The author analyses the selected aspects of capitalism in the countries of Central Europe. The author presents the various theoretical concepts that refer to the issue in question involving the concept coined by L. King and I. Szelenyi, which holds that the systemic changes in the countries of this region are specifically characterised by the perspective of 'from without' capitalism. They believe that the specificity of the capitalist system lies in the fact that in the key times of the post-communist changes of the political system, the issue of the absence of an important class of private owners was not addressed. In the West private proprietors were the ones that constituted the main driving force of an open-market economy. The article presents the advantages and drawbacks of an economic model formed by the dominant share of foreign capital, with an emphasis placed on the consequences of the issue in question on the limitations of the subjectivity of economic policy of a state as well as the development chances of local businesses. It manifests the fears that the model created in Poland (and in other countries of the region) after the year 1989 sets the role model for local enterprises of corporate subcontractors of mainly traditional or niche products and services.
Do distance and national borders make a difference in grandparents' relation and communication practices with their grandchildren? Is transnational grandparenthood a unique phenomenon? Research on diverse types of grandparental care and virtual co-presence in transnational families suggests migrants and their parents have mastered the ways to care at a distance. However, what does it actually mean? In this issue of CMR Spotlight Weronika Kloc-Nowak and Sylwia Timoszuk outline some results of the 2019-2020 nationwide survey which puts 'flying granny' and 'skyping grandpa' tropes in the context of Polish families.
The aim of the article is to present the specific nature of research on the issues of national relations in a totalitarian state based on the example of the lands of Central and Eastern Europe under the Soviet occupation from 1939-1941. In order to achieve this, the literature on the subject (in English and Polish) was reviewed as well as the most important methodological problems encountered by researchers. The research program was also outlined, along with a proposal for their conceptualization in the form of signalling the main aspects of the above-mentioned issues, including the specificity of the Soviet occupation of 1939-1941, social and ethnic relations in this area, and the Soviet nationalities policy. Several research methods and postulates were proposed, as well as perspectives and theoretical approaches that could facilitate the study of this complex and controversial subject, e.g., the interdisciplinary nature of research, methods of bottom-up formation of political attitudes of the population (the so-called "bottom-up" method), application of theories of the totalitarian state, and different theories of ethnicity. As a result, an interdisciplinary program of comparative studies of ethnic relations in Central and Eastern Europe under Soviet rule (1939-1941) was outlined, taking into account the transnational character of historical processes and the need to conduct micro historic analyses and case studies that would allow capturing of the diversity of ethnic relations and verify the effectiveness of the policy of the central Soviet authorities. The article argues that it seems obvious that the specificity of the analysed problematics can be properly grasped only by consideration it in the historical and theoretical context, adopting a comparative and transnational approach, from a micro-historical as well as everyday-life perspective that highlights the most important social factors which facilitated changes in interethnic relations.
Dubravka Ugrešić defines herself as a transnational writer. Her political, geographic and cultural dislocation constitute the main themes of her prose works written in the last decade of the twentieth century. In the subsequent decade, Ugrešić's essays took on additional themes relating to the European literary market. The author follows reading fashions and examines the shape and function of publications defined as European or world bestsellers. As a writer and scholar she is drawn to the concept of the transcultural, whose distinguishing characteristic she finds to be the experience of a new and faster mode of transfer of information and goods. The poetics of the work, however, will not be disturbed or changed. Similarly, the hierarchy established by the history and criticism of literature, setting the boundaries of culture and referred to with irony by Ugrešić in her reading of bestsellers, remains intact. This author-reader who seeks to understand her fellow readers often changes the paradigm she uses to describe culture. In her examination of the relations between author, work, and receiver, she delineates an emerging karaoke culture. It cannot, however, be designated as a transnational literature or culture. The literature created by Ugrešić eludes definition in a similar way. Analyses conducted in the text demonstrate that with regard to Ugrešić's work, the term "from outside" would function as a more correct label than the prefix "trans." It should be understood, however, as defining the condition of the writer more than of her work. The label "from outside" appears adequate for defining the place from which she observes and writes, not for the form of her literary output. ; Dubravka Ugrešić określa się jako pisarka transnarodowa. Jej polityczna, geograficzna i kulturowa dyslokacja stała się głównym tematem tekstów prozatorskich, które pisała w ostatnim dziesięcioleciu XX wieku. W kolejnej dekadzie tematem esejów Ugrešić stały się również kwestie związane z rynkiem literatury europejskiej. Autorka śledzi czytelnicze mody, przygląda się też kształtowi i funkcji publikacji określanych jako europejskie lub światowe bestsellery. Jako pisarka i badaczka literatury pochyla nad pojęciem transkultury. Jej wyznacznikiem uczyni doświadczanie nowego, szybszego sposobu przepływu informacji i towarów. Poetyka dzieła nie zostanie jednak naruszona/zmieniona. Podobnie jak historyczno- i krytycznoliteracka hierarchia ustanawiająca ramy kultury i w ironiczny sposób wartościująca kolejne lektury Ugrešić. Autorka-czytelniczka, która chce zrozumieć innych czytelników wielokrotnie zmieni paradygmat opisywanej przez siebie kultury. Rozpatrując relacje między autorem, dziełem i odbiorcą, ustali kulturę karaoke. Tej nie da się jednak oznaczyć jako literatura/kultura transnarodowa. W ten sam sposób nie można też określić literatury tworzonej przez Ugrešić. Rozpoznania poczynione w tekście pokazują, że w przypadku twórczości Ugrešić zamiast prefiksu «trans powinno się używać określenia «spoza». To zaś odnieść należy do kondycji pisarki. Kwalifikacja «spoza» wydaje się adekwatna dla określenia miejsca, z którego obserwuje i pisze autorka, nie dla formy jej literackiego dorobku.
Diplomatic relations as a form of interstate communication is a matter of exceptional importance for both the foreign policy strategy and the ability to successfully implement transnational cooperation postulate. However, the historical approach to the following matter itself seems relevant for proper understanding of the Polish roads to regain its independence, it appears to be far more complicated issue that requires a multifaceted analysis. The closer look at the essence of diplomatic relations, by that means, enables to come up with postulates that determine the modern art of political communication. Therefore, the purpose of this paper is to present diversity upon the diplomatic relations and their impact on international integration in the light of the reborn Polish state. ; Stosunki dyplomatyczne jako forma komunikacji międzypaństwowej, będąc w przyjętym rozumieniu kwalifikowaną (oficjalną) postacią prowadzonej polityki zagranicznej, stanowi materię o szczególnej doniosłości w perspektywie realizacji postulatu efektywnej współpracy ponadnarodowej. Historyczne ujęcie problematyki, wszak niewątpliwie istotne dla zrozumienia drogi prowadzącej do odzyskania przez Polskę niepodległości, stanowi niezwykle złożoną materię, wymagającą przeprowadzenia wieloaspektowej analizy. Zdaje się to niemniej ważne także w zamiarze opracowania postulatów determinujących całokształt współczesnej sztuki dyplomacji. Celem niniejszego tekstu jest przedstawienie różnorodności w zakresie stosunków dyplomatycznych oraz ich wpływu na koncepcję integracji międzynarodowej w świetle odrodzonego Państwa Polskiego.

Web 2.0, characterized by enhanced user interaction and content production, has given rise to a new media ecosystem that has reshaped the way people communicate, obtain information, and participate in the polity. The article highlights the emergence of popular social media platforms and how they have become integral to the platform society. These platforms have not only revolutionized online interactions but have also intersected with offline realms, including politics, commerce, and social relations. The article further explores the implications of Web 2.0 for civil society, contentious politics, and citizen engagement, examining the rise of protests, transnational movements, and the impact of digital resources on democracy and (digital) citizenship. Finally, the work discusses the potential of digital counter-democracy in the platform society and the need for democratic control in the digital age.
Nowadays, energy security is a growing concern in state foreignpolicy. Interdependency in the energy field is a very important dimensionof contemporary relations between states and transnational corporations.Energy security is becoming a key issue for the European Union (EU). TheUnion is one of the world's fastest-growing energy markets and the biggestimporter of energy resources. For the foreseeable future, Europe's energydependence will probably increase. Facing a shortage of energy, Europe isdependent on imports and the EU member states need to diversify their energysupplies. The Caspian region contains some of the largest undevelopedoil and gas reserves in the world. After the collapse of the Soviet Union, thenewly independent Caspian states became open to foreign investment. Thegrowing energy needs have given the EU a strong interest in developing tieswith energy-producing states in the Caspian region to build the necessarypipeline infrastructure. In this analysis, the pipeline infrastructure that exists orwill be built in the near future will be presented. The analysis will concentrateon routes transporting gas from the Caspian region and the most importantproblems and solutions in designing the midstream energy system in the region.The key aim of the article is to analyse the Southern Gas Corridor (SGC)infrastructure project, which will inevitably contribute to the EU's energy securityinterest.
Podobnie jak wydarzenia z 11 września 2001 r., tak również ataki terrorystyczne w Madrycie i Londynie oraz arabska wiosna wyznaczają nową cezurę w europejskim systemie bezpieczeństwa, zarówno tego wewnętrznego, jak i zewnętrznego. Opracowanie jest szczególnie istotne w kontekście potencjalnego rozszerzenia Unii o Turcję, tym samym zaś próbuje dać odpowiedź, czy UE jest zdolna do zapewnienia stabilności w swoim najbliższym sąsiedztwie. W dobie globalizacji XXI wieku kwestie te wymagają niewątpliwie głębszej analizy południowego sąsiedztwa Unii Europejskiej, jakim jest region Morza Śródziemnego w kontekście zwalczania terroryzmu, na który region Północnej Afryki jest wyjątkowo podatny. UE jest szczególnie zaangażowana w tym obszarze nie tylko ze względu na swoje bezpieczeństwo, lecz również z wielu historycznych, kulturowych i gospodarczych pobudek. W opracowaniu autor poddaje dokładniej analizie relacje między UE a regionem, omawia zagrożenia dla krajów Starego Kontynentu i krajów ościennych oraz przedstawia działania podejmowane przez Unię celem przeciwdziałania i zwalczania terroryzmu w regionie oraz próbuje nakreślić perspektywy dalszego Partnerstwa Śródziemnomorskiego w kontekście wydarzeń związanych z arabską wiosną. Autor przedstawia potencjalne zagrożenia w regionie oraz ich implikacje dla Europy oraz analizuje działania UE na rzecz zwalczania zjawiska radykalnych ruchów politycznych nierzadko znajdujących swoje ujście w terroryzmie, jako podstawowym narzędziu walki. Podstawową tezą opracowania jest stwierdzenie, iż wymiar bilateralnej współpracy pomiędzy zainteresowanymi krajami przynosi znacznie bardziej wymierne efekty aniżeli instytucjonalne podejście prezentowane przez UE. Opracowanie umożliwia czytelnikowi zapoznanie się z naturą stosunków gospodarczych UE-Maghreb i ich wagą, systematyzuje wiedzę na temat podjętych działań mających na celu zmniejszenie ryzyka zamachów terrorystycznych na obszarze UE, autor odpowiada na pytanie, czy relacje UE-Maghreb to "wymuszone małżeństwo", oraz omawia rolę UE wobec regionu po wybuchu arabskiej wiosny. ; The tense security environment caused by 9/11 and subsequent terrorist bombings in Madrid, London as well as recent events within so-called the Arab Spring had an impact on the overall issues related with the European Union internal and external security. The study of the EU's relations with its close neighbours is increasingly important in the wake of potential enlargement of the Union (aka Turkey) because it directly relates to the question whether the EU is able to foster peace and stability in its neighborhood. The article deals with matters such as the European Union counter-terrorism actions in its closest partners from North Africa. The study represents factors which determine relations between EU and Maghreb countries. The reader will be also familiarized with the threats imposing a pressure on the European dimension of security. It must be stated that since 2001, the nature of the European Union's external action in the Mediterranean, particularly with respect to North Africa, has undergone significant change. The normative objectives of the Euro-Mediterranean Partnership have been effectively replaced by the co-operation to combat a shared threat: transnational terrorism. Furthermore, for about a decade the European Union has imposed conditions on the delivery of financial aid to third countries in order to promote the economic, institutional and political reform which reflects the significance of those relations. The article's main argument is that the Euro-Mediterranean security cooperation is better understood if the relations are considered in a bilateral dimension, rather than multilateral. Nevertheless, the reader will be presented with multilateral activities in the fight against terrorism, such as MEDA JAI programs or FRONTEX activity, as well as bilateral agreements between selected countries. Finally, the study aims at answering three basic questions: how does the EU try to mitigate terrorist threats in the Mediterranean region; why does the phrase "forced marriage" describe relations between EU and Maghreb countries; what are the nearest future of these relations in the aftermath of the Arab Spring. ; События 11 сентября 2001 г., теракты в Мадриде и Лондоне, «арабская весна» определяют новую веху в европейской системе внутренней и внешней безопасности. Исследование представляет особенный интерес в связи с планируемым включение в состав ЕС Турции, поскольку автор пытается дать ответ на вопрос: сумеет ли ЕС обеспечить стабильность в своём ближайшем соседстве. В эпоху глобализации XXI века этот вопрос несомненно требует более глубокого анализа, прежде всего следует обратить внимание на проблемы борьбы с терроризмом в странах региона Средиземного моря и государствах Северной Африки. ЕС имеет в этом регионе не только интересы связанные с собственной безопасностью, но также много исторических, культурных и экономических связей. В статье дан подробный анализ отношений между ЕС и странами региона, обсуждены угрозы для стран старого континента и соседних государств, а также рассмотрены шаги ЕС, направленные на противодействие и борьбу с терроризмом в регионе и представлены перспективы Евро-средиземноморского партнёрства в контексте событий связанных с «арабской весной». Автор указывает на потенциальных угрозы в регионе, а также их влияние на Европу и анализирует действия ЕС направленные на противостояние радикальным политическим движениям, которые часто рассматривают терроризм, как основной инструмент борьбы. Основным тезисом статьи является утверждение, что билатеральное сотрудничество между заинтересованными странами приносит значительно более измеримые эффекты, чем институциональный подход всего ЕС. Статья предоставляет возможность читателю ознакомиться с сущностью и значением экономических отношений ЕС-Магриб, систематизирует знания по теме принятых действий направленных на сокращение риска проведения террористических актов на территории ЕС, рассматривает роль ЕС в отношении стран региона после начала арабской революции и отвечает на вопросы: являются ли отношения ЕС-Магриб «вынужденным браком»?
The article discusses the problem o f the EP's role in the shaping of the CFSP after the changes made in the area o f integration by the Lisbon Treaty. Unlike economic issues, the matters that fall within the scope o f the CFSP are not traditional areas of integration, since they dea with the essence o f sovereignty o f the nation state, which still remains the most important actor of the process of European integration. The dominance o f intergovernmental cooperation mechanisms within the CFSP determines the limited role of the PE in shaping the policy. However, it should be noted that despite its limited treaty competence in the area of foreign and security policy, the EP seeks to play a major role, often going beyond its formal powers. This is due to the fact o f being the only EU institution with democratic legitimacy, and able to influence the European public opinion with a whole range of instruments of influence it has at its disposal. The growing importance o f the EP in the field of CFSP also results from the Lisbon Treaty establishing unified EU external relations, where the EP has significant competence. Further development of the EP's prerogatives in the CFSP is, however, dependent on progress in transforming the EU into a structure of major transnational powers. ; Artykuł porusza problem roli PE w kształtowaniu WPZiB po zmianach dokonanych w tym obszarze integracji przez Traktat Lizboński. Kwestie wchodzące w zakres WPZiB nie należą w przeciwieństwie do zagadnień ekonomicznych do tradycyjnych obszarów integracji, gdyż dotyczą istoty suwerenności państwa narodowego, które ciągle pozostaje najważniejszym aktorem procesu integracji europejskiej. Dominacja międzyrządowych mechanizmów współpracy w ramach WPZiB determinuje ograniczoną rolę PE w kształtowaniu tej polityki. Jednakże należy podkreślić, że PE mimo ograniczonych traktatowych kompetencji w obszarze polityki zagranicznej i bezpieczeństwa stara się w nim odgrywać istotną rolę, często wykraczając poza swoje formalne uprawnienia. Wynika to z faktu bycia jedyną instytucją unijną mającą demokratyczną legitymację i potrafiącą wpływać na kształtowanie europejskiej opinii publicznej dzięki posiadaniu całego spektrum instrumentów oddziaływania. Na wzrost znaczenia PE w dziedzinie WPZiB wpływa również ustanowienie przez Traktat Lizboński jednolitych stosunków zewnętrznych UE, w których to wielu obszarach PE ma istotne kompetencje. Dalszy rozwój prerogatyw PE w dziedzinie WPZiB jest jednak uzależniony od postępów w procesie przekształcania UE w strukturę o większych kompetencjach ponadnarodowych.
