L'objectif est de comprendre les rapports du conseil de quartier aux autres acteurs politiques et aux habitants, avec l'objectif de monter les paradoxes qui résultent des stratégies de positionnement de cette organisation au sein du leadership local. The objective is to understand the relationships of the district's council with the other political actors and with the inhabitants and to show the paradoxes resulting from the strategies to position this organization within the local leadership. These strategies often induce a loss of proximity with the inhabitants and of representation, of the elements that yet founds the legitimacy of the district advice. It appears a sort of opposition therefore between the affirmation of this structure among the local political actors and its proximity with the inhabitants. The history of this territory and notably the brutal mutation that it underwent, passing from the centrality to the marginality, explains the socio-political conditions that governed the birth of the district advice and the evolution its relationship with the inhabitants in part. ; La contribution s'intéresse à la place du conseil de quartier dans la gouvernance urbaine à Nowa Huta ou dans les modes de régulation mis en place après la conversion au libéralisme. In the globalized world, political and economic leaders are concentrated in key places of the most international capitals. Concentrating on leadership in political geography means that one focuses on the individuals exerting political and economic power, instead of on the dynamics of this power. This paper analyzes some of the most important consequences of the concentration of leaders in some limited urban spaces in the capitals of sub-Saharan Africa, specifically highlighting the construction of landmarks, the showcase of some urban spaces, and the proliferation of residential neighborhoods, services and commercial centers, specifically targeting leaders. ; Les dirigeants politiques et économiques de l'époque de la mondialisation se concentrent dans des hauts lieux des capitales les plus internationales. En géographie politique, mettre l'accent sur ces dirigeants comporte que l'on concentre l'attention sur les individus qui incarnent le pouvoir politico-économique, plutôt que sur les dynamiques de l'exercice de ce pouvoir. Ce texte analyse quelques conséquences importantes de la concentration des dirigeants dans certains espaces urbains restreints des capitales des villes d'Afrique subsaharienne, en mettant surtout l'accent sur la construction de hauts-lieux, la « vitrinisation » de certains espaces urbains et la prolifération de zones résidentielles, de services et de centres commerciaux visant tout particulièrement les dirigeants.

This thesis analyses the emergence and the settlement process of the economic policy in the urban area of Lyon, during the last fifty years. It develops an interdisciplinary approach of the territorial public action for economic development, on the basis of an economical and a political reading of the theory of regulation. During the period of economic growth (1950-1975), the central state carried out the economic regulation for the national territory and conceived the necessary tools. Since the crisis, the state delegates responsibilities concerning economic policy to the local level. The thesis combines three points of view for analysing economic policy in both periods: the global economy and its frame of references that may guide public action; the technical and operational forms of economic policy implementation; the modes of governance of economic regulation, with a focus on the relationships between economic and politic spheres in the systems of actors. The objective of this thesis is to show how the Greater Lyon authority takes on the political leadership for territorial economic regulation in the local system of actors. It shows how the integration of the interests of private firms in public policies is done to the detriment of the traditional role of economic actors such as chambers of commerce. Furthermore, the engagement of the Greater Lyon authority in the competition for economic attractiveness might compromise the respect of the general interest in local public action. ; Cette thèse analyse le processus d'ancrage de la politique économique dans l'agglomération lyonnaise, sur une échelle de temps d'une cinquantaine d'années. Old manifestations in some cities, community gardens are defined as small portions of land cultivated by citizens, who have been left out a long time because of authorities little interest. However, the last few years, they are experiencing a significant change in the role assigned to them. Urban gardens are gradually reassigned in policy provisions of many municipalities to address the multiple challenges posed by systemic changes in urban societies. This paper proposes to clarify this development by analyzing and comparing the trajectories of two cities, Montpellier in France and Lisbon in Portugal. This will expose the main features of the gardens and retrace the steps of policy implementation. The gardens gradually appear as tools that will participate in the sustainable structuring of the municipal urban space, as well as social and economic leadership of the lives of citizens. ; L'évolution des jardins collectifs urbains témoignent du (re)déploiement de l'agriculture au cœur des villes.
