The political regime change which occurred in Romania elicited a process of the emergence of new political elites and the application of new patterns in the functioning of the political institutions. Therefore, the governmental instability that characterizes the post-communist period has often been perceived as an effect of the democratization process. Embracing a comparative stance (between the interwar and the post-communist cabinets), the article challenges the idea of a governmental exceptionalism after 1989. Focusing on different patterns of appointment and circulation of the ministerial actors, the paper emphasizes the existence of several elements of convergence with regard to the governmental instability and the volatility of personnel. The paper comprises four sections: after a brief analysis of different factors allowing the construction of a valid comparison between the interwar period and the post-communism, the second part scrutinizes the volatility of the ministerial actors. Thirdly, the paper examines the process of elites' reproduction in executive portfolios and consequently the accumulation of executive experience. The last section of the article underlines the limits of this stabilization process, which is founded on a politics of elite reproduction in governmental offices.

Modélisation de la volatilité de l'indice américain SαP 500 par un modèle LSTGARCH Cet article propose une modélisation empirique de la volatilité de l'indice SαP 500 américain à l'aide de modèles GARCH à transition douce. Dans ces modèles, la volatilité est décrite par des changements de régimes à l'aide de variables dont la dynamique gouverne des effets de seuil. Nous appliquons un test permettant de discriminer entre des effets GARCH habituels et des effets GARCH avec des dynamiques variables au cours du temps. Une comparaison avec d'autres modèles montre une prédominance des modèles à seuil.
The EU has adopted many reforms of the Common Agricultural Policy (CAP) in the past decades. Price support has decreased, and decoupled payments have been introduced. As a result, European agricultural prices have become more volatile, in line with world prices.This dissertation measures the evolution of the productivity of French agriculture in a dynamic stochastic farm decision model in the new economic context with increased price volatility. On this basis, it studies the dynamic link between price risk, farmer decisions, and productivity in the structural estimation framework. The literature review in Chapter 2 describes productivity as a residual and emphasizes the measurement issues from the unobserved capital data series and the endogeneity problem in primal estimation.Chapter 3 compares the numerical methods to solve and estimate nonlinear dynamic stochastic general equilibrium (DSGE) or DSGE-like models, in which capital and productivity are latent state variables. Chapter 4 estimates productivity in a dynamic stochastic decision model based on the generalized maximum entropy (GME) approach. We show that the productivity growth in French agriculture has slowed down and become more volatile following the rise in price volatility. Overall, price risk has an impact on productivity in the way that when exposed to high risks, farmers change their production, consumption, investment and financial borrowing decisions, which in turn affects the realized productivity negatively. National audience ; This paper discusses the dependence of European and French farms oriented towards herbivorous productions on mineral fertilizers. Initially, it presents the main factors explaining the high volatility of fertilizer prices, while insisting on the net import position of the European Union (EU) for raw materials used in this sector (natural gas, ores of phosphate and potash). This paper highlights the evolution of fertilizer costs (per hectare and in proportion to the agricultural output) for different types of farming and regions using data from the Farm Accountancy Data Network (FADN) for the period 2000-2010. It shows that on the contrary to crop farms, herbivorous livestock farms have adopted strategies to limit the impact of the recent rise in fertilizer prices by using less mineral fertilizers (including through a better utilization of organic fertilizers). If mineral fertilizers represent a small share of total production cost for herbivorous farms, particularly for the most intensive ones, a reflection is nevertheless needed on agricultural technology and specialization degree of farms and territories. ; Cette communication porte sur la dépendance aux engrais des exploitations françaises et européennes orientées vers les productions d'herbivores. Many developing countries have implemented policies to limit agricultural price volatility and its adverse effects, without always achieving the expected results. Analysis of recent experiences in Africa shows that in order to be effective, a policy measure must meet four conditions: it must be based on robust knowledge; it must be predictable; its funding must be secured; and its enforcement must be monitored. ; La flambée des prix des produits agricoles de 2007/2008, suivie d'une baisse en 2009/2010, puis d'une nouvelle hausse en 2010/2011, a placé la gestion de l'instabilité des prix agricoles au coeur des débats politiques. Les résultats montrent que les news de la politique monétaire de la BCE relatifs à ses taux d'intérêt Target sont plus significatifs et plus influents sur le niveau de la volatilité intrajournalière que ceux de la politique monétaire de la FED relatifs à son taux des fonds fédéraux. Malgré le nombre réduit de ces news, leur effet apparaît statistiquement significatif au cours des années de l'échantillon du taux de change euro-dollar choisi. Nous avons également introduit une structure polynomiale qui permet de prendre en compte la persistance de court terme et de mettre en évidence une possible dissymétrie dans l'effet de chaque variable de signal sur la volatilité du taux de change euro-dollar.

Mineral fertilizers are now essential agricultural inputs. By improving soil nutrient availability, they play a key role in agricultural production and access to food for a growing population. This report focuses on the challenges of this sector for the European Union (EU), strongly deficit area for these resources. It is divided into five parts. Over the last five years, the volatility of agricultural prices and production factors had a significant impact on the evolution of the income of different categories of farms, both in France and in all Member States of the European Union. The prices volatility has already led to many detailed economic analyzes to determine the causes and / or to promote new instruments that can stop it. She had a particularly intense impact on the incomes of farmers, sometimes to the point of masking their strategies in terms of productivity, technical performances, investment choices, etc. ; Au cours des cinq dernières années, la volatilité des prix des produits agricoles et des facteurs de production a eu un impact significatif sur l'évolution des revenus des différentes catégories d'exploitations agricoles, tant en France que dans l'ensemble des Etats membres de l'Union européenne. Cette volatilité des prix a déjà donné lieu à de nombreuses analyses économiques approfondies pour en déterminer les causes et/ou pour promouvoir de nouveaux instruments susceptibles de l'enrayer. Recognizing the importance of the exchange rate system for open economies, we study the macroeconomic effects of exchange rate regimes. In the first chapter, we define the exchange rate regime and discuss the official or de jure classification of exchange regimes by the International Monetary Fund (IMF) as well as de facto classifications developed by Levy Yeyati and Sturzenegger (2005) and by Reinhart and Rogoff (2003). We subsequently discuss the question of which classification(s) of regimes to use. In the second chapter, the impact of exchange rate regimes on growth volatility is investigated. Building on the literature on the relationships between the exchange rate arrangement and volatility and the literature on the determinants of growth volatility, the objective is to know whether the exchange rate system affects growth volatility once the determinants of volatility identified by the existing literature are controlled for. The chapter also assesses the channels through which the exchange rate regime affects volatility. In particular, we ask whether the contribution of terms of trade instability to growth volatility is influenced by the exchange rate arrangement. Is the impact of the exchange rate regime on volatility affected by financial and economic development ? Volatility or instability is measured from a trend which process is obtained from panel unit root tests. By using de jure exchange rate regimes along with de facto ones as classified by Reinhart et Rogoff (2003), we are able to assess the sensitivity of the results to the classification of exchange regimes. In the third chapter, the analysis is taken a step further by investigating whether the relation between growth and volatility is modified by the exchange rate system.
