Fiber-Based UTC Dissemination Supporting 5G Telecommunications Networks
Any mobile telecommunications network requires syntonization among its various elements. The need to exploit the available radio spectrum efficiently and providing new kinds of services render frequency syntonization insufcient. Phase and time-of-day synchronization will be necessary in the future. Thus, network operators are searching for efficient and reliable synchronization architectures. In this article, an example of such an architecture, applicable to fifth generation mobile networks, is presented, based on the requirements published in the latest ITU-T Recommendations. For supervision of the performance of the synchronization network, the technology of optical time transfer (OTT) is proposed, which allows dissemination of an accurate timescale such as a UTC realization to selected nodes of a coherent network primary reference time clock. Predicting the Lithuanian Timescale UTC(LT) by means of GMDH neural network

The aim of the study is to examine the effectiveness of applying GMDH-type neural network and the developed procedure for predicting UTC(k) timescales, which are characterized with high dynamics of changes of the input data. The research is carried out on the example of the Lithuanian Timescale UTC(LT). The obtained research results have shown that GMDH-type neural network with a developed predicting procedure enables us to receive good prediction results for the UTC(LT). Better prediction quality was obtained using time series which are built only on the basis of deviations determined by the BIPM according to the UTC and UTC Rapid scales.

Sustainable Idea Development Mechanism in University Technology Commercialization (UTC): Perspectives from Dynamic Capabilities Framework

Universities pays a lot of attention and investment in the technology commercialization for its sustainable development and social contribution under Korean government-driven policies. However, when compared to US or European universities, the outcomes of the technology commercialization in universities are relatively inactive. Therefore, this study aims to propose a new idea-oriented framework of University-Technology Commercialization (UTC). To achieve this, this study explores the sustainable mechanism from idea to technology commercialization in the volatile environment by employing dynamic capabilities framework. This study employed structural equation modeling (SEM) to identify causal relationships among the variables with a 2014 to 2016 dataset from &lsquo ; Higher Education in KOREA&rsquo ; . This study collected national and cross-sectional data from different time periods to design our longitudinal study. Our study examines UTC activities related to sustainable idea development mechanism from dynamic capability framework. The results show the importance of start-up clubs as a first step for idea exploration in university technology commercialization and patents as important for both technology transfers and start-ups. Our findings offer new UTC directions for university policy makers.

One of the key tasks of the current government is to develop the regions and strengthen their economic potential. One of the most important factors of economic growth is investment. For Ukraine, which is in a crisis pit, the issue of attracting foreign investments is especially important and relevant, as they have a significant impact on the economic development of the country. At the same time, the largest degradation in Ukraine today is investment activity, which is also due to the outbreak of COVID-19. Deterioration of the investment climate, the possibilities of budgets at all levels, the decline in business activity of economic entities have led to a difficult state of the investment sphere.
The article analyzes the investment attractiveness of the regions of Ukraine. A special role is focused on the factors (positive and negative) that affect the formation of the investment climate of the regions: positive - geographical location, labor resources; negative - unfavorable climate and corruption.
One of the indicators that reflects the stable economic development of certain sectors of the economy, as well as the country's economy as a whole is the investment potential of the regions. The investment and foreign economic policy of Ivano-Frankivsk UТС is analyzed, which is aimed at improving the image at the regional and international levels, promoting a significant increase in domestic and foreign investment in economic development, the implementation of active information and promotional activities.
In the city, foreign investment is about 580 million dollars. US dollars, of which almost 80 million dollars. USA - loan capital. During the study, we analyzed the largest enterprises in Ivano-Frankivsk, including foreign investment, LLC "Electrolux Ukraine", LLC "Tyco Electronics Ukraine Limited", SE VO "Karpaty" (Delphi project), LLC "Imperial Foods".
The method of expert assessments indicates promising areas of business development of Ivano-Frankivsk UТС. In the course of the research we suggested ways to improve the investment attractiveness of Ivano-Frankivsk UТС.

Cross-border UTC of Volyn: socio-geographical backgrounds of tourism and recreation development
Local authorities have been given significant powers, resources, and responsibilities as a result of government reform. Cross-border cooperation is one of the tools for solving the specific economic and social problems of the peripheral border united territorial communities, overcoming their lower level of competitiveness, attracting, implementing and using the best practices of foreign countries in different spheres of public life. Tourism and environmental trends of such cooperation are the main modern priorities. The resource potential of border communities are the following: favorable natural conditions, richness of protected areas, significant historical and cultural heritage, preserved traditional architecture, traditional folk crafts, original customs and rituals are a prerequisite for their development. Taking into account the existing conditions and resources, the article analyzes and substantiates the most appropriate types of tourism and recreational activities of the Western and Northern Volyn border area: recreational tourism for recreation and rehabilitation; ecological, green, agrоtourism, which involve traveling in ecologically clean areas, mainly in rural areas, studying rural life and traditions; pilgrim, religious for searching in the sacred centers of physical and spiritual healing; sentimental – for the purpose of visiting for some reason but not forgotten family places, relatives and acquaintances. Local governments will greatly assist in the development of community development strategies, information support and promotion of available resources.
