Marco normativo de buen gobierno: El caso de Argentina ; Regulatory Framework for Good Governance: The Case of Argentina
El presente artículo se enmarca en el nuevo modelo de gestión pública relacionado con el buen gobierno, la integridad y la ética institucional, en el cual la transparencia, la colaboración y la participación ciudadana son ejes fundamentales para ello. El objetivo es reflejar el estado de desarrollo del buen gobierno para el caso argentino, para lo cual se realiza una recopilación de los principales instrumentos de la materia. El trabajo se estructura en el marco de infraestructura ética, marcos de integridad y gobierno abierto. Para llevarlo a cabo, se realizó una revisión documental y normativa, tomando como eje principalmente dos documentos: el Código Iberoamericano de Buen Gobierno y las recomendaciones de la OCDE. Posteriormente se realiza un análisis descriptivo y empírico de la situación actual en Argentina en el marco del Buen Gobierno. De lo recabado, se concluye que si bien Argentina es un país pionero dentro de América Latina donde los gobiernos han venido trabajando en pos de alcanzar estándares internacionales de Buen Gobierno, aún resulta imprescindible un cambio de cultura y educación cívica, de los funcionarios públicos y de los ciudadanos en su conjunto. ; This article is embedded in the new model of public management related to good governance, integrity and institutional ethics, in which transparency, collaboration and citizen participation are fundamental pillars. The objective is to reflect the state of development of good governance for the Argentine case, for which purpose a compilation of the main instruments on the subject is made. The work is structured within the framework of ethical infrastructure, integrity frameworks and open government. In order to carry it out, a documentary and normative review was carried out, focusing mainly on two documents: the Ibero-American Code of Good Governance and the OECD recommendations. Subsequently, a descriptive and empirical analysis of the current situation in Argentina within the framework of Good Governance is carried out. It is concluded that although Argentina is a pioneer country in Latin America where governments have been working towards achieving international standards of Good Governance, it is still essential to change the culture and civic education of public officials and citizens as a whole.
