Urban redevelopments create opportunities for experimenting with innovative infrastructural solutions towards transformative urban change. Novel solutions such as decentralised infrastructure systems can become essential strategies for helping cities meet multiple sustainability outcomes. However, achieving infrastructural change is a tremendous challenge given the obduracy of these large and complex systems. Assessing and monitoring ongoing infrastructure shift, transformative urban systems needs to provide a better understating of how to account for systemic change. This paper addresses the challenge of assessing and monitoring urban transformative change in a forward-looking and systematic way. A conceptual assessment framework is developed, which identifies key critical dimensions necessary to assess the transformative change potential in the context of urban redevelopment areas. These include the shaping of new expectations/visions, the establishment of new social networks, the creation of learning processes, institutional alignment, and the establishment of new modes of governance. The conceptual framework is applied in a case study of selected urban redevelopment sites in New Delhi, India. The framework was found useful which gaining a differentiated understanding of the transformation process and identifying the strengths and weaknesses within the urban redevelopment niche that can potentially support or obstruct the transition process.

Abstract
In this article, I consider a curious blind spot in constitutional scholarship concerning the resurging rural/urban divide—a readily evident phenomenon closely associated with political resentment and anti-establishment sentiments—and how we may begin to address that challenge through creative constitutional designs. Specifically, I draw upon insights from comparative constitutionalism to discuss four main areas of constitutional law and theory that appear to hold some intellectual promise in this context: (i) formal constitutional commitment at the national level to recognizing the urban/rural divide and commitment to addressing it; (ii) creative electoral system designs that take into account the spatial dimension of politics; (iii) spatial pluralization based on concepts such as "mixed constitutions," "community standards," and "margin of appreciation"; and (iv) rethinking elements of equalization and fiscal federalism more generally. Taken together, the four directions I discuss here offer a repertoire of constitutional design possibilities that hold promise in mitigating the resurging rural/urban gulf. More generally, they serve as an invitation to constitutional thinkers to shake up the rather stagnant constitutional thought of spatial governance, and to think creatively about the ever-expanding urban/rural divide and its consequences for the theory and practice of 21st century constitutional democracy.

Using information and communication technologies (ICTs), e-participation is a tool that promotes the inclusion of the public in participative and deliberative decision-making processes, thus contributing to a transformation of the interaction between government and citizens in environmental governance and sustainable development. In a number of Chinese cities, citizens increasingly draw on ICTs to promote environmental sustainability and to encourage community-based actions aimed to address various environmental concerns. The potential success of e-participation and the role of ICTs in China has, however, not been well explored. The objective of this study is to understand the role that ICTs can play in promoting public participation about environmental sustainability issues in urban China. Based on an online survey with 630 respondents, the study aims to: (1) analyze what public motivations, perception/attitudes and actions drive environmental e-participation; (2) identify barriers to e-participation, and (3) assess the different applications and functions of ICT for citizen participation in environmental sustainability. The analysis illustrates how ICTs have helped the public to obtain sensitive information about sustainability issues, to mobilize people and to gain media coverage for their actions. The central finding is that new technologies have taken citizen engagement to new heights online. More specifically, the age of ICTs has unleashed a stronger public voice on environmental governance and sustainability issues in urban China, which does not go unnoticed by the Chinese state authorities.

Since the Second World War, Australian governments have adopted various approaches to governing nonmetropolitan Australia. The authors profile three distinct approaches to governance characterised as (1) state-centred regionalism; (2) new localism; and (3) new forms of multifaceted regionalism. Although recent policy initiatives have been justified by the argument that the region is the most suitable scale for planning and development in nonmetropolitan Australia, in practice the institutional landscape is a hybrid of overlapping local, regional, and national scales of action. The authors compare this new, multifaceted, regionalism with the so-called 'new regionalism' currently being promoted in Western Europe and North America. It is argued that new regionalism differs in quite important ways from the regionalism currently being fostered in Australia. In Australia, the centrality of sustainability principles, and the attempt to foster interdependence amongst stakeholders from the state, market, and civil society, have produced a layer of networked governance that is different from that overseas. It is argued that there is a triple bottom-line 'promise' in the Australian approach which differs from the Western Europe/North American model, and which has the potential to deliver enhanced economic, social, and environmental outcomes.

We interrogate the process and politics of imagining this new, digital urban space as an urban socio-technical imaginary. The paper critically examines the central role of 'big tech' in producing the urban socio-technical imaginary not as a snapshot but, rather, as a 'process of becoming'. This processual focus on the role of big tech allows us to develop three interrelated analytical contributions. First, we generate in-depth understanding of the proxy politics of urban socio-technical imaginaries in constituting new digital urban spaces. Second, we argue that an urban socio-technical imaginary was used as a Trojan horse to promote private experimentation with urban governance. Third, we demonstrate attempts to imagine a global beachhead via 'the global model' of a new digital urban space predicated on the digital control of integrated urban infrastructure systems.

This phenomenal event involves far more complex system dynamics of human security and livelihoods than any times before. This paper is aimed to highlight these issues from human dimensions where peoples' choices and values are properly addressed and can value in sociopolitical arena. The philosophical inputs have been taken from the remarkable works of Nobel Laureate Economist Amartya Sen. This paper explores how Sen's ideas on freedom of choice and capability approach can improve the urban governance in cities like Dhaka, which is an example of hyper urbanization in low income developing regions and experiencing severe poverty and exclusion.

At a time of "austerity localism", this paper explores how local authorities in London, England, are simultaneously addressing the dual pressures of delivering fiscal retrenchment and of enrolling citizens in new participatory public service arrangements, asking whether "these trends pull against one another, in opposite directions, or whether they are the tough and tender dimensions of a singular process: austerian management" Drawing on empirical research into the London Borough of Lambeth's Cooperative Council agenda, as well as Foucauldian and Gramscian critiques of participatory network governance theories and practice, this paper shows how participatory forms of governance can be folded into the logic of hierarchy and coercion through various governmental technologies of performance and agency (consent), and through tactics of administrative domination (coercion). As budget cuts continue to affect local government in England, this paper concludes that although small experiments in participatory governance may persist, the dominant mode of governance is likely to shift towards more hierarchical and coercive forms.

This article examines urban water supply systems by using indicators such as quantity, quality, accessibility, and reliability. Shillong city is divided into numerous localities, each governed by both formal (municipal) and informal (non-municipal) institutions. This study focuses on domestic water aspects in non-municipal areas and argues that water inequity is more prominent and widespread, and the role of local institutions in water governance is greater and more significant. The article underscores the complementarity between water distribution and water governance rendered by the local institutions.

Im Zuge der gravierenden gesellschaftlichen Umbrüche der letzten Dekaden wurden (und werden) die herkömmlichen Formen der gesellschaftlichen Handlungssteuerung, -regulierung und -koordination in vielfacher Hinsicht in Frage gestellt und es bilden sich - auf der Ebene des Institutionensystems und der Politik, aber auch in Wirtschaftsorganisationen oder in den Beziehungen zwischen Organisationen, gesellschaftlichen Gruppen und Akteuren - vielfältige "neue Governanceformen" heraus. Die Forschungsperspektive des IAW richtet sich auf eben diese neuen Formen der gesellschaftlichen Steuerung, Regulierung und Koordination - auf deren aktuell zu beobachtende Veränderungen und auf die intendierten und nicht-intendierten Folgen dieser Prozesse in verschiedenen gesellschaftlichen Funktionsbereichen und für das Handeln relevanter Akteure. Auf der Grundlage der bekannten Megatrends und ihrer wissenschaftlichen Deutungen werden daher zunächst diejenigen Strukturwandelprobleme benannt, die grundlegende Anpassungen und Modernisierungen gesellschaftlicher Governanceformen hervorbringen. Neue Governanceformen und - mischungen werden dabei im Hinblick auf ihre konkreten Entwicklungsbedingungen, Ausprägungen und Auswirkungen in den gesellschaftlichen Funktionsbereichen Wirtschaft und Unternehmen, Arbeitssystem und Arbeitskultur sowie Stadt und Region erörtert. Schließlich werden die daraus resultierenden Basisthesen und generellen Fragestellungen in den Zusammenhang einer übergreifenden Forschungsperspektive gestellt. ; In the course of far-reaching changes during the last decades traditional forms and mechanisms of steering, regulating and coordinating of activities in modern (post)industrial societies were deeply questioned. On the level of politics and institutional arrangements but also in the economy and in the relations between organisations, social groups and individual actors various new forms of governance emerged. The perspective of research at the IAW aims at these new forms of steering, regulating and coordinating. Therefore, on the basis of well-known megatrends and their scientific interpretation the paper gives a description of the needs for fundamental adaptations and modernizations of societal governance. New forms and patterns of governance are discussed in view of the conditions for their development, their various characteristics and their consequences in economy and enterprises, in labour systems and working cultures as well as in urban and regional structures. Finally the resulting basic assumptions and generalised questions are integrated in a comprehensive research perspective.

Las medidas adoptadas frente a la pandemia de COVID-19, sobre todo las referidas al distanciamiento social y el aislamiento domiciliario de la población, situaron a las personas sin hogar como uno de los focos de atención de las medidas sanitarias de emergencia y de las fuerzas de orden público. En el presente trabajo se analizan las diferentes respuestas institucionales a través de la revisión de la bibliografía científica generada en torno a la pandemia y las personas sin hogar en distintas ciudades. Se discute si, en el contexto de la emergencia sanitaria, se ha producido un giro hacia políticas de reclusión y control del sinhogarismo o, como sostienen algunos trabajos, la pandemia ha revelado que el objetivo de erradicar el sinhogarismo es posible si se cuenta con la suficiente voluntad política para hacerlo. Se analiza el caso de la ciudad de Alicante y la atención prestada a las personas sin hogar durante la crisis sanitaria. Las conclusiones describen un escenario de regresión hacia formas de contención y gestión del sinhogarismo que se apartan claramente de las respuestas centradas en la vivienda que parecían estar implementándose en la ciudad durante los años previos a la pandemia. ; The measures adopted in the face of the COVID-19 pandemic, especially those referring to the social distancing and home isolation of the population, made homeless people one of the focal points of the emergency health measures and of the forces of public order. This paper analyses the different institutional responses through a review of the scientific literature on the pandemic and homelessness in different cities. It discusses whether, in the context of the health emergency, there has been a shift towards policies of confinement and control of homelessness or, as some papers argue, the pandemic has revealed that the goal of "eradicating homelessness" is possible if there is sufficient political will to do so. In the post-9/11 context, security issues have become increasingly central to the hosting of sport mega-event (SMEs). Security budgets for events like the Olympic Games now run into billions of dollars. This article seeks to advance the emerging field of SME security research in substantive and analytical terms. We identify three sets of issues and problems that are taking shape within this field: first, comparative issues in relationship to the Global North and Global South, notably given the growing number of SMEs set to be staged in the Global South; second, various risks and security strategies that are specific to different SMEs, including perceived terrorist threats, spectator violence, and broader risks associated with poverty, social divisions, and urban crime; and third, the security legacies that follow from SMEs, such as new surveillance technologies, new security-focused social policies, and security-influenced urban redevelopment. We argue that future research into SME security governance should be underpinned by a synthetic theoretical framework. This framework brings together three particular strands: first, a sociological approach that explores the _security field,_ drawing in part on Bourdieu; second, critical urban geographical theory, which contextualizes security strategies in relationship to new architectures of social control and consumption in urban settings; and third, different strands of risk theory, notably in regard to reflexive modernization, governmentality, and cultural sociological questions.
