This article discusses environmental policy integration-a concept so far mainly applied to domestic and European politics-at the global level. The article distinguishes between integration of institutions, of organizations, and of their bureaucracies, and it addresses both internal integration (within the environmental policy domain) and external integration (between environmental policies and non-environmental policies). The overall focus is on one set of policy reform proposals that have been salient in the global environmental governance debate for the last decades: the question of whether the creation of a world environment organization would improve the effectiveness, legitimacy, and efficiency of global environmental governance. We revisit this debate and explore the options for organizational change, including clustering, upgrading, streamlining, and hierarchical steering, with a focus on whether the reform proposals can bring about environmental policy integration. We conclude that in the longer term, upgrading of the UN Environment Programme to a UN specialized agency, with additional and increasing streamlining of other institutions and bureaucracies, offers the most potential for environmental policy integration and does not appear to be unrealistic. © The Author(s). 2009.

Testimony issued by the Government Accountability Office with an abstract that begins "The Smithsonian Institution (Smithsonian) is the world's largest museum complex. Its funding comes from its own private trust fund assets and federal appropriations. The Smithsonian Board of Regents, the Smithsonian's governing body, is responsible for the long-term stewardship of the Smithsonian. In recent years, GAO and others have documented (1) significant governance and accountability breakdowns at the Smithsonian, which could ultimately put funding and the organization's credibility at risk, and (2) the deterioration of the Smithsonian's facilities and the threat this deterioration poses to the Smithsonian's collections. This testimony discusses (1) the Smithsonian's status in implementing governance reforms recommended by its Governance Committee and by GAO in a 2008 report (GAO-08-632)--as discussed in a GAO report being released today (GAO-10-190R)--and (2) the Smithsonian's progress in implementing facilities and funding recommendations GAO made in a 2007 report (GAO-07-1127). The work for this testimony is based on GAO-10-190R and an analysis of documentary and testimonial evidence from Smithsonian officials. GAO is not making recommendations in this testimony and did not make new recommendations in GAO-10-190R. The Smithsonian and the Board of Regents concurred with the findings of GAO-10-190R."

"Seit den russisch-ukrainischen Gaskonflikten der letzten Jahre wird sowohl in der wissenschaftlichen als auch in der politischen Diskussion wiederholt gefordert, die Europäische Union müsse eine kohärente energiepolitische Strategie verfolgen und ihre Interessen im Energiebereich verstärkt nach außen vertreten. Hierbei wird in sehr starkem Maße in klassischen geopolitischen Kategorien argumentiert. In diesem Beitrag soll stattdessen der Frage nach der Etablierung von energiepolitischen Organisationsprinzipien bzw. Normen in Drittländern unter Rückgriff auf das von Wolfers (1962) entwickelte Konzept der Milieuziele nachgegangen werden. Anders als die Mehrzahl der Beiträge zum externen Regieren der EU wird hier über den 'bloßen' Export von Normen, Regeln und Policies hinaus die bewusste Etablierung neuer Institutionen und Governance-Strukturen zur nachhaltigen Absicherung des betreffenden Normenexports - und damit auch der strategischen (Energie-) Interessen der EU - ins Zentrum der Analyse gestellt. International audience ; In June 2006 the Swiss Parliament adopted a new law on population registers' harmonization in order to simplify statistical data collection and data exchange from around 4'000 decentralized registers. Besides there are more than 2'000 administrative services delivered to Swiss citizens and businesses, of which hundreds could potentially use data from population registers. The law is rather vague about the implementation of this harmonization and even though many projects are currently being undertaken in this domain, most of them are quite technical. We believe there is a need for analysis tools and therefore in this paper we propose a conceptual framework to analyse data governance of these populations registers, with a strong focus on information requirements and identity management. In order to develop this framework we built on existing approaches to define its building blocks: data consumers, data sources, identity in a given context, requirements, and data sets.

International audience ; European higher education (HE) systems experienced major changes, and many publications have already proposed to assess and analyse this evolution. But looking at the state of the art on this issue, as will be done in the first section of this introduction, it appears that none adopted a public management perspective and considered wider patterns of public sector 'reforming' and how they have been applied to higher education systems within the EU. Although most HE systems in Europe, but also in the US, are publicly funded, admit the highest share of students and, by contrast with the US benefit from higher reputation than many private institutions, HE has rarely been studied as a public policy or management topic, so has not been one of the traditional areas covered by generic political scientists or public management scholars'Bringing in' more generic concepts from political science and public management more fully into the study of HE institutions (HEIs) is a promising avenue to explore academically, and may re-invigorate the study of HEIs. Often the HE sector is seen as a 'stand alone' sector, which is not directly or easily comparable with other types of organization, even within the public sector. The ideology of academic and institutional autonomy as described by Merton, which is so well developed within the HE sector supports this sectoralist approach. There may be some evidence to support this notion of difference even at the organizational level: for example, UK universities retain more self direction and less central control than some other UK public sector settings, such as the National Health Service (the very name describes a national rather than a local service). Yet at a more fundamental level, the organizational similarities with other professionalized public sector settings such as health care are more important than the differences: European universities are largely dependent on the state for financing; the state is concerned to regulate their behaviour as they ...

Abstract'The Governance of Britain' agenda represents Gordon Brown's attempt to respond to long-standing criticisms regarding the way in which Labour governments have since 1997 approached the topic of constitutional reform and democratic renewal. The central argument of this article is that the Labour Party remains afflicted by constitutional anomie and these recent documents, combined with the behaviour of politicians, have done little in response. This article is of methodological importance because it assesses the cumulative impact of recent reforms through the application of Lijphart's framework and reflects on the utility of this tool. It is of conceptual importance because the results of the systematic analysis add further weight to the accusation of constitutional anomie while also allowing the development of a new conceptual tool – bi-constitutionality – which offers a way of understanding long-standing debates. The article is of normative importance because it avoids the descriptive-prescriptive approach to constitutional literature that has dominated British political studies, and it is relevant for comparative politics because it replicates and takes forward a methodology that has been applied around the world. In doing so it provides a critical case of executive politics and statecraft vis-à-vis constitutional reform.

Pitanje prave mjere decentralizacije unutar Grada Zagreba analizira se u širem okviru. Ističe se decentralizacija kao jedan od temeljnih reformskih procesa u suvremenim političko-upravljačkim sustavima europskih zemalja. No, decentralizacija nije jedini proces koji utječe na formiranje dobrih standarda upravljanja gradovima: nužno je uzeti u obzir i doktrinu dobrog upravljanja, koju podupire Europska unija, niz drugih međunarodnih organizacija, ali i sve veći broj zemalja. U ostvarenju standarda dobrog gradskog upravljanja razmatra se uloga mjesne samouprave u Hrvatskoj, a napose u velikim gradovima i Gradu Zagrebu. Upozorava se da osnivanje preko dvije stotine mjesnih odbora kao zasebnih pravnih osoba vodi prema fragmentaciji Grada Zagreba i bitno otežava ili čak i onemogućuje integrirano gradsko upravljanje i smisleno rješavanje urbanih i upravljačkih problema. ; The issue of adequate decentralisation within the City of Zagreb is analysed in the broader frame. Decentralisation is one of the main reform processes of the current governance system in European countries. However, decentralisation is not the only process that influences the standards of good urban governance. Good governance doctrine, supported and implemented in the European Union, many other international organisations, and increasing number of countries world-wide, should be taken into consideration as well. The role of territorial selfgovernment below municipal level in implementation of good urban governance standards in Croatia, especially within large cities and the City of Zagreb, is discussed. It should be emphasised that establishing more than two hundred of territorial committees as separate and full legal entities can cause managerial fragmentation in the City of Zagreb and hinder or even impede integral urban management and sound solving of numerous urban and managerial problems.
