Governance and Economic Evaluation of Governance: Turkey's Good Governance Indicators ; Yönetişim ve Ekonomik Performans: Türkiye ve G7 Ülkeleri İçin Bir Değerlendirme
Today, although governance is important for every country, it is of great importance in solving economic and social problems especially in developing countries. Many studies in the literature reveal that the understanding of governance affects the economic performance of countries positively. In this context, it is possible to evaluate countries comparatively by considering the effects of their governance quality on national economies. In this study, it is aimed to emphasize that the countries that are in a good position in terms of governance indicators are generally more successful in sustainable economic growth and development, and it has been tried to show that institutional differences are effective on the development gap between countries. In this study, the role of governance on economic growth and development was discussed and comparisons were made between Turkey and G7 countries based on the governance indicators in The Worldwide Governance Indicators (WGI) of the World Bank and economic performance data obtained from the World Bank. Governance indicators and macroeconomic data obtained from the World Bank are tabulated and the current situation of Turkey and G7 countries is interpreted. Significant differences were observed in the comparisons made. G7 countries have high scoring governance indicators that can produce positive economic results. On the other hand, Turkey's economic and governance indicators lag behind the averages of developed countries. ; Günümüzde yönetişim herülke için önemli olmakla birlikte özellikle gelişmekte olan ülkelerde yaşanan ekonomik ve sosyal sorunların çözümünde büyük önem arz etmektedir. Literatürde birçok çalışma yönetişim anlayışının ülkelerin ekonomik performansını olumlu yönde etkilediğini ortaya koymaktadır. Bu bağlamda ülkeleri yönetişim kalitelerinin ülke ekonomileri üzerinde yarattığı etkileri ile ele alarak karşılaştırmalı olarak değerlendirmek mümkün olabilmektedir. Bu çalışmada yönetişim göstergeleri açısından iyi konumda olan ülkelerin, sürdürülebilir bir ekonomik büyüme ve gelişme konusunda genellikle daha başarılı olduğu vurgulanmak istenmiştir ve ülkeler arası gelişmişlik farkı üzerinde kurumsal farklılıkların etkili olduğu gösterilmeye çalışılmıştır. Çalışmada yönetişimin ekonomik büyüme ve gelişme üzerindeki rolü ele alınmış olup Türkiye ile G7 ülkeleri arasında Dünya Bankası'nın The Worldwide Governance Indicators'da (WGI) yer alan yönetişim göstergelerine ve Dünya Bankası'ndan elde edilmiş ekonomik performans verilerine dayanarak karşılaştırmalar yapılmıştır. Dünya Bankasından elde edilen yönetişim göstergeleri ve makroekonomik veriler tablolaştırılarak Türkiye ve G7 ülkelerinin mevcut durumu yorumlanmıştır. Yapılan karşılaştırmalarda önemli farklılıklar olduğu gözlemlenmiştir. G7 ülkeleri olumlu ekonomik sonuçlar doğurabilen yüksek puanlı yönetişim göstergelerine sahiptirler. Türkiye'nin ise hem ekonomik hem de yönetişim göstergeleri gelişmiş ülkelerin ortalamalarının gerisinde kalmaktadır.

This article reports a study on the role of the media in democratic governance. Interestingly, this issue has not been given much attention by researchers, neither by media scholars with little interest in governance, nor by governance scholars with little knowledge about how the media works. Yet, as this study substantiates, the media is a key actor in governance. Theoretically, the paper aims at providing a cross-fertilization of perspectives on the role of the media in governance by drawing on governance research as well as on research on political communication & the public sphere. The empirical aim of the paper is to analyze how policy makers assess the importance of the media in governance. A key question addressed is the significance of fostering good media relations in order to be successful in governance in different policy areas. In addition, the paper analyzes the media strategies of policy makers' in terms of the intensity of the media contacts & of whether or not the policy makers themselves initiate the contacts. The study draws on a unique dataset, comprising questionnaire responses from the corporate, political, cultural & administrative elites (policymakers within the central government office) in Sweden. Yönetişim ve Türkiye uygulaması ; Governance and it's implementations in Turkey
Bu çalışmada gerek küresel gerek teknolojik anlamda yaşanan gelişmeler ve değişimler ve bunların getirdiği yenileşme sürecinde kamu yönetimlerinde reform ihtiyacı bağlamında yönetişim anlayışı incelenmiştir. Bu çerçevede çalışmanın birinci bölümünde öncelikle yönetişim kavramının ifade ettiği anlam açıklanmış ve yönetişimin benzer ya da yakın anlam ifade ettiği diğer kavramlarla ortak ve ayrık yönleri ortaya konmuştur. Ayrıca yönetişimin genel özellikleri üzerinde durulmuş ve içerik itibarıyla sahip olduğu ilkeler ayrıntılı bir şekilde irdelenmiştir. Çalışmanın ikinci bölümünde, yönetişimin unsurlarından sivil toplum örgütleri ve devlet ayrıntılı bir şekilde incelenmiş ve bu unsurların Türkiye değerlendirmesi yapılmıştır. Bundan sonra ülkemizde öncelikle kamu yönetiminde reforma duyulan ihtiyacın tespit edilen nedenleri üzerinde durulmuştur. Çalışmanın üçüncü bölümünde ise kamu yönetiminde reform gerekliliği kapsamında yönetişim adımı olarak değerlendirilebilecek bazı düzenlemeler tespit edilerek bunların gelişim sürecine değinilip yönetişim kapsamında ifade ettiği anlam yönetişimin ilkeleri çerçevesinde belirlenmeye çalışılmıştır. Çalışmanın sonuç bölümünde ise özellikle yönetişim kapsamında ortaya konan Türkiye değerlendirmeleri çerçevesinde yönetişimin ülkemiz kamu yönetimi için gerekliliği savından hareketle ülkemiz kamu yönetiminde yönetişim uygulamalarına engel etkenler tespit edilerek bazı önerilerde bulunulmuştur. ; In this study the idea of governance is investigated in the concept of reform necessity in the public administration, the developments and changes in both the global and techonological area. In this frame, first the meaning of governance is explained and the common and different aspects of governance with the words having similar or close meanings are explained. The general features and principles of governance are examined in detail. In the second part of the study, non-governmental organizations and the state, as the compenents of governance, are investigated in detail and the application of these compenents in Turkey are evaluated. Then the causes of the need in the public administration are defined. In the third part of the study, some arrengements which can be evaluated as the steps of governance are examined, the process of development of these arrengements and their meanings are determined in the frame of the principles of governance. In the final chapter of the study in the frame of the evaluations of governance implementations in our country, the obstacles against governance applications in public administration are determined and some proposals are made considering governance is a necessity for public administration in our country

Çünkü bu ülkeler farklı sosyal gruplar arasında uzlaştırıcı bir iktisadi ve siyasi sistem kurgulayarak siyasi gücün tek bir kişi veya grup elinde toplanmasını engellemektedir. Böylelikle yatırım ve yenilik yapma isteği, kendi kazancına ve mülkiyetine sahip çıkabileceğini bilen bireylerin oluşturduğu toplumlarda gelişmiş olmaktadır. Gelişme probleminin önündeki en önemli sorun, elindeki siyasi gücü kaybetme kaygısı taşıyan seçkinlerin toplumun elindeki kaynakları sadece kendileri için kullanmasıdır. Related to the North, we can define it as the rule of games, which means that institutions put constrains on individuals' behaviors. These constraints can be in formal forms as well as informal ones. That the human behaviors are designed by institutions is becoming a wellaccepted idea day by day, therefore it is the same to accept thefunctions of institutions in economics and social process; its power on determining the losers and winners of society. This process with its different sides has been investigated by scientists. Several theories are constructed for understanding therelations between institutions and development level. Daron Acemoğlu is one of the economists who have important contributions to the institutional theory. He uses inclusive and exclusive institutions concept with social conflict theories for explaining the reason for that some countries have better development level in compare to others. Since these countries succeed in establishing political and economic institutions which have ability solve social conflicts in order to prevent elites' selfinterested behaviors for using societies' resources. Therefore incentives for investment and innovation can grow societies which have well protected property rights and gains. The most important problem for development is the fear of elites who do not want to lose their political power. This theory is called political losers hypothesis and it underlines the importance of political institutions accompanied with political power. In this study, political losers hypothesis was investigated as a case study for Turkey's history. The main result is that Turkey's exclusive institutions have inability to solve social conflicts which cause the governance problems. Additionally, the panel data analysis results support the informal institutions' effects on development and shows how it affects the changes related to development level. ; Bu çalışma Ç.Ü. Global Forest Governance – Discussing legal scholarship from political science perspectives
Scholarship in international law aims at addressing global forest governance comprehensively. This article reviews the recent contribution Global Forest Governance - Legal Concepts and Policy Trends by Rowena Maguire and puts it into the perspective of recent political and policy science research on global forests. While finding Maguire's volume being a very timely and valuable contribution to the interdisciplinary discussions on international forest governance, we identify some weaknesses which are mostly rooted in methodological critique and a lack of a systematic framework for analysis.

ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Topluluk seviyesinde etkin bir sosyal politika 1980'lerin sonunda siyasi destek kazandı ve Avrupa entegrasyon süreci boyunca, birbiri ardına gelen Antlaşma revizyonlarıyla devam etti. AB sosyal politikasının bu tarihsel gelişme sürecine paralel olarak, Tek Avrupa Senedi (TAS) ile başlayarak, sosyal politikanın yasal ve yönetişim yönlerinde bir dönüşüm gerçekleşmiştir. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. Böylece, Maasricht Antlaşması'ndan beri, bir tarafta işçi sendikaları diğer tarafta işveren örgütlerini Avrupa seviyesinde temsil eden Avrupa sosyal ortakları, sosyal politika yapım sürecinde kurumsal bir role sahip olmuşlar, ve işgücü piyasası ile ilgili konularda yasal olarak bağlayıcı anlaşmaları görüşebilir duruma gelmişlerdir. Avrupa sosyal diyaloğunun bağlayıcılığı olan çıktıları ve kapsamı kısıtlı olduğu görülmektedir. AB kurumsal yapısının sosyal diyalog üzerindeki etkisi de kısıtlıdır. Avrupa sosyal ortakların temsil yapılarında da eksiklikler mevcuttur. Ancak, bütün bunlara rağmen, Avrupa sosyal diyaloğu, AB sosyal politikasının meşruluğuna katkısı açısından AB sosyal politkasının önemli bir parçasıdır. Bu açıdan, Avrupa sosyal diyaloğu, sadece temelinde uzlaşma, konsensüs, işbirliği olan Avrupa sosyal modelinin önemli parçalarından biri olarak değil, aynı zamanda genel çerçevede Avrupa yönetişimin ve AB'deki demokratikleşmenin önemli bir mekanizması olarak karşımıza çıkmaktadır. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. Yerel yönetim alanında yapılanmevzuat değişiklikleri göz ününe alındığındamahalle yönetimleri, merkez ve yerel arasındakalan bir yer teşkil etmektedir. Mahalleyönetimleri konusunda herhangi bir değişikliğinyapılmamış olması, mahallelerin anakronik birmesele olarak kalmasına neden olmuştur. Yerelyönetim mevzuatlarında birçok değişiklikyapılmasına rağmen yerel demokrasininbe şiğini t e şkil eden köy ve maha ll eyönetimlerine bigane kalınması kentselalanların temelini teşkil eden mahalleyönetimlerini birçok sorunla karşı karşıyabırakmıştır. Diğer yerel yönetim birimleridevingen bir mevzuat değişikliğine tabiiolurken, yerel demokrasinin ilk sacayağınıteşkil eden bu birimler 65 yılı aşan kanunlarlayönetilmektedirler. Birçok benzerliğe karşınmahalle yönetiminin sahip olduğu sorunlar onuköy yönetiminden ayırarak sahip olduğuproblemleri sistematik hale getirmektedir. Buamaçla çalışmada; Osmanlıdan Cumhuriyeteintikal eden tarihsel misyonuyla mahalleyönetiminin gelişimi ve Cumhuriyet dönemindeyaşadığı mevzuat değişikliklerinin yanı sıra,"kimlik sorunu" başta olmak üzere, "nüfus" veyeni büyükşehir mevzuatı çerçevesindekisorunları ele alınmıştır. Mahalle yönetimininbizce en önemli sorunu olarak görülen busorunlar, mahalle yönetimlerini birçoktartışmanın odağına taşımış bulunmaktadır. Buhedefle mahalle yönetimlerine ilişkin birtakımöneriler tartışılmıştır ; Given the legislative changes made in the local administration area, it is seen that the neighborhood administrations remain between the center and the local. The fact that no changes have been made regarding neighborhood administrations caused the neighborhoods to turn into an anachronical problem. Although many changes have been made in local government regulations, the lack of interest in the village and neighborhood administrations that form the basis of local democracy has left the neighborhood administrations that constitute the basis of the urban areas facing many problems. While other local government units are subject to dynamic legislation neighborhood governments, which constitute the first pillar of local democracy, are governed by laws over 65 years. Despite many similarities, the problems of the neighborhood administration make it systematic by separating it from the village administration. In this study, firstly, the development of neighborhood management is discussed with its historical mission from the Ottoman to the Republic. In addition to the legislative changes made in the Republican period, the problems within the framework of "population" and the new metropolitan legislation, especially the "identity problem", have been discussed. These topics, which constitute the main problems of neighborhood management, have been examined in detail and some solutions for these problems have been presented.

Organisation and governance of agri-food systems : implications of intellectual property rights in plant biotechnology
This thesis examines the question of organization, governance and choice of seeds in Swedish agriculture. It consists of four papers: Paper I investigates the evolution of plant breeding industry in Sweden. The results suggest that the establishment of intellectual property rights (IPRs) schemes creates power in the seed value chain in Sweden and has therefore been a major driver of mergers and acquisitions, together with changes in domestic agricultural policy as well the country´s entrance to EU. Based on nationwide survey among farmers, papers II and III examine the impact of IPRs and specifically the implications of the enforcement of Plant Breeders Rights on farmers´ choice between certified versus farm saved seed (FSS). Paper II uses transaction cost theory and logistics regression to examine empirically the governance structure of farmers choosing certified or FSS. Farmers´ assessment of the quality seed in terms of the genetic purity of each channel has no impact on their choice while personal relations with their upstream partners, investments in the farm as well as delivery contracts affect their procurement strategy. In paper III, spatial autoregressive models are used in order to analyze the transfer of "know-how" between farmers, and the spillover effects of social learning in farmers´ choice of seed channel. Farmers are distinguished between neighbors, based on their relative distance; and peers, based on membership in farmers' cooperatives. The results indicate the existence of spatial dependence on Swedish farmers' choice of seed channel. Paper IV evaluates the impact of farmers' social networks on their decision to be involved in the governance of the agricultural cooperative. The findings suggest a relationship between network characteristics and farmers' involvement in the governance that persists over a long period.
