"Transnationale öffentlich-private Partnerschaften (PPP) erfüllen alle Kriterien einer neuen Form von Governance und sind ein wichtiges Instrument in der Entwicklungszusammenarbeit. Dieser Beitrag konzeptionalisiert und untersucht ihre Effektivität beim Einsatz in Räumen begrenzter Staatlichkeit. Aufbauend auf Evaluierungsstudien entwickeln und erproben die Verfasserinnen ein Phasenmodell. Dieses geht davon aus, dass der Output von PPP von strukturellen Faktoren (z.B. klare Aufgabenstellung, Ressourcenausstattung), der Outcome zusätzlich von Prozessfaktoren (z.B. Partizipation, transparente Leistungskontrollen) und der den Zielen der PPP entsprechende Impact darüber hinaus von lokalem Kapazitätsaufbau abhängen. Illustriert wird dies anhand zweier unterschiedlich erfolgreicher Gesundheits- und Ernährungs-PPP." (Autorenreferat)

"Mit dem Konzept der 'global governance' wird häufig eine globale Zivilgesellschaft assoziiert, in der 'global citizens' in Form von Nichtregierungsorganisationen Weltpolitik mitgestalten. Der Artikel zeigt am Beispiel des internationalen Flüchtlingsregimes und der humanitären Hilfe, dass die globale Zivilgesellschaft nur teilweise und vor allem asymmetrisch verwirklicht ist. Flüchtlinge haben keinen Zugang zu citizenship im Gegensatz zu humanitären Helfern. Dies liegt vor allem an der weiterbestehenden Prärogative von Nationalstaaten in der Flüchtlingspolitik und der Dominanz nördlicher Industriestaaten. Dieser können Nichtregierungsorganisationen wegen der Beschränktheit ihrer Mittel nichts wirklich entgegensetzen und sie sind auch nur peripher an der Gestaltung des internationalen Flüchtlingsregimes beteiligt. Der Artikel schlussfolgert, dass ein besseres Verständnis von 'global governance' voraussetzt, dass eine genauere Analyse der Zugangsmöglichkeiten verschiedener Akteure zu globalen Regulierungsmechanismen vorgenommen wird." This article examines the governance of organizational networks and the impact of governance on network effectiveness. Three basic models, or forms, of network governance are developed focusing on their distinct structural properties. Propositions are formulated examining conditions for the effectiveness of each form. The tensions inherent in each form are then discussed, followed by the role that management may play in addressing these tensions. Finally, the evolution of governance is explored.
