadap kebijakan yang ada. Hasil penelitian menunjukkan bahwa, pemerintah telah melakukan transformasi kebijakan pada pelayanan publik di masa kenormalan baru. Penyalahgunaan keuangan badan usaha milik Negara oleh oknum membuat kerugian Negara dan masyarakat. Sehingga, perlunya penguatan badan usaha milik Negara melalui optimalisasi good corporate governance. Permasalahannya, yakni bagaimana mengoptimalkan good corporate governance dalam penguatan badan usaha milik Negara dalam perlindungan keuangan negara. Tujuan penelitian ini untuk mengoptimalkan good corporate governance dalam penguatan badan usaha milik Negara dalam perlindungan keuangan Negara melalui suatu pembaruan terhadap legal system, serta menghasilkan kebijakan yang memberikan keadilan hukum, kepastian hukum, dan kemanfaatan hukum. Metode penelitian menggunakan yuridis normatif. Hasil penelitian menunjukkan langkah optimalisasi good corporate governance dalam penguatan badan usaha milik Negara dalam perlindungan keuangan Negara dengan demokratisasi bertahap kebijakan hukum, budaya hukum, dan pengembangan mekanisme untuk Legal System. Kesimpulan penelitian ialah optimalisasi dapat dicapai jika menggabungkan beberapa strategi seperti peningkatan integritas reformasi birokrasi, penguatan budaya anti korupsi, penegakan hukum yang tegas, konsisten dan terpadu. Serta, menciptakan transparansi dalam pengelolaan keuangan badan usaha milik Negara. Saran peneliti ialah optimalisasi good corporate governance pada badan usaha milik Negara penting untuk mencegah praktik menyalahgunaan keuangan Negara yang merugikan masyarakat.

This paper contributes to a long-standing debate in development practice: under what conditions can externally established participatory groups engage in the collective management of services beyond the life of a project? Using 10 years of panel data on water point functionality from Indonesia's rural water program, the Program for Community-Based Water Supply and Sanitation, the paper explored the determinants of subnational variation in infrastructure sustainability. It then investigated positive and negative deviance cases to answer why some communities successfully engaged in system management despite being located in difficult conditions as per quantitative findings and vice versa. The findings show that differences in the implementation of community participation, driven by local social relations between frontline service providers, that is, village authorities and water user groups, explain sustainable management. This initial condition of state-society relations influences how the project is initiated, kicking off negative or positive reinforcing pathways, leading to community collective action or exit. The paper concludes that the relationships between frontline government representatives and community actors are important and are an underexamined aspect of the ability of external projects to generate successful community-led management of public goods.

Statements made and views expressed in this work are solely the responsibility of the authors. ; Facing increased rural-urban migration, population growth, climate change impacts, and cascading natural, security, and health hazards, many municipalities in sub-Saharan Africa are beginning to consider the benefits of urban green infrastructure for improving the resilience and wellbeing of residents living in informal settlements. However, present governance systems are often ill-equipped to deliver the scale of planning needed. Integration of urban green infrastructure into local government mandates, spatial planning and targeted action plans remains limited, further inhibited by scarce empirical research on the topic in Africa. Taking Windhoek, Namibia, and specifically Moses ǁGaroëb, Samora Machel, and Tobias Hainyeko constituencies as a case study, we fitted key informant interview (n = 23), focus group (n = 20), and participant observation data into existing governance theory to investigate (a) benefits and trade-offs of present urban green infrastructure in Windhoek's informal settlements; (b) urban green infrastructure governance in terms of institutional frameworks, actors and coalitions, resources, and processes; and (c) the key desirable pathways for future urban green infrastructure governance in informal settlements. To this end, we used five green infrastructure initiatives to dissect governance intricacies and found diverse opportunities for innovative governance mechanisms. The urgent need for climate resilience in Namibia offers a policy and practice window to adopt context-specific approaches for multifunctional urban green infrastructure. However, for these initiatives to succeed, collaborative governance platforms and clearly delineated mandates are necessary, with explicit integration of urban green infrastructure into strategies for in-situ informal settlements upgrading and green job growth. ; Publisher PDF ; Peer reviewed

Background: In Canada, a complex set of public action instruments have been used over the past 100 years or so to encourage, regulate, and support Canadian cultural expression. Analysis: During this period, governments were primarily motivated by three normative imperatives: national identity, economic vitality, and cultural diversity. This article explores the cultural stakes for Canada in the digital platform environment to determine if these normative perspectives are still valid. Conclusion and implications: Cultural policies rooted in the "analogue" past continue to be relevant in the "digital" present, but a new normative imperative—enhancing democracy, fairness, and cultural rights—appears to be emerging. Contexte : Au Canada, un ensemble complexe des instruments de l'action publique ont été utilisés depuis 100 ans d'encourager, régler et soutenir d'expression culturelle canadienne. Analyse : Pendant cette période, les gouvernements ont été motivés principalement par trois impératifs normatifs: l'identité nationale, la vitalité économique, et la diversité culturelle. Cet article examine des enjeux culturels pour le Canada dans l'environnement des plateformes numériques afin de déterminer si ces perspectives normatives sont encore valides. Conclusion et implications : Les politiques culturelles enracinées dans le passé « analogue » continuent d'être valides dans le présent "numérique", mais un nouvel impératif normative—l'amélioration de démocratie, de la justice et des droits culturels—est en train d'émerger.

The objective of this study was to corroborate the dimensions of ecocentric governance: conflict between authorities and users, negotiation and agreement between the parties, and co-responsible self-regulation between the rulers and the ruled regarding energy and water resources and services. An exploratory, cross-sectional and psychometric study was carried out with a non-probabilistic selection of 100 officials and electricity and water service users. This study used the governance inventory, and the three preponderant factors were obtained: conflict, negotiation-consensus, and self-regulation-co-responsibility. The three factors refer to governance oriented towards resource conservation concerning the literature consulted. The third factor of self-regulation and co-responsibility suggests policies oriented toward the availability of energy and water resources. Empirical testing of the model in a scenario and a sample exposed to resource scarcity is recommended.

The purpose of this study was to determine the form of public services provided by the government in an effort to facilitate investment and service to the community. The phenomenon of Bureaucratic Reform that occurred in Indonesia seems to provide a new color in the realm of public services, especially licensing issues with the existence of one-stop services. The research was conducted to find out how this one-stop government service is, whether it is really in accordance with the form of public service that the community wants. Using the normative jurisdictional research method based on the study of legislation and public administration. The researcher wants to reveal from the point of view of government regulations. The results of the study explain how the one-stop service procedure and that one-stop service itself still needs evaluation and strategic programs to be more accepted in the community. The human resources of the apparatus are also not fully capable of supporting one-stop services. The form of this service must really be adapted to the circumstances and conditions of the Indonesian people. Do not let those who enjoy these services are some of the stakeholders who have an interest, not the wider community. The solution is that the one-stop service must return to the provisions of the legislation, the grand design of the 2010-2025 bureaucratic reform and the implementation of the use of technology such as blockchain and other digital technologies to prevent corruption and transparency in public services.

The COVID-19 pandemic has wreaked havoc on global economy and human communities. Promoting the accessibility and affordability of vaccine via diplomacy is the key to mitigating the pandemic crisis. China has been accused of seeking geopolitical objectives by launching vaccine diplomacy. The definition of vaccine diplomacy is neutral by nature. China's vaccine diplomacy is based on its holistic approach to national security and the importance China attaches to the "Belt and Road" Initiative. With a whole-of-government approach on both the bilateral and multilateral levels and marketization of vaccines, China's vaccine diplomacy has immense implications for global health governance, in that it helps to narrow the global immunization vaccination gap and to promote human-right-based approach to global health governance. However, the sustainability of China's vaccine diplomacy is questionable because of the Sino-American geopolitical competition and doubts over the efficacy of China's vaccines. The escalation of power rivalry between China and the U.S. and the concerns over the efficacy of China's vaccines forebode the gloomy future of China's vaccine diplomacy.

Knowledge of energy transition (ET) is evolving in developing countries. Yet, it is unclear how the transition should be managed in a way that ensures justice for local stakeholders. We synthesise the extant theoretical ideas and practices of the local governance (LG) related to ET, which are vital in ensuring justice in energy policy at the local level. The paper advances this development by a systematic integrative literature review (N = 569) from the Web of Science (WoS) and highly cited grey literature linked to participation, LG, and ET. The bibliometric analysis indicates that, while the literature on energy justice is growing, limited attention has been paid to LG in just energy transition (N = 36). The analysis further indicates that more than half of the scientific literature is produced by five countries from the global North alone. In-depth scrutiny of highly cited studies and grey literature in LG and ET underlines the lack of a generalised framework of local ET governance, especially in the global South. We address this gap and propose a framework that exhibits a community-centric LG, which is essential for just energy transition.

Hydroelectric projects are often pursued on the promise of economic development and environmental co-benefits as a source of low-carbon energy. We analyse the case of the Muskrat Falls hydropower mega-project (located in Labrador, Canada) to understand why this project failed to live up to its promised benefits, but instead delivered a double disaster of economic cost and environmental risk. The key concepts of anti-reflexivity and deep stories help us understand why the project assumed an aura of inevitability in political and public discourse until it was too late to change course. Drawing on publicly available data and secondary sources, we identify the constellation of social forces that maintained political anti-reflexivity about the economic and environmental risks of the project and led to a double economic and environmental disaster. Our analysis identifies vital lessons for countering anti-reflexivity and improving environmental governance related to energy mega-projects.

To date, the controversy surrounding the unknown risks and consequences of heritable genome editing has grown, with such work raising biosafety and ethical concerns for future gener- ations. However, the current guideline of global governance is limited. In the context of the new framework for the governance of human genome editing developed by the World Health Orga- nization (WHO) committee, this paper presents further analysis by highlighting predicaments of governance on germline engineering that merit the most attention: (1) building a scientific culture informed by a broader set of values and considerations in the internal scientific community at large, such as codes of ethics, and education, in addition to awareness-raising measures; and (2) reflecting on and institutionalizing policies in grassroots practice according to local conditions in external governance, such as the experimentalist governance, which is a multi-layered model of governance that establishes an open-ended framework from the top and offers stakeholders the freedom of discussion. The key to achieving these goals is more democratic deliberation between the public and the inclusive engagement of the global scientific community, which has been extensively used in the Biological and Toxin Weapons Convention (BTWC). On a global scale, we believe that practicing heritable human genome editing in accordance with the WHO and BTWC appears to be a good choice.

This builds upon research that demonstrates the gendered nature of the economy, and the gendered impacts of policy interventions. This paper draws on that research to develop an account of the gendered nature of the EU's crisis response, moving from analysis of the response to the Global Financial Crisis to some prelimary discussions of the EU's economic response to the COVID-19 pandemic. The paper shows how at each stage policies generate gendered consequences, and are built upon gendered assumptions about society and the economy. This paper therefore connects the feminist literature on the European Economic Governance to debates on the Covid-19 response, using a focus on gender and gender equality to examine key continuities between the crisis fighting of the Global Financial crisis to the establishment of the Next Generation EU fund. ; Publisher PDF ; Peer reviewed

AI solutions can significantly leverage the use of OGD ecosystems in public governance. For that, it is important to design effective and transparent governance mechanisms that create value in an OGD ecosystem through AI solutions. By analyzing governance challenges associated with OGD and AI solutions in public governance, this article presents a conceptual framework to design an OGD governance model, which adopts a platform governance approach and integrates the governance needs derived from the use of AI.

Freshness is a key feature of contemporary food systems, however its industrial production as a quality of food carries adverse consequences. Accordingly, this paper approaches freshness as a matter of concern. Drawing on extensive fieldwork across sites of food production and consumption in the UK and Portugal, we identify four enactments of freshness. The analysis zooms in on the specific case of plastic food packaging and uses these enactments to consider a series of questions about realities and the relationships between them. Since packaging is an issue that readily overflows to encompass a broader suite of propositions about food, we argue that freshness is a suitable focus around which to assemble hybrid forums to debate future possibilities. Joining a body of recent work that brings relational-materialist sensibilities to bear on sustainability governance, we demonstrate that these ideas are not exhausted by a concern with the ways in which existing ontologies are brought together in policy. To conclude, we suggest that attention to the multiple ontologies of qualities complements and extends approaches that focus on objects by offering a conduit that brings understandings of markets into discussions of ontological politics.

Introduction: One of the obstacles faced by MSEs to achieve independence in entrepreneurship is limited working capital. The government through Bank Indonesia has required banks and microfinance institutions to provide working capital to SMEs. However, there are obstacles in its distribution, namely the fulfillment of the requirements for submitting financing related to MSE financial information. There are still many MSEs that cannot provide accurate financial information because they do not carry out financial management properly, such as making financial reports. Meanwhile, fund providers, including Islamic microfinance institutions, require financial information to analyze the customer's ability to repay the financing. Purpose: Knowing how the financial management of MSEs and the obstacles faced in making financial reports, and how MSEs provide financial information to obtain working capital from Islamic Microfinance Institutions. Methodology: This research was conducted with a descriptive qualitative method. The object of this research is the financial reporting of MSEs that are needed by Islamic Microfinance Institutions in making decisions to accept or reject the application for financing by MSEs. The data used are primary and secondary data obtained through interviews, documentation, and observation. Findings: The majority of UMK KSPPS BMT Niten customers do not perform financial management, especially in preparing financial reports. Constraints were faced due to the lack of awareness of MSEs on the importance of financial management, especially in preparing financial reporting, lack of knowledge about financial management, especially in preparing financial reporting, and limited time. KSPPS BMT Niten obtains financial information of prospective UMK customers or financial information of existing UMK customers through direct interviews. Paper Type: Research Article
