Der vorliegende Beitrag thematisiert die Problematik der wissenschaftlichen Selbstregulierung gegenüber staatlichen Administrationen im nationalen Kontext und auf europäischer Ebene. Es werden politische Entscheidungsprozesse erörtert, die für Forschungsorientierungen und Finanzierung der Wissenschaften grundlegend sind. Insbesondere wird dabei analysiert, wie die Interessen der Wissenschaftler gegenüber den politischen Institutionen organisiert sind und welcher Grad an Freiräumen ihnen vom Staat eingeräumt wird. Diese Strukturen werden anhand der europäischen Großforschungseinrichtungen untersucht. Da es sich um mehrere (mit einer Ausnahme) zwischenstaatliche Organisationen handelt, erlaubt die Analyse nicht nur einen Gesamtüberblick über die Wissenschaftsinteressenvermittlung auf europäischer Ebene, sondern auch Einsichten in die Evolution von neokorporatistischer Konzertation zu komplexer pluralistisch-föderalistischer Interessenvertretung. DIRECT ELECTIONS TO THE EUROPEAN PARLIAMENT HAVE A TRANSNATIONAL AS WELL AS A NATIONAL DIMENSION. UP TO THE PRESENT, THE NATIONAL DIMENSION CLEARLY DOMINATES, HOWEVER. IN THE COURSE OF THE 1984 ELECTION CAMPAIGN, ISSUES CONCERNING THE STRUCTURE, FUNCTIONING AND DEVELOPMENT PERSPECTIVES OF THE EUROPEAN COMMUNITY'S POLITICAL SYSTEM GENERALLY WERE OF MINOR IMPORTANCE. THE SAME CAN BE STATED FOR TRANSNATIONAL ACTORS AND THEIR ACTIVITIES. IN SPITE OF THE VARIOUS CAMPAIGN ACTIVITIES OF THE COMMISSION OF THE EC, THE EUROPEAN PARLIAMENT WITH ITS POLITICAL GROUPS AND THE EUROPEAN PARTY FEDERATIONS, THE DOMINANT PART OF THE CAMPAIGN WAS PLAYED BY NATIONAL ACTORS. IT IS ARGUABLE THAT THE 1984 ELECTION, COMPARED TO 1979, EVEN SAW AN ACTUAL 'RENATIONALIZATION' OF POLITICS, A FURTHER DIMINUTION OF THE ALREADY MODEST IMPORTANCE OF THE TRANSNATIONAL DIMENSION.

President Bush has a unique opportunity to link U.S. development assistance with grass roots Pan-Africanism. By broadening the focus of aid policy to include relations among networks of African nongovernmental organizations (NGO's), the Administration can begin addressing the barriers to African participation in the surge of transnationalism that will undergird economic prosperity in the 21st century. Already, the emerging global pattern is clear: In 1992 the European Community (EC) will become the West's largest integrated market. The Gulf States, as well as the five Maghreb states of North Africa, recently announced plans for greater political and economic unity. The incorporation of Hong Kong into the People's Republic of China holds the promise of new modalities for accommodating radically different economic and political systems within the same national boundaries. And the list will continue to grow.
