The end of the 1960s and the 1970s were the years when the social, political and administrative events experienced for the whole world were criticized in the name of democracy. These years were also a period in which the American public administration was not qualified to respond to the conditions of the period, social welfare was not distributed fairly, the ongoing poverty, violence, racism, and gender-based inequality in the society were discussed, and the decreasing trust in institutions and its traditionality were questioned. One of the important names of this period of interrogation is Vincent Ostrom. While Ostrom included his criticisms of traditional public administration in his work titled "Intellectual Crisis in American Public Administration" published in 1973, he advocates polycentrism against a single-centered hierarchical administration. Ostrom's idea of polycentricity and his search for democratic governance is the subject of this study. The study accepts that Ostrom's concept of polycentricity and democratic administration thought are compatible with the governance model and form the basis for the governance process. In addition, the study aims to clarify the relatively little discussed "Vincent Ostrom framework" in the Turkish literature.

AbstractThe past two decades have witnessed the rapid diffusion of participatory planning models, including Community-Driven Development and Participatory Budgeting. Despite enormous funding outlays, studies paint a mixed picture about whether and when these programs "work" to improve welfare, governance, or social change. To better understand these questions, our paper takes an in-depth approach to understanding the sub-national application of a single participatory planning intervention implemented across Northern Kenya, using qualitative process tracing to understand the mechanisms operating across five counties. Our findings suggest the potential for participatory planning interventions to succeed is contingent on three factors which are insufficiently understood by both practitioners and academics. (1) At the institutional level, participatory planning interventions need to address genuine governance gaps by fulfilling functions that are not met by formal or informal institutions. (2) The rule-based design of participatory institutions often requires adaptation at the sub-national level in response to contextual factors, and the success of this adaptation mediates whether rules function as intended. (3) Ground-level implementers exercise far more discretion than officially recognized during implementation, suggesting they function as a poorly understood source of variation between and within programs.

In its regulatory enterprise to improve the conditions of data sharing and reuse, the European Union has enacted new legislation: the Data Governance Act (DGA). The DGA envisages new forms of sharing public sector data (PSD). Based on a legal analysis of the DGA and an in-depth study of data governance literature, this paper highlights what is at stake in the new regulatory framework and argues that more than the mere openness of more PSD will be necessary to ensure that the European Union policy goals are achieved, especially those concerning enhancing innovation for the common good. From this perspective, the paper argues that the public data trust model of data governance and the Responsible Research and Innovation approach offer two powerful tools for public sector data governance. In this context, this paper contributes to the debate about new data governance models and discusses tools and frameworks enabling the use of data for the common good. It also provides insights to public administration practitioners aiming to implement a framework for increased and sustainable PSD sharing.

AbstractPolycentric governance (PG) describes governance systems characterized by multiple, interdependent centers of decision‐making, offering an alternative to centralized governance models. PG is often assumed to be effective at helping policy actors address complex collective action problems, but burgeoning empirical literature on PG shows that it is not a panacea – PG is associated with both positive and negative governance outcomes. In this article, we ask: what do we know about why PG performs well in some cases but not in others? We start with a systematic review, synthesizing findings that provide empirical support for positive and negative features that are theorized to accompany PG. Our review reveals a critical gap in relation to our understanding of PG: the existing empirical literature largely fails to address change and evolution over time in PG systems, undermining our understanding of why PG works – or does not– across different contexts and over time. To fill this gap, we propose a "Context – Operations – Outcomes – Feedbacks" (COOF) framework that draws explicit attention to the interplay between context, operational arrangements, outcomes and identifies feedback pathways and adjustment mechanisms that drive dynamic change and evolution over time.

This article seeks to analyze the bill 006/2018 which prohibited the construction of markets, supermarkets and hypermarkets within a 2km radius of another in the city of Matinhos, in the state of Paraná, Brazil. This fact generated a controversy that caught the attention of the media. and created a popular mobilization because it instituted in practice the sector monopoly in the city where the former mayor would be the biggest beneficiary because he owns a supermarket chain, exposing a form of clientelism that occurs in the municipality. The other bill 1960/2018 is identical to that of supermarkets even in the newsroom, but involves gas stations and was voted the week before this bill, being approved and sanctioned by the chief executive and the law in full force, which called Attention for not having received the same treatment from the media and the population in it will be analyzed the media micropower and its selectivity in relation to events.

AbstractThe origins of contemporary supra‐national power go back to the second British Empire, which, unlike the first, faced organized labor as a potential revolutionary force. The formation of the Rhodes–Milner Group was meant to better manage the formation of the public mood, and the Boer War in South Africa demanded close integration of imperial affairs. A central figure in the Rhodes–Milner Group, Lord Esher, was also the architect of the Committee of Imperial Defense, created to take up the latter task. Esher's idea of a secretariat confidentially preparing solutions to issues of the day before they emerged in the public domain was introduced into the structure of international organizations after World War I and the Russian Revolution. Escher also laid the foundations of today's model of transnational politics in which groups such as Bilderberg or the Trilateral Commission and many others, shape certain areas of consensus before the public is allowed to make its voice heard. In this process, the circumvention of democracy has assumed the nature of an outright assault on it. In the process the World Economic Forum, formally joining forces with the United Nations, has become the most visible supranational body applying direct rule.

AbstractThe development of the hydrogen economy (HE) has become the main direction of climate-focused economic progress. Although the gap between the potential impact of energy companies and their actual willingness or ability needs to be bridged by corporate governance and economic policy, these dynamics are underrepresented in the literature. As environmental, social, and corporate governance (ESG) considerations could foster adaptation and developing hydrogen technologies, the goal of this systematic literature review is to explore the specific environmental and energy aspects of ESG and the adaptation opportunities which could contribute to HE development. Findings suggest that ESG as a new institution in the economy might be in line with national and international policies, but corporate efforts at improving environmental performance could be further oriented directly or indirectly toward hydrogen technologies, for example, through cost reduction initiatives, favourable taxation, or specific requirements for sustainability reporting. On the corporate level, external and internal change drivers could lead to strategic and governance adaptation measures in line with HE development policy. The study contributes to the literature through the intersection analysis of the global ESG trend and the development policy of the HE, which has been overlooked to date, especially from a corporate governance perspective.

The goal is to develop an evaluation framework for the quality of governance (QoG) and to evaluate the impact of government digitalization on the QoG for Indonesia. The study develops an evaluation framework to determine the impact of digitalization on the QoG. Data were collected to test the framework in practice by interviewing 10 state apparati and organizing small-group discussions. The manual process of the state government officers' selection in Indonesia is considered very poor and vulnerable to corruption, collusion, and nepotism. The interviewees agreed that digitalization resulted in improved transparency and QoG. Overall, information digitalization has a dual impact as it led to improving service quality, transparency, and government accountability, but it did not result in less corruption, collusion, and nepotism. The findings suggest that digitalizing needs to be complemented by introducing checks and controls to reduce these problems. An evaluation framework offers important insights for digitalization and helps to identify opportunities to improve the QoG further.

This study aims to investigate the impact of the relationship between information technology (IT) governance and administrative information quality on decision-making in the banking industry. The study is motivated by the increasing importance of IT in the banking sector and the need to ensure the quality and reliability of administrative information. The study uses a quantitative research design, and the data was collected from 197 respondents working in different Saudi Arabian banks. This study's findings indicate a significant positive relationship between IT governance and administrative information quality in the banking industry. Furthermore, the study found that administrative information quality significantly impacts decision-making in the banking industry. The study concludes that effective IT governance and the provision of high-quality administrative information are critical factors in improving decision-making in the banking industry. Overall, this study provides valuable insights into the importance of IT governance and administrative information quality in the banking industry and how they can contribute to improved decision-making processes. The findings of this study have implications for banks and their management in terms of developing effective IT governance practices and improving the quality of administrative information.

Abstract
Building on the growing interest in role-play in international relations pedagogy, this article suggests student-designed simulation as an active learning exercise defined to help students get a nuanced understanding of the way global governance works in practice. Based on a teaching experience for graduate students at the University of Lausanne (Switzerland), this article makes two contributions. First, it proposes a concrete roadmap for those who would like to supervise students in creating a simulation for and with practitioners. Second, it shows the benefits of student-designed simulation in terms of learning outcomes for students and participants involved in the role-play. It highlights how the conceptualization of a detailed scenario, on the one hand, leads students to uncover the daily practices through which global problems are (tentatively) governed within international organizations. The implementation, on the other hand, fosters dialogue between aid workers specialized in emergency situations and actors working in the field of (sustainable) development who are invited to swap roles during a two-hour student-led simulation. By promoting this reversed type of simulation, the article intends to further expand the active learning toolbox while proposing a pedagogical activity that builds a bridge between academics and students of international studies and practitioners.
