The article describes the mechanisms stimulating the rapid pace of developments in the reform of higher education in economics. The starting point for the analysis is the circumstances of the reforms of 1989: the pressure for reforms, the unpreparedness of the reformers and the reasons for it, breakdown of the hierarchy of authorities and maladjustment to the realities of market management. The author shows the reasons why these factors did not have the same influence on the transformation processes. Then he describes the factors that determined the success of the first phase of the changes and analyses the conflict of interests in the present situation. The analysis, based on mechanisms similar to cognitive dissonance, indicates the hardening of attitudes conducive to stagnation. This syndrome was called "changeophobia" and was contrasted to conscious, goal-oriented actions towards the vision of a readable system of institutional goals and credible mechanisms for translating them to personal career paths. ; W artykule wskazano mechanizmy, które przesądziły o dynamice wydarzeń w reformującym się sektorze wyższego szkolnictwa ekonomicznego. Punktem wyjścia do rozważań jest wskazanie okoliczności reform 1989 roku: nacisku na zmiany, braku przygotowania reformatorów, załamania się hierarchii autorytetów oraz niedostosowania do realiów zarządzania rynkowego. Wskazano powody, dla których wpływ tych czynników na procesy transformacyjne nie był równomierny. Następnie scharakteryzowano czynniki, które zdeterminowały sukces pierwszej fazy zmian oraz podjęto próbę analizy konfliktu interesów w obecnej sytuacji. Analiza - wykorzystująca mechanizmy analogiczne do dysonansu poznawczego - wskazuje na powstawanie postaw sprzyjających stagnacji. Syndrom ten określono jako zmianoholizm, a przeciwstawiono mu działania celowe i świadome, odnoszące się wizji czytelnego układu celów instytucjonalnych oraz wiarygodne mechanizmy przełożenia ich na ścieżki karier osobistych.

The paper deals with the issue of the professional promotion of women working in the aca- demic sector, in the context of Poland's membership of the European Union. The authors discuss European legal requirements in this respect in order to assess the state of implementation of the recommendations issued by the European Commission and the European Parliament, and included in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers in Poland. Next, using statistical data from the 2007 and 2011 re- ports of the Central Statistical Office, the authors describe the proportion of women in the structures of academic workers at different levels of academic career and attempt to explain the conditions of the situation they identify. A considerable part of the paper concerns the results of pilot studies carried out among female academics of the Faculty of Political Science and Journalism of Adam Mickiewicz University for the purpose of this paper. The paper outlines socio-historical factors that led to the emergence of a new trend in doing research on disability issue – Disability Studies and the dissemination of a social definition of disability, on which the Convention on the Rights of Persons with Disabilities (CRPD) is based. The main part of the text provides a critical analysis of the implementation process of article 24 CRPD at Polish universities with regard to relevant regulatory acts and using reasonable accommodations. Next, statistical data on students and PhD candidates with disabilities are presented. The main conclusions from thematic reports by the Polish Commissioner for Human Rights and by the disabled persons organizations are also presented. In the last part, the disability issue is discussed in the context of creating the Law on Higher Education 2.0 with the case study of amendment no. 47.
Since the middle of the eighties changes have been taking place in relations between the state and higher education institutions. Legislative activity has been developing geared to create a new model of management of a higher education institutions. The article explains how scholars of higher education interpret the changes by means of the concept of the evaluating state and managerism. An attempt is also made to answer the question, whether despite the specific features of the historical development and traditional organisational Solutions of the higher educational system of various countries there are common tendencies of changes in management systems. The analysis was limited to the sector of universities and countries that are usually omitted in studies of this kind were used as examples, i.e. Denmark, Norway, Austria as well as the United Kingdom, where these changes started the earliest and are the most radical. ; W wielu krajach od drugiej połowy lat osiemdziesiątych zachodzą zmiany w stosunkach między państwem i szkołami wyższymi oraz rozwija się działalność legislacyjna nastawiona na stworzenie nowego modelu zarządzania szkołą wyższą. W artykule wyjaśniono, jak zachodzące zmiany są interpretowane przez badaczy problematyki szkolnictwa wyższego za pomocą koncepcji państwa ewaluacyjnego i menedżeryzmu. Autorka próbuje znaleźć odpowiedź na pytanie, czy - mimo specyficznych cech rozwoju historycznego i tradycyjnych rozwiązań organizacyjnych szkolnictwa różnych krajów - zarysowały się wspólne tendencje do zmian systemów zarządzania. Analiza została ograniczona do sektora uniwersytetów i zilustrowana przykładami krajów zazwyczaj pomijanych w badaniach, tzn. Danii, Norwegii, Austrii oraz Wielkiej Brytanii, w której zmiany zaczęły się najwcześniej i są najbardziej radykalne.

Celem artykułu jest pokazanie, jaką rolę w kształceniu w szkołach wyższych odgrywają programy współpracy międzynarodowej. Opis programów oraz ich zakresu działań ma zobrazować, jakie jest ich znaczenie dla edukacji. Szeroki wachlarz zadań oparty jest przede wszystkim na transferze studentów oraz pracowników w całej Unii Europejskiej i poza nią. Przynosi to korzyści na wielu płaszczyznach, przede wszystkim umożliwia zdobywanie i przekazywanie doświadczeń naukowych. Ponadto sprzyja wspólnemu opracowywaniu programów naukowych, ujednolicaniu systemu zaliczania przedmiotów, wzajemnemu uznawaniu dyplomów i punktów zaliczających okres studiów odbytych za granicą. Programy współpracy międzynarodowej zapewniają spójne i ambitne postawy ponadnarodowego wspierania działań na rzecz nauki. ; The article is aimed at showing what is role of the programs of international cooperation in educating at Universities. The description of programs and their range of activities is supposed to depict what their meanings is for the education. A wide range of tasks is leaned above all against the transfer of students and employees in the entire European Union, but also outside it. It is benefitting on many plains, above all this enables to get and to broadcast scientific experience. Moreover it is supporting shared drawing up scientific programs, for standardizing ranking objects, for mutual recognition of diplomas and of points ranking the study period undergone abroad. Programs of the international cooperation guarantee consistent and ambitious attitudes of the supranational support for measures for the learning.

In the article the author describes factors and social and economical consequences of the constantly increasing number of Ukrainian students in Poland. In the academic year 2014/2015 Ukrainians constituted more than 50,6% of all foreigner students in Poland. This process has been called the "ukrainization" of the polish universities. The factors which have an impact on the increasing number of Ukrainian students are the opportunity to make a European diploma, not stable political and economical situation in Ukraine, corruption in Ukrainian universities. The "ukrainization" of the Polish universities, in one hand, is an antidote for the consequences of bad demography and is a part of wider process of the internalization of higher education in Poland. In the other hand, the increasing number of students from Ukraine makes some of Polish students do feel being discriminated because of – in their opinion – Ukrainians are treated by teachers with a bigger tolerance because of the lower level of knowing Polish language and because of the situation in Ukraine in 2014–2015. Also Polish students are against the government's financial support for the Ukrainians who arrived from the Eastern Ukraine. The written paper is based on government statistics, articles published by "Perspektywy" Foundation and other articles on the subject. ; W artykule zostały przedstawione czynniki sprzyjające zwiększającemu się napływowi Ukraińców na studia do Polski oraz społeczno-ekonomiczne konsekwencje tego procesu. W roku akademickim 2014/2015 Ukraińcy stanowili 50,6% ogółu studentów cudzoziemców na polskich uczelniach. Zjawisko to zostało określone w mediach mianem "ukrainizacji". Czynnikami, które mają wpływ na podjęcie decyzji o przyjeździe do Polski coraz większej liczby studentów z Ukrainy, są m.in. możliwość zdobycia europejskiego dyplomu, niestabilna sytuacja polityczna i ekonomiczna na Ukrainie w latach 2013–2015 oraz zjawisko korupcji na ukraińskich uczelniach wyższych. Z jednej strony "ukrainizacja" polskich uczelni stanowi antidotum na konsekwencje niżu demograficznego i jest częścią szerszego procesu umiędzynarodowienia szkolnictwa wyższego w Polsce, a z drugiej – część polskich studentów deklaruje, że czują się dyskryminowani, gdyż w ich opinii wykładowcy traktują studentów z Ukrainy ulgowo ze względu na słabą znajomość języka polskiego i sytuację polityczno-ekonomiczną na Ukrainie. Polscy studenci deklarują również sprzeciw wobec finansowania studiów dla Ukraińców z publicznych pieniędzy. Opracowanie powstało w oparciu o dane statystyczne Głównego Urzędu Statystycznego, artykuły udostępnione przez Fundację "Perspektywy" i inne opracowania z danego obszaru.

The aim of this study is to present the views of George Zygmunt Fijałkowski-Bereday on the role of higher education in modern society, and of access to education and the universal nature of educational institutions at every stage of education. The choice of such topics results from the fact that Bereday is mainly known for his contribution to the development of educational comparative studies. His considerations regarding educational policy and its potential social benefits have not been the subject of scientific inquiry. Selected Bereday publications, both academic and journalistic—as well as archival materials, including speeches, lectures, and correspondence—were analyzed in the research on the issue. The analysis leads to the conclusion that Bereday advocated the widest possible dissemination of access to education, at the academic level as well, and that this need was not only justified by practical arguments—he referred primarily to the sphere of ethics and human values. His views seem worthy of consideration particularly nowadays, when the discussion about shaping education policy focuses on utilitarian aspects, which may lead to diminishing the importance of the fact that access to education is a fundamental human right and, in consequence, may perpetuate inequalities in education. ; Celem niniejszego opracowania jest przybliżenie poglądów George'a Zygmunta Fijałkowskiego-Beredaya na temat roli kształcenia wyższego w nowoczesnym społeczeństwie, a szerzej – dostępu do edukacji i powszechnego charakteru instytucji edukacyjnych na każdym etapie kształcenia. Wybór takiej tematyki wynika z faktu, że wspomniany uczony znany jest przede wszystkim ze swojego wkładu w rozwój komparatystyki edukacyjnej. Jego rozważania dotyczące polityki oświatowej i założeń, które należałoby w tym obszarze przyjąć z punktu widzenia potencjalnych korzyści społecznych, nie były do tej pory przedmiotem naukowych dociekań. W badaniach nad omawianym zagadnieniem analizie poddano wybrane publikacje Beredaya, zarówno te o charakterze naukowym, jak i publicystycznym, a także materiały archiwalne, obejmujące teksty wystąpień, wykładów oraz korespondencję. Przeprowadzona analiza pozwala na sformułowanie wniosku, że Bereday był zwolennikiem jak najszerszego upowszechnienia dostępu do edukacji, także na poziomie akademickim, a potrzebę tę uzasadniał nie tylko argumentami natury praktycznej – odwoływał się przede wszystkim do sfery etyki i wartości humanistycznych. Tego rodzaju rozważania wydają się godne przybliżenia szczególnie współcześnie, kiedy dyskusja na temat kształtowania polityki oświatowej koncentruje się na aspektach utylitarnych, co może prowadzić do umniejszania znaczenia faktu, że dostęp do edukacji stanowi jedno z fundamentalnych praw człowieka, a w konsekwencji – do utrwalania nierówności w tym zakresie.

Lessons learnt from past and ongoing welfare state reforms can be useful in understanding ongoing and future higher education reforms. Research on reforming European welfare states is a missing context in research on reforming European universities. We intend to fill this gap and briefly explore possible links between these two largely isolated policy and research areas. European universities and European welfare states are closely linked today because they are heavily dependent on public funding – and the competition for public funding between the different claimants to it is on the rise. Reforms of both sectors are also closely linked to increasing intergenerational conflicts over public resources in aging societies, and pressures on both sectors are linked to the shrinking tax base, the power of the neoliberal ideology, and changing social attitudes to both welfare and universities.
