Peranan Camat Dalam Mewujudkan Good Governance
Head position as a leader in the sub Batukliang north and at the same time as the head of the working area have an important role and ultimately determines batuklianu Good governance in the northern districts, but in truth good governance is already optimally realized in Batukliang northern districts. This study aims to determine how camat role in ensuring good governance in the sub Batukliang utaraKabupaten central Lombok. The method used is a qualitative method. Camat role in achieving good governance aspects of the view, that plan manage, control and coordinate all activities of the organization of general duty of government and regional government authority delegated by the Regent. informants in this study as many as four people taken from officials of skretaris camat, subsections of government, public and kepegawean subsections village government representatives. the key instrument in this study is the researchers themselves, while collecting data using interview techniques. The results of data analysis aimed subdistrict governments to coordinate and supervise the activities of the government district in northern Batukliang to achieve good governance is done properly and effectively in Kecamtan Batukliang north. Based on the results of the study concluded that the district head north batuklinag already mamapu stints with both the duty and authority to coordinate and supervise the government penyelenggraan in districts that have an important role in achieving good governance. Good governance concept is an emerging issue in the management of publik admnistration today that emerged in the early 1990s. The system of state governace is important element in a country. In the implementation of regional autonomy, to e able to carry out its functions properly, local gomerments are required to realize goog governance in their respective regions. Good governance relates to how the local goverment both district and ciity as poliisy implementers, both national and local policies. COLLABORATIVE GOVERNANCE DALAM PENGEMBANGAN KAWASAN EKONOMI KHUSUS
Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together. ; The development of tourism is not only conducted by one stakeholder, but it involves various stakeholders and therefore needs the collaboration among them. The purpose of this research is to describe the collaborative governance in developing the special economic zone of Tanjung Lesung. The description of collaborative governance is based on collaborative governance model that emphasizes four dimensions, namely starting condition, institutional design, facilitative leadership, and collaboration process. Method of this research is descriptive-qualitative method. This research needs primary and secondary data. Primary data of this research are collected by in-depth interview and observation, and secondary data of this research are collected by documentation. The collected data, both primary and secondary, are qualitatively described. Results of this research indicate that the collaborative governance based on the dimensions of starting condition, institutional design, facilitative leadership, and collaboration process in developing the special economic zone of Tanjung Lesung is not optimally implemented yet. This research recommends that the community increases its resources in order to involve in collaboration; the government provides the sustained training to help the community in order to actively collaborate and forms a special forum to communicate and discuss the vision and mission to be commonly achieved in developing the special economic zone of Tanjung Lesung.

Political connections, overinvestment and governance mechanism in Indonesia
The purpose of this study is to investigate the association between political connections and overinvestment in Indonesia as a democratic, multi-party and developing country. This study uses sample of 1,044 and 543 firm-year observations from listed firms on the Indonesian Stock Exchange from 2012 to 2017. A two-stage model is used to address overinvestment, which used two different measurements, then continued by ordinary least square regression to establish the main analysis result. This study finds that political connection is negatively associated with overinvestment in Indonesia. We also find that this negative association is increasing due to the existence of governance mechanism from both external and internal parties of the firm. Our results indicate that the significant negative associations between political connections with overinvestment, which later is strengthen by governance mechanism might be caused by several differences in institutional setting and/or political connections benefits between the previous research in China and with the place where this research is taken. This paper could give insights in decision-making for stakeholders to anticipate certain harmful issues to the companies that might be occurred by their politically connected top management like directors and commissioners.

This article analyzes the civil society dimension and pays particular attention to the role of civil society's organizations within the EU's Eastern Partnership's governance and networking processes. The study is based on the EU's documents' analysis and the data of qualitative interviews conducted between 2011-2014 from the respondents of the EU's institutions (European Commission, EEAS, EP), member states' representations in Brussels, and the members of the Eastern Partnership civil society forum created in 2009. The study shows that the representatives of civil society organizations are seeking to be involved and are existent in most of the stages and interactional modes of the EU's relations with the Eastern Partnership countries, and this process predicts the conditions for the emergence of international governance in the Eastern neighborhood space. On the other hand, the representatives of CSOs are complaining about not being involved enough in the negotiations deciding over the Association or other kind of agreements between the EU and their (EaP) country.

Come to School Movement became one of the steps taken by Bojonegoro District to handle problems of education. One of the problems in the education sector is dropout rates have remained high. This movement as an attempt to address these problem as well as increasing school participation. Management education become important to discussed because there are still many the assumption that governance not good enough. Governance less well it will affected a lot of sectors, one of them is education. Manajement education less well it would provoke gap between the objectives to the achieved by the fact that accourred in field. The purpose of this study is aims to look at Come to School Movement in Bojonegoro District seen from the perspective of good governance and sound governance. The type of research used in this study is a type of descriptive research with qualitative approaches. The selection of informants using purposive sampling and snowball sampling. Data collection is carried out by means of interviews, observation, documentation, and a written document. Data analysis using data reduction techniques, presentation of data, and verification or withdrawal of the conclusion. The result of the research shows that the management in Come to School Movement when seen from perspective of good governance still needs to be improved in the principle of the rule of law, transparency, effectiveness and efficiency. Whereas if viewed from the perspective of sound governance still needs to be improved in dimension of the cognition and value and also constitution.

PERENCANAAN PEMBANGUNAN KEHUTANAN DAERAH DALAM PERSPEKTIF GOOD GOVERNANCE
Sustainable use of forest resources is needed to establish a forestry management plan. Forest management plans exist at the provincial level according to the conditions and problems. Forestry planning at Provincial level depicts current forest conditions, institutional conditions, the contribution of economy, social and ecology associated with the provincial level strategic issues. This paper tries to elaborate the local development planning of forestry from good governance perspective, and role of stakeholders of local development forest planning. The research was based on qualitative descriptive approach to the study site in the province of Yogyakarta and West Papua. The result shows that forest planning in the region is top-down with respect to existing regional characteristics. To realize the principles of good governance, a gap for each stakeholder role in the arrangement, implementation, monitoring and evaluation to reporting should be made. The role of government in the area of forestry development planning in terms of good governance, the rule of law for the regulation in the forestry sector has been completed. Partnership is the key word synergy in the implementation of good governance in forestry development in the area will attention to the aspects of partnership and equity between all stakeholders in the arrangement, implementation, monitoring and evaluation and reporting of forest development.Keyword: Planning, Forestry, Good Governance, patnership

Basically, it becomes an absolute that humans were created by Allah SWT on the surface of the earth to devote themselves solely to their presence as stated in the Koran that humans were created as "khalifa fil ard" (leaders on earth). In the course of human history in the field of leadership, many phenomena have occurred in the dynamics of this journey. Where than the existence of ideal leadership is very coveted in every society. It becomes a logical consequence of how the ideal leadership and a good and responsible leader can be realized. The master's thesis analyzes the problems of smart city cultural governance. The smart governance of cultural policy is perceived as a multidimensional phenomenon that includes the smartness, smart management, smart public management and smart cultural management. In order to reveal the problematic aspects of the research, the aim was to develop a theoretical model of smart city cultural governance and to evaluate Šiauliai city smart cultural governace functioning. The result of qualitative content analysis based on scientific sources is 3 chapters of the theoretical part: smart management, smart city and expression of intelligence in cultural management. The smart governance chapter reveals the key aspects of smartness as a fundamental component of the smart social system and the concepts of smart governance, smart public governance. Second chapter introduces the key concepts of smart city, discusses the essentials of smart city, presents smart city model, identifies the quality of smart social system. The third chapter presents and discusses different conceptual approaches of cultural management, on which are based theoretical model of smart city cultural governance. The theoretical smart city cultural governance model consists of six dimensions and eighteen qualities of a smart social system. The methodological part of the research describes the chosen qualitative research strategy, which is applied for: analysis of the content of scientific sources, analysis of the content of legal acts and informants' provisions. The theoretical model of smart city cultural governance is based on the results of the analysis of theoretical sources and a partially structured interview results. In the analysis part of the research results legal acts of different level are analyzed: legal acts of the European Union, Lithuanian national level (strategic documents, legal acts), local level strategic documents. The project of the law called the Fundamentals of Lithuania culture, which is going a long way to be confirmed by the Parlament of the Republic of Lithuania, is also analyzed. 10 informants participated in the survey of informants' attitudes. The content analysis of the informants' attitudes was done, on which base was formed Šiauliai smart culture governing model. In order to determine the functioning of the smart social management system in Šiauliai, a quality assessment was carried out. According to the evaluation, eighteen qualities of the smart social system were distributed: 5 qualities work well, 10 qualities work moderately and 3 qualities perform poorly. For poor performed qualities are made recommendations.

ANALISIS TATA KELOLA (MANAJEMEN) PEMERINTAHAN DARI PERSPEKTIF GOOD GOVERNANCE
As stated in the preamble of the 1945 Constitution, the goal of our states is to form a government of the state of Indonesia which shall protect all the Indonesian people and the entire country, promote the general welfare, the intellectual life of the nation and participate in the establishment of world peace. This understanding is based on the need of clean government and to accommodate the principles of good governance. Currently, our government has not been fully able to protect and carry out its functions as mandated by the 1945 opening which is stated above . This is consistent with the results of research on Indonesia which governance has not improved significantly and has not been consistent after 15 years of reform. The data is processed by comparing the implementation of data governance at the beginning of the reforming process (1996/1998) and the 2009-2014 strategic plan (drawn from the data transparency of Worldwide Governance Indicators Projects 2010 and Kompas May 20, 2013).
