В статье рассмотрено экономическое состояние ТНК сегодня, так как экономические мощности ТНК могут конвертировать в политическое лоббирования своих интересов, чем богаче и крупнее ТНК, чем больше имеет ресурсов, тем она влиятельнее не только в экономике страны, но и в политике, имея рычаги давления и тем она интереснее для правительства страны базирования. В статье представлен анализ экономического потенциала ТНК на 2020 и 2021 года, основанный на рейтингах журналов Forbes и Fortune. Основной акцент был сделан на соотношении выручки крупнейших ТНК и валового национального дохода стран (Турции, Сингапура, Таиланда, Мексики, РФ и другие), что показывает и политическую ресурсность ТНК.
This article considers the ideational and political contexts in which Project 5-100, the Russian excellence in higher education initiative emerged, as well as the specificities of its organisational and behavioural model. While Project 5-100 has been studied in the academic literature as regards its efficiency and how it affected the performance and inner workings of the participating universities, the question of how the project came about and the characteristic traits of its internal set-up still remain largely overlooked. The study focuses on the involvement of local and international players, arguing that their successful and organic cooperation influenced both the architecture and the implementation of the project. This paper contributes to the literature on policy networks by showing that transnational actors do not necessarily undermine or challenge state power and can on the contrary help governments implement systemic change. Inspired by the international experience of establishing world-class universities, Project 5-100 was conceived and lobbied by a small but influential group of visionaries pushing for change who – acting in a concerted and purposive manner – acquired a novel and powerful capacity to use international expertise for the development of a key national project, capable of deeply transforming the country's higher educational system.
The process of transforming international relations goes on under the influence of globalization mechanisms together with the development of integration processes. The establishment of more complex and at the same time simple mechanisms of cooperation in the system of international relations between its actors is the result of a change in the methods of introducing cases. Moving away from the classical principles of cooperation-diplomatic contacts, alliances, the world ceases to be a bipolar system of world device, thanks to the process of globalization, a multipolar world structure is being built with the new actors inherent in the globalization process, gives an example of multinational corporations and NGOs. Under the influence of globalization, the usual tools of international politics are being modified, since within the framework of the new system of transnational interaction, national states are forced to adapt to a changing, interconnected and interdependent world in which there is no longer a clear division between external and internal affairs. State power is forced to transform, transferring to a larger extent part of its functions to supranational structures, sharing its administrative functions with these structures and creating new models of world political governance. The Northern Forum acts as an organization uniting the regions of the subjects for solving common problems in the Arctic region.

In this situation, the support of global security threat serves the underground world – terrorists, shady business structures, failed states. The unconventional nature of the threat to peace and stability of the New World Order requires an equally innovative response which transcends the formal constraints of international law and the traditional doctrine of deterrence. An analysis of the U.S. foreign policy concepts suggests that today's academic and political community has promoted consensus of neoliberals and neoconservatives, supporters of the institutional functionalism and representatives of the school of Realpolitik. This consensus was based on the recognition of the admissibility of pre-emptive strikes on the territory of failed states, sponsoring international terrorism, or the implementation of open interference in the internal affairs of "rogue states" for human rights and democratic freedoms guarantee. ; В современных условиях становления новой конфигурации международных отношений вооруженная агрессия по-прежнему остается не только популярной альтернативой дипломатическому урегулированию конфликтов, но и одной из постоянно совершенствуемых насильственных практик. Место войн на международной арене все активнее занимают терроризм, геноцид, интервенция и т.д. Иностранное военное вмешательство в дела суверенных государств в настоящее время получает все более широкое распространение, поэтому противодействие попыткам интервенции на данный момент входит в число приоритетных задач государства, так как от эффективности этой деятельности нередко зависит существование страны.

Делается вывод о том, что утрата эпистемологического и социально-политического оптимизма современных исследователей сопровождается критикой ими линейно-прогрессистских концептов развития системы международного права, открывая дорогу принципам альтернативности, синергетики, транзитивности исторического развития. Неоконсенсус представителей школы Realpolitik (неоконсерваторов) и институционального либерализма (неолибералов) основывается на допущении иной природы международной правосубъектности в условиях возникновения новых угроз национальной и всеобщей безопасности со стороны транснационального терроризма и несостоятельных государств. Практическим воплощением такого нео-неоконсесуса становится легитимация гуманитарных интервенций и превентивного сдерживания «преступных режимов» на периферии мир-системы.
The paper analyses the features of cross-border cooperation in higher education of European subnational regions. The authors conclude that this kind of cooperation is complementary to a number of EU governance spheres, such as cohesion policy, Lisbon strategy 2000 and strategy "Europe 2020" of developing a knowledge economy. It also is an important mechanism for building European Higher Education Area. Another hallmark of regional educational cooperation is multi-level governance, formed with the support of EU programmes, and including supranational, national and regional authorities, as well as universities gaining prominence as autonomous actors and constituting transnational academic community.Key words: Paradiplomacy, regional cooperation, cross-border cooperation, higher education, EU. ; В статье рассматриваются особенности приграничного и трансграничного сотрудничества европейских субнациональных регионов в сфере высшего образования. Авторы приходят к выводу, что данный вид сотрудничества является комплементарным для нескольких направлений регулирования ЕС, таких как политика сплочения, стратегия построения экономики знаний «Европа-2020», и предшествовавшая ей Лиссабонская стратегия 2000 г., а также важным элементом строительства Европейского пространства высшего образования. Другой особенностью регионального образовательного сотрудничества является то, что при поддержке программ ЕС сложилась многоуровневая система управления, включающая наднациональные, национальные и региональные власти, а также отдельные вузы, превращающиеся во все более влиятельные акторы международных отношений. В результате участия вузов в программах ЕС сформировалось транснациональное академическое сообщество, которое стало новым звеном в общей системе европейского высшего образования.Ключевые слова: парадипломатия, региональное сотрудничество, приграничное сотрудничество, высшее образование.
Lenin's contribution to economic theory is studied by only a limited number of researchers, since most of the academic community considers referring to the investigations carried out by this author to be highly improper. The writer of this article shows, however, that even 150 years after the birth of V.I. Ulyanov, the Leninist theory of imperialism remains relevant, despite requiring critical development and supplementation. This latter is true, in particular, of Lenin's conclusions (1) to the effect that the process of monopolisation leads to the undermining of free competition, which corporate networks in the twenty-first century have turned into a system of relations of manipulation by market actors; (2) on the hegemony of finance capital, which in the present period has served as the cause behind the processes of financialisation; and (3) on the hegemony of transnational corporations and the division of the world between super-powers, which is now leading to the danger of a new repartitioning of the world economic and political space. Following a spiral of the "negation of the negation" (imperialism — social capitalism — neoliberal capitalism), the world is again burdened with problems that are reproducing, on a new level, the causes of the World War and of the series of revolutions in the early twentieth century. "…We need to know how to begin from the beginning several times over": how Lenin's conception of the socialist reconstruction of Russia's economy came into being.
The article aims to discuss the role of social sciences and, in particular, history in the memory discourse and the politics of the country. The article is comprised of 6 chapters: First World War, Second World War and the Holocaust, Civil Wars, Decolonization and class, race and gender in deindustrialization, each of them discussing a specific memory agenda and the role of historians in formulating it. By using the case study method and methods of historical analysis, authors draw conclusions on how countries with different culture and roles in international events cope with existing historical perspective and alter them for their policy goals. The authors also mention the change in the memory science itself, stating that, with the transition from the 20th century to 21, the memory politics changed focus from studying national history to studying relations between them or even transnational memory phenomena. All in all, the authors conclude, that the role of historians increased during the last century as they became one of the most influential actors among many who influence the social discourse and collective memory.For citation: Berger, S. Используя метод кейс-стади, автор делает вывод о том, как страны с различной культурой и позицией в международных отношениях справляются с существующей исторической перспективой и изменяют их для своих политических целей. Автор также упоминает об изменении самой науки о памяти, заявляя, что с переходом от XX века к веку XXI политика памяти изменила фокус с изучения национальной истории на изучение отношений между государствами или даже на анализ транснациональных мемориальных явлений. В целом, заключает автор, роль историков в прошлом веке возросла, поскольку они стали одним из самых влиятельных социальных акторов, влияющих на коллективный дискурс памяти.Для цитирования: Бергер Ш. В статье анализируется явление трансформации дипломатической деятельности под влиянием мировых процессов и общественных требований. Одним из таких мировых процессов является феномен глобализации. Доступность информации, скорость ее распространения и рост взаимодействия гражданских лиц в социальной, политической, экономической, культурной и др. сферах, вынуждают государства и дипломатические ведомства бороться за общественное мнение, посредством предоставления наиболее конкурентноспособной и оперативной версии событий. Косвенно, включая гражданское общество, во внешне политические события. Целью статьи является демонстрация потенциала дипломатии в процессах адаптации государств и национальных правительств к усиливающейся взаимосвязанности при принятии внешнеполитических решений. Проведенная работа, приводит к выводу о том, что одним из наиболее эффективных ресурсов продуктивной внешней политики государства, является установленная система взаимоотношений государства и гражданского общества, на основе тесных взаимодействий с представителями экспертных групп и профессиональных практикующих консультантов-специалистов. Сложность представляет консерватизм, основанный на восприятии сферы международных отношений, как прерогативы национальных государств и традиционной дипломатии, соответственно, медленные темпы трансформации наработанных схем деятельности. Данная тема является актуальной, вследствие, все возрастающей роли негосударственных, транснациональных, надгосударственных акторов в международной среде. Новизна состоит в том, что, в отличие от традиционно придаваемого акцента в сторону или государства или надгосударственных, негосударственных субъектов, – здесь осуществляется попытка придать ценностное равенство в их поведении на международной арене, разделяя ответственность в способах реализации национальных интересов. ; The article analyzes the phenomenon of the transformation of diplomatic activity under the influence of world processes and social requirements. One of these world processes is the phenomenon of globalization. The availability of information, the speed of its dissemination and the growing interaction of civilians in the social, political, economic, cultural and other spheres, are forcing states and diplomatic departments to fight for public opinion by providing the most competitive and efficient version of events. Indirectly, including civil society, in foreign political events. The goal of this article is to demonstrate the potential of diplomacy in the processes of adaptation of states and national governments to increasing interconnectedness in making foreign policy decisions. The work done, leads to the conclusion that one of the most effective resources of a productive foreign policy of the state is the established system of relations between the state and civil society, based on close interactions with representatives of expert groups and professional practicing consultants and specialists.The complexity – is conservatism, based on the perception of the sphere of international relations as the prerogatives of national states and traditional diplomacy, accordingly, – the slow rate of transformation of established patterns of activity. The novelty lies in the fact that, in contrast to the traditionally given emphasis to the side of either the state or supranational, transnational, non-state actors, – here, is made an attempt to give equal value in their behavior in the international arena, sharing responsibility in the ways of realization of national interests.
