This book is the outcome of a major conference held by 'Omnes Gentes' on the thematic religion, violence, and peacebuilding, celebrating the 100 years of the publication of 'Quod Iam Diu', the Encyclical of Pope Benedict XV 'On the Future Peace Conference' issued on 1st December, 1918. Authors from all continents have provided articles from their field of research and their context to illustrate the importance of religious insights and actions to promote peace in difficult times. Academics, ecclesiastical leaders, pastoral workers, and researchers from around the world, who are involved directly in the work of peacebuilding, shed light on specific contexts, historical perspective and actions, as well as inspiring prospects for the future. The peacebuilding operations (PBO) are all actions to identify and support structures which will tend to strengthen and solidify peace in order to avoid a relapse into conflict. While peacebuilding actions occur before 1992, the existence of the peacebuilding operations had established and named by for-mer UN Secretary-General Boutros Boutros-Ghali in An Agenda for Peace. Thereafter, the various studies and practice identified the actors, objectives and needs of a PBO. Thus the peacebuilding includes not only security issues - which can be a police mission - but also issues of restoration of democracy, socio-economic development and trials. Even if the Security Council plays an important role in the peacebuilding, it is neither the only nor the main responsible. On the contrary, many United Nations bodies and international agencies involved in the differ-ent stages of the peacebuilding. To provide an adequate answer to the need for coordination and cooperation between these actors, the Peacebuilding Commission was established in 2005. It is the first UN body co-subsidiary: it depends on both the General Assembly and Security Council, which is not without difficult. It is not the main actor in the peacebuilding since the primary responsibility rests with each state in question. Despite the large number of conflicts around the world, the Commission currently has four countries on its agenda: Burundi, Sier-ra Leone, Guinea-Bissau and the Central African Republic. Unavailable ; La pratique onusienne des opérations de consolidation de la paix consiste après les conflits à définir et étayer, entre les Etats comme à l?intérieur de ceux-ci, les structures propres à raffermir la paix et éviter une reprise des hostilités. Elle est favorisée par la fin de la guerre froide qui voit apparaître de nouvelles formes de menaces à la paix et la sécurité internationales au nombre desquelles figure principalement la défaillance de l?Etat périphérique occasionnée par la réduction de l?intensité des conflits armés au seuil de ses rapports internes. Cette défaillance se caractérise par des atteintes graves à l?exercice de leur compétence nationale ainsi que par la déshérence consécutive des matières qui ressortent de leur domaine réservé. Elle est source de menace pour la paix et la sécurité internationales et au-delà remet en cause la souveraineté de l?Etat. En déployant ses mesures dans les domaines de la consolidation sécuritaire, politique, économique et sociale de la paix, la pratique des opérations de consolidation de la paix s?est assimilée à une entreprise de restauration de l?Etat, démontrant l?attachement de l?Organisation des Nations unies et de ses Etats membres au maintien de l?Etat, pierre angulaire de l?édifice du maintien de la paix. De ce point de vue, elle est en conformité avec le droit international et la Charte des Nations unies qui depuis 1945 entend faire de l?Etat un instrument au service d?une conception structurelle de la paix. Dans un objectif d?efficacité, cette pratique s?est orientée vers l?instauration au sein des Etats d?une gouvernance fondée sur l?Etat de droit et le respect des pratiques démocratiques. Cette nouvelle orientation ouvre de nouvelles perspectives à l?Organisation des Nations unies qui entend faire reposer la paix et la sécurité internationales sur une communauté d?Etats démocratiques ; elle pose au-delà la question de sa conformité au texte de la Charte et au droit international.
