Peranan Camat Dalam Mewujudkan Good Governance
Head position as a leader in the sub Batukliang north and at the same time as the head of the working area have an important role and ultimately determines batuklianu Good governance in the northern districts, but in truth good governance is already optimally realized in Batukliang northern districts. This study aims to determine how camat role in ensuring good governance in the sub Batukliang utaraKabupaten central Lombok. The method used is a qualitative method. Camat role in achieving good governance aspects of the view, that plan manage, control and coordinate all activities of the organization of general duty of government and regional government authority delegated by the Regent. informants in this study as many as four people taken from officials of skretaris camat, subsections of government, public and kepegawean subsections village government representatives. the key instrument in this study is the researchers themselves, while collecting data using interview techniques. The results of data analysis aimed subdistrict governments to coordinate and supervise the activities of the government district in northern Batukliang to achieve good governance is done properly and effectively in Kecamtan Batukliang north. Based on the results of the study concluded that the district head north batuklinag already mamapu stints with both the duty and authority to coordinate and supervise the government penyelenggraan in districts that have an important role in achieving good governance. Good governance concept is an emerging issue in the management of publik admnistration today that emerged in the early 1990s. The system of state governace is important element in a country. In the implementation of regional autonomy, to e able to carry out its functions properly, local gomerments are required to realize goog governance in their respective regions. Good governance relates to how the local goverment both district and ciity as poliisy implementers, both national and local policies. COLLABORATIVE GOVERNANCE DALAM PENGEMBANGAN KAWASAN EKONOMI KHUSUS
Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together. ; The development of tourism is not only conducted by one stakeholder, but it involves various stakeholders and therefore needs the collaboration among them. The purpose of this research is to describe the collaborative governance in developing the special economic zone of Tanjung Lesung. The description of collaborative governance is based on collaborative governance model that emphasizes four dimensions, namely starting condition, institutional design, facilitative leadership, and collaboration process. Method of this research is descriptive-qualitative method. This research needs primary and secondary data. Primary data of this research are collected by in-depth interview and observation, and secondary data of this research are collected by documentation. The collected data, both primary and secondary, are qualitatively described. Results of this research indicate that the collaborative governance based on the dimensions of starting condition, institutional design, facilitative leadership, and collaboration process in developing the special economic zone of Tanjung Lesung is not optimally implemented yet. This research recommends that the community increases its resources in order to involve in collaboration; the government provides the sustained training to help the community in order to actively collaborate and forms a special forum to communicate and discuss the vision and mission to be commonly achieved in developing the special economic zone of Tanjung Lesung.

Political connections, overinvestment and governance mechanism in Indonesia
The purpose of this study is to investigate the association between political connections and overinvestment in Indonesia as a democratic, multi-party and developing country. This study uses sample of 1,044 and 543 firm-year observations from listed firms on the Indonesian Stock Exchange from 2012 to 2017. A two-stage model is used to address overinvestment, which used two different measurements, then continued by ordinary least square regression to establish the main analysis result. This study finds that political connection is negatively associated with overinvestment in Indonesia. We also find that this negative association is increasing due to the existence of governance mechanism from both external and internal parties of the firm. Our results indicate that the significant negative associations between political connections with overinvestment, which later is strengthen by governance mechanism might be caused by several differences in institutional setting and/or political connections benefits between the previous research in China and with the place where this research is taken. This paper could give insights in decision-making for stakeholders to anticipate certain harmful issues to the companies that might be occurred by their politically connected top management like directors and commissioners.

Come to School Movement became one of the steps taken by Bojonegoro District to handle problems of education. One of the problems in the education sector is dropout rates have remained high. This movement as an attempt to address these problem as well as increasing school participation. Management education become important to discussed because there are still many the assumption that governance not good enough. Governance less well it will affected a lot of sectors, one of them is education. Manajement education less well it would provoke gap between the objectives to the achieved by the fact that accourred in field. The purpose of this study is aims to look at Come to School Movement in Bojonegoro District seen from the perspective of good governance and sound governance. The type of research used in this study is a type of descriptive research with qualitative approaches. The selection of informants using purposive sampling and snowball sampling. Data collection is carried out by means of interviews, observation, documentation, and a written document. Data analysis using data reduction techniques, presentation of data, and verification or withdrawal of the conclusion. The result of the research shows that the management in Come to School Movement when seen from perspective of good governance still needs to be improved in the principle of the rule of law, transparency, effectiveness and efficiency. Whereas if viewed from the perspective of sound governance still needs to be improved in dimension of the cognition and value and also constitution.

PERENCANAAN PEMBANGUNAN KEHUTANAN DAERAH DALAM PERSPEKTIF GOOD GOVERNANCE
Sustainable use of forest resources is needed to establish a forestry management plan. Forest management plans exist at the provincial level according to the conditions and problems. Forestry planning at Provincial level depicts current forest conditions, institutional conditions, the contribution of economy, social and ecology associated with the provincial level strategic issues. This paper tries to elaborate the local development planning of forestry from good governance perspective, and role of stakeholders of local development forest planning. The research was based on qualitative descriptive approach to the study site in the province of Yogyakarta and West Papua. The result shows that forest planning in the region is top-down with respect to existing regional characteristics. To realize the principles of good governance, a gap for each stakeholder role in the arrangement, implementation, monitoring and evaluation to reporting should be made. The role of government in the area of forestry development planning in terms of good governance, the rule of law for the regulation in the forestry sector has been completed. Partnership is the key word synergy in the implementation of good governance in forestry development in the area will attention to the aspects of partnership and equity between all stakeholders in the arrangement, implementation, monitoring and evaluation and reporting of forest development.Keyword: Planning, Forestry, Good Governance, patnership

Što znači pojam governance i kako ga treba prevoditi? ; What Does the Term Governance Mean and How Should It Be Translated?
Tekst analizira značenje i razumijevanje pojma governance te njegov prijevod na hrvatski jezik. Vlade, izvršne vlasti, vladajući (governing) pristupom odozgo, izdavanjem naloga i kontroliranjem, odnosno upravljanjem, ne mogu se učinkovito i djelotvorno nositi s problemima i izazovima. Kako bi odgovorile na takve izazove, vlade prihvaćaju vladanje odozdo, po horizontalnom načelu suradnje s ostalim dionicima, pa su onda u prilici mobilizirati raspoložive resurse, izgraditi povjerenje i novu mrežu suradnje te razviti koncept vladavine (governance). Koncept dobre vladavine u Europskoj uniji je alat kojim se jačaju procesi konvergencije. Istraživanja o vladavini u Hrvatskoj su rijetka, a radovi o toj temi uglavnom analiziraju vladavinu, dobru vladavinu i višerazinsku vladavinu kao novu upravnu doktrinu. Imajući u vidu značenje pojma governance u engleskom jeziku te njegovo značenje u odnosu na druge pojmove, drži se da ga na hrvatski jezik treba prevoditi kao vladavina. Analizira se i značenje pojmova: affordability, social entrepreneurship, eligibility i resilience te se predlaže prevođenje na hrvatski jezik. ; The paper analyses the meaning and understanding of the term governance and its translation into Croatian. Governments, executive authorities, governing in a top-down approach, issuing orders, and controlling, administering, cannot effectively and efficiently deal with the problems and challenges. To meet such challenges, governments accept bottom-up governance, based on the horizontal principle of cooperation with other stakeholders, which enables them to mobilize available resources, build the trust and a new network of cooperation, and develop the concept of governance. The concept of good governance in the European Union is a tool that strengthens convergence processes. Research on the implementation of the concept of governance in Croatia is rare, and papers mainly analyse governance, good governance, and multilevel governance as a new administrative doctrine. Having in mind the meaning of the term governance in English, and its meaning in relation to other terms, it is held that it should be translated into Croatian as vladavina, not as upravljanje. In addition, the meaning of the terms: affordability, social entrepreneurship, eligibility, and resilience are analysed and the terms for their translation into Croatian are proposed.

DECENTRALIZACIJA I DOBRO UPRAVLJANJE GRADOVIMA ; DECENTRALIZATION AND GOOD GOVERNANCE
Pojam "centralizacije" počeo se koristiti u Francuskoj krajem 18. stoljeća kada je nakon revolucije stvorena nova struktura vlade. Pojam "decentralizacije" u upotrebu je ušao početkom 19. stoljeća. Ideje slobode i decentralizacije provodili su tijekom 19. i 20. stoljeća protudrţavni politički aktivisti koji su sebe nazivali "anarhistima", "libertarijancima", pa čak i decentralistima. Tocqueville, jedan od zagovornika decentralizacije je istaknuo da decentralizacija ima ne samo administrativnu vrijednost već i graĎansku dimenziju, jer povećava mogućnosti za graĎane da se zainteresiraju za javne poslove. I od akumulacije tih lokalnih, aktivnih, pronicljivih sloboda, raĎa se najučinkovitija protuteţa središnjoj vladi, čak i ako bi bila podrţavana od neosobne, kolektivne volje. Veliki broj zemalja u razvoju i tranzicijskih zemalja započeo je neki oblik programa decentralizacije. Taj je trend povezan sa sve većim zanimanjem za ulogu civilnog društva i privatnog sektora kao partnera vladama u traţenju novih načina pruţanja usluga. Decentralizacija upravljanja i jačanje kapaciteta lokalne uprave dijelom je i funkcija širih društvenih trendova, što uključuje, na primjer, općenito rastuće nepovjerenje u vladu, propast nekih od najcentraliziranijih reţima na svijetu (npr. Sovjetskog Saveza) i novonastale separatističke zahtjeve koji se rutinski pojavljuju u pojedinim dijelovima svijeta. Pokret prema lokalnoj odgovornosti i većoj kontroli nad nečijom sudbinom nije, meĎutim, rezultat samo negativnog stava prema središnjoj vladi. Tocqueville, one of the proponents of decentralization, pointed out that decentralization has not only an administrative value but also a civic dimension, as it increases opportunities for citizens to take interest in public affairs. And from the accumulation of these local, active, insightful freedoms, the most effective counterbalance to central government is born, even if it were supported by an impersonal, collective will. A large number of developing and transition countries have embarked on some form of decentralization program. This trend is linked to the growing interest in the role of civil society and the private sector as partners to governments in seeking new ways of providing services. Decentralization of governance and strengthening the capacity of local government is partly a function of broader social trends, which include, for example, growing distrust of government, the collapse of some of the world's most centralized regimes (eg the Soviet Union) and emerging separatist demands that routinely emerge in some parts of the world. The movement towards local responsibility and greater control over one's destiny is not, however, the result of only a negative attitude towards the central government. Instead, this development is largely driven by a strong desire for greater citizen participation and private sector organization in the governance function.

Leadership with regard to someone influencing other people's behavior for a purpose With power, a leader can influence the behavior of others for a purpose. Power can be divided into five, namely: (1) power expertise (expert power); (2) legitimate power (legitimate power); (3) reference power (referent power); (4) reward power; (5) coercive power. Basically, it becomes an absolute that humans were created by Allah SWT on the surface of the earth to devote themselves solely to their presence as stated in the Koran that humans were created as "khalifa fil ard" (leaders on earth). In the course of human history in the field of leadership, many phenomena have occurred in the dynamics of this journey. Where than the existence of ideal leadership is very coveted in every society. It becomes a logical consequence of how the ideal leadership and a good and responsible leader can be realized. ANALISIS TATA KELOLA (MANAJEMEN) PEMERINTAHAN DARI PERSPEKTIF GOOD GOVERNANCE
As stated in the preamble of the 1945 Constitution, the goal of our states is to form a government of the state of Indonesia which shall protect all the Indonesian people and the entire country, promote the general welfare, the intellectual life of the nation and participate in the establishment of world peace. This understanding is based on the need of clean government and to accommodate the principles of good governance. Currently, our government has not been fully able to protect and carry out its functions as mandated by the 1945 opening which is stated above . This is consistent with the results of research on Indonesia which governance has not improved significantly and has not been consistent after 15 years of reform. The data is processed by comparing the implementation of data governance at the beginning of the reforming process (1996/1998) and the 2009-2014 strategic plan (drawn from the data transparency of Worldwide Governance Indicators Projects 2010 and Kompas May 20, 2013).

MANAJEMEN PENGELOLAAN LEMBAGA AMIL ZAKAT DENGAN PRINSIP GOOD GOVERNANCE
This study describes about the management of zakat based on good governance principles. The method of this study is using library research such as secondary data in the form of books, journal articles or other literature based on the topic being discussed. The results of this study show that good governance is required by LAZ to improve professional performance in order to meet the interests of stakeholders. The implementation of Good Governance Principles in the management of zakat is as follows: Transparency, it means that LAZ must apply the principle of information disclosure to stakeholders. Accountability, it means that LAZ must hold the principle of trust (accountable) in managing zakat funds. Responsibility, it means that LAZ is responsible for distributing zakat funds right up to mustahiq. Independency, it means that LAZ is managed independently and has no dependence on certain people or other institutions. Fairness, it means that LAZ should make every effort to be fair in distributing zakat funds for those who are entitled to it. Sharia Compliance, it means that the collection and distribution of zakat funds managed by LAZ must comply with the Islamic corridor.

ISTRAŽIVANJE ODNOSA UPRAVLJAČKIH STRUKTURA I EKSTERNE REVIZIJE U KORPORATIVNOM UPRAVLJANJU ; RESEARCH ON THE RELATIONSHIP BETWEEN GOVERNANCE STRUCTURES AND EXTERNAL AUDIT IN CORPORATE GOVERNANCE
Kvalitetna komunikacija eksternih revizora s upravljačkim strukturama od iznimne je važnosti za učinkovito poslovanje kreditnih institucija. Stoga se nameće pitanje može li se oblikovanjem modela odnosa eksternih revizora i upravljačkih struktura kreditne institucije unaprijediti rad eksterne revizije, s jedne strane te upravljačkih struktura kreditne institucije, s druge strane. Doprinos ovog istraživanja su: analiza kvalitete komuniciranja eksternih revizora s upravljačkim strukturama kreditne institucije i utjecaj kvalitete tih odnosa na učinkovitost eksterne revizije i upravljačkih struktura; analiza kvalitete komuniciranja eksternih revizora s revizijskim odborom kreditne institucije i utjecaj kvalitete tih odnosa na učinkovitost eksterne revizije i upravljačkih struktura, posebice nadzornog odbora; identifi ciranje je li neučinkovitost eksterne revizije povezana s otvaranjem stečajeva nad kreditnim institucijama i utvrđivanje pridonosi li predloženi model odnosa eksternih revizora i upravljačkih struktura kreditne institucije boljem radu eksterne revizije kao i boljem radu upravljačkih struktura kreditne institucije. U istraživanju, provedenom u Republici Hrvatskoj, sudjelovali su eksterni revizori koji obavljaju ili su obavljali reviziju godišnjih fi nancijskih izvještaja kreditnih institucija, članovi uprave i nadzornih odbora kreditnih institucija te stečajni upravitelji i stručno osoblje kreditnih institucija u stečaju. Rezultati empirijskog istraživanja potvrđuju kako testirani komunikacijski model pridonosi učinkovitijem radu eksterne revizije i upravljačkih struktura kreditne institucije. ; Quality communication of external auditors with governance structures is of paramount importance for the efficient operation of credit institutions. Therefore, the question arises as to whether the formation of a model for the relationship of external auditors and the governance structures of a credit institution can enhance the work of an external audit, on the one hand, and the governance structures of a credit institution, on the other. The contribution of this research is: an analysis of the quality of external auditors' communication with the credit institution's governance structures and the impact of the quality of these relationships on the effectiveness of external audit and governance structures; an analysis of the quality of external auditors' communication with the credit institution's audit committee and the impact of the quality of those relationships on the effectiveness of the external audit and governance structures, in particular the supervisory board; identifying whether external audit inefficiencies are related to the opening of bankruptcies of credit institutions and determining whether the proposed model of relations between the external auditors and the credit institution's governance structures contributes to the better work of the external audit and to the better functioning of the credit institution's governance structures. The survey, conducted in the Republic of Croatia, involved external auditors that are or were auditing the annual financial statements of credit institutions, members of the management and supervisory boards of credit institutions, and insolvency office holders and professional staff of credit institutions in bankruptcy. The results of the empirical study confirm that the tested communication model contributes to a more efficient operation of the credit institution's external audit and governance structures.
